Parliament voted 351-0 to end the death penalty for crimes such as rape and kidnapping. These punishments were added during Chancellor Ngu Phuok Dinh's term as part of his "Punishment Plan". However, several crimes were kept and added to use of capital punishment. Remaining are the killing of endangered or mating species of animals, killing or defoliation of endangered plants or fungi, and the destruction of knowledge(burning down a library, bookstore,...). The former two crimes are dealt with using hanging and occasionally burning and even drowning. For the latter, hanging is always used.
Chancellor Kristina Leno has expressed hope that "no more poor, defenseless animals will be killed" and greatfully signed the resolution.
