Also, all surrender negotiations require a neutral party. This is more suing for peace than an even treaty negotiation. GA members actually have the scales tipped towards them.)

The Hakurabi have long had misgivings with the Cassiopeians and wish to negotiate a mutual peace, as such an extended war has had a debilitating effect on more peaceful pursuits.

We request to be included in discussions in order to use this diplomatic opportunity to promote an end to this war.

I do believe we are required to submit the reasons for war in the first place, and perhaps shed some light on the Cassiopeian hatred.

In our early days, over a hundred years ago, there was a rebellion on Wainoa IV. We deployed soldiers and heavy shields to defend it, and when it was threatened by a large Cassiopeian Armada, we deployed a task force to their homeworld in a bid to force the withdrawl of the fleet.

However, this plan backfired when the Cassiopeians refused to negotiate and sent a second, larger fleet to attack the fleet orbiting their homeworld. With the fleet were two logistical freighters laden with a large supply of anti-matter missiles which, as you should know, are rather dangerous when ruptured.

When one of the freighters did not detonate in space, it crashed to the planet and several of the anti-matter missiles ruptured. Whilst this would normally only yield something akin to a crate of C4, the high-density packing caused a chain reaction which eventually ended in a colossal anti-matter detonation and subsequent destruction of the homeworld.

I am sad to say that we have been at war ever since.

Had we wished to wipe out your kind, we would have used far simpler methods, such as firing a single torpedo at the planet, which would have the desired effect without the expenditure of an entire freighterload of anti-matter torpedoes. A ship knocked out of orbit is a ship knocked out of orbit. Nothing more, nothing less.

However, your raving accusations are to be saved for the diplomatic battlegrounds.

This message had a slight edge to it.

Any further arguments were to be saved for the negotiations on Outound, where an unarmed diplomatic delegation would attempt to bring a satisfactory end to the war, without forcing the use of indiscriminate glassing.

After conferring with the Honorable Cassiopeia Galaxy, the Polaris have convinced our great friends that the Hakurabi shall be allowed to join the peace talks. However, the Hakurabi delegate must agree, by pain of expulsion, to stay at least thirty feet away from the Cassiopeian delegation at all times. We shall be monitoring the situation carefully, and any slight infraction will bring an immediate withdrawal of Hakurabian representation in these talks.

Please jump to these specific coordinates, with a variance of at most 6.5%. We will have static jump inhibitors in place to make sure no delegates accidentally encounter or ram into each other.

Also, for the conference to take place, the following rules must be followed:

1) No weapons - All ship-based weapons will be offline upon entering the Outbound system. Any ships with online weapons will be considered hostile and will be destroyed. This is the only warning. All hand-held, concealed, or personal weapons will be checked upon entering the planet. Bodyguards are permitted to join a delegate, but they must also surrender all weapons. All contraband will be returned by the end of the deliberations.

2) An entourage of Nil'kemorya Bodyguards will accompany each delegate at all times, with the exception of private quarters. Private Quarters will be temporarily considered native soil of the said country, and will therefore be subject to the sovereignty of the country it is inhabited by.

3) Each delegation will reside in a different building complex. Under no circumstances shall either delegation step foot into another's complex, unless permission is given by the host delegation. Any violation of this rule will encompass immediate expulsion from the conference.

4) Under no circumstances are any delegations allowed powerful scanning, military storage equipment, or any other "contraband" items that may be used to transport Polaris technology, software, hardware, or anything else not expressly given to the delegations. Likewise, no delegate will seek to steal, reverse-engineer, or take Polaris technology, software, hardware, or anything else not expressly given to the delegations. Violation of this rule will constitute an act of aggression against the Polaris Castes.

5) Vell-os, Wraith, and the Council of Twelve's Building Complexes shall also be off-limits unless expressly invited. Violation of this rule will result in immediate expulsion from the conference.

6) When outside, you must stick to the immediate markets, attractions, etc. in your immediate building complex. Any excursions outside of your building complex must have written permission from the Polaris Council. This is exacted in an effort to keep the Cassiopian and Hakurabian delegations separate. Any violation of this rule will result in possible expulsion from the conference.

