The Republic of Czan

Background: Czan is named for the largest island in a small island chain along the southwest rim of the ring of fire. Originally a collection of feuding tribal kingdoms, these were united in the First Republic of Czan, founded 1836. This confederation suffered from frequent warfare amongst its component states. By the 1920's, modern Czan had descended into as tribal chieftains, city warlords, and the disintegrating confederate government squabbled for control. This made the island chain an easy conquest for Japan's Greater East Asia Co-Prosperity Sphere during the second world war. Retreating Japanese troops left behind many of the weapons which the Second Republic would use to establish its authority (1946-1958) over the entire island chain. In 1958, Father One was elected Overseer and Executor of Czan and the Lesser Isles, a position which he has maintained. Tribal disputes continue to divide the nation, and Central Authority has met considerable resistance in cementing its control outside the island of Czan.

Central Authority – Issues directives to the bureaus. The bureaus must acquire the approval of Central Authority to implement their own directives. The current and supreme executive authority in Czan is Father One.

Bureau of Philosophy - The bureau is not only concerned with ensuring ideological purity in the Republic, but with determining what that ideology should be. The Bureau has three divisions. Meta-Ethicists determine desireable ideology. Ethicists determine how various issues relate to the accepted ideology. Stapol and Stapolsec enforce mandates determined by the Bureau of Philosophy.

Bureau of Peace - The Bureau of Peace handles military training, deployment, and tactics, and foreign affairs.

Bureau of Health - Manages hospitals and conducts medical research. Advises the Bureau of Domestic Supply on rationing policy.

Policing: Czan maintains several police organizations, operated by rival bureaus, making for a rather confusing security situation.
State Police/State Police (Secret) – Stapol and Stapolsec are operated by the Bureau of Philosophy. Stapol is more interested in maintaining peace, while Stapolsec seeks to eliminate ideological dissent. Since Stapol is under the Bureau of Philosophy’s control, they coordinate operations with Stapolsec.
Military Police – The Bureau of Peace keeps MP’s on duty near bases and Bureau offices. Some MP’s maintain ideological conformity among soldiers, but most are concerned with base security.
Domestic Security – Domsec is maintained by the Bureau of Infrastructure for crime control.
Domestic Surveillance – A counterespionage organization operated by the Bureau of Intelligence, which also eliminates ideological dissidents when these are located.

Economy

The Bureau of Domestic Supply issues manufacturing directives and ration allotments. Workers receive Czanish Exchange Notes as well as rations to buy “luxuries.”

Military: Largely uses antiquated equipment left by the Japanese during WWII. The decay of this equipment over time has only recently forced the Bureau of Peace to reequip and modernize the Czanish Armed Forces. The Czanish Navy maintains a small fleet of troop transports and four destroyers for coastal patrol. The Czanish Air Force consists of two fighter squadrons in prop-driven Mark I’s, one squadron of jet-powered Mark II’s, and a squadron of twelve Type-I Medium Bombers. Central Authority and the Bureau of Peace are negotiating with the Bureau of Domestic Supply to expand Czan’s military capacity.
