The Middle Eastern Union government exchange telegrams with the government the Republic of Gran Colombia over the matter of oil and how both nations could make money, if they were to join to together. When the two nations agree to have summit in Colombia, the MEU government send Deputy Prime Minster Dr. Mohammed Mossadegh, who was also the leader of the Socailist Bloc of MEU Government.

Dr. Laureano Gómez, leader of the Conservative Party of Colombia, and expected future president of Gran Colombia will meet Dr. Mohammed Mossadegh in Caracas, Venezuela.

On Dr. Laureano Gómez' agenda is the invitation to other potentional oil producing countries, a potential mutual defence policy, and a cultural exchange policy.

Deputy Prime Minster Dr. Mohammed Mossadegh finally arrive to summit meeting of the OPEC. He was rested from week long trip on aboard transport. He awaited meet ti Dr. Laureano Gómez and start the summit.

Dr. Laureano Gómez entered the room with a briefcase in one hand, a large wooden box in the other. He quietly greated his associate from the Middle Eastern Union. Sitting down across from him, he immediatly opened the box.
"Cigars.. Cuban my friend." He handed Dr. Mohammed Mossadegh a cigar, and lit it for him with a large match. He then proceeded to cut and light his own.

"My friend, how have you enjoyed my country so far?"

Dr. Mossadegh enjoy the Cuban Ciger and reply" I am have enjoy your nation very much, your nation is quiet wonderful. Now shall we get down to matters at hand?"

"Ah, but of course." Dr. Laureano Gómez puffed his Cigar, and studied his counterpart. "It is Gran Colombia's intention to start an international Oil Regulation alliance, partnered by your fine government. This would allow us to become very powerful on the world stage, sir. If the developments over the past thirty years have shown us anything, it is that Oil is incredibly important to the future of the modern world. We must seize the opportunity now, while it dangles before us like a tantilizing apple."

Dr. Mossadegh was in deep thought for moment before making his reply" Its sounds good...yet sir would we manger this organization? How do we decide what the price of oil should be and etc?"

"That is an excellent question. We would need a board of regulators. The price would need to be competative with both the Union of Soverign Democratic Republics and the United States of America. Our Organization of Oil Producing Countries would control more than one third of the worlds oil. If we standardize our oil producing methods, we could maximize output. Not only that, but we could expand the industry, while remaining the leading developers in production technology. Your thoughts?"

Union production is roughly the same as US production

although oil has been found in the Persian Gulf in Arabia, Bahrain, and Kuwait, it has not been developed because the price of oil is so low that it isn't cost effect to develop it as a resource. Oil is being produced now in northern Iraq around Kirkuk, and in Persia.

The Big 6 oil companies, or for that matter, the Union, or both could easily undersell either or both and bankrupt you. And cheerfully (at least the Big 6 Oil companies) do so. Mexico produces more oil than either of you at this point, and so does the Dutch East Indies.

This changes, but not for a couple of decades.