The previous rules are for your protection and to ensure these peace talks run smoothly. Normally such strict rules are not enforced to guests, but given the volatile and delicate relationships that exist now the Polaris feel this is the easiest and safest way to ensure the peace. If you have comments, questions, or concerns, please contact us as soon as possible.

Apart from these rules, you will be free to move about the various marketplaces, attractions, and other sites at your own discretion. Please not that the following items are considered hazardous to your health, and you should not by any means make contact with such devices:

- A greenish-red plant with eight dagger-shaped leaves known as Fla'marash. It causes hives, allergic reactions, and, in some extreme cases, violent spasms with possible death.
- Fla'pushor, which is a brown nut-like seed. While it may appear to be a common walnut or other legume, it is actually an egg-sack for the Pre'pushor Spider. Any consumption of this should result in immediate stomach pumping.
- An ivory-colored fern known as Fla'nikor. Contains large amounts of Mercury. Avoid physical contact.

All of the previous plants are not found in the cities of Verash, but do lurk in the regions of wild growth immediately around the city. If you make contact with any of these flora or fauna, please contact the nearest Ver'ash medical Academy for treatment.

There will be a banquet open to all delegations on the first day of the conference. Cassiopian delegations must enter through the North door, while Hakurabi will enter from the South. This event will be open all day until the seventh hour, at which time all delegations must enter their quarters. Talks will commence the following days.

We shall acquaint each delegation with its own housing complex upon arival. If there are any objects, rituals, or other necessary objects required before arrival, then please contact the Polaris Castes with all speed.

The Hakurabi are disappointed with the one-sided segregatory decision on the Cassiopeian's behalf, though are grateful for the opportunity to make amends. However, we must ask: Should documents require transfer from one delegation so the other, are we required to lob them across the 30 foot boundary? We request that the Cassiopeian delegation be equipped with short-range signal emitters to avoid accidental violation of the boundary.

Nevertheless, we will be sending a delegation of ten members, each representing the wishes of a different sector, along with a primary negotiator.

We will not be attending the banquet in the interests of peace, as we do not require food for nourishment.

We do hope that there will be mediators to oversee rational discussion and negotiation. Nobody wishes for this cold war to escalate into a war of genocide.

On the day that the delegations were due to arrive, a corvette escorted by two battlecruisers (to guard against foul play) arrived on the outer reaches of the system. There, the battlecruisers disengaged their weapons systems and all three ships extended radiators whist they hailed the planet.

"Hakurabi Delegation, requesting clearance for docking - Corvette only. Escorts shall remain in orbit."

The High Council of Jurai has deigned to send one of their own, Master Jedi Emily Rydo to oversee the peace talks, accompanied by two members of the Elite ANBU Guards (they insisted). They will of course, relinquish all weapons upon arrival.

Cas'rai Gon'dor'ri Decided to come her self, along with her New Prime Minister, Aristobulus (a Frian, a Ape like Race from The Planet Fria.), General Chimaera, The New Gray Lord of The Morgukai, Darth Claw (a Shah'reek) and The Head of The Dark Jedi, Fan'tor Hybis'cus. Their Bodyguards were ARC Troops.

Their Ship (a Bellphelon Class Super Star Destroyer) Dropped out of Hyperspace. Its Weapons offline when it reached Orbit. an unarmed shuttle soon came out of the hanger bay and headed for the Planet

The two Battlecruisers (Aries and Bastille) had a sort of 'glare off' with the Super Star Destroyer.

The Hakurabi Delegation was taking no chances and were using all manner of passive inhibitors, along with a short range electrostatic field set for a maximum range of 30 feet. (Force Inhibitors included)

The delegation was comprised of the following, all going by their original names, as opposed to serial designation:

The Hr'Wao are a race of bipedal felino-canids, and are paticularly skilled in the applications of biology to practical means. They have trouble with pronounciation of Galactic Standard, due to the shapes of their mouths and speak in a way that comes off as slightly odd.

