The Government of the Commonwealth of Saint Fedski has called a January conference into session. The Conference will start on January 2nd, 2006 at 12:00pm All members of the Commonwealth must have a minimum of two senior officials. The conference has been called in order to discuss the various internal and external matters. The invited guests are listed at the bottom, along with the vital details. An outline of the conference is as follows.

Topic 1: Torontia

1.A What is the status of the conflict?
1.B Are more troops needed? Are we able to send more troops?
1.C What are the chances for peace?


Topic 2: Internal Security
Due to almost continuing border clashes and attacks by rival factions, groups, organizations and units, is an increased military deployment the best way to control this problem?

2.A The area from the city Sombra on Georgian Bay, along the border with Thorns and the Formerly Free-Land of Plympton Wyoming to the City of Saint Clair in the Republic of North Saint Clair is constantly under fire, what should be done to end this violence?
2.B Should we increase the amount of Police (Army reserves) or the amount of military units (Regulars), or neither?
2.C Would tougher punishments be a better way?
2.D Would outlawing various groups be the best way?
2.E What is the current situation?
2.F What can be done to prevent future problems?


Topic 3: Internal Security for Foreign Officials
After a rash of "outbreaks" the Internal Security Force has been embarassed, quite embarassed. The outbreaks and failed security have led various officials to question the need for such an embassy.

3.A Is there really a need for a "joint embassy complex"?
3.B Should consulates in each of the members Republics be mandatory?
3.C Should we permit nations to equip their embassy guards with military grade equipment?
3.D Should embassies be permitted to garrison their own private army?
3.E What should the role of the ISF be in the future?


Topic 4: External Security
Due to near breaches and hostilities elsewhere, is the security of Saint Fedskian diplomats in jeopardy?

4.A What measures are currently taken to protect officials externally?
4.B What can be done to improve external security?
4.C What does the Intelligence Bureau have to say about external security?
4.D What does the security council have planned for the future?


Topic 5: Foreign Policy and Relations
What changes have been and should be made to the Foreign Policy of the Commonwealth of Saint Fedski?

OOC: This a Conference for all members of the Commonwealth of Saint Fedski and some other nations offered spots as observers and/or speakers. The guests will be outside in the waiting room until they are called in. If you feel we have close enough relations and feel I overlooked you as a possible guests, TG me. The conference won't start until Jnaury 2nd 2006 Real life time. All nations have until then to do an IC response on here listing their delegation and to arrive. After January 2nd, they can still arrive, but will be late and may have missed their chance to speak. Any questions TG me. If there's enough, which I hope their isn't, we may have to start an OOC thread.

This is where I'll be revealing the new organization for the Combined Armed Forces and restating the members of the Commonwealth Government.

The Democratic Soviet Republic of Kahanistan accepts the invitation of St. Fedski to attend this important conference. General Marcellus Q. Valens, newly confirmed by the Supreme Soviet as Minister of Defense, will attend, as will Vladimir Zygonov, the Minister of the Interior.

They will be accompanied by fourteen Republic Guards as security, who will be wearing NBC gear as is standard procedure when deploying military forces, as well as being equipped with body armor and M-16 rifles.

My family will be with me because we were on a cruise in the new yacht so I will be spending the nights with them on the Yacht as opposed to with everyone else. See you later.

"Only one more hour until we arrive. We definitely need a new plane." Brad Richards, the Minister of Defence says.

"We'll have to ask for one at the conference then. This rickity old bucket just doesn't cut it anymore, especially for the long flights." Ellen Bruce, the Governor replied.

There were flying in an aging Leerjet that always seemed to be in for repairs. An hour the plane landed, barely, at Sarnia International Aiport in the Republic of New McFarland.

"This must be our escort" Ellen said. "And those must be our vehicles."

The four ministers jumped into the awaiting vehicles and sped off for Copacabana, arriving a couple hours later.

Louis Riel was waiting in the parking lot of the Copacabana Military Facility for the arrival of Ellen Bruce and her team. He didn't have to wait very long.

The vehicles slowed down as they entered the base and came to a stop in front of the Riel, who reached for the door handle and opened the door.

