OOC: This is a revisement of the agreement I sent out in my "Fixxxer" Thread to everyone since no one took it seriously, possibly only has a political stunt, probably.

A message was sent to all the nations on the Admiral-dubbed "Noname Island." This included, but was not limited to, the colonies of Lame Bums, DMG, The Silver Sky, and Omz222.

It sent a paper of an agreement to ensure stability on the island, in the events of upcoming comfrontation and border wars which were sure to ignite due to the rivalry between Lame Bums and the Osean Rule.

It also included various military engagement perceedures which had caused a massive crisis in Mattian Province between The Silver Sky and N Y C.

1. No colony may have the right to build a "defencive" line of massed quantities of fixed armaments, which include, but are not limited to, heavy gunnery stations, railgun batteries, and rocketry suites located along or within 15km of the colonial borders.
2. Massing of such weapons elsewhere in the colony which have ranges that exit the colony and out into other colonies is also against this agreement as it is an act of hostility.
3. Government-owned trade and private commercial buisness should be avoided of any damage. This includes, but is not limited to, ports which hold civilian commercial and recreational vessels, airfields which contain, without military reinforcement, civilian aircraft, and farms which are privately-owned. Government-owned farmland, however, may be targetted.
4. Factories of all natures may be struck, but during night hours when the mass of the civilian workers are not present to lower civilian casualties. This does not permit striking of aircraft, vehicle or naval grounds where such products are also tested or evaluated before being given to the open market.
5. Bombardment of coastal cities are limited in damage to where the city's infrastructure has been cut by 80%, and by that time, the city is no longer of use militaristically due to lack of transportation and manuvering and thus should no longer be a target of military action thus far. This also is to save civilian lives.
6. In the event that an aircraft or vessel(s) enter territorial waters a nation has no permission to engage unless it is over restricted airspace/seaway. The only permission for engagement, if communication fails, is if the intruding object begins hostility. If a nation feels its safety is threatend, a close boarding of vessels, or a forced escort by aircraft, can be done.
7. All nations on "Noname" Island are allowed to arm up in any ways as they feel themselves threatend, but if by request by three others who agree to this document asks for an explaination of a colony's build up, than that colony must give a document stateing their reasoning for defencive build up. Offencive build up will not be permitted as acts of "rightful protection" and "sovergein defence" unless warned before the arming within a week before hand.

The message was sent, along with a pliable argument case which others who were asked to join may ask questions or ask to add parts.

As the signing of this treaty would utterly de-ball armed forces in the face of greater threats across the world, only trusting fools would sign. We are not trusting fools. Perhaps, if we had better assurances that the Oseats would not say one thing and then do another, but your history does not side in your favor. As soon we lowered our guard, we would see Iksras in our cities. We will not sign.

Thus, your military dictatorship plans on arming up people's broders with railguns capable of striking their capitals souly, and this is why you are against it, it destroys your railgun defence. The Osean Rule has always, and will continue, to see this as an act of constant offencive arm up, as it does ntohing defencively but provokes attacks due to myself, and probably others, wondering that if you decided to, you could level the entire island within hours.

This treaty to ensure stability to pure conventional warfare, and your hostileness and past agrees with your views of possibly using these weapons on the entire island, at which point, defence would be useless due to your weapons of admediate destruction.

If Lame Bums is permitted to construct railguns, the "no massed weapons of offencive capabilities" object, numbers 1 and 2, will be deleted from the list as the Mattian Province of the Osean Rule will match the Bumsian railgun defence figure three fold.

Osean "Treaty Proposal" Assailed

The Omzian government will not sign this so-called "treaty", which is in turn another of the many failed manifestos by the mafia-imperialist "government" of Osea, a collection of gangsters and criminals that long possessed an urge to conquest all parts of the island as shown by their previous declarations and intentions. This so-called "proposal" for an article "promoting island stability" is in turn the product of a hidden agenda by the mafia-gangster Osean "government", plotting to weaken the resolve and determination of other nations in the region while only granting the Osean hegemony the ability to achieve greater success in the event that they expand their current territory again. Further, by limiting how the nations can defend their respective territories, it is also a clear exhibition of the Osean "government"'s hidden plan to intrude other nations' defence policies, while imparing their ability to wage a defencive war in the event that the Osean "government" reinitiates their imperialist expansion throughout the island.

Until the terms are readjusted so that it does not impose restrictions and limitations on how the Omzian forces in the area can defend its territory in the even of being attacked (i.e. limitations on fortifications, ban on strike against the economic and industrial capabilities of the Osean "province", and the need to "inform" other signatories of the reasons for a possible military buildup), the Omzian government will reject these terms, which further uncovers the true face of the Osean imperialists-fascists.

Our agression? Might we remind the world that the Iseats are hte ones who are purely imperialists at heat. Might we remind the world that they have already annexed two other nations, while we have done so to none. This treaty is deisgned souly to dis-arm our colony, and make defence of it impossible in the face of their armies.

We welcome the Osean Rule to even attempt to build three times the numebr of weapons as we do. May like your predecessors the Soviet Union you inevitably fall into economic collapse, an utter failure of a people over-suppressed by a massive military budget.

To the Omzian Government:

I am saddened to hear this political attack from you and I will say offically that Mattian Province, nor the Osean Rule, as no plans of imperialism on this island. This treaty is to ensure peace and further conventional tactics if war is to errupt. These restrictions also apply to my Province also, so this is not a one-sided poker card.

