OOC: Well so here we go, lets boogie. I thought that we should start with the issue of the non-aggression pact with TOA. I will all you guys RP the arrival to Voronej and then we can start the first meeting. This whole thing might take a while if we take it one issue out of time so how about this. We take all the issues at once, just send more then one representative (this doesn't apply to TOA members) so we can get this over with. Basically this thread is for keeping track of all the individual issue threads and RPing your arrival to Voronej. Aight, arrive please.

The VC-25K (Elephanti Model) had pulled up to a terminal at Voronej International Airport, (OOC: correct me if that is wrong) and the small delegation entered the airport. Their leader, Adnan al-Dulami, was head of the Russian Nations desk at the Foriegn Relations Department, and could speak several languages, including Russian. His chief aide, a man by the name of Shirav Patil, was head of the Eastasian Desk, and spoke Mandarin. They, along with a few staff, would represent Elephantum at the VCO meeting.

Stepping into the airport, al-Dulami greeted the Russian officials.

"Good day to you all, I am Adnan al-Dulami. Due to Unification Day, a Sultan could not attend, but they have given me authority to sign anything that must be signed."

The C-21 Learjet landed at Voronej Int'l Airport and taxied over to the designated area. Outside, the snow was subsiding somewhat, but it wasn't so dangerous. The Norwegians were used to snow and cold, even Defense Minister Alvheim, who was in the plane. The seventy-five year old minister, who was the third most important man in the cabinet, would sign the pact on behalf of the Kingdom, and then return home to Norway.

As the white-painted Learjet stopped, a member of the crew opened the door, which folded down to form the stairs. The crewmember then looked outside, but quickly came back in. It was cold, and he didn't have his jacket on, just the blue uniform shirt. All the members of the crew were in the Royal Norwegian Air Force, and dressed in uniforms. The three people who were with Alvheim were also in the military, but only one was dressed in his uniform. The oberst in the Air Force was Alvheims aide, and the other two, who were dressed in dark suits were bodyguards, armed with P19A1 Five-seveN pistols and MP6A1 P90 submachine guns hidden inside their jackets, which were a few numbers too large, so they could better conceal their weapons. The weapons used the 5.7x28mm round, a small but extremely good type of ammunition. A round of that caliber could pierce through up to 28 layers of kevlar. Not that they planned to use the weapons though, but the body guards were notoriously paranoid, and didn't trust anyone but eachother.

Anyway, Alvheim stepped out of the aircraft dressed in a blue suit underneath the wool overcoat and with a hat on his head. The bodyguards had open overcoats, also woolen, while the oberst was wearing his standard-issue blue winter coat. A Russian delegation waited for the Norwegians, and Alvheim shook the hand of the lead Russian. He fully expected the Russian to know who he were, so he didn't introduce himself. Alvheim could be a one hell of a SOB, and the cold weather didn't really help.

"Good afternoon. I'm here on behalf of Prime Minister Rothsky, who asked me to extend his appologies for not being able to attend himself. Pressing issues at home."

OOC Pushka, is it OK if Alvheim stays at the Norwegian embassy instead of the hotel?

OOC: Sure, Elephantum just joined the VCO alliance and we didn't have an embassy exchange before so i told him to move into the hotel you can go to your embassy as we did have an exchange a while ago.

Vice-Premier Lanh Xuan Dinh of the UER stepped into Voronej International Airport with a sense of purpose. Premier Zhao had been working hard at establishing a relationship with the Empire of Layarteb, while Vice-Premier Maglacas was in the Twelve Sultanates schmoozing with the newest member of the VCO. Dinh was determined not to be seen as a weak link in the 'Eastasian Trinity', and he had staked his reputation on returning home in success.

As a Vice-Premier, Dinh brought with him two members of the elite Revolutionary Guard as bodyguards, along with several foreign relations experts; Foreign Minister Ruiyan Bei was also in attendance as requested by Premier Zhao, who wanted a safeguard against Dinh's often-blunt demeanour. Bei wasted no time in taking the lead as they met the waiting Russian officials.

"Greetings from your Eastasian allies! Foreign Minister Ruiyan Bei at your service; may I introduce Vice-Premier Lanh Xuan Dinh, one of our most esteemed leaders. Premier Zhao sends his warmest regards, and hopes that the Russian Federation is well."

