Greetings Madam Schleicher,

I have recieved your telegram and I would like you to know that I am responding to it ahead of many issues faced in these troubling times. First of all The Imperial Republic will not stand for a major invasion of Torontia, as that is an asset of one of this nations highest allies, Halberdguardia. I still am waiting on permission of the NSA to release military forces, but I am sure he will see the light and authorize a go ASAP. Your plan to start a blockade is sound, and naval forces should also be released soon. Secondly, HailandKill is not an overly-imperial nation and invading another nation on one nations words is not something we normally would do. However, a background check on your nation has showed me that an alliance would be a well fit for both our nations. Thus, if we can sign an alliance with your nation we can help you invade Amestria and we all can sleep better for it, as Killians do not stand idly by there allies. Thirdly, I would like to propose that you come to HailandKill and we can have a meeting of some sort in the capital.

I eagerly await a response.

Regarding: Amestria

Good evening Mr. Johnson.

I thank you for your extremely prompt response. Regarding the situation with Amestria, a blockade is currently in the making to block only Amestrian transport ships. The Commonwealth will not stand idly by watching the aggressive Amestrians increase their numerical superiority while threatening to launch a massive assault on Seattle.

It has been realized and duly noted that prior to the request that the Imperial Republic is not an "overly-imperial" nation, which is why the Commonwealth was hesitant in asking for assisstance and why the defensive idea was thrown around. It would be an extreme honour to enter into an alliance with the Imperial Republic and would be extremely beneficial to both parties involved for both economic and political reasons. A meeting would be more appropriate to discuss this matter than a series of messages. With the upcoming of Conference of the Commonwealth, I am rather reluctant to release a senior official of the calibre of Sir Louis Riel (Minister of Defence) and Sir Chairman Gary Girardi (Minister of Foreign Affairs, ex-Chairman of the Commonwealth) for fear of them not returning in time as they are both extremely important to the conference. My second choices would be to send one of the three top military commanders, but one is en route to Torontia, another is out preapring the fleet and the third also has to be in Copacabana for the conference. However, I do have one option left: Sean Keane.

Sean Keane was originally appointed Governor of Torontia prior to being recalled to the Commonwealth to take care of other matters. He was based in Torontia almost from the start of the Commonwealth intervention and has remained informed about the situation since his departure. He is regarded quite highly by most officials in the Commonwealth and is even seen as my successor in the next elections. He, unfortunately, currently doesn't have an official position any long within the Commonwealth and has been floating idle for quite some time. This is the perfect chance to get him back to work. He can be dispatched immediately aboard the Commonwealth's latest addition to the Navy and Air Force. Inflight refueling can take place while he and his escort are flown to the Imperial Republic for the meeting.

Leaving immediately after the Chairwoman sent her message, Sean Keane was nearly in the Imperial Republic when he got word to land.

The small, unmarked Leerjet began its descent towards the airport in DeMaio and landed half an hour later. After taxiing to a small building on the far side of t he airport the plane stopped. Mobile stairs were brought over to the plane and the door opened. Two large men, wearing dark shades and ear pieces stepped out of the plane and walkd down the stairs, taking positions on either side. Another two of these men appeared at the door and walked down the stairs, followed by Keane and his three staff members and another three men.

"Mr. Keane, I am your driver. Please come with me." The limo driver told Keane as he began walking towards a limo and a van.

Keane and three of the men go into the limo, while the staff and the other four men hopped into the large van.

DeMaio City

The limo sped off towards the Grand Hotel, where Mr. Keane lodgings were planned. The limo entered the capital city, and then slowed to an eventual halt. The limo had arrived at its destination, and at the hotel were an entourage of Killian secret servicemen. One service men had opened the door when the limo stopped and politely asked Mr. Keane to follow him. The agent proceeded to the third floor, where a suite awaited Mr. Keane. Outside the suite entrance were two more agents, and one had opened the door when Mr. Keane arrived at the door. Inside the suite, there lay a message for Mr. Keane on the nightstand. It was from Allen Johnson, and it read,

"Dear Mr. Keane,

I hope your trip was a pleasant one and I also hope you enjoy your stay in HailandKill. The limo you arrived in will be your personal limo, and any sights you wish to see the driver will take you there. Also, the Killian secret servicemen are more than capable of handling any threat that may pop up so you can leave protection to them and let your guards relax. In two hours I wish to meet you in the conference suite of the hotel your currently staying in. I shall be there waiting for you so we can get formal introductions and such out of the way.