"Ellen, how nice to see you again." He said as she stepped out. "It has been ages it seems. Please come with me and I will show you to your building."

Louis began walking toward a large, two storey Victorian-style building. It was both a house and an office and in immaculate condition.

Having received the correct authorisation from the Saint Fedskian aerospace authorities, Xirniumite Flight 23X4, a gargantuan Airbus A380 diplomatic jet airliner, mainstay of the High Ecclesiarchy fleet, touched down flawlessly on the tarmac at noon precisely on the first day of the new year. Its crew radioed the nearby military jets from the Saint Fedski airforce, thanking them for the diplomatic escort. Their own escort of the Mikoyan Project 1.44 stealth fighters of the 10th Tactical Fighter Squadron had returned to Holy Xirnium on the edge of Saint Fedski airspace.

Flanked by their aids, Lady High Grand Cardinal Dr Heather Gilda (http://i8.photobucket.com/albums/a25/Dennis134/Gilda.jpg) and her close Caucus ally, Lady High Grand Cardinal Carolyn Petra, the Foreign and Finance Ministers respectively, descended down the stairs to the airport's runway and the waiting Saint Fedskian delegation. Both wore the classic maroon cloaks of the High Ecclesiarchy, of a red so dark it was almost black. It was utterly unprecedented for two Grand Cardinals to simultaneously visit a foreign nation.

‘Greetings from the Eternal Republic of Holy Xirnium,’ announced Lady Gilda cordially and with a warm smile, slightly inclining her head towards the Saint Fedskians in the traditional Xirniumite greeting. 'It is a great honour to finally visit the Commonwealth.'

A lone jet was seen flying low over the ocean as it was nearly cutting the waves. The roar of the engines echoed through the night with a power that could only belong to the F-90 Guardian Angel.

"This is Eagle One, coming in for approach. Over."

"Eagle One this is the SFS Sombra, you are clear for landing. Over."

The fighter plane suddenly rose into the sky before diving again in a perfect descent towards the aircraft carrier. First the front wheel touched down with the familiar sound of rubber on runway and then the rest of the plane was secured as it caught the second arresting wire and slowly came to a stop. The cockpit opened and out jumped the self made trillionaire, Mar'ki Ticron.

A Kahanistan C-5 Galaxy approached the Copacabana airport. General Valens himself was piloting it, something he had done for the past fifty years and was not going to stop doing just because he was now the Defense Minister.

Valens' Galaxy radioed for permission to land. "This is the Kahanistan delegation, Minister Zygonov and our security will be landing shortly, over."

Admiral Ken Murphy was on the bridge of the SFS Sombra when Eagle One called in. He immediately gathered his hat and cane before walking down to greet his guest. Murphy, in his extremely white dress uniform was an odd sight on the dull grey flight deck. He approached Mar'ki with a big smile and an extended hand.

"Mr./Ms. Tircron. How nice it is to finally meet you. That is a beautiful bird you've got there. The Conference hasn't started yet, but some of the other delegates are here and are waiting in the lounge. We can either go join the meet and greet or talk a little business before the conference begins."

The small, six-seat cessena took off from Marquassis carrying King Brideau, and Ashley O'Donnell, two ancient P-51 Mustangs were providing the escort, which was mostly ceremonial.

Half an hour later the plane touched down on the aircraft carrier. The two officials were immediately ushered to the waiting helicopter that would transport them across the compound to the conference.

Gary Girardi was in the lounge in the large conference hall. Sitting there at the table waiting for the delegates to arrive.

At the other end of the room, the two large, oak doors opened and in walked Louis Riel, the Minister of Defence with the delegation from the Republic of Pink.

Entering from the side door, at the same time was King Brideau from Thorns and his team.

"Good morning, good morning." A cheerful Girardi shouted across the room as he jumped to his feet to greet King Brideau. "How do you Sir? Are you well? Is there anything I can get for you?"

After a brief chat with the King, Girardi strolled over to Riel and Ellen Bruce.

