Marshall of VMS Parahodov was standing infront of the arctic ocean in the Nordvik seaport. Infront of him was a huge crowd of reports, behind him was a small patch of water, tiny in contrast with the sea of ice a little further north. Icebreakers were making the paths through the ice, paths Russian VMS ships would soon follow. It was time for the press conference to begin.

Parahodov: Since the beggining of time and until now nature has ruled over man. Even today in our modern age our lives can still be shattered by natural disaster. We are not immune, but we can protect ourselves. I say that we take steps to protect ourselves, we and only we should be the ones to dectate our destiny. Today the process will begin that will clear the ocean you sea behind me from ice, our ships will be able to quickly gain access to any ocean of the world. Today this great project begins with 15 ships, tomorrow there shall be 20, in a month over a 100. In a year from now i will stand here again but there will be no ice behind my back. This a truly great day tovarishi. Without further waiting i announce the beggining of Proyekt Liedohod.

15 small ships quickly took off from the harbor and approached the ice. Once they did they started shooting strong streams of water at the icesheet with their speacilly designed huge hoses, melting it away the ice. A day later the specialy designed submarines have placed warming devices on the seabed below the ice, those were the first tiles of a network that would eventually extend through all of Russian Federation territorial waters, and purhapse few miles beyond.

The actions of the Russians in melting the polar icecaps can only be seen as a direct threat to the entire planet. The melting ice will not only cause serious desalination in the oceans as the level of fresh water rises but gradually, the sea levels shall rise, flooding the coasts of every nation throughout the world. The millions upon millions of lives that will die because of this foolish, irresponsible, and completely illogical act by the Russian government shall not go without just cause. The Empire hereby calls all nations of the world, from all alliances of the world, to condemn and stop this act or else, within a year, our own coast lines will receede miles upon miles back.

This act by the Russian Federation shows their complete ineptitude towards the world, science, and human life. Their foolhearty ideas and plans are nothing more than disasters waiting to happen. For every single Layartebian life lost because of this, the Empire will fine the Russian Federation $1B. For every mile of lost coast the Empire will fine the Russian Federation $10B. And for the eventual ice age that this act will bring about, the Empire will see to it that the Russian Federation pays very dearly.

Even your allies in the VCO will not stand by you in this act of sheer lunacy. Not only will you destroy your own nation from rising sea levels but you will also destroy theirs and de-salinate much of the oceans, meaning an end to much sea-life, which in turn will be detrimental to human life on earth.

The Russian Federation obviously has a complete disregard for their own lives, the lives of their citizens and the lives of the billions of humans and animals on earth.

We stand strongly by our allies and condemn this act of sheer stupidity and boorishness to the full. We suggest a complete, world-wide embargo on the Russian Federation if they do not decist from these acts. Nothing will be imported from them, nothing exported to them. Cut them off from the world.

Response from the Russian government

We are free to do whatever we please with our own waters. You have a right to fine us for as much as you want, we have a right to not pay anything. This is ridiculus, you condemn us before fully understanding our plan. We are taking preventetive measures by digging new channels for the water to flow through. In addition the amount of ice we are melting away will not have a major effect on the globe as a whole. It will however allow our ships easier access to the world's oceans. Either way, condemn us or not, we will go ahead with our plan.

OOC: Hirg, i really couldn't care less about what you think, your personal opinion means absolutely nothing to me, i am not being offensive just telling you the truth. Hirg check the EII thread, i elaborated on how this will not fuck up everything.

The Empire remains weary of this idea and implores the Russian Federation to rethink their methods. The possibility of a warming, chain reaction is very real and very definite. Until the Russian Federation can guarantee, one hundred percent, that this idea will succeed within the parameters and limits set fourth by the project requirements, the Empire cannot support this decision. Furthermore, the Empire will be monitoring its coastline. Should water levels increase as little as one inch above normal this project will be terminated, forcibly if it must.

Inside the Emperor's Office

The Emperor sat in his office, the dim lighting keeping him somber. "You know gentlemen. This idea of the Russians is probably the worst they have ever had." His cabinet agreed. "There is just too much at stake and it is aparent their grasp of thermodynamics just does not exist. I am at a loss. I cannot understand how a nation can conduct such an idiotic and risky idea."

"Sir?" One of his aides interjected.

"Yes?"

"The Russians were never known for keen insight and intelligence sir." They laughed and the Emperor nodded. "They can always be counted on doing what is in their best interest and we should take that into account."

"Well put. Yes we will. I would like a secretive battleplan drawn up, should we have to forcibly destroy these heating tiles and hose lines. The battleplan should use both sea and air assets. We cannot risk a land-missile strike but we can use cruise missiles." His Joint Chiefs nodded. "Have it ready for me in one week please." They agreed and the meeting continued, moreover onto the RLA.

Der Führer had received word on the Russian Federation's plan to melt certain polar ice caps in their seas. Undoubtedly, this would cause flooding throughout the entire world, including the Reich's territories in Europe. Needless to say, the Reichskanzler was furious.