Sean Keane read the letter. "This is an excellent set up they have hear. Looks exactly like how we treat our guests back at home. I could really use a meal. After that flight and all the sitting and waiting and airline food...I could use a proper meal."

Keane approached the guard who had greeted him. "Excuse me sir" Keane extended his hand. "I'm Sean Keane, diplomat at large for the Commonwealth of Saint Fedski and these are my personal guards, Hugo Girard and Magnus Samulsson. We would like to get a decent meal in us before the meeting tonight, actually, in two hours, where do you recommend?"

Grand Hotel

The service agent took Mr. Keane's hand and shook it firmly. He was very impressed with this mans manner and order of conduct.

"A good restaraunt eh?" He responded to Mr. Keane's question "Well, if i remember correctly, there is a restaraunt that Mr. Johnson frequents called the "The Rusty Anchor" which has great seafood amongst other things. Im sure the driver knows where that is, as the driver is Mr. Allen's personal chaffeur. Ask him to take you there....er...actually I am supposed to be one of your guards so follow me and we shall get you set up."

The agent walked down the main balcony stairs, and headed for the exit. He walked to the limo outside, and opened the door for Mr. Keane to enter. When Mr. Keane had entered, the agent told the driver where to go and in fifteen minutes the limo arrived outside the restaraunt. It was obvious there was a long wait, but the head agent exited, asked that Mr. Keane wait for a minute, and strolled inside. When he returned to the limo he opened the door and stated,

"We will be seating you and your guards at Mr. Johnson's personal table. I hope you find this restaraunt satisfactory, and anything you want you get. It will be put on Mr. Johnson's tab, so price is not a problem. Please follow me."

The agent led the diplomat to a table in the restaraunt. He then sat at another table close to Mr. Keane's table and silently observed the restaraunt. A waiter approached Mr. Keane's table and asked for orders.

After glancing at the menu, Keane whispered to Hugo and Magnus, "I feel like a kid in a candy shop. I can't believe with all the ocean near New McFarland and we don't have these kind of things on the menus."

"Well, there is this one place down outside of the Copacabana base that has an excellent selection, unfortunately its always busy and government officials don't get any special consideration." Hugo whispered back.

"May I take your orders please?" The waiter asked in a quiet, polite manner.

"I think some snow crab legs would suit me just fine right now." Keane replied.

"Excellent choice sir." The waiter chirpped. "Crab is tonight's chef's specialty. You will not be disappointed. Anything for you gentlemen?"

"Yes I will also have the snow crag legs, and he will have steak and lobster please." Hugo quite often ordered for Magnus as Magnus' English wasn't exactly the best and his thick, Swedish accent making him that much harder to understand.

"More excellent choices. The food will be out shortly. Enjoy your stay, if you need anything, please ring."

"Thank you sir" Keane spoke as the waiter left. "I can't wait, my first seafood dinner in quite sometime." Keane then motioned for the agent to come over. "Would you mind joining us?"

The waiter promptly left to deliver the order to the waiter. This dish was on top priority and it was going to be cooked first. As the order was being prepared the head agent strolled to Keane's table, after muttering something to his partner in Dienstadi. He said to his partner that he would be right back, and then he went to Keane's table. He took a seat as asked and waited for a second before asking,

"First time in HailandKill?"

"It is." Responded Keane. "From the plane it looked very nice. I hope after the meetings are all done I will have a chance to take a look around, maybe do some shopping for the family and some sightseeing for myself."

"I promised Amy I would bring her something back" Hugo chipped in then paused "from where ever it is we were going."

"Oh look, the food's here already." Keane couldn't hide his excitement and anticipation. "Looks good too, we'll have to come here again before we leave."