At first there was nothing, then it appeared. A massive six-edged arrowhead in space, 30 kilometers in length, and completely featureless apart from the runes and strange energies that crackled across its surface. Despite the imposing nature of the colossal vessel, its weapons were deactivated as it materialized in Geosynchronous orbit. It transmitted its registry and pointed its fore point away from the surface of the planet.

A short message was sent to air traffic control.

This is General Achaedus, Commander of the Godulan 'Kingdom Come' BattleFleet. I have been appointed to attend this meeting on behalf of the Triad Consortium. Please designate teleportation coordinates.

Around the planet of Verash in the Outbound system, an entire contingent of ships were assembled. They soared and glided in perfect military formation. Great claw-formation patterns each held the same group. All of the Polaris ships moved in strange, animal-like ways. Their hulls were purple, black, and green with neon biolights affixed to every inch of their keels. A single, purple "eye" rested in on each and every ship: a common trait it seemed. There was almost no noticeable exhaust, but rather neon blue, vein-like biolights that glowed fiercely when moving.

In the center of each of the claws dwelt a two-hundred meter vessel which had not been seen by an outsider for over sixty-thousand years.

It was unnaturally smooth and glistening, twin saber-like tallons errupting from either end. The speed and maneuverability of the craft belied its size as the keel moved with an excentric grace that conventional thrusters could not replicate. It was a Scarab: one of the most powerful ships constructed by the Polaris. Only a couple dozen have been produced, but their effectiveness and power were unmatched by many ships of larger size.

The ships closest to the Scarab were tri-pronged vessels of a truly alien design. Each was over one-hundred and sixty-five meters long, once more with the familiar eye-like device.

These were the Arachnid Cruisers that composed the bulk of the Polaris’ Heavy Military. Each of the Arachnids flew in tight procession to the Scarab, their bio-lights ablaze in an effort to impress the delegations that arrived.

The other ships that flew about were the familiar Dragon craft, which had been noted on two separate occasions in the last few months. They were smaller than the other craft, only about a hundred meters in length.

Yet each performed a host of acrobatic tricks and barrel-rolls as they continued in the claw formation, the biolights causing a dancing myriad of color lines to flash across the inky blackness of space.

The other Polaris vessels were of a smaller size, each flying in impressive formations that were too complex to describe by words alone. There were fifty-meter vessels which darted and whizzed across in clouds, their red and green biolights forming moving pictures of symbols and words unknown to the delegations. These were known as Striker craft.

In even larger swarms, their biolights too weak to create the same effects, were a horde of tiny, ten-meter craft dubbed the Manta.

Instead of biolights, these vessels dropped fantastic fireworks which exploded into great cascades of purple, orange, and teal light.

Near the center of the formation stood a small company of dazzling ships. They were brilliantly azure and white: each taking an almost liquid or ethereal-like form. Their impressive one-hundred meter forms did not seem to be held by the normal realms of gravity or physics.

As though they were fish in the sea, the craft edged forwards and backward. There was no drifting or deceleration as they stopped: but a complete and utter halt of movement. To those that were psionic users, great waves of psychic energies could be detected from he three ebbing craft.

As the delegation ships entered the system, a host of the smaller Striker craft zoomed towards them.

The following message was sent to all of the delegations:

Please note, that in order to ensure your safety as well as the safety of the Polaris people, we shall be conducting deep-penetration scans of each of the delegation’s vessels in an effort to find contraband. Please know your rights before scanning:

1) You may deny such a scan, though you will not be allowed on the planet’s surface until such time as we can rule you “clean.”

2) There will be no recording of any scans: they will be fed through a passive computer sniffer. No technology, schematics, or privacy shall be violated in this procedure.

3) There will be psychic scans to ensure that the presence of espers is noted within delegations. Although espers are permitted, we encourage all involved to make sure their psionics are not used to affect the outcome of these treaties.