"Ellen Bruce. It has been a while old friend. How are the tropics treatin' ya? Well I hope. Come on in, the four of us have a lot of catching up to do."

The C-5 thouched down in a picture perfect landing and slowed to a halt near the end of the runway.

"Greetings Minister" An aide to Gary Girardi said as the Minister stepped out of the plane. "Welcome to Copacabana. My name is Jeff and I will be your liaison for the duration of your stay. If would come with me I can take you to the conference."

Admiral Murphy and Mar'ki walked to the waiting helicopter that would skip them across the compound to the conference hall.

"You were invited here because you and DMI have been our largest supplier. We feel that you have a right to know how your products are being used. Hopefully these meetings will bring about a stronger relationship between the Commonwealth of Saint Fedski, DMG Military Industries and the Dominion of DMG. We are in need of some new weapons especially in the area of offense. We have a 'smal' void where cruisers and battleships should be and in the area of support for amphibious assaults. We have been using patrol boats and frigates for such things but they are neither adequately effective or properly suited to the role and have been taking casualties."

I assume you have had the time to look over the specs of our newest line of vessels?" he asked. "The Dominion Navy has been phasing them in quite rappidly and from what I have heard so far they are quite pleased," he said proudly. "Though... if you are in need of other offensive products such as land attack aircraft and artillery... we will becoming out with them quite shortly," Mar'ki said as the helicopter cut across the ocean towards land. "Just a little held up with paperwork and all that comes with the new year..." he added annoyed.

"The Army has been phasing in the self-produced PzH 2000 and the MARS rocket launching systems as the standard artillery but what we need is more in amphibious assault supports. While the landing craft are going in, there needs to be some sort of heavy guns among them in order to blast any target that presents itself. Battleships and SDs cannot do this as they are too far away and there is a larger chance for missing and for friendly fire. But we do need Pocket Battleships or large cruisiers. Does DMI still do custom designs?"

"But of course we do," Mar'ki replied. "Though during this time of year with all the paperwork needing to be done as well as celebrations and new models coming in from our engineering team, it might take a little longer than usual to fufill any such request... but I hope you will understand."

"Did you have anything in mind already, possibly some specs? Or were you just at the beginning of the design process in which you know what you want but not what it is...?" he asked politely.

The USNSEA Minister of Defense Paul David Nettleton had landed half an hour after the Kahanistanian C-5 at the Copacabana airport. He had arrived in a modified PX-801, designed by MierTech and used by the government of the Union and the airlines of the Union. The Defense Minister's aircraft was escorted by a squadron of twelve F-22 Raptors, six on each side of the jet.

Then two Globemasters came carrying the Elusion SUVs - designed and produced by DMG Military Industries - that usually carried Southeast Asian delegations around the place. And as soon as the Defense Minister's PX-801 stopped. A staircase truck rolled over, and out he went.

Nettleton was a tall, Eurasian man with a well-built frame: a sign of his love of sports. He waved at the Saint Fedskian reporters, whom responded with either a snapshot from their cameras or waved back. He walked down the stairway to greet the Saint Fedskian delegation.

The helicopter carrying Mar'ki and the Admiral landed in the parking lot behind the conference hall.

"If you would kindly follow those gentlemen, they will lead you into the lounge. The delegation from Southeast Asia arrived a little early and I need to go welcome them. I will see you soon." The Admiral hustled off to a waiting jeep.

Arriving at the airstrip just after the Southeast Asians landed, Admiral Murphy stepped out of his jeep in a visable rage.

"How did they get here?" The Admiral bellowed at a Lieutenant while pointing at the small group of reporters.

"Th-th-th-they had p-p-p-passes sir." The young boy squeaked.

"I don't care if they have bloody passes. Orders were passed locking down the facility. Arrest them immediately. Send Captain Dekker to see me. NOW!"

"Yes sir!" The lieutenant sqeaked again before rushing off to gather some guards. The soldiers could be seen escorting the press, rather forcefully, away from the area.

The Admiral, still red in the face and now sweating a little walked over to Mr. Nettleton and his team.