Reichskanzler Kübler: "I should begin Operation Avalon now! Flooding the oceans of the world! They might as well have started firing off nukes!"

Reichsleiter Reinhardt Heifer: "Mein Führer, may I suggest we wait? Once more nations learn of this act of complete idiocy they will be as furious as we are."

Reichskanzler Kübler: "Do you doubt my judgment, Herr Heifer?"

Reichsleiter Reinhardt Heifer: "Mein Führer, not in the least. I am merely suggesting we allow more nations to get involved. Victory would be much easier."

Reichsführer-OS Hermann Goettel: "Mein Führer, I agree. It is my best judgment we do not act too hastily, but rather respond in a less aggressive manner."

An aid knocked on the door, entered, and then spoke.

Major Kai Jürgen: "Mein Führer, I have Reichsadmiral Ritter von Greim on the line for you."

Reichskanzler Kübler: "Very well."

While Goettel pressed the speakerphone button on the phone in the room, the aid clicked his heels together and exited.

Reichskanzler Kübler: "Ah, von Greim. What is your advice on the matter?"

Reichsadmiral Ritter von Greim: "Mein Führer, I suggest that we move the entirety of the 5th Reichsmarine Fleet into the Norwegian Sea to link-up with the 3/5 of the Fleet already there. It would add to the Naval presence and let the Russians know that we are prepared. It would be much less drastic than beginning Operation Avalon."

Reichskanzler Kübler: "Good. See to it that it is done."

Generalfeldmarschal Heinz Guderian: "Mein Führer, might I suggest we mobilize the 7th Panzerkorps farther towards the Russian border in Europe? I do not agree that we should wait. Operation Avalon should be launched now."

There was a long pause before the Reichskanzler responded.

Reichskanzler Kübler: "We have deported all Russian citizens. Our armies are prepared to strike. The Reichsmarine is prepared to strike. So is the Luftwaffe. I must agree with Herr Heifer and Herr Goettel that we wait to launch Operation Avalon should it become necessary. However, we should be prepared to do so. Are we?"

Reichsleiter Reinhardt Heifer: "Mein Führer, 100% ready."

Reichskanzler Kübler: "Gut. Then when the time comes it will be put in place."

We have noticed that you mobilized a sizeble portion of your navy. If a single ship from that group enters Russian Federation waters it will be sank. We have no reason to be afraid of you and we do not answer to threats from those who are completely ignorant about the issue they are condeming us on. This seems to be a common trait between all the TOA members, disregarding facts. In addition your childish response to this matter only demonstrates more the shortcomings of your system. Elaboration on the project

Since some nations lack understanding of simple thermodynamics we are forced to explain to them why our project will not proove to be a threat to any nation of the globe.

In the beggining of the project the Russian territorial waters to be cleared off ice will be separated from the rest of the icecaps by icebreakers. After that the project is designed to use heating devices or heating tiles as we call them and high powered hozes to melt away the ice in an area 4-6 kilometers outwards from the Russian soil. This is done to enable us to expand the capacity of our ports as well as to reduce work needed to be done by our icebreakers. This will not in any way put the world in danger of global flooding for several reasons. The temperature of the area being cleared will be raised from .4 to 1.2 degrees celcius depending on how thick the ice is in the area. This will be enough to soften the ice over time, calculations have been made to ensure that the heat will not spread beyond the area that needs to be cleared off ice in addition the tiles will not be working regularly. Meanwhile small boats armed with hozes will use the powerful streams to wash away the ice. The process will take several years to accomplish. After the original layer of ice was destroyed the tiles will be shut down and the newly forming ice would be destroyed by the boats with hozes.

Meanwhile we are taking anti-flooding preventetive measures. We are digging a series of channels along the Russian coastline that will take in the extra water created from melting of the ice. This will also aid us in prevention of the fresh/salted water disbalance in the worlds oceans, since the lighter fresh water will be eventually propelled by the wind towards the soil, entering the channels we created. The disbalance will never spread and in several years it will be elemenated.

This project doesn't pose a threat to any nation on this planet. I hope that this has explained things to you and you will think before making any more rush decisions.

Near the borders with Russia in Ukraine and Belarus, over 250 Tiger fast-attack helicopters began Aerial Readiness Exercises. In Kazakhstan and the German Oblasts, over 680 various Cottish, German, and Layartebian attack and transport helicopters began Aerial Readiness Exercises there as well. Should the Russians attack, the helicopters would be able to inform the bases from exactly where and how.

The government of the Armed Republic and its people, cannot in any sincere way condemn the actions of the Russian government in its quest to clear ice from her territorial waters. However, we can, and will, condemn the rapid acceleration to a near-war state. It is blatantly apparant from this vocal exchange that our two parties, the October Alliance, and the Russian Federation as well as their allies, are in such a hostile state that it is without a doubt that a single pin dropped in the wrong place will spell the end to this planet and every man, woman, and child which exists upon it. This is an unacceptable state of foreign affairs.