4) There are no health hazards associated with these scans. However, as a precaution, we must warn that if you grow faint, weary, or otherwise ill, please contact the Polaris Council to receive immediate treatment and compensation.

In addition, the Polaris request the right to dock with each vessel in order to introduce the delegations to their bodyguards, their quarters, and to go over some preliminary rules, questions, and informational sessions.

For those whose ships number less than 100 meters in length, we shall be towing your vessels into their quarters via a gravimetric tractor beam. Please shut down all of your engines and maneuvering jets, and allow us to bring you in.

Please reply within the next five minutes. Until then, enjoy the display as we pull the smaller craft towards the ground.

As soon as the message was sent, gravity tractor beams were fired from the planets surface. Each of the delegations’ vessels (save the Gouldar’s) were targeted to be pulled down to the surface.

The diplomatic shuttle would have nothing of value to scan, as it was a diplomatic shuttle after all.

The deep scans showed no contraband goods, and that there were no open spaces in the Battlecruiser.

The Corvette closed its radiators and waited for the gravitational beam to tow them down. They also turned off their shields (100% effective against rocks in windscreen) to avoid any disruption to the field. Anti-gravity does that.

A flash of light in the blackness. The flash subsided in an instant. A small vessel appeared above the planet. It pulled itself up next to the Godulan ship and assumed a stationary position about it. No readings emanated from the Federal vessel, as the ship had kept its spatial shielding engaged.

It would wait to be contacted. Until then, it would sit and watch.

We must unfortunately decline the request for a scan, as the 'Kingdom Come' is equipped with automated sensor scramblers to prevent unauthorized acquisition of insertion telemetry.

However, I will be attending this conference alone, and the 'Kingdom Come' will, after my departure via spacefold teleportation to the surface, probability jump to a distance of no less than one light year distant, awaiting my command to return when necessary. I will submit to whatever security checks you wish to conduct, however it will also be necessary to note that my body in itself is equipped with multiple defense mechanisms that cannot be removed.

A small bay door opened on the underside of the Federal ship. A cloud of small objects 'dropped' from the belly of the vessel and shot out in all directions.

Each of the small metallic devices stationed themselves about the solar system and began to spin. Slowly at first, but faster, faster, and faster as they accelerated.

As the spheres spun faster, the space surrounding the system became wildly chaotic, space and time itself warping, preventing just about anything from passing through.

There was one area excepted however, located nearest to the conference planet. It was wide enough to admit most of the largest ships, being 60 miles in diameter.

As there are a number of nations who would do us harm, we have sealed off the system and will observe the only entrance. With this, the 250-yard Frigate broke orbit with the Godulan vessel and assumed a higher position, nearer to the entrance.

A message to the Germanische Zustande vessel came in above the buzz of startled traffic directed at it by the local authorities:

UFGZ Vessel, stand down your inhibitors. They are not necessary here.

You wish to accompany us in the diplomacy stages of this conflict, know that while we do not have any qualms about this, it is important to remember the following:

We were not attacked. A Godulan BattleFleet was sent to defend Coredian territory from attack by several nations, led by the Cassiopeians. With the assistance of several other nations, we managed to beat them back handily.

We will not protest the presence of another ally at the proceedings, but we would also ask that your vessel accompany ours when it departs the system to the distance we specified. It is far enough to remain non-threatening, but also close enough that it can return on short notice.

As this is a diplomatic proceeding, we would prefer to keep it as smoothe as possible.

Captain D'Loraine stared intently at the holodisplay, hands clasped behind his back. He was the model Naval Officer, straight of back, chest out, and head held high. He was also an egotistical genius--and he knew it.

"I find it interesting that they believe they can pass through it. Obviously their scans could not penetrate the very seam in space we have created," He began loudly and softened, muttering to himself as he went on. Turning towards the comm officer, Robespierre began to speak more loudly and quickly. "Well, we know it worked. The test is completed. Tell the Stellar Castes, or whatever they are, that we will disengage the field."

