The Island of Kageshima declares herself open to foreign embassies

As a recently joined member of the United Nations, and in the interest of generating trade and tourism between our country and other interested nations, Kageshima hereby declares its borders open to receive embassies of other countries. Those wishing to establish an embassy in Kageshima should read the following official brochure:
Kageshima is a beautiful tropical island with several settlements situated along the coast and at the base of its (currently) dormant volcano. Most native settlements are located on the south and east of the island, except for the capital city, which is located in Kyoika Bay on the southwest tip of the island. Kyoika Bay is the biggest trading port on the Island of Kageshima and boasts a thriving economy. The north end of the city holds the embassy complex, where foreign dignitaries and visitors are hosted. Kageshima also claims several smaller islands in the immediate vicinity.
Kageshima is protective of its unique flora and fauna and its pristine beaches, and has thus outlawed most potentials for pollution, including motorized vehicles. As the island is only twenty miles at its widest point, the natives do not consider this an inconvenience. The airspace above Kageshima is considered a No-Fly Zone. The only airstrip is located on a long, narrow island two miles west of Kyoika Bay, and monopolized by the only commercial airline permitted to operate within Kageshima’s borders. Tourists and delegates are received at this airstrip, then transported by ferry to Kyoika Bay.
Handguns are also outlawed on the island. Kageshima natives maintain an archaic society by choice, choosing to fish and hunt for their livelihoods. Weapons allowed on the islands include any desired melee weapon, and bows. While the occasional flintlock pistol is seen, either as a collector’s item or carried by one of Kageshima’s many pirates, no modern firearms are imported.
For these reasons, diplomatic embassies to Kageshima are not allowed to bring with them ground vehicles, either military or civilian, or helicopters. Guards may be armed with any hand-to-hand weapon desired, but not with firearms. There is no police force in Kageshima, so individuals are expected to look after themselves, but dignitaries will be expected to hold to a code of conduct while upon the island.
Countries wishing to establish diplomatic relations with Kageshima will be allotted a large, single-story complex on one of Kageshima’s pristine, white-sand beaches. These complexes feature two wings, one for government personnel and one for visiting tourists. Available to each group will be their own steam house and private, open-air restaurant. These will be automatically staffed by skilled native cooks, though the visiting country may choose to staff them with their own cooks if they prefer. Each wing will also have a private massage parlor and exercise room. There will be a communal entertainment hall in which government officials and guests can enjoy native entertainment, as well as a small theater to show imported movies. A currency exchange will be available in each embassy, as will an infirmary and plenty of office space for embassy officials. For transportation, porters will be provided at no charge for government employees, and will be readily available at low cost for tourists.
Within the city of Kyoika Bay, there are many opportunities available to our guests, such as surfing, windsurfing, scuba-diving, fishing, shark-hunting, hot springs, and ship-board tours of the surrounding islands. Restaurants, bars and cantinas are open to our visitors, who are cordially invited to sample our famous native foods and world famous native wine, Tikari, which is illegal to commercially export and therefore only available in Kageshima. Visitors may also take advantage of the surrounding islands, which contain more beaches, sport hunting available to those who are interested, and interesting historical sites with available guided tours.
Those who would like to establish an embassy in Kageshima will be allowed the following entourage:
- A staff of no more than twenty (20) to be housed within the government wing of the embassy. Basic staff will be provided.
- No more than ten (10) armed guards, who may not carry firearms, but may bear any hand-to-hand weapon or archery-style weapon they desire.
- No vehicles are permitted, as transportation will be provided free of charge to embassy officials.
Each visiting official will be given a pass to the Cloister. The Cloister is the theocratic center of Kageshima, where the Divine Lady Fate resides and governs. Set into the base of the volcano, the Cloister is a beautiful complex featuring private hot springs that are available to all embassy officials, and the most impressive arboretum on the island, containing many stunning and unique examples of native flora. Kageshima’s only library is also contained within the Cloister, and is open to any official bearing an embassy pass. Anyone who wishes to speak with Lady Fate may make an appointment at the Cloister for a personal meeting.
Officials stationed in Kageshima must abide by a simple code of conduct, stated as follows:
- No violence will be instigated upon the island by embassy officials. Self-defense only is permitted.
- Embassy officials will not interfere in the daily lives and livelihoods of Kageshima’s citizens.
- Embassy officials will maintain a policy of respect toward all citizens and permanent residents of Kageshima.
- Embassy officials will obey all laws decreed by the Lady of Fate. The Litany of the Law may be read at leisure within the Cloister library.
It is also required that any nation desiring to maintain an embassy in Kageshima must also maintain friendly political relations with Kageshima. Any dispute will be mediated by the Lady of Fate.

