How about this way:
1. Terrorists set off a small nuclear bomb in Boston while the president is visiting.
2. Terrorist agent in Russia gets russian bombers to attack an American Aircraft Carrier.
3. America, UK, and others send out bombers to attack Russian Airbases.
4. China allies with Russia for fear of invasion.
5. PIRA, INLA, and other such groups start to rise up in order to take Northern Ireland from UK.
6. All Hell Breaks lose.

In general, Sum of All Fears minus Jack Ryan.
