At first, I understand global terrorism can never be fully defeated. However, I intend to install a pact, that will severly reduce Global terrorism.

I classify terrorist states as of states possesing nuclear/biological/chemical weapons. Before action is taken against such a state, we will review the threat of the nation, place a threat rating on it, and by majority vote, take specified action.

I ask all soverign nations to join. I see the UN as inefficient and unable to do as much, as a neatly organized pact could do.

All I ask that your nation provides several expeditionary forces, (say 10,000-450,000 men.)

If you do not vote to take action against a rouge nation, but the act is agreed on by majority vote between pact members, you are expected to pay some of the expenses (manpower, currency, munitions, your choice).

We only ask that you are not a rouge nation yourself.

Be advised that this pact is modeled after the UN's anti-terroist branch, but operates dramatically differntly.

OOC: If you know any such alliances that are already in exsistence, or you are the head of one such alliance, and you fell this as infringment on your intrests, please notify me.

Otagia condemns this feeble excuse for Imperialism, and will respond to any attempts to regulate your so-called "terrorist states" with extreme force.

Therefore you are classifing almost every nation as a "terrorist state" because few nations these days do not have some type of nuclear or some such force.

One wonders how you intend to enforce this definition of terrorist state, when the vast majority of states have such weapons, and you do not.

The Divine Reich can be classified as a rogue state, then. We have enough Nuclear arms to glass a tiny nation, such as your self, hundreds of times over. If you attempt to take any action against any state for simply possessing WMD, we will take action against New Ausha and her government.

The official word of the people of Random Kingdom is to ignore this plea. Not only do we not have an official army or police force (and therefore the militia we have is stretched between these two duties), but we believe that WMDs should be confiscated diplomatically, not aggressively, and that this is a breach of the rights of the "rogue nations".

We will not pay any "abstain tax", and will go as far as war to stand by that decision.
