To All Nations of the World:
This Sunday, the Free Empire of Quaon will be hosting a diplomatic party in Chiom city. We invite any world leaders (and their children), delegates, and diplomats who would like to attend. The party will be in the Burugan Building (508 St.) at 6:00 PM to 12:00 Midnight. We will be serving a mix of Chinese, Italian, French, and Quaonese food. During the dinner, we will discuss international politics. There will be a short dancing peroid after the dinner. If you would like to come early, we offer you a tour of Chiom city. Please R.S.V.P. by Friday.

I, the Supreme Admiral of Drexel Hillsville would like to attend. If you don't mind though I will be bringing around ten bodyguards that will be with me at all times. I would also like to provide fifty of our Black Berets to aid in security. They are some of our best men and women. In addition to my self, I would also like bring General Sean M. Greene and Vice Admiral Francis X. Crowley. I have been friends with them since my time in the military.

As the delegation entered the Burugan Building, they were treated to a great sight. The hallways were decorated with the finest imported gold shaped by the finest artists in Quaon, the doorways solid silver. Beutiful paitings covered the building. After the delegates made one final security check, they were escorted into the main party room. Before them stood Prime Minister Jonathen Christianson.
"How do you do, gentlemen and women? The dinner will begin in a few hours, but you are free to enjoy the pre-dinner buffet and a tour of the building, if you would so like."

Caresse Solei allowed one of the staff to take her cloak and moved gracefully into the entry hall of the Burugan Building. To call her 'beautiful' might have been an overstatement - her features were severe, sharp in a manner that was nearly elven, and her posture was very straight. But she was lovely, and graceful, with delicate bones and coffee-colored skin that fairly glowed against the color of her dark red ball gown. Tiny red flowers were worked into the glossy tresses of her jet-black hair, which was twisted up in ornate loops before cascading to her hips. Her dark violet eyes gleamed with intelligence. Trailing behind her, dressed only in black pants, sandals, and a few bits of leather, bone, and feather adornment, were two Dylani guards bearing matched short spears. The spearheads were covered with leather sheathes, which were peace-tied for the purposes of the conference. They were taller than she, but none of them stood over 5'6".

She stepped purposefully up to Prime Minister Jonathen Christianson, curtseying deeply. "Prime Minister," she said softly, her voice strangely musical. "Caresse Solei, Diplomatic liason from Kageshima."

On that note, I brought along a gift for you," she said with a smirk, gesturing gracefully. One of the guards stepped forward bearing a wooden box with brass fastenings. Caresse opened it, tilting the lid back to reveal a set of four dark green wine bottles in leather bindings. "Please allow me to offer, as a sign of goodwill, some of our famous native wine. It is called Tikari, and cannot be found anywhere outside the islands of Kageshima." She brushed a fine-boned hand over the leather lable on the bottle. "It is quite strong, so we do reccomend that you dilute it by a factor of five for human consumption... instructions are on the label. A gift from Her Grace, the Divine Lady Fate, along with her warm regards," she told him graciously.

Civil, Political, Economic, Religious... for example, Kageshima is technically a monarchy. There are no elections, no political parties as I have seen in other countries. But I do not think anyone would say our people are oppressed. Indeed, they flourish under the guidance of Our Lady."

"There is really no need for faith when you know your Goddess personally. But I'll be happy to answer any questions you have. After all, She is my grandmother," she said softly.

Michael Bishop entered the room, looking around for things of interest. He was one of the youngest diplomats or ambassadors ever appointed by Haraki, at age 25. He was of average build, at 5'11" with short brown hair and sharp green eyes. He was just out of university and his second assignment was the peace party in Quaon, making him slightly uneasy and more than a little nervous. A bit uneasy, he was greeted by Jonathen Christianson who introduced himself and offered them a tour of the building. He was followed closely behind by a guard from the Harakian embassy, a large man, almost portly but not fat, standing slightly shorter than the lanky Michael Bishop. He had unarmed himself at the security check of his pistol, but was still uneasy about the whole setup.

Michael gratefully turned down the pre-dinner tour as it seemed to almost be confined to Jonathen and the delegate from Kageshima, whose name he seemed to have missed. He sighed as they walked away and was shown to the pre-dinner buffet by an aide from Quaon. He had watched the Kageshiman delegate give a gift to the Quaonian prime minister, and felt like a fool for not bringing anything. As he stepped into the buffet room and stopped, the bodyguard behind him bowled into him, not stopped quite in time. Michael cursed and turned to him. "Can't you stop following me for five minutes?" he said perhaps too loudly. After receiving more than one disapproving stares, Michael covered his eyes with his hands and then ran them through his hair, looking back up at the guard, whose name he couldn't even remember. "Look, can't you go get drunk or something?" he asked in a whisper. The guard simply shook his head.