Finishing the order, the Captain inclined his head toward the science station. The officer on duty sent the recall order to the emitters. But a moment later the ship's cargo doors slid open, the very belly of the ship seeming to swirl and stretch, until a black opening could be seen on the hull. The silvery spheres glinted as they receded into the blackness.

"Comm, tell our hosts we will join the conference when we are ready. I first have a few duties to which I must attend."

"Yessir," a reply came.

"Oh, and, Leftenant?" D'Loraine halted right before crossing out of the bridge, planting his foot down with a dull thud, "Don't use a complicated system. We don't know how advanced anyone is in this system, other than the Godulans, of course. Radio ought to get the message through."

The Leftenant snickered, nodded understanding, and went to work.

We never said that you were, implied or no. We will not apologise for a totally unfounded accusation.

The mere fact that you have been insulted by something as simple as a refusal indicates to us that you are interested in little more than provocation. We warn you not to continue to test our patience.

However, by request of the Polaris, we will be deactivating the inhibitors during negotiations. The complex will still be jammed, however. If we even suspect foul play they will be reactivated immediately.

Please note, that in order to ensure your safety as well as the safety of the Polaris people, we shall be conducting deep-penetration scans of each of the delegation’s vessels in an effort to find contraband. Please know your rights before scanning:

1) You may deny such a scan, though you will not be allowed on the planet’s surface until such time as we can rule you “clean.”

2) There will be no recording of any scans: they will be fed through a passive computer sniffer. No technology, schematics, or privacy shall be violated in this procedure.

3) There will be psychic scans to ensure that the presence of espers is noted within delegations. Although espers are permitted, we encourage all involved to make sure their psionics are not used to affect the outcome of these treaties.

4) There are no health hazards associated with these scans. However, as a precaution, we must warn that if you grow faint, weary, or otherwise ill, please contact the Polaris Council to receive immediate treatment and compensation.

In addition, the Polaris request the right to dock with each vessel in order to introduce the delegations to their bodyguards, their quarters, and to go over some preliminary rules, questions, and informational sessions.

For those whose ships number less than 100 meters in length, we shall be towing your vessels into their quarters via a gravimetric tractor beam. Please shut down all of your engines and maneuvering jets, and allow us to bring you in.

From there, we shall brief you and your delegation on some last-minute rules and regulations. We are warry to use trasportation rings, devices, or other telleporters due to the irksome effect they seem to have on the Wraith that dwell nearby. Also, Verash's atmosphere is very volitile in some areas, and may result in a mis-transport. We shall ferry you and your delegation down to the surface as soon as you transport.

Also, we humbely request you disactivate all personal weapons before you telleport. We cannot make acceptions in your case, I am afraid. Please understand.

Within thirty seconds of the message from the fleet master, General Achaedus materialized on the designated ship, by himself.

Achaedus stood approximately six and a half feet tall, heavily built, wearing the standard gray and black Godulan StarNavy Uniform, a single star in a circle denoting his rank as the top commanding officer in his BattleFleet. For all intents and purposes he LOOKED human, but his form seemed to have a distinctly sculpted look about him, and his face looked almost like a bas-relief of Zeus.

Any detailed scans of his body would not have penetrated far as they would have immediately encountered the layer of armor beneath his human skin. His body was completely artificial, as were the bodies of all StarNavy officers. Stronger, faster, and sturdier than humans by at least an order of magnitude, the body was designed not only to allow its 'tenant' to focus on leadership and skills, but to assist in repelling any form of boarding party, if not by cannonfire, than by enough brute force to rip virtually any creature opposing it in half with little to no effort.

General Achaedus strode forward to the delegation awaiting him, and presented his palms. With a slight flex, three syringe like needles popped from the pads between each of his fingers on each hand. A similar flex retracted them back into his body. A flex of his wrists to bring his hands back caused a strange spine to erupt from his wrist, creating a small metal spear terminating about a foot from each wrist. A similar flex in reverse brought them back into his arm and out of view. Finally, he grabbed his left thumb with his right hand and pulled. The thumb came free, and trailing it was a glowing monofilament wire. He retracted the wire and replaced his thumb upon its proper position, and then held his hands out.

