The following is taken from Brigadier General Anastasio Somoza Latimer's speech given to Congress at 12:00 P.M.
"My fellow Roach-Busterians, I regret to inform you, that our Dearly Beloved Leader, my father, Generalissimo J.L., will be institutionalized indefinitely. Doctors estimate that recovery from his depression could take anywhere from six months to more than a decade. Therefore, as he recovers, I will take the helm and will be serving as your President. I wish to continue his legacy of greatness, while striving for progress toward further greatness.
The Marxist threat is very real, and not to be taken lightly. Every nation that we alienate abroad becomes a prime candidate for the communist camp. If we are to defeat the Red plague, we need a united front. Many of the so-called 'democracies,' show more devotion to 'human rights,' than they do to the future of mankind. They lack both the will and the principle to confront the Marxist onslaught head-on. However, war is not the answer. Were we to attack them, the International Communist Conspiracy would rally the entire world against us and it would mean our destruction. If we are to win allies, reform is essential. If we can convince them that we are indeed interested in promoting human rights, we can win them over to our side, and the ICC will lose potential satellite states. Moreover, we can scrap some of the unneccessarily hurtful and discriminatory laws and respect human decency. Best of all, were to relax our iron fist, and repeal many of these draconian laws, our people would not only be happier and more productive, but we could channel money that would have been spent on the enforcement of these laws into the military, so we can have a state-of-the-art security apparatus capable of snuffing out any external threat. Therefore, the following reforms are to be implemented immediately:
*All Roach-Busterian political parties, except the Roach-Busters Nazi Party and the Roach-Busters Communist Party, are to be legalized.
*All outlawed religions and outlawed music are to be legalized; however, music that is overtly subversive will remain banned.
*Many of the outlawed books and motion pictures will be legalized.
*Criticism of the government will be tolerated, provided the individual doing the criticism does not advocate changing the government through revolutionary means.
*Congress is to be disbanded. All central government authority will belong to myself and my Cabinet. However, state and local governments will be given a much higher degree of autonomy.
*The State of Emergency, in place since the day my father adopted the title 'Generalissimo,' will be lifted.
*All forms of compulsory labor and slavery will be abolished, except for Shooban and Turta slavery.
*Punishment for violating laws will be markedly less severe.
*Most social freedoms will be respected. Prostitution, all drugs, alcohol, pre-marital sex, birth control, etc., will be legalized. Individuals will be permitted to do almost anything they wish so long as they are not plotting to overthrow the government.
*Torture will be outlawed.
*Most re-education camps and detention centers will be closed down.
*The Ministry of Ideological Hygiene will be abolished. All of its budget will be funneled into the Ministries of War, Navy, and Paramilitary Units.
*Military service will be voluntary, but gun ownership and military training will be compulsory for all citizens aged 8-75, in case of a possible invasion.
