Oh my god were the the words that came from King Hector. Sparta had been at and still is at war with Kreynoria, when we found readings that Celtayoshi was building up military forces on the border.
Something must be done. Said General Menelaus to the assembled both kings, other general, and entire high council.
I highly agree proclaimed general Patroclos, but definately not hostile. We can't afford another country to fight right now. We will telegram them of an emmissary coming.

We have found from scouts and radar that their is a large military build up of yours on our border. We are sending an emmissary to talk things out.

Your diplomat will be welcomed to come for a short explaination. Please have him fly to our Russian Captial in Novosibirsk.
However, the military buildup will continue as planned, a total of four extra divisions are being placed on key border crosspoints due to an intelligence warning about terrorist activities.

When the Sparta diplomat arrived in Celtayoshi he was immediately taken by car to the Celtayoshi Palace, a rather large grand building built in the traditional style that house the Celtayoshi House of Russia. He was led quickly up the steps to the main entrance and taken to meet the Minister for Russia.
"Good afternoon, do take a seat," said Minister Kerzakov. "I believe you are here to discuss the military buildup on your border. Firstly, this build up will not be stopped, that has been the word of the Premier and so it shall be. Secondly, we are well within our rights to engage in such a buildup, and since this is in our own territory, undertake military manoeuvers. Thirdly, the border between Sparta and Celtayoshi will be moved up a security level, to combat the increasing terrorist threat to our Russian lands. These are reasonable objectives, and we see no reason for Protest from the Sparta people, so what si your grievance?"

The represenative from Sparta agreed to this, but assured the Celtayoshins that Sparta would not send any terrorists into their lands
