Death Penalty abolished for most crimes

Parliament voted 351-0 to end the death penalty for crimes such as rape and kidnapping. These punishments were added during Chancellor Ngu Phuok Dinh's term as part of his "Punishment Plan". However, several crimes were kept and added to use of capital punishment. Remaining are the killing of endangered or mating species of animals, killing or defoliation of endangered plants or fungi, and the destruction of knowledge(burning down a library, bookstore,...). The former two crimes are dealt with using hanging and occasionally burning and even drowning. For the latter, hanging is always used.

Chancellor Kristina Leno has expressed hope that "no more poor, defenseless animals will be killed" and greatfully signed the resolution.

This Hour has 25 Minutes (An Amestrian Comedy Show)

Host: You know that Sel Appa has moved to modernize its legal system by reducing the role of capital punishment. Tomorrow they hope to reduce the role lakes play in the legal system...

(Cut to a comedy segment: A mob of villagers have an old women tied up and dressed like a witch.)

Uncouth Ruffian: Throw the witch in then, and if she sinks she be innocent, and if she floats she be guilty and shall be burned until deemed fit to rejoin society.

Mob: Yeah!

(They throw the women into the lake.)

Old Lady: Ahhhhhhhhhhh!

(OOC: What, no Monty Python? You're no fun.

"We found a witch! May we burn her?")

The Hakurabi Commonwealth would like to know if the progressive Sel Appa have included a harsh penalty for spamming?
