Draft 1: International views of Potty 5, primarily regarding war.

Section 1: Issues regarding the use of territory under the control of the government of Potty 5:

1. Any foreign civilian vessel, aircraft, or vehicle that enters Potty 5 control waters is subject to all of the laws of Potty 5. Potty 5 reserves the right to search and seize any such vessel if it feels such actions are warranted. If at any time the vessel is instructed to act, it must full fill the request made by or on behalf of the Potty 5 government. Vessels that fail to comply with these regulations may be considered hostile and force may be used to stop or destroy such vessels. The Emperor Potty 5 may at any time make any exceptions to this rule he so wishes, and at any time may cancel any exceptions that he has made.

2. No foreign nuclear powered vessels, aircraft, vehicles, or any other mobile nuclear powered device shall be allowed in the territorial waters, airspace, or territory of Potty 5. In times of peace is such a vessel by accident happens upon Potty 5 controlled waters, it must turn back as soon as it is instructed or realizes that it is in Potty 5 controlled waters. The Emperor Potty 5 may at any time make any exceptions to this rule he so wishes, and at any time may cancel any exceptions that he has made.

3. Potty 5 reserves the right to purse violators of point 1 or 2 into international waters and deal with them as though they were in Potty 5 controlled waters

4. No foreign military aircraft, vehicle, of vessel is permeated in Potty 5 waters or airspace and if it is it is subject to all statements above mentioned. The Emperor Potty 5 may at any time make any exceptions to this rule he so wishes, and at any time may cancel any exceptions that he has made.

Section 2: Issues regarding the use of weapon in warfare:

1. Potty 5 does not consider the use of nuclear power vessels, aircraft, vehicles, or weapons on territory under the control of the government of Potty 5 to be acceptable in war, and consider this equal to the use of tactical or radiological weapons or ecological warfare. As such any nation that does so risks rapid escalation of the conflict.

2. Potty 5 believes it is in any countries right to defend itself with nuclear weapons, so long as the weapons are use within the territory of that nation and are at least 500 kilometers from any foreign territory. Only air bursting nuclear weapons are considered acceptable. The yield of the bomb is not of concern. Both nuclear and thermo-nuclear weapons are acceptable as are radiation enhanced ‘neutron’ bombs. The use of such weapons on another nation’s territory is not to be permitted no matter the target or yield of the weapon. Potty 5 also believes that the use of nuclear weapons (air-bursting) on ships in international waters at least 500 kilometers from any territory not controlled by the government employing nuclear weapons, are acceptable when targeting point military targets in lengths that exceed 300m, or beams that exceed 40m (both at waterline) or military ships that are known to be nuclear powered.

3. Potty 5 believes that the targeting of civilians, or civilian centers is with lethal weapons is strictly prohibited, unless a military target is in close proximity to such a civilian center and in which case every step to keep collateral damage to a minimum is taken. Individual civilians who take up arms and who are threatening (pose a threat) give up protection as civilians and may be engaged as military targets.

4. Potty 5 believes incendiary, and flame based weapons (WP and napalm) are acceptable but for not as use as ecological weapons.

5. Potty 5 believes the use of any weapon in ecological warfare is prohibited. As is any use of ‘lethal’ chemical weapons, and any use of biological weapons.

6. Potty 5 believes the only chemical weapons that are to be permitted in military use, other then incendiary munitions that happen to have properties of chemical weapons (WP), are CS tear gas, and OC pepper spray (though it need not be deployed as a spray).

7. Potty 5 believes herbicides and defoliants are not to be used. The use of pesticides and insecticides is limited to that of the individual level to protect oneself from insects, large scale spraying is prohibited.

8. If these rules are followed in conflicts involving Potty 5, Potty 5 will not escalate the conflict above the levels mentioned here.

Section 3: Development, testing, maintaining, manufacturing, and stockpiling of weapons.

1. Potty 5 believes that it is every nation’s right to develop, test, maintain, manufacture, and stockpile long range missile systems such as intercontinental range ballistic and cruise missile (ICBM, [ICCM?]) as well as fractional orbital bombardment systems (FOBS).

2. Potty 5 believes that it is every nation’s right to develop, test, maintain, manufacture, and stockpile nuclear weapons. Both of the pure fission bomb, thermonuclear bomb, and radiation enhanced ‘neutron’ bombs.

3. Potty 5 believes that it is every nation’s right to develop, test, maintain, manufacture, and stockpile chemical and biological weapons of all types but would never endorse the use of most of these weapons (See part 2 subparts 4 and 6).

4. Potty 5 does not believe in the development, testing, maintaining, manufacturing, and stockpiling of radiological weapons of the non-nuclear bomb type. These are often known as ‘dirty bombs’ or radiological dispersion devices. Due to the relative inefficiency of such weapons and the little to no military value Potty 5 does not consider conflict over this issue to be warranted but our dislike of such weapon we wish to be known.

The Scope of Potty 5's Waters:

Potty 5 considers its Territorial Waters to extend to 200km from its coast (just under 108 nautical miles). This is in contrast to the 12 nautical mile official limit that is used by the UN (of which Potty 5 is not a member, having withdrawn due to issues regarding UN legislation).

Potty 5 considers its Contiguous Zone to extend a further 300km (just less then 162 nautical miles beyond Territorial Waters, official UN is 12 nautical miles beyond Territorial Waters).

Potty 5 considers its Exclusive Economic Zone to be contained within its contiguous zone (official UN is 200 nautical miles as apposed to the 270 nautical miles that Potty 5 states).

A reminder Potty 5 is not a member of the UN.

These are the general numbers and there may be exceptions due to maritime delimitation agreements other states, and/or when/if a point of water is closer to another nation then the nation of Potty 5.