I can see how you are worried about my status and our economic expansion into the barren lands to my east, but that in no way endorses imperialism.

I will admit that Lame Bums and the Osean Rule have a hostile political stance towards each other for some reason, but I wish for all to relize that if civilians can be purposely targetted, railguns be built in massive quantities, and massive military fortifications right on your border, than what is to stop that colony from invading your own? Lame Bums has a more right-winged history, from our resources, than the Osean Rule has ever had in its seven staired history.

All of the colonies on this island are fearful of me, and I am fearful of this Bumsian colony. Do you not see, the one that you fear fears someone else, that just maybe this person should not be trusted? Back stabbing and unpradictible, just a border-worth of this colony's railgun defences could strike anywhere on the island, and along its eastern broders, could even reach the mainland to our east.

Even a hundred railguns built, each with a round per minute, and a round being able to destroy a single building. Right there is a capital city gone in ten minutes.

If however you feel your sovergeinty would be restricted by this agreement, please state exactly, line per line, what must be changed.

OOC: I am doing this so the conflict with me and LB doesn't errupt into a railgun fest like it usually always does, but it looks like railguns will be sued in massive quantities, and everything on land will be destroyed.

EDIT FOR LB"S RESPONCE:

What you don't relize is those nations peacefully were annexed and requested such, while an other nation wished to be a territory. We did not force anything appon them.

In the event of us matching your railgun amount, it is possible. See, no where else in the Osean Rule are railguns except a few coastal naval shipyards far away in the Atlantic mainland of our loving nation of Osea. That means, ontop of your already existing railgun count located in your main nation, are these on these colonies.

I am sure I could alone match your railgun amount, and then, due to our economic power federally over your own, which is reliant, from what I have observed, on war, than you will be the one to callapse.

I wish not for war, unlike what many have said, I wish for an economic power to give my name a proud title in the Islandland, and I cannot create an industrial muight over the oil and precious metals located in my now-formed Province with war-baring nations to my direct borders.

I wish not for war, and if nations request, I am willing to meet with them in neutral territory to discuss our futures.

OOC: Due to me and LB once again getting in OOC fights and his IC-OOC interaction and also bringing in alternate universes into this, I am ignoring this entire post, and thus, this propossal was never made. If anyone wishes to meet with my Admiral on discussion, since as with my IC nation no politican lies (it is a respect issue, I am like a neoJapanese respectably) to where it could heavily effect anything, you guys can request a meeting.

While we can understand the concerns raised by the Osean gangster-"diplomat" in regards to the prospective massive losses of civilian lives in the event that a war does occur, at the same time the Osean imperialists' previous records and declaration of their expansionist intentions has also smashed any remaining credibility of the Osean "government" in regards to their so-called intention to "promote island stability". It is already clear that if the Osean "government" is not as expansionistic and tyrannical as it is proclaimed to be in the words of their own "diplomats", then neighbours around the so-called "province" would not have positioned themselves in such a defensive position. If the Osean "government" bears any actual interest for the stability and peace of the island, then the exchanges between Osean forces and those of the Silver Sky and NYC would have never occured.

Though we are neutral in regards to the presence of the nation of "Lame Bums" on the island, this gives no excuse for the Osean ganster-diplomats to propose such outrageous limits on the Omzian forces' capability to conduct a defensive war in the region, such as "informing other signatories" of our intentions if were to conduct a defensive buildup in the nation. Furthermore, the relations between Lame Bums and nations on the island other than Osea is irrelevant - as, quite obviously, the Oseans are those who are the most imperialist, expansionistic, and militaristic of all in the island. Though some of the declarations by Lame Bums indeed raises concerns in their own respects, it does not mean that the Omzian government should submit to the cunnings and machinations of the Osean government in their yet-again failed plan to extend their hegemony further.

In regards to a newer proposal, we demand that no restrictions be set on how a nation on the island will respond to aggression, such as restrictions on attacks against the industrial and war materiel-making facilities, restrictions on the massing of long-range artillery weapons, and limits on the bombardment of coastal targets of military and industrial value. Further, the basic idea that the signatories should not engage any aircraft or vessels intruding their own territorial boundaries is ridiculous beyond all bounds, and further unmasks the real intentions and lust for territory of the Oseans, by essentially legalizing violations of other nations' sovereignity and national boundaries. Finally, the proposal that all signatories are not permitted to conduct buildup of forces, and the proposal that they must explain the reasons for their buildup beforeland, is unacceptable.

The Omzian government objects to the "treaty" until the limitations are repealed from the rest of the proposed "treaty".

OOC: I am aware of this, but personally I don't usually acknowledge such massive railguns as MT weapons myself. No hard feelings OOCly of course, since that's how the Omzian government talks :p

Anyways, I am planning on just a few more posts in "Fixxxer" before I decommission it (as I usually do) since it was just an introduction to my colony until it becomes sufficant enough to operate. Since it is just about there, I expect one or two internal posts and then it is finished. One post will be my Admiral's change in thought, seeing the island useless and his targets elsewere.

OOC: No problems actually, hence why I kept it instead of having it deleted outright. It has been a quite interesting RP actually, and ICly we don't have any intention of launching any type of offensives against the Osean colony there unless we are directly threatened.

OOC: Yes, it was quite an interesting RP, I think it was what I needed to get myself known again on Jolt (since I have been on off-site forums for the past couple of months). Now to make a new thread for my counter attack on N Y C, once I find out what he wants to do once I retaliate.
