Die Baltisches Reich [EARTH II]

The struggle for the independce of Lithuania from the Fourth Reich had been a long, but very quiet, one. Lithuania had been assimilated into Germanic culture for well over a generation. The language of most people was German, the dress was an adopted form of German, and the very culture was similar. Many people were comfortable with this.

But there were enough differences to strain relations for quite some time. The small ethnic minority of Russians, primarily in the East and in Kaliningrad, had pushed for independance. After a pro-seccessionist local government had been formed and elected into power, seccession talks had been seriously considered. At first, the Fourth Reich had been obstinant, threatening military action. But eventually, after much deliberation, the Lithuanians found their independance, and along with it the troublesome former Kaliningrad Oblast.

Due to the fact that das Viertel Reich (the Fourth Reich) had so much land to defend, they had actually considered the offer from the Lithuanians, calling themselves die Baltisches Reich (the Baltic Reich) to seceed from das Viertel Reich. What strengthened the Volksdeutsche (ethnic Germans born abroad, specifically referring to Lithuanians) was the fact that they had not been hostile like the Poles and shared many traits of the Reichsdeutsche (German/Austrian/Swiss born Germans), the population of Lithuania being 79.6% ethnic German.

Das Viertel Reich military presence in Lithuania would remain until the Volksdeutsche had securely established their independent government, military, and police. To outsiders, die Baltisches Reich would be indistinguishable from das Viertel Reich culturally. Die Baltisches Reich would even be equipped primarily with Viertel Reich military hardware and technology, some of the most advanced in the world. While they would not be a part of the October Alliance, das Viertel Reich would push TOA to allign themselves with die Baltisches Reich, as they were largely the same as das Viertel Reich.

The relationship between das Viertel Reich and die Baltisches Reich would be very similar to the relationship between Germany and Austria during the First World War -- culturally almost identical, militarily almost identical, etc. Indeed, der Führer was actually quite pleased with this new creation. However, in the eyes of das Viertel Reich and der Führer, Lithuania would not be considered die Baltisches Reich until it had 'acquired' at least two foreign territories...

It was official. Everything had been put into place. The meetings between the Baltic Germans and the Fourth Reich had concluded in full sovereignty of the state of Lithuania, as well as the former territory of Kaliningrad, which would be imbued with its historical Germanic names for the cities and towns inside of it at long last.

The sovereignty had come with a price. Die Baltisches Reich would maintain closer ties with das Viertel Reich than most seperate countries. Lithuania would honour every alliance agreement that Germany had made as though it were her own.

The independance was coronated in a public ceremony attended by Dr. Albert Speer, Reichsdiplomat and, fittingly, head of the Fermes Ministerium des Deutschen or German Foreign Ministry. The interum President of Die Baltisches Reich, a man of unknown heritage yet fierce Germanic pride, stood up to a podium for a long speech. He was pale, thin, and had long black hair that fell about his shoulders. His dress was casual, like those of the people he hoped to represent. Albert Speer stood off to the side, exhuding formality with every breath.

With a sigh, the interim President addressed the audience. "Ladies and Gentlemen of the Baltic...it is my pleasure to announce for you today the official formation of our nation as a self determining entity! From this point foreward, our people shall gather together to decide our own course!" He paused to let these words sink in. The audience knew this, of course, but to hear it elicited cheers and tears from the burgeoning crowd that filled the streets of Vilnius.

"From this day foreward, das Deutsches Reich beats with two hearts, my brothers and sisters." He slowly pointed to the Southwest. "The primary heart lies there, in Berlin! Many thanks we owe to der Furher for this fine oppertunity to establish a secondary heart right here in Vilnius!

"The fight has been long, with losses and gains made on both sides. However, we begin anew, with a future of our own!" His arm lifted, his hand closed to a fist. A roar followed through the crowd, the President's excitement contageous. Slowly, his arm dropped directly in front of him, his finger pointing North.

"However, there is still much oppression in the Baltic. Our brothers and sisters in Latvia and Estonia have been labouring under the yolk of an oppressive band of oligarchs!" The crowd turned from excited to slightly hysterical. "We cannot properly sleep unless the Baltic States are free! So, tonight, when you go to sleep in your beds, hopefully with full stomachs and light hearts, shed a tear for your brothers who desperately need liberation.

"And on that note, I leave you all to celebrate!" His hand waved to the crowd before dropping to the side. He turned and shook the hands of the people all around him, diplomats and politicians whom were smiling and laughing and smoking cigars.

The afternoon meeting in the Royal Ministry of Foreign Affairs, as the official name of the Foreign Ministry went, was just getting started. Foreign Minister Meyer had just arrived from Voronej where he had been debating seriously with the Russians about the unfortunate incident in the Kara Sea. He had lost his temper up there, and almost jeapordized the entire peace process. Rumors around the Government Plaza said that he was to be replaced soon, but nothing had been confirmed yet. Therefore the meeting went along as usual, with Meyer sipping green tea and listening to the various reports from around the world. One of the biggest news was that the Fourth Reich, one of the Kingdoms most important allies had decided to allow their Baltic states to leave the Fourth Reich, peacefully! A shocking news for sure. As a result, the issue was discussed thurroughly in the meeting. After half an hour of deliberation, Meyer decided to recommend that diplomatic contact be established as quickly as possible. The memo was drafted, checked, rewritten a bit, approved and then sent to Prime Minister Rothskys office, the Royal Ministry of Defense, the King and to the National Archives.

