"So are you with me?" President Jacob Martins, a balding grey haired man in the middle of his third consecutive term of office demanded of his cabinet.

"Well sir, its not as simple as you say. There are many concerns which must be addressed before Tynelia should announce its presence to the world." answered Gordon Leith, the fussy newly minted Minster of Foreign Affairs- the first of that office. "We need to make sure Tynelia is ready to answer the challenges of world diplomacy."

"As much as i hate to say it, old four eyes there has a point." Brian Kenderson, Minister of Defense answered unwillingly. "While our police force is among the best in the world. We just set a third straight record quarter for low crime, the military isn't ready for the world stage. Our navy is just a coastal fleet really, our air force is a few squads and while the army has good training its still a bit smaller than i'd prefer, especially with the activity of terrorists these days. We need a bit more time to build up."

"No Brian, we have to act now." Amanda Bradford, the Minster of trade interrupted. "The president knows that with the police force what it is we need foreign trade before we build up our military any more than it is or the people will start to feel the pinch. Even the increase to the police dropped the value of the vinli down significantly that the gap between the rich and poor is starting to rise."

"And we can't have that," the president insisted, "We've reached the limits of what Tynelia can do on its own. Yes the Tynelian people are a proud people but even pride has its limits. We're a small country Brian, even my economic packages to try and booster the economy can only help so much. yes we have some of the finest schooling in the area but our nation is not and can not be self sufficent, we need them, even the wild spending capitalists could be a help. That's why i passed the legislature agreeing to keep our beaches public, we need the tourist trade and the vinli these foreigners can bring in to the economy. We must do this."

"And if we're attacked?" Brian asked.

"Then we fight." the president declared, "we might not win, but no Tynelian will lie down and let some foreigners take over our land, their land. And if we stick our heads in the sand there's nothing that will stop these would be invaders from deciding to come if they wanted to anyway. This way at least we can find some friends to help us."

"Friends and funds Mr. President?" asked Jill Claymore, the Minister of Propaganda.

"Precisely." he answered.

"I agree" a soft voice from the far end of the table put in. The man sitting there was dark haired and clean shaven but had been in office even longer than the president had though he looked the younger of the two. "We won't know what is happening in the world if we hide from it. Embassays and ambassadors would be an intelligence coop for us, not to mention our own people being more able to travel outside our borders as well."

"And knowledge is power right Mr. Smith?" Jacob answered wondering all the same about this John Smith- the Minister of Intelligence, if that was his real name. A few declassified documents seemed to indicate that the person holding this office was named John Smith no matter who it was. All previous records of the office holders seem to have been lost or destroyed even Jacob didn't know the truth. Still Smith was a major asset in eliminating crime and the president wondered if the quiet man would be in his element with the world to play with.

"So basically we can make the move now or watch this country go down the ferrethole by hiding out." Jacob asked again gaining a chuckle from a couple of the Ministers at the mention of Tynelia's national animal. "What's it going to be?"

The president was pleased to see the vote agreed with him.



A press conference one week later

"It is with great pleasure that on the behalf of our president Jacob Martins, that the Dominion of Tynelia opens its arms to the world in friendship to those seeking new friends and new opportunities." Gordon Leith announced to the cameras "We believe that in our own small way that Tynelia can make a difference in the world and help make it a safer place."

"For those who may not know of us Tynelia is a small but growing nation which after nearly 60 years of independence is now ready to take its place among the nations of the world. Why so long some may ask? Because our people are a proud people and we felt for many years that we had no business dealing with the outside world when our own land needing straightening out. Now under the leadership of our just President who the people support so much that he is now serving his third straight term of office, each by a larger popular vote than the last, Tynelia feels we are now ready for this step.

"With our heads held high at our accomplishments, it is time our nation turns its eyes to the world around us. A world we look to as our friends to be, partners and equals in this developing world. Nations of the world, Tynelia greets you."

Foreign Affairs Minister Andrew Chambers was glad to see that Tynelia was stepping out into the international community. And the FedAB had served as the welcoming committee to nations several times. Though Chambers was easily the busiest of the FedAB executive ministers, he had the time to extend a hand of friendship to Tynelia.

It was a rather casual meeting between himself and the “Premiers” of Aztlán, Coyotepec Xoxoctic (http://i2.photobucket.com/albums/y50/Spectrechris/Zedillo.jpg) and Quetzalcoatl Nochtli (http://i2.photobucket.com/albums/y50/Spectrechris/randy_castillo.jpg). Of course, Vice-Premier Xoxoctic was only the Acting Premier, as Premier Nochtli was still recovering from an “attack”.

“Well, that’s my report,” said Dr. Wellington…”Oh yes, and we have reports that there is a new nation out there.” He shuffled through the files he had laid out on a table. “Yes, this new nation of ‘Tynelia’.”

“What’s their stats?” Asked Coyotepec.

Dr. Wellington read through the papers inside the folder and said “Well, they have a rather small population compared to much of the international world, about 32 million. They appear to be relatively democratic and have a federalist system, as well. Economically, they're a bit weak, but, when we started out, we were in the same boat.”

