An extremist group of Fascist terrorists, known solely as The Black Foot, managed to penetrate the inner sanctum of the High Church of Hamtaro, located in the nation's capital. A fair portion of the East wing was taken out by a suicide bomber. Previously we have dismissed this organization as a mere annoyance, but the time has come where they have become a danger to our government and citizens. The people are demanding retribution for the fourteen lost in the attack, and we need to make an example of these terrorists, so nothing like this will arise again.

I suggest mobilizing the police force to stamp out the threat within the HUOH. They have little to do nowadays, as the crime rate is at an all time low. All members of this organization must be put to death before the people can feel safe in their homes.

The terorrist threat has escaleted.

Earlier this morning, 4 blasts went off downtown during the morning rush hour.
One went off in a subway station, another in a bus station and two more in a crowded pedestrian street. 104 is the current death toll, but it is expected to rise. Hundreds are wounded.

Security is now tightened.
2000 counter-terrorisim units have been mobilised, and will arrive at the capital shortly

I would like to offer aid to the sucide bombers family for losing such a brave man's life.

(If I got involved, it would be in an attempt to overthrow the existing government and install a Coalitionist Regime, killing the Fascist Rebels in the process. You dont really want that now do you?)

The Cascadian State Dept. asks that you only arrest and try fairly those involved and leave others alone, no matter what there political beliefs are.

Optischer, as per your request, the families of the bombers have been exported to your nation. They will arrive within the week. We would like to thank you for this generous offer.

Is now in effect

Due to the recent terrorist attacks on Hamtaropolis, and at Felernio Air Force base, which has resulted so far in the deaths of 217 of our comradres, the Goverment has decided to enforce Martial Law. There is a curfew in effect: no-one is permited to be outside, unless specified, between the hours of 2000 and 0600. Those caught outside will be immediately jailed.

The room sat dark, the only light emmitted coming from the embers of the burned out cigar resting in the crystal ash tray, the letters 'CG' stamped into the bottom. "Yes sir... I understand completely... may I inquire as to the priority level of this assignment?... yes sir. The first report shall arrive in three weeks. Yes sir... goodbye."

The phone fell silent, suddenly, a large screened TV came to life, the face of a man, covered by shadow covering the screen. "Yes Proconsul?"

"Operation Nova Regum is authorized Mr. Black."

"Understood sir.", retorted the shadowed figure, followed by an end to the transmission.

The cigar, now all but dead, returned to the man's mouth, and was relit. New life would be found this day.

(Before I continue, may I inquire as to the major cities in the country, the type of government in power, the Head of State, along with other key figures in the country? Ah yes, the geography of your nation would also be helpful.)