The sleek lined Lear Jet touched down in Voronej and taxied quickly to its allocated space, right beside an almost identical C-21 with the Norwegian AF colors on it. The Hirgizstanian Air Force crew pushed the door open and secured it, letting the small five man security detail fan out at the foot of the steps. The Diplomatic Guards carried MP-7's and M1911 pistols.

The Deputy Minister for Cape Verde, doubling as the interim Hirgizstanian Foreign Affairs deputy, stepped smartly off the plane. Amane Kwame was uncomfortable in the suit and was just glad he was wearing a warm black trenchcoat as the air was freezing and the snow was falling. Amane still wore a sling on his right arm and a plaster over his left eye, injuries from the Hirgizstanian revolution in Cape Verde.

He shivered as he walked with the guards toward a small Russian delegation near the terminal building. He smiled and shook hands with the lead Russian, "Good evening, I am Amane Kwame, Interim Foreign Affairs deputy for the Commonwealth of Hirgizstan, how do you do sir?"

"Thank you," Alvheim said before getting into the car which took him and the rest of the delegation to the embassy.

The embassy was a fifteen year old building, built when the then Cottish nation opened diplomatic relations to the then Pushkan nation. Now, it was the Norwegian embassy in the Russian Federation. However, all of that was ancient history. The embassy employed fifty-nine Norwegians, as well as a protection detail of twenty Marines. The embassy itself consisted of a seven-story building with a large garden and a few smaller buildings, surrounded by a fence. It took out about four hundred square meters, the size of a city block. Four hundred square meters of Norwegian sovereign territory, in the middle of Russias capital city.

As the cars stopped outside the embassy, Alvheim got out along with his protection detail and aide. Two Marines stood in the main gate, and two more stood outside the entrance to the main embassy building. They were all dressed in the green uniforms of the Marine Corps, with black trenchcoats and a white pistol belt. In the white holster, a P33A1 USP sidearm lay, ready for use if anyone tried to gain illegal entry to the embassy, which was considered Norwegian sovereign territory. If anyone from any foreign government tried to enter, it would be considered an invasion of Norway, an act of war. Anyway, the Marines stood in attention and saluted Alvheim as he walked through the gates and into the building, followed by the entourage. Inside, ambassador Knut Vollebekk greeted Alvheim.

"Minister, I trust the journey went well?"

"Yes, the only thing I dislike about this damned country apart from its leaders and attitude is the damned cold weather. Tell me, is it always like this here?"

"Only in the auntum, winter and springtime sir."

"I see. Well, I hope my room is heated."

"Naturally sir. If you'll follow me? There's a message from Oslo for you."

[The following is SECRET IC]
Alvheim followed Vollebekk down into the third sublevel of the embassy, where the communications room was. Here, three men sat and operated the equipment, which was state of the art military-grade equipment. Highly encrypted, with a 2048-bit encryption code, the encryption would be extremely difficult to break, even for the most dedicated codebreakers. Two of the men were from NSM (Nasjonal Sikkerhetsmyndighet, the Norwegian version of the NSA), while the last one was from the Norwegian military. They were all here under different covers, as assistants to various attaches. Anyway, the message to Alvheim contained new information and instructions regarding the meeting from Oslo. Nodding, Alvheim and Vollebekk headed up to the fifth floor, where the guest rooms for VIPs were. The windows were made so that you could look out, but no one could look in. A nice thing to have. It was also heated. For now, Alvheim would read the instructions from Oslo and rest.

"Russian Federation is well indeed, do in part to cooperation between our great nations. There is a limousine waiting to take you to your embassy."

As Estasians went away Hirgistani diplomats aproached the Russian greeting party. Lead Russian official extended his hand to the leader of the Hirgizstanies.

"The evening is good, welcome to Russian Federation, i hope our cooperation can ensure lasting peace on this earth. There is a limousine waiting to take you to the Medvediego Hotel."

The Gulfstream V Jet landed, and stopped at it's designated location. The ambassador to the VCO, Bruno Glacier, together with his assistant, John Kawabe, stepped out of the plane, and greeted the men that were his guards, and had opened the door for him. He stepped into the hall moments later, and walked to a desk, located in the crowded hall.