Rothsky read the memo three hours later and called the King, who wasn't the galleon figure one would think, but rather an important piece in the puzzle that was the Kingdom of Norways chain of command. Ultimately, it was he who decided what was allowed and what wasn't. Anyway, the King and PM Rothsky discussed for a few minutes, then "agreed" to open relations. It was more the King who decided that the relations was to be opened, and Rothsky concurred. The decision went back down the chain of command and was in Meyers hands four hours after the memo had been issued. Since the Foreign Ministry had four hours to prepare, they had written up a message, which was relayed via the embassy of the Fourth Reich to the new country, apparently named "Die Baltisches Reich".

In the hectic confusion that followed the formation of the Baltic Reich, the telegrams from the new nations were backed up for a few days. Finally, however, the Foreign Ministry processed the Norwegian envoy and sent a reply.

We are currently honoring all agreements made by The Fourth Reich, until we get on our feet politically and economically. If you are a friend to one Reich, you are a friend to both.

The white-painted C-37H Gulfstream V bearing the roundels of the Royal Norwegian Air Force approached the international airport at Vilnius and recieved permission to land immediately, something which it did. As the Gulfstream came to a stop at the tarmac where a welcoming party stood and waited, the representative checked his notes one last time. The man was a sixty-five year old diplomat with thirty years of experience in the Diplomatic Corps in the Foreign Ministry, dressed in a nice blue suit under the brown woolen coat. After all, it was very cold outside in the winter, and he didn't want to catch a cold. Anyway, his instructions was to find out more about the Baltic Reich, and to find out if they were willing to open diplomatic, trade and possibly military relations with the Kingdom. He had wide authorizations from both Foreign Minister Meyer and Prime Minister Rothsky to establish relations. Who knew? Perhaps he would be the ambassador to the Baltic Reich if they wanted diplomatic relations...

The vingsersjant opened the door and checked that everything was in order before he stepped out of the way to let the diplomat and his two assistants and bodyguards exit, saluting as they passed. As the diplomat got out, he spoke in his best german, which was heavily accented, to the welcoming Baltics.

"Meiner Herren, good evening. Thank you for allowing me to come here. Now, please take me to your leaders."

The nice old man was eager to talk to the leaders of this new nation, and ancious to see if they were willing to become friends of the Kingdom.

Amongst the waiting group of people, there was a small task force of plainclothes Special Forces agents at key strategic locations. In the center of the group of well-dressed politicians and security stood a man who seemed, at first glance, unimportant. However, as he stepped foreward, his emerald eyes held a fire that was rare among men of this generation.

He was dressed simply, in a light black trenchcoat, a faded black shirt, dark black canvass pants, and heavy black boots. His black hair fell around his shoulders, neatly parted in the middle, framing his ivory face and crimson lips. He seemed at once a commoner and a king. His pale, ungloved hand extended to the diplomat on the tarmac.

"My name is Riptide Monzarc," he began in fluent German, though his accent trilled with a flavor of Gaelic. "The President of Die Baltisches Reich. It is an honor to host you. Now come, we must get out of this biting cold."

The man smirked arrogantly and jerked his head. A long limousine pulled right up on the tarmac to greet him. He opened the back door and waited for the Norwegian to enter.

After a riveting speech by Herr Monzarc, Dr. Albert Speer rose from his seat behind the man to give his own to the Volksdeutsche of Lithuania. As he approached the podium, dressed elegantly in a brown suit and his hair neatly combed back, he shook hands with Monzarc and upon reaching the speech platform, he rose his right hand in the air and saluted the crowd. A deafening roar filled the air as thousands of citizens and soldiers, some even from Germany, yelled in support and admiration all while returning his salute.

Dr. Albert Speer: "People of the glorious Baltisches Reich, it is an honor to see you become your own identity. I remember, over twenty years ago when Lithuania officially became part of das Viertel Reich. There were so many Germans who did not even come from Germany! I was shocked and pleasantly surprised.

"You were all foreigners to the Reich then. Now I stand before you as a foreigner! Yet, it is a pleasure to do so. I feel as if I am at home in Bremen. Nearly all of you speak my language, dress in my attire, carry my political views, and hold the same love of the Vaterland as I do.

"It is wonderful beyond words to see you become yourselves under the rule of such a fine leader, President Monzarc. Even der Führer holds admiration for this man, an honor reserved for very few men.

