"As of today, all foreign ministers, economic advisors, military advisors, press and non-citizens are to be expelled from Democratic Karuchea. All diplomatic relations with countries before the Year Zero have been frozen and will not thaw. We are open to any new diplomatic relations with progressive or Communist nations and any nations sympathetic to Angka and Brother Number One. We are giving all foreign agents of reaction and Capitalism one day to find a means out of Karuchea or else they will be arrested."