"Fine, then go buy a present to give the Quaonians. Something expensive but classy. Bring something very Harakian from the embassy." He thought for a moment, then it hit him. "One of the native sculptures from the lobby," he said, almost snapping his fingers with the realization. The guard looked shocked.

"Sir, those are part of the art display for visitors!"

"Yes, and we have over a dozen of them. Find one that looks nice, and bring it here. Please," Michael responded, somewhat exasperated. "I don't want to look cheap at my second ever diplomatic function.

"But I'm supposed to stay here and protect you," the guard stammered, uneasy.

"Just do it, or I'll get it done myself," Michael said, reaching into his pocket for a cell phone.

"But-"

"Listen, just do it. They've got security covered here just fine," Michael assured him, then finally sighed. "Do I have to order you?"

"No, no," said the guard, walking back through the doors to the main entrance mumbling. Michael breathed a sigh of relief to be rid of the cumbersome attachment for at least a short time and turned back to the buffet room, which he still had not surveyed properly.

She's seen more as a mother to the country than as its lord, and we are raised to love Her, not to fear Her. It was She that formed our race from the wind and waves, and set aside the islands for our home. What laws She makes are not difficult to adhere to. Any dispute can be mediated. She moves in the circles of the stars and planets and under Her guiding hand, we are free to do as we like, so long as it does not upset the balance."

There's a rumor of another family, not Dylani, descended from Her through another demon, a full demon... but those are unconfirmed." She smiled mischievously. "The Lady of Fate is essentially good, but She upholds the balance in all things. So, we Dylani do not share the morality of, say, a Christian, for whom such things are clearly defined. "Well, Quaon was founded not very long after the fall of the Holy Roman Empire by two Romans, Chiom and Shilom Quaon. Thus, many Quanions are Christian, but Quaon has no state religon. Freedom of religon has been a very important part of Quaon since the 10th century. Let me explain. After Quaon was founded, we were ruled by a male dominant democracy. Only 2 years after our founding, we granted equal rights to women. Only 20 years after that, we were attacked by the tribes of Zolony, who would one day become our national enemy. Throughout history we have fought Zolony. Theses battles cost us hundreds of millions of lives. We only stopped fighting 15 years ago after a truce was formed after we beat the Zolons back from a contested city, Judan. In exchange for an end of hostilities, we gave them back Judan. Recently we have had a few terror attacks from the Zolons, but they are well under control."

Sadly, sometimes Quaon does do a few things in the name of moral decency that were not the best decisions. Our taxes are very high because of occasional negligence, and I am trying to lower them. I have never seen a Quanion complain that I force my religon on the nation."

"No, you misunderstand. Each issue is handled by etheir the Congress, the Supreme Court, or the Senate, not all of them at once. We try and keep everything balanced, and the Senate, Congress, and the Supreme Court are all elected by the people to support their interests, so usually the people are happy with our laws."

Michael turned to look at her somewhat nervously, wishing he remembered the customs he had studied back at the embassy. Was he supposed to kiss her hand? Shake it? He had no idea what the local customs were, especially for dealing with those in power in Quaon. He didn't know what do for a split second, then remembered the very first rule taught to them in traning: Never let awkward silences take over the conversation.

"Oh, no, everything's fine. I'm just a bit ... nervous, I guess. I'm Michael Bishop, I'm the delegate from Haraki," he said, trying to mask his nervousness from Julia, standing right in front of him, and somewhat visibly failing. Michael turned to look at her somewhat nervously, wishing he remembered the customs he had studied back at the embassy. Was he supposed to kiss her hand? Shake it? He had no idea what the local customs were, especially for dealing with those in power in Quaon. He didn't know what do for a split second, then remembered the very first rule taught to them in traning: Never let awkward silences take over the conversation.

"Oh, no, everything's fine. I'm just a bit ... nervous, I guess. I'm Michael Bishop, I'm the delegate from Haraki," he said, trying to mask his nervousness from Julia, standing right in front of him, and somewhat visibly failing. "Well, we do have some Julhora wine, it's very relaxing and doesn't have much alchol in it."

Michael let yout the breath he hadn't realized he'd been holding in, as Julia responded nicely to his somewhat awkward response. He smiled gratefully. "Thank you, that would be great," he responded.

"Okay, hold on," Julia said, walking away to a table and pouring some wine.

A minute later she returned, one glass of wine in each hand. She handed one to Michael.

Just before they walked away, he checked the artist's name in the corner of the painting and then they carried on. His knowledge of Quaon's artists wasn't quite that good.

"Well, I'm sorry to say I haven't been able to study it very much. I've just been in town for this weekend," Michael replied. "But it's magnificent. If I ever have a chance to return to Quaon, which I hope I do, I'm definitely going to have to visit more of the galleries and see mroe Quaonion art. It's fantastic."