“I see no reason not to introduce our selves to them.” Said Coyotepec.

Quetzalcoatl, although having the power still transferred to the Vice Premier, had a significant influence on policy decisions. He then said, “Maybe you could throw in an offer.”

“What type of offer?” Asked Dr. Wellington

"See this is why we're doing this." President Martins announced happily holding the latest dispatches the Ministry of Foreign Affairs brought to him. "I knew there were nations out there ready and willing to welcome even a small nation like ourselves into the global community. And it seems this ASDU organization seems compatable to our goals of economic growth and military security. Have some people look into this group and get me some more information on them before i can make a decision. We don't want to be seen as being too hasty after all."

"Yes sir." the Minister replied, "And as for the other?"

"Don't be a fool Leith," the president snapped, "Tynelia is not going to turn away from any nation seeking contact with us, whether we join some existing alliance or not. Any nation that wants closer ties is to be welcomed. Has Amanda and Jill cleared up the paperwork for the establishing of Embassy Row yet?"

"Yes sir, construction has been moving along quite nicely. You were right to start the building even beofre the paperwork was completed. If we get more replies like these we'll be needing them sooner than i expected." Leith replied.

"Good, then i expect you have some letters to write don't you?" the president concluded in a tone signifying the conference was at an end.

"Yes sir." the Minister said before departing.

On behalf of the President and people of Tynelia I would like to thank you for your warm welcome into the global community. It is our President's greatest wish that this step will indeed bring the twin goals of peace and prosperity to us and any who would walk this path with us. Your wishes regarding the military are also those that our President shares as well, always a concern for a small growing land which might earn the envy of more Imperialistic nations.

With that in mind, President Martins asks if you could send us some more information regarding the ASDU. From what you have mentioned to date it does sound like an alliance where Tynelia will feel at home. Like minded nations will always prosper better than those with vast fundamental differences in philosphy. One concern he has mentioned is to wonder if a small nation like our own might not get swallowed up (metaphorically speaking of course) amongst the large nations you have mentioned. Other than that point the President has indeed expressed in learning more about them and is cautiously optimistic that this may indeed be what we are searching for.

In any event, we have nearly completed construction of our Ambassador's Quarter and would invite the USRANL to set up an embassy here once it is completed so we may more easily communicate with each other and more easily follow up on our initial progress to date.

"So, what have we got people?" President Martins demanded of his cabinet at the latest full assembly.

"We've recieved word from three new nations sir," Gordon Leith replied " One is a smaller nation like our own seeking a common military ground- that's the People's Republic of the Colonist Army. The Death Spire Citadel welcomes us and warns of would be conquerers. And the No State At All offers improvements to our solar energy program and installations of additional renewal power stations."

"Interesting, new efficent energy programs could be helpful, perhaps an exchange with our own programs should be considered. Thank the Citadel for their words of warning and work something out with Brian about the military matters. Exchanging tactics could be of great use for us." the president replied after some consideration. "What else?"

"Well sir," the Minister of Propaganda put in, "Have you thought about the idea Conner and I put together? The exhange program where we allow students to visit and study at the universities of these other countries in exchange for letting theirs study here. It would be good PR and education is one of our strongest points, best to put that foot forward to the world at large."

"Good point Jill, what do you think Conner?" the president asked turning to the old Minister of Education.

"Yes sir, i think this will be most helpful. Letting our young broaden their horizons at these new locales. Plus we can show their exchange students that just because we're a small nation doesn't mean we're undeucated, i'm quite certain our schooling will hold up against anything the rest of the world can throw at us."

"Very well then do it." the president decided. "Amanda how is your end going?"

"Once we finish embassy row and get the ambadassors here i think we'll be able to move much more quickly on getting things moving economically. At the moment we're working on setting up the initial stages- comparing surplus items vs need and such. The energy exhange may be useful as well, i'll need to look into their energy methods so the envoirmentalists don't go nuts if we start cutrting down the rainforests further, the ferret population is only now recovering from the initial uranium mines set up a few years back." she responded.

"Good point, we don;t want to drive our national animal into extinction after all. Keep me informed."

"Yes sir." the Trade Minister replied.

"How about you John? How are the people taking our global broadening of our horizons?" the president asked his Intelligence minister.

"For the most part fairly well. Latest polls show a 81% in favor of the idea with 17% against and the rest undecided. Still it has given the people something to complain about on the 'Anti Government Hour' raido news program. If you'll permit me i'll play back the most troubling of the callers of last week's show." Minister Smith answered

At the president's nod Smith took out a small tape record and hit the play button.

"Yeah the president is crazy. I mean we don;t want these smelly foreigners messing things up in our country. They're only coming here cause they can't hack it in their countries and now want to mess ours up too. I mean what we should do is just take them over ourselves, that way we can keep them out of here but still show them what we know while keeping Tynelia foreigner free. Then we can tax them for all our help so we won;t have to pay as many taxes here. I know we have the best trained troops in the world and i'd bet one Tynelian soldier could kick the butts of a hundred foreigners. I'm tellin' ya we hit them first and we'll get everything the president wants to give these people for free but they'll pay us for the right."