"Glacier, Monegasque Diplomatic Service. I'm here for my meeting with the VCO."

ooc: Between the BISE, Topaz (gotta finish), and like three other threads I'm owrking on I'll be busy. If anything can be agreed upon I'll take a peek, but I'm tired of trying to negotiate (H.Rights failed miserably).

Ambassador Alfred Zarubezhnik was a car ride away from the meeting that would take place between the TOA and the VCO. As soon as the meeting started he would be present. He was told to let the big players go at each-others throats, and stay out of the spot-light. The B.P.F.G. did not wanted to avoid any complications with TOA members, epecially with the Reich. The military build-up had been averted, but the missing missile crisis was yet to be concluded.

Anja Hyvärinta would be attending the VCO specific conference. Fresh from Oslo, the diplomat felt she was being over-used by the government, but this was the government's way of getting her some 'combat experience' so-to-speak. Anja would be voicing Bjornoya's questions and concerns regarding the nature of the VCO and its objectives.

Amane shuffled off toward the Limo and jumped in ahead of his security detail who promptly got in behind and took up their seats in the spacious car, glad of the interior heating system.

The Limo sped off out of the airport and headed toward the hotel.

Later on in the evening the limo pulled up at the rather grand looking Medvediego Hotel, and the group of six men quickly walked inside, glad to be out of the cold once more.

Amane was allocated a rather large and nicely decorated room on a low floor, two rooms either side of his, adjoining, housed his guards. He settled into the room and grabbed a small bottle of expensive bourbon from the mini bar and downed the small bottle in one jerk of his head. He proceeded over to the bed, removed his coat and lay down looking up at the ceiling, letting the smooth bourbon warm his throat and stomach.

He stepped outside, and got towards the car he had been designated. He stepped inside, and ordered the driver to drive.
"To the Medvediego Hotel. Drop my assistant off at the Monegasque Embassy. He needs to solve some things."

The two C-21B Learjet 80s came down from their path over the North Pole. They had been escorted the entire way by two four-ship formations of F-22A Raptor fighters, armed with two AIM-204A Escape missiles and six AIM-120D-2 AMRAAM missiles per aircraft. The aircraft also carried a full gun load and a pair of six hundred gallon fuel tanks.

Inside the two aircraft were eight BOF operatives from Force Victor and another eight representatives, including the head of the delegation, the Layartebian Foreign Affairs Minister.

Following the Neuvo Rican empires application to join the VCO, an ambassador had been sent from Neuvo Rican Westasia (Iran). The BAE 125 VIP transport aircraft bumped down in Voronej airport. The representative left the plane shivering, it had been a lot warmer back in Kerman. On board were 9 TZDS Special Forces troops along with the representative Colonel Ramirez and his Secretary...

Although unexpected, a Huahinian Rotodyne landed at the Voronej airport. Passing through air traffic control using stolen codes, and due to the fact the ATC could not make up their minds what the Rotodyne was, they had touched down safely. However, they were greeted with a cold hand, as a security team had been dispatched by the Russians.
The pilot mumbled..."How am I supposed to explain to them that its a rotorcraft...do they even have a word for that in Russian?"
Despite being fluent in Russian, they could not comprehend when he explained it was like half a helicoptor and half a plane. The plane itself was a technological masterpiece breaking all previous records.

"I demand to speak to a representative of this country, and I demand a seat at this conference." Thus spoke the High Ambassador for Huahin, also the Minister for Foreign Affairs.

OOC: You would have to fly a long way to get to Voronej, possibility of you not being shot down is pretty slim, but okay.

IC:

Leonid Voronin head of the FSB unit in charge of the airport security was looking at the man claiming to be a High Ambassador of Huanin. Twelve men Leonid brought with him were all pointing their A-9A assault rifles at the intruder and his companions.

Leonid: You have violated Russian Federation airspace without authorization, you are now in castody of FSB and will remain so until your status is confirmed and a decision is made about your future by a federal court of justice. You will now be escorted to an airport prisoner holding facility and held there until your trial. Even though you are not a Russian citizen or a ligal resident you fall under coverage of our constitution unless you refuse to comply with the procedures of our justice system in which case you will surrender all your rights. Your aircraft will now be confiscated as evidence.