The Voivode Vlad Dracula sends his regaurds and agrees to the conditions provided for establishment of an embassy in Kageshima. The Voivode wishes to promote strong relations between the respective countries, especially in case of an attack of the heathen Muslim hoardes by the corrupt and infernal Sultan Mehmed.
As a show of honor, the Voivode is preapred to send one of his finest Ambassadors, two attaches and two junior assistants who are fresh out of training from the diplomatic corps. The Ambassador, Genya Arikado, will have his wife with him as companion as well as personal body guard.
The ten person gaurd will include five of our Patron's own elite guard (they will need a bit of special accomodation) as well as five others hand picked by the ambassador himself. They agree wholeheartedly to your non firearms policy and will adhere to it. Whips and broadswords are the weapons of choice for these fellows and ladies.
As to the special accomodations, the elite guard are bringing their own resting places that will need to be located in a secure, UV free environment in a room where house keeping staff will not be permitted to go. They will also require fresh blood weekly, and though their provisions will be provided by the noble nation of our Voivode, there will need to be a deep cooling unit availible to store their rations in.
Currency exchange and and other diplomatic matters will be discussed upon arrival. The Voivode is quite glad that diplomatic relations will be established and the future Ambassador looks forward to the culture and society of Kageshima.

Situated between two arms of the Isle of Shadow’s volcanic mountain, this building of cut stone features both roll-up blinds and wooden storm shutters, and is the only embassy with a basement. The south wall is built flush up against the arm of the mountain, offering it protection from the sun for most of the day, and the reinforced foundations of the basement allow it to maintain a cool temperature despite the climate. Lush, if slightly cramped, quarters have been built into the basement to comfortably accommodate five guards, as well as a cold-storage facility kept at a low temperature through the use of minor cooling charms.
The ground floor of the embassy contains comfortable living quarters for all other ambassadors, each consisting of a suite with one bedroom, a parlor/living room area, and a full bath with a shower and hot tub. These quarters are open-air to allow fresh ocean breezes in, but feature tastefully disguised storm shutters and doors to secure the embassy in case of one of Kageshima’s frequent tropical storms. The visitor’s wing of the embassy, for tourists, boasts similar accommodations, but also contains two-bedroom suites for visiting families. Each wing contains a massage parlor and an open-air restaurant staffed by some of Kageshima’s finest culinary experts, who will happily produce the famous “Black Mary” at the request of your elite guards, should they desire. You are also permitted to bring your own kitchen staff. Each wing also contains a private steam-room, and there is a communal entertainment hall that seats 100 people, as well as a small movie room that seats 50. Your embassy is located two miles outside the capitol city. We apologize for any inconvenience this may cause, but we trust you will be pleased that you are also allotted the largest stretch of a totally private, pristine, white-sand beach for the enjoyment of your diplomatic staff and tourist guests. A mile-long stretch of beach, contained between the two mountain arms, is yours for your leisure. Your embassy has access via a short tunnel and a specially-commissioned road that leads directly to the capitol city, and as promised, porters will be provided at no cost to all diplomatic officials.

Speaking of miss Natalya, I'll be sending her with Soraya, but not to stay. She's got a couple of important messages I don't trust to be carried, and she could use the break from the palace. I offered to let her be part of Soraya's team, but she just gave me that Look. You know the one: "What are you ON?". I've promoted her to the head of palace staff- Feris was being incompetent agian-, so she'll look a bit different. Hope you recognize her. I almost don't.
And a bit of business, as Natalya is frowning over my shoulder and trying to decipher my handwriting. Should she suceed, I wouldn't want her to think I'm slacking because, of course, I never do.
I will be honest with you: I don't trust Soraya as far as I can spit, but I trust her far more than most of the others I'm surrounded by. If she acts at all out of order tell either Diasrin or Kainin (the two gaurds with her). While I'm certain you could take care of her perfectly well on your own, it wouldn't be the prettiest blemish to have acted agianst a visiting emisarry. It was Natalya's idea, not my own, if you hadn't already guessed. The girl is brilliant. I'm currently trying to find another rise in status she'd tolerate. Ideas? She's more than earned it.

Promote the girl to Chief of Staff or Chatelaine. Chatelaine is essentially what I am at the moment, but since my official title is actually "Advisor to the King", I'm not too concerned with the words themselves.
I'll keep a sharp eye on Ms. Soraya, but I somehow doubt she'll cause any trouble within our borders. In the beginning, at least, she may be too shell-shocked - Dylani culture is very different from hers, and the clothing alone will be a lot to get used to.
If you're looking for an excuse to come see me (not that I know why you need one), Solstice Festival is probably a good one. We're holding it within Kageshima's borders this year on the Isle d'Celebre. I will be attending, though not in official capacity, so if you feel you can tolerate the crowd, you ARE my standing date.

