He's a pre-future tech nation(I think, a la man-portable lasers ect) which follows different rules as modern tech. Also, there is no law against small nations having nukes(in MT), provided they buy them/rp getting them(In a good manner) ect.

Infantry classification:
20,000 Infantry per planet: (all types can operate any type of handheld weaponry)
training:
stealth, hand to hand, all forms of non vehicle weaponry
equipped with:
armor, arm pod, small laser pistol, and a small sonic emmiter that will upset equalibum in most humanoids
armor: Made of carbonanotubes that make it stronger then steel [coupled with liquid armor (but not nessecary just make it stonger)] and almost invonurable to laser wor phase weapons because of reterning the excited particals to the original state pefore it weaches the wearer. In the event that the suit is injured nanobots made of carbon nanotubes will deactivate in the correct spots and repair it. If the wearer gets injured the suit will inflate stoping loss of blood and will inject nanobots that will repair the tissue to a limited extent. The liquid armor will also harden into a cast in nessecary when the suits sensors detect that a bone is broken. It contains a week rations wither in the form of a IVs or a MREs. It has a heat and air conditioning(that works like a refrigerator with collent and a heat exchanger) system, CO2 scrubbers just incase they end up in space (along with 20min of oxygen).
Helmet: made entirely of carbon nanotubes and contains information on the entire suit, location of other team members, weapon status etc. It act as a HUD. It is transperant and contains 360 visual (night vision is a combination of infared and light amplification however they can both be used alone) and audio sensors that can screeen for amplify certain things. The communication system worcs by vibrating the bone so it doesn't give away the location of the soldier. Methods of weaving enable them to change the color of the suit to make them invisible (other then a shadow you cant defy the laws of physics but I give them a small light that mimics the frequncy and strength of the light to hide the shadow) They break down biological and chemical agents alowing only fresh air through.

weapon pod: (one on both fore arms for less accurate duel fire when shooting bullets) strapped to either forearm containing five tubes of 15 mm smart seeker munitions, and one tube of 7.0 mm kinetic energy projectiles (7 per clip), and a small laser sword ((AKA lightdagger)) for close quarter combat. The missiles can be modified with special packs provided to the soldier. In these packs will be a specified amount of naquadah to amplify the blast to a max of 1 ton of TNT. In this manner a regular soldier can destroy (almost) any unshielded vehicle and some lightly sheilded ones.

Recources: Replicators that derived from the reverse engineering of transporters became common. They supply much of the weapons, food, etc. There are also great reserves of Naquadah, and a small ammount of Antimatter is used in the warp engine comes from a naturally accuring source that is almost infinate (Pulcon Nebula), but is exreemly limited due to the ineffecancy of the harvesting.

Dont forget about our trade agreement Waterhelper I gave you that megaton of Siberium for the nano miners. Although the tests say that we can mine Siberium through old fashion techniques, the nanominers makes sure to remove any impurities.

To those who do not know what Siberium is:
Siberium is a highly unstable element once it has been put through a fission fusion fission reaction. A yield the size of a marble can destroy 1000 miles of land and the tip of the explosion reaches up to the atmosphere. The power of this blast is 1000 times more powerful than Naquadria from Stargate. But to the surprise of UCG scientists if Siberium is put through a fission or fusion reaction alone the effects are stable enabling this element to become a power source and a power source for planetary grade shields from capital ships to small freighters. Siberium is named after the colony that was established at the time of discovery and so far can only be found their. When Siberium is alloyed with Lavarium ( a Tigerlanian mineral in the cluster) the fission fusion fission reaction is stabilized therefore atom manipulating the element to detonate is out of the question. The Siber-Lavar alloyed armor can either absorb or reflect most laser and turbolaser fire