Furthermore, it is the sole responsibility of the affected party, the Russian Federation, to confer with the nations of the world who share this oceanic water to devise a plan that will not benefit a single nation, but benefit the entirety of the human population. You may own a territorial swath of the ocean, but you do not own that water. The planet, its ecosystems, and its internal workings is not the playtoy of the Russian Federation, it is the intricate system which all of us depend upon. We demand that the Russian Federation either halt their current operations, or better yet, work with the rest of the nations on this earth to work out a plan which will not destroy this system which we live within. There are alternatives available to simply melting the ice and potentially creating world-threatening situation. Examples include breaking up the ice, towing the ice to shore for uses such as fresh water, coolant systems, etc. And then installing underwater fans or systems to keep water moving in a canal-style configuration through the ice. Swiftly moving water in such a configuration will not freeze, and if it does, it will easily be able to be removed. Additionally, the current will aid in fuel efficiency [pending the direction of flow; which can be adjusted or stopped when ships are entering the opposite way; shutting it down for such short of a time will not be detrimental to potential ice formation]. This is but one of many potential alternatives you have the ability to research and to determine its effectiveness or usefulness.


Again, we demand that the Russian Federation cease this needless operation and consult with the rest of the planet for a more viable alternative. If the situation continues to develop in its current trend we [i]shall not hesitate to support our October Alliance allies in ensuring the survival of not only our allies but the rest of this planet. You have been informed of the possibilities, and you have been warned about its effects. Now the decision rests solely with you... We urge you to think this through. Our resolution is absolute. We stand firmly behind our allies, and assuredly, the rest of the world.

This project can not possibly harm the global ecosystem on any drastic level, any suggestions that it could are false in nature and do not support the laws of logic. Government and people of Russian Federation have nothing but respect for the government and the people of the Soviet Bloc, however we will not cease this operation just because they wish it, that would be a compromise of our sovereignty and i as a leader of this nation can not have that happen. However as an unneccessary measure of reassurance for the rest of the globe i have edited the project instructions to include the installment of a heat absorbant graphite fiber reinforced aluminum net to be placed around the perimiter of the area which is being deiced and that will prevent the spread of heat beyond the area which is being de-iced. However i once again repeat that there is no possible way the heat can spread past the area even without this net. The theory of this so called chain reaction is simply not logical and incorrect under the conditions of our operation. I hope that will satisfy our eager to be hostile friends from the October Alliance.

Gospodin Kubler i was never notified about the exercises you are conducting with Kingdom of Norway and the Layatrebian Empire. What were we supposed to think? Due to recent comments by Layatrebian Empire and yourself we assumed that your mobilization was an attempt to gather forces to attack the Russian Federation. Purhapse if you notified me prior to the deployment of your troops this would not have happened. Since this matter has been sorted out i will order the alertness level of Russian Federation armed forces to go back to normal. I hope you do not take this as an opportunity to attack us and we can prevent any further incidents of this type.

While Squornshelous does not condemn this project outright, we must ask for some clarification as to the actual size oif the area to be thawed. How far out from the shoreline, and how far along the Russian coastline will this project extend? As winter pack ice in the artic can reach a thickness of a meter or more, this could melt a very large vloume of ice, and even tha artificial lakes and inlets being dug might not be enough to prevent widespread flooding. We would caution the Russian government to think more carefully before tampering with the envirionment, as history has shown what disastrous and often unforseen effects that can have on the entire world.

At this time the Government of the COH is going to take the same stance as the Government of the ARSB.

The planet's oceans do not simply belong to one nation and to experiment in such a way with them may be detrimental. We understand in such an area there are many problems with ice caps, but melting them quickly and without global consultation is not the answer to these problems.

All of the nations concerned in Eastern Europe should have a say in this project so that a more viable and agreeable resolution can be worked out. This Governments suggest that the Russian Federation halts its operation and holds a conference on the subject where sustainable answers will be provided.

No nation here has a want of war. This Government suggests that the Russian Federation calm its troop deployments and bring them back from the North Germanian border. The COH does not want war, but we will stand by our allies in the TOA if needed.

We stress that this is not the time for troop deployments or sabre rattling. We need to come to terms that the Russian Federation wishes to work with the ice problem in its waters, and this needs to be sustainable. The world needs to be involved in decisions that could affect it.

After recent inquiries by Armed Republic of Soviet Bloc and the nation of Hirgizstan, i have decided to agree to hold a conferencss on this project with all nations that might be concerned as to allow Russian scientists time to better explain this project and its workings. I hope that by the end of such conferenss several nations will join us in our quest for bettr future. Meeting to be held in Kremlin in Voronej next month.

That meant that no troops were to be moved to the border.

The Kingdom does not approve of this idea of melting the northern ice cap, as it will most likely destroy the world climate and cost the lives of millions, including Norwegians and Russians alike, but we shall refrain from commenting further untill the conference, which we will attend. We hope that the Russian Federation will accept an alternative to solving the problem with iced up ports. If so, we will bring with us a suggestion which will not only be less interfering, but also more cost- and personell-effective.