"My apologies Mr. Nettleton, but there are no press allowed on the base for the duration of the conference. I will speak to Captain Dekker who is supposed to be ensuring the security of the compound. I'm sorry we can't stay and chat very long but there are some guests waiting in the lounge that I have yet to welcome. If you would please come with me sir, and your team can follow up in the vehicles you brought.

The two Kahanistan Ministers and their guards followed Jeff to the conference. They were both large men, General Valens was seven feet tall, over 300 pounds, and very sturdily built. He was about 70 years old, but still quite robust.

Minister Zygonov was also tall, only 6'5", and appeared about 60. He had graying blond hair and blue eyes.

The two men were decidedly more physically imposing than their guards. They sat down in the conference hall, each man taking only two guards, the other ten remained outside.

"That's all right," Nettleton smiled and extended his hand to Admiral Murphy, "it's good to know that the Commonwealth of Saint Fedski and the Union of Southeast Asian Nations are getting along with each other."

He then followed Admiral Murphy to the location he was taking him to. An armada of bodyguards wielding Desert Eagles flanked Nettleton along the way.

Even though he was in effect a five star admiral during peacetime, not to mention a six star admiral during wars, Admiral Stephen Marcus always insisted on wearing only four stars and on being called Admiral. He figured he'd let his stature within Sarzonia's naval service speak for itself.

Thus, the man who could have worn the most ostentatious dress uniform imaginable was clad in a simple white uniform with gold epaulettes being the only adornment that seemed out of place on a uniform that spared the expense. Marcus doffed his cap and let the cool, 14 degree Celcius breeze waft through his hair and rustle the stray hairs his hat pressed against his temple.

He walked with Admiral Select Tom Goughan, a man who was waiting on Parliament's official assent to don his fourth star, and a man who had been going over the presentation the Commonwealth government sent him. While Goughan just celebrated his 51st birthday, he looked years younger. Sea life agrees with the little bugger, Marcus thought bitterly. His time at sea in command of the First Fleet had long since passed. Now, he spent his days helming a desk and manning the wheel of politicos and defence appropriations instead of warship's bridges and command decisions he felt were his birthright.

But he knew why he was on his way to Saint Fedski. Admiral Barbara Tucker, herself recently given a two star promotion despite the fact she retired from active duty as a commodore, hated to fly. Vice President for Naval Operations Kathy Bunhall was at Parliament Hall observing the debate in the Senate over the latest budget debates. Otherwise, Tucker and Bunhall would have attended in lieu of Marcus and Goughan. Just as well, Marcus thought. It's about time I get away from that damn desk.

"Fleet Admiral Stephen Marcus and Vice Admiral Thomas Goughan, I presume?"

The words spoken by the impossibly young guard standing in front of the building cut into Marcus's silent reverie like masts through a summer squall.

"Admiral Stephen Marcus and Admiral Select Tom Goughan," Marcus corrected the guard. "I guess those updates didn't get to you from Naval Command." The guard checked his Blackberry device and smiled sheepishly.

"They did. I forgot to replace them in the printout. My apologies."

"Not to worry," Goughan said. Easy for you to say, Marcus thought for a moment, then dismissed the thought. He thought now wasn't the time for bitterness. It was time for him to represent Sarzonia and do the job well. He straightened up and walked into the room with Goughan stride for stride at his right into the next phase of his naval career.

By now the cavernous conference hall was filled with people from places next door, to places on the otherside of the planet and some would argue, not even on the planet. The slender figure of the Chairwoman, dressed quite appropriately for the serious tone of the conference is walking confidently to the small stage at the front of the hall. She stops at the seat occupied by Gary Girardi, the Minister of Foreign Affairs for the Commonwealth.

"Who hasn't arrived yet?" She asked in a barely audible whisper.

"The Fish, The Islands and either delegation from Sarzonia." He replied in an equally loud voice.

"Well," She said, pausing to think. "Well, I think some form of action is needed. We'll talk about later though. Did everyone else arrive safely?"

"Yes, although Ellen Bruce and her people were a bit shaken up. They need a new plane or they may not get home safely."

"Did you get them one?"

"Janice is currently doing the paperwork for one that just came out of the factory."