Leonid motioned to his men, they got out the handcuffs.

Speaking through the loudspeaker, the Ambassador and the pilot both knew that in the event of an armed struggle, they would not be leaving this palce alive, although their death would not be at the hands of the FSB.
"We come with peaceful intentions, but our plane will not be impounded, and as a diplomat I do believe you should treat me with a little more respect and not strain the relationship between our two great countries."

OOC: Huahin, in all fairness, you arrived uninvited and out of the blue. The plane probably would have been shot down. In RL the same thing would happen, you would be taken into custody until your identity could be proved, what Pushka is doing is actually fairly realistic based on the circumstances, play along, its interesting.

A couple of airport engineers brought breaks and fitted them against the landing gear of the plane. This bird would not be flying anythere. After hearing the response Voronin motioned his men to move in. A stair car (don't know how you guys call them, those cars, with stairs that you exit the plane by) parked opposite one of the plane's hatches and an FSB operative placed the plastic explosives on the door of the plane, he madea few steps back.

Leonid: This is your last warning, come out of the aircraft with your hands above your head! I repeat come out of the aircraft with your hands above your head!

The Norwegian C-21 stood only twenty meters away, and the five crewmembers looked on the events taking place with great amusement. There was finally some action instead of just sitting on the plane, guarding it so that no Russian would enter to snoop out the secrets that were inside. The pilots sitting in the cockpit looked out the windows, while the vingsersjant went in the back and opened the weapons locker. Inside lay three P33A2 USP pistols, twelve magazines of 13 .40S&W rounds each (making for a total of 156 .40S&W rounds), two MP6A1 P90 submachine guns and ten 50-round 5.7x28mm magazines (making for a total of 500 5.7x28mm rounds). Two of the pistols went to the pilots, one to the korporal at the door who hid it in a shelf at the door, which stood open, and the two P90s were hidden under blankets close to the vingsersjant and the other korporal. They wanted to see what was going on across the tarmac, but they also wanted to be able to defend themselves in case the Russians tried something similar towards them. The weapons had been brought out discreetly, and concealed inside the plane, out of sight to the Russians. Not that the Norwegians gave much of a damn what the Russians thought of what went on inside the aircraft, which was the sovereign property of the Kingdom of Norway, and thus subject to protection using any means necessary in case the Russians tried to take it over. After the weapons had been stashed, the crew went back to watching the Russians trying to take over that strange thing that had just landed.

OOC: Huahin, I understand your concern, but I must point out this conference was meant for VCO and TOA members only really, so in my humble opinion what is going on is still fairly realistic. And once the FSB get your identity sorted out, things will be fine.

OOC - First of all, I doubt you'd just be able to run up and put plastic explosives on the door, and second of all, its based on the RL Rotodyne, so its VTOL.

The rotodyne was armed with a 30mm cannon, similar to most modern attack helicoptors, which had full 360` arc of movement.
The first passenger, the Minister of Foreign Affairs stepped out of the plane.

"Here's my ID and documents gentlemen. If you have any further problems, I suggest you contact my government. I am sorry for any disruption, and for our rudeness, but we have many matters to discuss."

OOC: Your plane landing in Voronej without invitation is what could not have happened, it'd be shot down 30 seconds after it crossed into my airspace. And yes my operatives know how to put on plastic explosives. You have violated my airspace and came to my nation without invitation, your people either back down or they are dead, i consider this act a declaration of war by Huanin against my nation and then you have the whole VCO on your ass. Think before you do something idiotic like this.

Voronin was starting to get annoyed. These people entered the Russian airspace without invitation, demanded something and are now trying to get away with it. He got on his radio with his subordinate back at the airport.

Voronin: Contact PVO, i want this airplane shot down in case it takes off.

He waved his hand. Two FSB officers ran towards the ambassador pushed him on the ground and put handcuffs on him. Another one pointer an A-9A into his forhead.

FSB soldier: Lejati! (Stay down!)

Four more soldiers moved into the aircraft, few minutes later the pilot and everyone else on board were lying handcuffed and face down on the cold asvalt of the airport runway.

Voronin looked over the documents he took away from the one claiming to be ambassador. They seemed legit. He signaled to his men.