Natalya gave me a funny look when I announced my intent to promote her, but I can tell she's secretly very pleased with it. I imagine this is at least in part due to the fact that she's discovered she looks rather fetching (did I actually just use that word? Someone's rubbing off on me, and I'm not entirely certain who...) with longer hair.
I hadn't thought of that, actually. Soraya is one of the more flexible of the Darein, so she may not have as much trouble as you think. I, however, cannot imagine her in anything other than robes. I might strain something if I try, so I think I just won't.
I have to tell the council something in order to leave. I'm trying to maintain a decent image here, and I can't afford to let that hard work go to waste. I've very nearly got the lot of them to the point where they respect me, you know. Amazing, isn't it? Also: I've discovered that, by ignoring everyone I don't have to have contact with directly, I can maintain most of my composure, and with someone so distracting as you within arms reach, I don't think I'll have any sort of problem. Midori will arrive early between 6 and 8am local time on the 21st December by a small Imperial Airforce Jet as befits her rank as a Samurai-Captain.
Once introductions have been made I'm sure she'll enjoy her stay.
I'm also sure that his majesty Emperor Akahito, the son of heaven will appreciate the craftmanship of your forges. I can personally meet Ms Solei at Edo International Airport and then arrange transport to the Imperial Palace where i'm sure they will get on handsomely.

I've got a full programme from the foreign office and it goes as follows.
following Ms Solei's arrival she will be whisked off to her meeting with the Emperor and Crown Princess Fujiko.
After this she will share the Emperors carriage as he travels with the Samurai parade in honour of him. Picture 500 Samurai from across the Empire all dressed in full armour and wearing their swords and its quite a sight.
Once escorted to the main Shinto Temple the Emperor will then make his own offering to the Kami and then return to the Imperial Palace for a traditional feast. If Ms Solei is allergic to any food or is vegetarian now would be a good time to know.
The rest of the schedule has been left open so she can stay longer and extend the trip into a second day if she wants to. Theres plenty to see in Edo.

I have several complexes which may be suitable for your staff. How many diplomatic officials will be stationed within our borders? Are they bringing their families? How many guards will there be and what will they carry? If you could answer these questions for me, it would make it much easier for me to select the right complex for your nation's needs. Her Ladyship has asked me to fill you in on the details of His Imperial Majesty's Diplomatic Mission to Kageshima.
As Imperial Missions tend to be rather complex, reflecting His Imperial Majesty's Government, we shall be sending the maximum complement of staff you have allowed (twenty [20]), who are not domestic staff, and ten (10) armed personnel from the Secretariat of State for Imperial Security (SecImpSec), who will be armed with bladed weapons, and trained in unarmed combat. On that note, it is common practice in the Empire for persons to wear swords, resembling katanas; Count Marcus Aldira has informed me that he and his staff will lock their swords in a special vault in the Embassy when they are not being worn on formal occasions.
In addition to Count Aldira, a Deputy Ambassador will also be deployed (to function in Count Aldira's capacity should his excellency be incapacitated or otherwise unable to perform his duties), his lordship's wife, and Deacon Makor Saniril, a priest of the Maciskan Orthodox Church (who shall not peform any eccelsiastical duty outside of the compound). We do not anticipate the need for a large diplomatic mission at this stage, so no consuls will be deployed. On that note, my counterpart in the Secretariat of State for Ambassadorial Affairs has asked me to inform you that your nation is allowed to open one consulate in each of our major cities, staffed by a consul (who shall receive diplomatic immunity), anywhere up to sixteen (16) staffers, and up to ten (10) security personnel.
It is the normal practice of His Imperial Majesty's Government to construct our own embassies and consulates, however, in this case, we feel that we can trust your judgement to select the appropriate complex, provided SecImpSec is allowed to inspect the site prior to the Ambassador's arrival (normal operating procedure).
On that note, we usually incorporate a hall large enough for at least half the staff stationed at the embassy to be accommodated in for religious purposes, however we can make do with a normal exercise hall. In addition, it is likely only a matter of time before Lord Marcus requests permission to employ local architects and builders to make structural modifications to the embassy complex, mainly for aesthetic reasons, so that it more resembles the buildings of home. If it helps, Imperial architecture tends to be similar to European Gothic, although Greco-Roman styles are employed in warmer climates. Also, if you find this fact of use, Arn-Maciska, our capital, is located where the river Isa meets the sea.
Upon your selection of the Embassy, and your informing my office that such selection has been made, the SecImpSec personnel can be deployed immediately, with the Ambassador arriving 12 hours to one day later, barring any complications. If such selection is made within the next few days, the Ambassador and his staff should arrive in time for your festival.

Ms. Solei is not allergic to any food or drink. Dylani as a race are strongly partial to fish, seaweed, and rice, so I'm certain there will be no difficulties. I have notation of the arrival time of Ms. Midori Kasigi-Nero's plane, and will be ready for her at the airstrip. Her Ladyship has agreed to grant air passage to the strip to the Imperial Jet. In other words, all arrangements are made. If there are no further problems, I will send you a message on the 21st to assure you that your captain arrived safely. Let us hope and pray that all goes smoothly.

He will be taking his wife and five children along as well, along with a full staff of twenty, including teachers for the children, a shaman, and a Master of Combat to teach the children the art of dueling, if they so choose. To protect these individuals, we see it fit to send forth ten of our more accomplished duelists, and have ordered them not to fight with any of the natives, as well as not to severely injure eachother. They will each carry an ornate Yurkan Dueling blade along with being issued a repeating crossbow each.