The agent watched Keane and his entourage eat there food. He waited until they were finished before he took care of the check and tidied everything up. After the last preparations were done he led Mr. Keane to the limo idling outside. He opened the door and ushered the diplomat in. When everyone was in the limo, it headed off towards the hotel again. The limo drive took a steady slow drive as to let the passengers digest their food. When the limo arrived back at the hotel, the driver let the passenger out of the car. Mr. Keane was now free to head to where he wanted.

Keane stepped out of the car and immediately streteched his arms into the air and groaned "That was good eating. Good eating indeed. What time is it?"

"We have an hour." Hugo replied.

"Just enough time to have a quick shower and shave before we begin." He leaned back into the vehicle to thank the driver and then thanked the Killian agent before walking into the hotel and proceeding to his room.

Forty-five minutes later....

Keane emerged from his room in a brand new suit. He carried a hard leather briefcase in his left hand and a walking stick in his right.

"How do I look?" He asked Hugo and Magnus.

"Very sharp." Hugo replied while Magnus said something.

"Let us meet." Keane began walking to the conference room with his two guards in tow. They arrived five minutes later.

Allen Johnson saw Keane walk in and he made the last addjustments and such on his suit. He then strolled over to meet Keane and when he got to Keane he announced,

"Ah, Mr. Keane I am Allen Johnson and it is a pleasure to meet you." He said extending his hand, I hope your meal was enjoyable."

"Hello Mr. Johnson, the pleasure is all mine" Keane replied shaking Johnson's hand. "The meal was quite enjoyablon't have anything like it back in Sarnia, the capital of the Commonwealth. But maye thank you. The Rusty Anchor is excellent. It's too bad we dbe its a good thing too, makes these meals just a little more special."

He motioned for Hugo and Magnus to step forward. "This is Hugo and this is Magnus, they are my longtime guards and as such, quite close friends.

"Hello" Hugo said extending his hand. Magnus said something that resembled a greeting and also extended his hand.

"If you don't mind, they will just sit over there at that table and play poker or something while we talk."

"I am glad you enjoyed the restaraunt, it is a personal favorite of mine. I have no qualms about your guards playing poker, and I think we should get down business. First, what exactly does Saint Fedski want militarily from their new allies?"

The two guards walked over to a corner and sat down. Magnus pulled out some cards and they began playing.

Keane and Johnson went and sat down at another table.

"Before I get into a joint strategy, I had better outline what I have been allowed to share by the Security Council." He paused for a second while he looked through his briefcase for a copy of the order. "Aha! Found it! It's rather long so I will try to be brief as this is only the beginning of the talks. I will get into the details later."

He paused for another second while scanning the document.

"I'm not going to bother getting into the history of the conflict. I will just jump to what is requested. A substantial amount of the Commonwealth Navy is tied up in defence of the mainland. These ships would be better used to attack the Amestrian mainland. We would like, at the very least, is a naval deployment, consisting of carriers, destroyers and frigates to combat any enemy aircraft or vessel that dares to test the defences of the Commonwealth. If possible, we would prefer an offensive role for the Killian military too. We will need all the help we can get when attacking the Amestrian mainland."

Johnson carefully listened to the diplomat while doing some serious thinking. Invading a nation was a thought he really had to mull over.

"I know alot of the history of the conflict, so that is not a problem. Basically you want some of the Killian navy to patrol areas of Saint Fedski and destroy all threats?"

He paused to let the diplomat respond before saying,

"I have heard of this political shitstorm, excuse the language, regarding Amestrian handling of prisoners, and I am wondering if Saint Fedski is the only hostile nation towards Amestria?"

"We would like a little more than 'some'. We are paranoid about seaborne invasions. We have nearly half the Navy tied up with in 700 miles of the Commonwealth mainland. And if we are to free those vessels up, a sizeable force would be needed to make us feel safe."

Keane flipped a couple pages in his binder.

"An air force isn't entirely necessary though, I just found this document explaining how we are phasing out our F-16+'s and equipping the squadrons with a new light fighter. The F-16+'s will be in the hands of the reserves, replacing the F-4 Phantoms and A-4 Skyhawks that they currently use."

Again i'm not sure what we can spare as we are tied up with war in The Golden Throne but I guarantee that it will definatly be enough to destroy any invaders. Grounds forces wise, im sure we can spare two armies which should be enough for an invasion, but lets discuss that later. I must say I hope those nations who have secretly pledged support come through if this gets ugly because I don't want HailandKill in the middle of a political firestorm. You understand correct?"

