After. We'll assume Onaga was successfully killed and as a result everyone returned to life (although if someone wants to be Onaga, go for it. Just make sure you explain how HE came back).

I guess Shao Kahn could be one of them. Since if you ever take a look at the GameCube version of Deception, it tells a slightly different part. Shao Kahn was losing against the Shokan and Edenian armies so he makes a clone of himself in case they storm the castle and execute him. The real Shao Kahn went into hiding, and he lives.
That is actually why you can play as Shao Kahn in Deception on Gamecube. However, the ending for Havik also has him eating Onaga's heart to resurrect Shao Kahn. Although whether that is Canon or not, I'm not sure.