"As we speak, your former government, das Viertel Reich is equipping die Baltisches Reich with the same Panzers, the same planes, the same cars, the same rifles as we use. Yes, we are two different entities, but our hearts beat the same and we share the same blood! We are brothers and sisters to eachother, mothers and fathers, nieces and nephews.

"Tonight, when you leave this place, cast out those who seek to destroy the German Blood Order. Our forefathers, the great Teutonic Knights, fought for the same cause. How is it, I ask you, that Lithuania, so far from the womb of the German people, is almost entirely German? Your answer: because we are the ones who have maintained and solidified Europa, we are the ones who fought back and destroyed the Huns and the Turks, we are the ones who prevented the old Roman Empire from destroying our great culture! We went out in the hills and the forests and the valleys and crushed those who sought to destroy us! It is obvious that our strength is so great we have spread so far as Estonia and Finland, all while maintaining our traditions, our language, our very being..."

As Speer continued to give his patriotic, fiery speech, the crowd began to throb with German nationalism and pride in their hearts. Albert's hands gestured with every concept and emphasized every word he spoke.

"Long ago, nearly a century ago, there existed the German Reich and the Austro-Hungarian Empire. Like Austria was to Germany, you are to das Viertel Reich! A little sister or a little brother, only with an indestructible and immense passion and will to be who you born to be and to stave off those who sought to smother that as a torch is extinguished in water.

"Like we are, you are the protectors of the Reich and the German people! Do not let the Russians or Slavic Peoples destroy our race. As you know, Germany and Russia have come close to war twice. They seek to pierce our beating heart, they seek to annihilate the Vaterland! Yet I say to you, because of das Viertel Reich und die Baltisches Reich, this will never occur! Our strength is too great to be contained, our will too mighty to be held-down!

"Look at a map of Europe. Look at how the hands of the German people extend throughout the lands and territories. Just look at how palpable and tenacious our strength really is. Look at a map of Asia and see how even portions of Russia have bowed to our will. If you wish to see the German people continue to flourish and thrive, support the Reich in every way you can! If you are a factory worker, double the speed in which you build tanks and jets and weapons. If you are a woman, give birth to a future generation of proud and great Germans! If you are a man or a woman, see to it that our current generation survives and grows.

"To all of you: if you hope to see die Baltisches Reich und das Viertel Reich continue to grow and prosper, join the Reichswehr of das Viertel Reich or the Reichsheer of die Baltisches Reich. Conquer those who seek to oppress or stop us from achieving our manifest destiny! Join der Polizei if you wish to maintain order amongst Germans, for there are those amongst us who will betray us.

"As you can see, there is more than one Reich. There are two. However, we are the same, both in death and life, but first and foremost in life and being and creation! ...Heil!"

Dr. Albert Speer once again extended his right hand forward, his hair now slightly messed-up, his suit a little less neat, and beads of sweat forming on his forehead even in the cold air. The masses of Germans began to shout and yell, saluting him and screaming "Heil!" at the top of their lungs.

The word became a mantra as it was repeated over and over by the hysterical crowd.

Speer stepped back and shook the hand of Monzarc again, then saluted him. He was escorted off the stage by a hoard of black-clad OS-Polizei soldiers. Flowers were thrown at the stage and the flashes of thousands of cameras shone through the sky.

Die Baltisches Reich has officially been born...

The diplomat was surprised to say the least. That the President himself came to greet him, that was beyond any of his expectations. It had to mean one of two things. Either the Baltic Reich were really anxious to get good relations with the Kingdom, or they wanted to see what the Kingdom was made of before they made any moves against it. The diplomat believed that the first option was the most likely one, and he got into the limo. Sitting down in the seat to the far left, he waited for the President to get in before he started, assuming that the limo was free of bugging equipment.

"Herr President, first of all, allow me to thank you on behalf of the Kingdom for the most gracious permission to come here to speak with you," the diplomat started. He spoke the language of diplomacy well, and hoped that the President did as well. "I'm sure you must be quite busy."

The History of Kaliningrad is rich within the Empire. It was once a republic and waged a horrific war, which ended with Kaliningrad being ceeded to the Reich. The Empire will warily watch this newly independent nation, given the strong history we have with the region.

The Bjornoyan Patriarch was somewhat angry at himself for not doing anything sooner, but now the situation seemed to have been set and much of the region once known as Prussia was under the the Baltisches Reich's control (a nation the Patriarch admired full-heartily). In a surprising move the Fourth Reich had shown a different side of itself, far different than the Polish situation. Patriarch Sedaht Rand smiled, and went about the business of diplomacy with his new neighbor.

Official Communique

The Patriarchal Federation of Bjornoya hereby recognises the sovereignty of the Baltisches Reich over Konigsberg and Lithuania. We wish to establish diplomatic ties via the construction of an embassy within the nation, and the Baltisches Reich is encouraged to do the same in the Bjornoyan capitol of Esthar (ooc: see 'International Relations' thread in my sig)

Furthermore we do not wish to cause unneeded strife in the region due to our presence. As soon as embassies have been established negotiations for any matters of concern may be discussed.