Seeing as the defensive aspect of this operation is taken care of, I would like to discuss the just as, if not more important offensive aspect. I have hear some details of the planned deployments for you to look at if you wish. Admiral Ken Murphy, the Commander of the Commonwealth Navy has given me a list of the shortcomings of the navy that need to be addressed prior to a major assault on the Amestrian mainland. I have that document as well."

Johnson looked it over with a keen eye.

"Im sure that if the Killians launch a joint invasion we can make up for the short comings. Maybe you could also explain them a bit more to me?"

At the end of that statement an aide walked over to Johnson and handed him a piece of paper. Johnson looked it over and said to Keane,

"I got this from the NSA. It says that you will have two new armies christened for the invasion. Im sorry we cannot provide veterans but im sure training will more than enough compensate. What else do we need to cover?"

Keane handed Johnson the document.

"This is high level information. It has not even been released to the general Security Council yet."

Hugo approached the table holding a cell phone. "Mr. Keane, its Admiral Murphy"

"Tell him I'll call him back."

"He says its extremely important."

"Please excuse me Mr. Johnson." Keane took the phone and walked off to the other side of the room.

"Hello Admiral. Yes things are going well. What do you mean? You're joking! Ok. I can do that, and that. I will see what I can do. Thank you Ken. Bye." Keane hung up the phone.

"Sorry about that. That was the Chief of the Armed Forces. He has some bad news for me and possibly for us. First of all, there is a conference going on in McKagen, relating to Torontia. McKagan has threatened intervention if peace is 'broken'. Defences have been ordered to high alert and the Amestria-bound fleet is ordered to full speed. The attack may happen sooner than planned.

Keane shook his head.

"This is what I hoped to avoid but Admiral Murphy says it must be done. I must ask for a deployment of naval vessels, however small or however large, from the Imperial Republic as soon as possible but it must have at least one carrier. I think it's a show of solidarity more than anything but the Admiral sees it as necessary. And now for the hard part.

As a former Captain the Navy of New McFarland, I had the rare duty of becoming a theatre commander. There were no senior officers left so I was promoted. I don't mean to brag, but there's no doubt that I was kept on as a theatre commander because of my victory over the Glade Navy. They had far superior numbers in ships, but we controlled the skies, though barely and had a capable navy at the time. The long and short of it is that a force of fifteen frigates, six destroyers, four submarines and two cruisers were able to defeat a fleet at least four times that and including a battleship and two carriers.

I have been recalled to active duty and will be taking Command of the Pinkish Theatre immediately following the Conference of the Commonwealth. The Conference will be held in two days and with me being a senior officer, I must attend. I can leave here no later than tomorrow unfortunately. However, if we cannot finish this meeting here, there is room on the government's private estate if you would care to continue it there."

There was worry on Johnson's face when Keane walked away on a cellphone. His faced showed even more worry when Keane made his announcement.

"I am not sure what is on high alert or on standby, thus im not sure what can be deployed immediatly. Second of all what is this intervention McKagan is talking about? If there is a peace why would Saint Fedski break it and invade Amestria? We should be able to finish this conference if you give it a bit more time. It is vital we finish it here."

"This 'peace' conference will lead to a war, just like the last ones. The accusations of the other side not living up to their end will be made, the peace cancelled and a war will start. A third party will initiate the accusations once things get going, or hit a bit of snag which will cause things to go downhill. There are third, fourth, fifth and even sixth parties getting involved now. We do not want to end up as the petty losers in this. We want a show of force while accomplishing something militarily thus making Amestria a logical target, if not the logical target. We want to assert ourselves as a nation that will stand up instead of rolling over to the larger, numerically superior nations. This upcoming war will be to protect the Commonwealth from being bullied, and from being attacked by the Amestrians and the Torontian supporters."