"Excellent." Katherine looked at her watch, it showed 12:13pm. "We're a little late. Better get started." She quickly walked up to the stage.

"Welcome everybody to the First Conference of the Commonwealth. We hope that this will become a tradition. This conference is the first step in fully unifying the Commonwealth and its actions. This conference will bring internal relationships to an all new high, while creating a new approach to external relationships. Prior to the start, I would like to state a few things, hopefully to make things run smoother."

She paused for a little bit to collect her thoughts and catch her breath.

"Firstly, I would like to welcome Mar'ki Ticron of DMG Military Industries for taking time out of his busy schedule to be with us today. Thank you Mar'ki."

Another pause while a polite applause from the various delegation showed the appreciation for Mar'ki.

"I would also like to extened my welcome to General Marcellus Q. Valens, the Minister of Defence and Vladimir Zygonov the Minister of the Interior from Kahanistan."

Another applause break.

"Another welcome is necessary for the delegation from Xirnium: Her Eminence the High Lady Dr Heather Gilda, the Grand Cardinal and Foreign Minister of the High Ecclesiarchy and the Finance Minister, Lady High Grand Cardinal Carolyn Petra. Wow that was a mouthful and a half. Welcome."

The various other delegations politely clap as the two ladies take a stand and wave.

"Joining us from Souhteast Asia is Paul David Nettleton, the Minister of Defence. Welcome to Sarnia Paul."

Katherine took the applause break to catch her breath and collect her thoughts once again before continuing.

"I know that most of us, especially me, do not know everyone here. So I kindly ask that when it is your turn to speak, that you introduce yourself and where you are from prior to delivering your piece. I would also like to ask that once a speaker steps in front of the microphone, that all chatter ceases. This
is an important conference and there is a lot of information that needs to be digested. Alcohol consumption during the conference should be kept to a minimum, though for those from North Saint Clair, a lesser level of maximum."

She paused for a moment to allow the audience a brief chuckle. The Northerns were quite well known for their drunken antics, but were surprisingly coherent while under the influence.

"The next point I'd like address before we get down to the particulars of the conference: our guests from Xirnium, Kahanistan, DMG, Southeast Asia and Sarzonia will be escorted to their holding cells, also known has waiting rooms when they are not part of the discussion. There is cable TV and internet in each room. Each room also has a secure line directly to your embassy in Sarnia should you need it."

Katherine paused one last time to allow everyone a chance to think before she continued.

"Before we begin, are there any questions, concerns, problems, needs, or anything?"

Mar'ki Ticron didn't have anything to ask so he didn't speak up. He merely looked around the room to see if anyone else had something to ask and waited as they were to be escorted to their 'holding cells.'

ooc: oh... alright then. Well the easiest thing would be to pretend it never happened :p . But you could also have your person get word that the commonwealth has crumbeled and break the news to everyone there.

OOC: Well, St. Fedski's and McFarland's security is still important, and as one of your Adamantine allies, I'd REALLY rather not have to go to war with Amestria. ICly the Kahanistan Government would be happy if the Amestrians admitted to their atrocities and someone went to prison for them, General Gran preferably but anyone who's at least a three or four star general would do.

Even if you ignore Torontia, the conference as outlined has a lot of other topics to discuss.

OOC: I would do something but well it seems its kind of ruined now. I would like to thank McKagan and Amestria for ruining it for me. This conference would have done quite a bit for the Commonwealth but according to them there isn't one. So once I figure out a way to close this, I will. Any ideas?

OOC: Just to hit a diplomatic note, why don't you simply do away with the whole Commonwealth as alliance idea (the root of all the problems) and simply rewrite the varous nations as regions of the Nation that is the Commonwealth of Saint Fedski.

For example, North Saint Clair will become a region of the Nation of Saint Fedski (which would have a Commonwealth style government).

Saint Fedski becomes one nation, one account, one population, one GDP, one player. That seems an easiest change.

EDIT: What I meant was for Saint Fedski, with its current population of 500 million to become the whole Commonwealth (I said rewrite those nations into regions, not incorporate them).