Voronin: Perevidite ih v komnatu soderjania zakluchenih, derjati tam poka ne skaju chto delati dalshe. (Transfer them to the prisoner holding room, hold then there until i tell you what to do next)

The FSB soldiers stacked the ambassador and his men into the military truck that drove him away towards the airport.

Voronin took out his cellphone.

Voronin: May i speak to tovarish Bulkov, yes, i'll wait..........Hello this is officer incharge of the Nikitovo-I airport security. Yes....Voronin....yes. We have just detained Huanin ambassador and his companions who have violated our airspace and illegally landed in the Nikitovo-I airport. Yes sir.....i know, if i may remind you though, the one directly responsible for this is the officer in charge of the VO station which is covering this sector. I understand tovarish Polkovnik. Then will you pick up the prisoners? Do you want me to interrigate them while they are here? No? Yes sir.

He hung up the phone and a black BMW carried him back to the airport terminal.

OOC - I never said all my men got out, only one, but as I'm not wishing to cause further problems I'll assume some got out. Oh, and to avoid any confusion, the main languages in my country are english, german and french, but english is the official language.
IC ~ The Captain was watching, with his finger on the trigger, but thankfully none of the men were harmed. He turned to his co-pilot, who had also remained.
Co-pilot: "Und was jetzt?"
"And what now?"
Pilot: "Wir warten, und wir koennen nur hoffen"
"We wait, and we can only hope."
Co-pilot: "Es gibt nicht nur Mitglieder von VCO sondern auch von TOA..." "
There's not only members of VCO here but also of TOA..."
Pilot: "Ja, wir brauchen ein Buendnis."
"Yes, we need an alliance."

He slipped back in to official mode now, as he spoke to the Russians again.
Captain: "You have not harmed our men, so we will stand down."

As he stepped out of the plane, he took of the plastic explosives and tossed them towards the nearest other plane, ensuring their would be no detonation.

The prisoners were held in a small airport prisoner containment room, each one was given a metal chair, frisked and had their handcuffs taken off. When came the hours of waiting. The TV inside the room was showing the 24 hour "Vesti Mira" news channel. Two armed guards were posted outside the door which was locked. A surveillance camera was scanning the room constantly.

Finally the waiting was over. The door opened and a fit man in his 50s wearing a black suit walked into the room. He was followed by two other men wearing the same clothes as him. He looked over the prisoners.

Bulkov: Tak, tak....ei Plotnikov idi gotov mashinu. (So, so....hey Plotnikov go get the car ready)

One of the black suited men walked out of the door. Bulkov turned to the prisoners and spoke in heavily accented english, but clearly enough to be understood.

Bulkov: My name would be Kiril Valentinovich Bulkov, i am the head of Voronej FSB district. We will transport you to your embassy, but you will not be allowed to leave the country until this whole situation is sorted out. You have violated our airspace without authorization flying an armed aircraft, that is a serious offence. The only reason you are not put in prison for good is because our president decided to show good will towards your nation, i urged my boss, FSB Marshall Zubov to speak to the President against that decision. The president however it seems was unmoved. Lucky for you, don't try it again, next time you'd be shot down a minute after you entered our air.

He turned his head and tapped the shoulder of an FSB agent beside him.

Bulkov: Zakonchi zdesi Grisha. Ia poidu. Posle togo kak dostavish etih v posolistvo vozrashaisia v center. (Finnish up here Grisha. I am going to go. After you deliver them to the embassy return to the HQs.)

Bulkov started walking out the door, once he was half wait out he turned around and faced Grisha again.

Bulkov: Snimi shtoto sluchitsa, tvoia golova, pomni. (Something happens to them, its your head, remember)

He walked out of the door. The last remaining FSB agent motioned the prisoners to get up and let them out of the airport and told them to get into a black limousine parked outside it. Grisha got in the front passanger seat, his partner who left the room earlier pressed the gas. The car started quickly moving through the airport traffic.

Russian Federation message to government of Huanin

We would like to know why exactly do your diplomats see illegally crossing into foreign airspace as a reasonable action. Your ambassador and those that came with him were detained and are currently transported to the Huanin Embassy in Voronej. They will not however be allowed to leave the country until the whole matter is sorted out and Huanin officially apologizes for the actions of their diplomat.