"The plan to attack Amestria is to force their cooperation. They will not cooperate otherwise and if we are to continue rebuilding Torontia, we need their cooperation. After their surprise attack and gutless cease-fire declaration, it is up to them to cooperate with us now. We will make no more sacrafices to them. Their attack ruined any chance of us agreeing to any of their terms. If they truly want peace, they will have to agree to what we have drafted. However, if they refuse, they will be warned that any action, or lack thereof that threatens, harms, or restricts the Commonwealth from doing its duties in rebuilding the nation will be seen as an act of war. It is expected that many such acts will take place so we are merely positioning our forces before hand. Of course there will be numerous warnings after they commit such acts, but there will be a final straw and when they final get there, it won't be nice."

Keane motioned to Hugo for the phone.

"The State of Amestria is being extremely uncooperative. They claim to be their to rebuild, yet they have done nothing but increase troop levels, and arm the Torontian citizens. Which is also causing more alarm amongst the Interm Government of Torontia and the citizens. At the moment, Amestria is flying in a large number of soldiers, missiles and weapons while discouraging the Commonwealth of Saint Fedski from regrouping. They are also building extensive concrete fortifications surrounded by minefields, entrenched weapons and a large number of heavy weapons such as artillery and missiles. Such measures are a sign that Amestria is preparing for a war as the missiles are not anti-aircraft nor anti-ship, they are large, medium range surface-to-surface weapons and deployed in an offensive manner. This preparations and the particular actions, or lack of, are causing the alarms bells to ring in the Security Council. Another of the many reasons why we are preparing for a strike."

Hugo gave Keane the cell phone again.

"Hello, Louis, I may be a little late for the meeting, I feel this meeting is a bit more important at the moment. Alright. Bye."

Keane hung up. "I am here as long as needed. If the fighting should start while I'm here, I will leave immediately but I doubt it will so I'm here for a while."

"Yes, I kind of meant military action." Johnson said, seeing the diplomats confused face. "So there is gonna be action against Amestria? Interesting. What are the main goals of the military action that is going to take place? Like what do you want to accomplish by invading amestria?"

Sean Keane had a little chuckle. "My apologies, mental blank, hahaha"

He scratched his and looked up at the ceiling. "The objectives are kind of shady. The official one, on the memo and the plans calls for the 'complete destruction of the Amestrian Armed Forces and their ability to wage war.'"

He paused for a second before leaning forward and speaking quieter. "I believe there are other reasons. I believe the Security Council just wants to teach Amestria another lesson. I would too after what Amestria tried to pull."

He sat back in his chair. If my timing is correct, their should be a couple hundred aircraft in the air over Torontia just waiting for them to take a pop shot, even with a rifle, at one of them. Once that shot is fired, the war starts."

[OOC: So, basically, if you cannot get the Amestrians while they are withdrawing, you will get them out at sea? Interesting. To start this conference up again post something along the idea of the "current events" that are happening right now.]

"I recieved an e-mail last night from the Minister of Defence, Sir Louis Riel. He informed me that Amestria was withdrawing and Commonwealth forces were to hold fire. Apparently, other parties would intervene on Amestria's behalf if the Commonwealth tried to force the withdrawl. He also said that Commonwealth forces would be moved from Torontia to the waters off Kahanistan for what he calls 'war games'. I know for a fact we're planning to hit Amestria hard. Why else would we be planning war games off the Kahanistanian coast? One of our closest allies is just a short distance from our greatest enemy. How perfect is that? Of course however, our forces will return home for a week or two to take abit of a rest while the ships, aircraft and vehicles undergo some serious repairs. Once they are ready, all of our ships are being deployed to Kahanistan, leaving the mainland virtually devoid of ships, aside from patrol boats and coast guard cutters. I'll be recieving a more detailed plan tonight."

Johnson paused for a response before saying,

Keane paused for a minute while he thought of the exact wording to use.

"A list of...I can't think of the word. The simple truth is we want vengeance for what happened in Torontia. Here is the list of the Amestrian actions that we wish to seek vengeance for."

Keane reached into his briefcase and pulled out a sealed envelope. Stamped on the front of the envelope in great, big red lettering was the word "CLASSIFIED". He handed the envelope across the table to Johnson.

