If your nation wants these goods, you must state why you deserve them, and must agree to our End user agreement.
Ouyr end user agreement states that these weapons will never be passed on to terrorist groups as labeled by the Azarbadi police. (However, you may forward them to Freedom fighters, revolutionarys and counter occupation forces, as deemed by the Azarbadi Foregin ministry.) You must also not give them to rouge states, as deemed by the Azarbadi foregin ministry. Rouge states include places with such annarchy as "freedom of assembly" "right to peaceful protest" and other such anarchaic "rights"
Please submit to Azarbadi Police an application for these surplus goods, including why you need them, what they will be used for enforcing, and how often you judge you will be using these items.
Yours truly,
Commisar Havokov, Cheif of the State Security Commision of Azarbad.