Turning off the tape Minister Smith went on, "Sir we've traded the call and have identified the caller. Do you want me to send my people in to take him out?" As he finished he couldn't help but notice the president laughing in his chair.

"Wars of conquest? Sometimes i think our people's patriotism goes a bit too far. Hell John, you and brian both know some of these countries have larger armies than our entire populations. Sure our troops are good but one of us killing a hundred of them? We'd still end up losing if we did something that stupid even if it was true.

But no let him talk for now, the people have a right to their opinion no matter how delusional it might be. However, keep an eye on this fellow. If he decides to do more than talk he might become a security issue. The last thing we'd need is for some xenophobic zealot trying to blow up the Ambadassors Quarter just as we're making our first steps onto the world stage. But just watch for him and whatever cronies he may have."

"As you wish." John replied indifferently.

"Conner,Jill, before this goes any further i want the two of you to come up with a program to make our people more aware of the situation outside the country. Perhaps a television program which focuses on a certain nation each show where we can educate our people on what we're getting into. I feel some momentum here and i don't want to see our own folk being the ones to ruin it for everyone."

As his two ministers nodded their agreement, the President looked at his watch and announced "Ok that's it for today, Gordon get those replies ready and the rest of you have lots to do too. Back to work people."

Dr. Wellington sat back and was glad to hear about the Tynelian response. It seemed positive, to say in the least – a good start. It had been a while since they had gotten the response. Dated January 14, 2006, it was apparent that the telegram had been lost in the formerly vast bureaucracy of the Foreign Affairs Ministry. Fortunately, there had been much change in the government’s structure.

The newly reinstated Premier, Quetzalcoatl Nochtli walked in, telegram in hand. Dr. Wellington had given it to the Premier three hours ago.

“Took you long enough to write a response.” Said, Dr. Wellington.

“I need to regain my edge. I’m just a bit rusty.” Joked the Premier.

“Well, let me proof read it.” The Premier gave Wellington the telegram draft. His eyes read over it, trying to pick out any mistakes or errors. He looked up to the Premier and said, “Well, my friend, it’s not as bad as I thought it would be. I’ll transmit it right away.”

Quetzalcoatl smiled, “Good, glad to not hear your criticism.”

We would be most pleased to have an embassy in the newly constructed facility. Likewise, it would only be appropriate if we were to reciprocate the offer. Although most foreign embassies are located in our capital, Tenochitilán, or our eastern port metropolis of Veracruz, we would be willing to allow the construction of an embassy in any city of your choosing in our territory.

I’m glad to hear you are interested in our alliance offer. The ASDU is a collection of eighteen socialist and economically progressive nations that focus mostly on collective defense and economic development. In addition, two official allies and two potential allies, bolstering our support. While our alliance is certainly not the largest alliance in the world, the ASDU is home to many veterans in international politics and strategy.

Your concern of being “swallowed up” in the region is most understandable. This is a problem in many regions; however, we try to make it so everyone feels like they can participate. We have come to the defense of all of our members at various times. In addition, your input regarding UN resolutions at vote or regional issues is prized and asked for. The system also encourages participation in governmental affairs as well.

Again, we hope to hear from you soon. I apologize for the rather delayed response, but, there has been structural reform within the government, and such reform has caused snags in the system.

"What do you mean you're behind on your correspondence Gordon?" President Martins boomed at his Minister of Foreign Affairs.

"Well Mr. president, we're still understaffed this being a new department and all and then i've been ill the past few days..." Gordon Leith began before he was cut off.

"Nevermind your excuses, just get these replies out. If Tynelia's going to have a voice in the world we can't come across as a bunch of yokels just off the farm on our first big step. Now get it done."

"Yes sir Mr. president." Leith stammered as he fled the room.

Shuffling through the replies, Gordon doubled checked everything to make sure they were going to the right places. He didn;t want to hear the president if the USRANL's missive got sent to the Death Spire or visa versa. Satisfied everything was as it should be he hustled the letters to the Foreign branch of the post office- another rapidly growing sector of late and insisted that they be sent away immediately.

Mr. Premier,
On behalf of President Martins I would like to thank you for reply regarding Tynelia's concerns regarding the ASDU. I am pleased to say that he was quite pleased by your answers. The president had told me that he feared entering some large organization where Tynelia would get lost in the shuffle but yours seems a perfect size, large enough to be effective yet small enough so all can be heard. Also the concerns of economic and defense are the two main concerns of our own nation.
We are also happy to hear your acceptance of our offer to establish an embassy in our recently completed Ambassador's Quarter in our capital of Tyr. The president also informed me that we will be happy to set up an embassy of our own in Tenochitilán. This way we can come into contact with other fine nations which are also established there rather than set ourselves up alone somewhere.
Finally, the President has also instructed me to inform you that after a special popular vote on the subject some 89% voted in favor of joining the ASDU and the proposal was confirmed unamously by the president and his cabinet. He has instructed me to find out the procedures necessary for joining and if a secondary vote within the ASDU to confirm us needs to be waited on first.