"These are my weapons. You know what and where they are now. You have my word I will not use them, but I cannot turn them off."

"Coming in-system now Admiral. Reversion in three seconds." Space outside the viewscreen suddenly switched from the swirl of colors that was hyperspace to the familiar blackness.

"We are recieveing a hail from the Polaris. They want to know how you are coming over."

"Tell them that we shall be traveling to them in a Senteniel and we will have four TIE Avatar's as an escort until we are under their tractor beam's control."

"Aye sir, transmitting."

Larcat strode off of the bridge and headed to the main shuttlebay to depart. Arriving there in about two minutes, he found Kisharn and Marton waiting for him with their guards at the ready. They quickly boarded the shuttle and Larcat sent the pilot away, preferring to handle the craft himself.

"Docking control, this is Shuttle 'Yttrium', requesting permission for departure."

"This is docking control, 'Yttrium' you are cleared for departure opening bay doors."

The shuttle craft lifted from the deckplates and slowly maneuvered out of the bay and was joined shortly after by its escort. A few minutes later, they were on the approach to Polaris.

"Sir, we are recieveing co-ordinants from the Polaris."

"Confirmed, altering heading." The ship shuddered slightly as the tractor beam took hold of them. The TIE's peeled off and headed back to the ship.

"Polaris control this is Admiral Larcat, we are on final approach now, you may begin your scans."

Achaedus was greeted not by the black-robbed Mu'hari Caste, but three grey-robed Nil'kemorya Warriors. Each one of them bore the traditional "saber" tattoo which crossed from the top of their right brows to the lower-right base of their nose. One was about six foot three inches, his tawny, scruff hair matching his dazeling eyes. His companions were both roughly six food one inch. One was a thin, "scrawny" looking man with blue eyes and jet-black hair. The other was average built with fierce green eyes and no facial hair. The warriors watched Achaedus show the variety of weapon implements, tools, etc. on his person. They did not move or even flinch during the ordeal, studying each movement of the "sculpted" man. When they were satisfied, the tawny warrior stepped forwards and spoke in an unwavering, stern voice.

"Thank you for your cooperation. However, I must inform you that the group you see before you shall accompany you at all times outside your quarters in addition to the afformentioned guard. We understand your unique situation, but the Polaris Castes do not feel comfortable allowing an armed alien free-reign in their empire. Please, do not think of this as an insult against yourself or your government, this is merely a precaution."

With a cough, a black-robed Mu'hari woman stepped from behind the warriors. "Thank you, Nil'Kare, that will be all," was all she said, as she turned to explain the rules and regulations of the meeting.

Five minutes ago...

Not long after arriving, the displays of fireworks and acrobatics still in full-swing, a Dragon moved towards the shuttle. It was a swift, deep-penetration scan: no outstanding cargo or contraband aboard the craft. In the same moment, as with all other ships attending the conference, Sprite transport vessels were attempting to dock and board with the ships. Onboard was a Mu'hari representative as well as two Nil'kemorya bodyguards for the delegation. Each was to relate the rules of the conference.

The rules that were mentioned before were once more repeated, as well as a schedule of the events for the next few days.

1) A general congregation will commense for the first day. Upon 2330 hours, Polaris time, the delegates will leave for their private quarters.
2) A moderated caucus debate shall occur between 0800 hours and 1200 hours.
3) If any agreements have been made, they shall be signed and delivered. If not, then a moderated caucus debate shall continue between 1300 and 2330 hours until an agreement is reached. At the end of which, the delegates shall report to their private quarters again.
4) #2 and 3 shall be repeated until a descision is made, or until four days have passed. In which case, peace talks shall end and the delegates shall be sent home.

OOC: Sorry, life's been hell lately. When ya'll land on the planet, it's primarily going to be in ya'lls hands, so I won't have a lot of say over it (save for an interjection or two, some introductions, and to set the speaking order).