"Yes, the security is a little loose, but that's alright, its not too important. As you will see, almost each of those is justification enough for an assault on Amestria. Each of those are important enough to warrant special attention. If we cannot get them there, in Torontia, we will seek to get them elsewhere. It may not happen tomorrow. It may not happen next week. It may not even happen in the next couple of months. But it will happen. The Commonwealth is almost ready to begin a full scale war against a numerically superior enemy on the enemy's own soil, which means it will be completely by surprise. Just like the Amestrian attack was. Unlike the Amestrians however, we will follow through until the Amestrian military is completely destroyed.

The always calm Keane was getting a little worked up. Having been in Torontia for almost year as the Governor, he knew much of what was going on. He knew the truths and lies of it all. He had spent the better part of year building up his hatred for the Amestrian slime. The complete and utter destruction of Amestria is all he wanted. If the destruction was followed by the execution of its political and military leaders, it would be similar to a lifetime of christmas and birthday gifts all rolled into one package.


They began an unwarranted attack on the Commonwealth and Eastern Torontians. After being stopped in their tracks and having Yallak withdraw support and facing certain defeat, they withdrew and called a ceasefire. If the Commonwealth had launched a counter offensive, it would have been immediately condemned as a hostile act and the Commonwealth could have faced possible foreign intervention on Amestria's behalf, adding to their already numerical superiority
Amestria began the attack by launching numerous N2 and EMP weapons.
The first N2 strikes were reported in Spokane where there were a few Commonwealth Forces. The resulting casualties among the civllian population is still unknown. At last count, over two million were estimated to have been killed. All twenty-five Torontian soldiers in the city of Spokane were killed. At Spokane International Airport, thousands of civilians were also killed by a similar attack. There were no Commonwealth Forces in the airport or on the grounds. Seattle and Olympia were also targets for Amestrian EMP and N2 weapons.
While claiming to be rebuilding Torontia, all that was rebuilt under Amestrian occupation was the military, which was then used to attack the Commonwealth Protection Zone.
Amestria had been claiming to be protecting the people from Commonwealth hostility and from terrorist groups. The ruthless, unnecessary bombing of civilian centers across Eastern Torontia.
While claiming to be upholding human rights, they massacred hundreds of Torontians in B.C.
While claiming to be upholders of peace, Amestria enlisted the help of various nations to openly challenge the Commonwealth's rebuilding efforts and protective measures.
While claiming to be upholders of peace, the numerically superior Amestrian Forces begun open hostilities against the Commonwealth without any provocation
While facing the threat of a small counter attack from the numerically disadvantaged Commonwealth, Amestria threatened to use, N2 bombs and nuclear weapons on large civilian centers once again,
While expecting a large scale attack from the Commonwealth, Amestria and the puppet regime known as the Torontian Provisional Government, began constructing a massive fortification complex between East and West Torontia containing short range surface to surface missiles, heavy artillery and other forms of offensive weaponry. In addition to the fortifications, the Amestrian leaderships again threatened the use of N2 weapons on civilian centers. EMP attacks were also threatened and are believed to have been carried out during the latter stages of the Torontian conflict.

Note: Civilian centers were, for the most part, completely void of Commonwealth military personnel. All military personnel were stationed in former New Order facilities outside of civilian centers, near airports and in national parks.

"Once the Amestrian ships hit the open ocean, they will be struck. The eight carriers we have remaining out there are ready to scramble two squadrons each to attack the transports and an another two to protect from enemy fighters. Amestrian combat ships will be engaged by surface and subsurface vessels. Once the Amestrian defences have been weakend considerable, a Fleetbreaker Class cargo ships will move in for the kill. After the Amestrian defeat, we will move in to occupy the population, not to protect it like in Torontia. Two quite different policies. By the time we leave, Amestria will be completely pacified, completely unable to wage an offensive war.

Anyways enough about those Amestrian pigs, they will be dealt with, we're here to discuss an alliance agreement."

[OOC: I do. That's why it won't be for quite a while RL time. Using fluid time, it'll be right after they pull out from Torontia.

[OOC: Sorry to barge in like this guys, but Saint Fedski, using fluid time and have it just after Torontia would cause problems anyway. What if around the same time, Amestria has another conflict on her hands? My guess is that you should have your characters do it a long time after Torontia just like a long time IRL.]
