The Elephanti Foriegn Relations Department sent the following invitation to all nations that they do not have a Flag Act against (Hogsweat {even though he is gone} Huahin, Brydog, and Pantheaa to be specific)

You are Cordially Invited,
To send a delegation and/or permit citizens to attend Elephantum's Unification Day Ceremonies, celebrating the unification of the warring Bahraini families by High Sultan Wandu e-Mumman. This marked the arrival of Elephantum into the world community. Members of the foreign community are invited to attend, and government representatives will be invited to stay in the Royal Palace and discuss matters they consider important.

Also enclosed was information for civilians and government members. All museums, galleries, historical buildings, and other places of interest in Bahrain, and many in nearby areas, were not charging admission fees. It included information about many of those places, along with a guide of restaurants and hotels. The Tourism Department recommended tourists try to get hotel rooms and flights in Qatari or Arabian cities near Bahrain, as free transportation across the two causeways (King Fahd connecting Bahrain to Arabia, and the Second Templar-Elephanti Cooperation Causeway to Qatar) both to and from the festivals.

The Allied States would is honoured to be invited to this unification cermony. Following the relaxation of the Medical Safety Act Celtayoshi would be delighted to send a number of high ranking officials from the Celtayoshi National Party to attend. We will also be making efforts to encourage citizens to visit Elephatum. Our delegation will be decided upon closer to the time, unfortunately due to the constitutional limbo we now find ourselves in we cannot give proper details at the moment.

In similar news, responses from foriegn nations invited to the ceremonies are beginning to arrive. In an unexpected move, the quasi-nation of Free Palau has accepted an invitation, stating a desire to talk about their differences. As you probably remember, they seceded from Elephantum recently, killing 400 military personnel on the island of Koror.

Although the Patriarch is not one for social gatherings, I, his sister and Heart of State Fraugott Lucy Rand would be honored and delighted if I could attend. I would be particularly interested in establishing cultural relations between Bjornoya and Elephantum. College graduates from some of Bjornoya's top universities and others interested in Elephanti culture and history will likely attend as well.

We would be pleased to welcome the Bjornoyans. You are more than welcome to stay in the Royal Palace, although if you wish to stay in your embassy in Manama, that is perfectly acceptable as well.

The University of Manama will open up dorm rooms for current students and faculty of foriegn schools, although not many rooms will be available, so it will be on a strict first come, first serve policy.

EDIT-Also, if you desire to tour our military traning facility of New Riyadh, we would be willing to work out a partnership.

The Kingdom is always keen to attend in events which may strengthen the bonds between our two great nations, and therefore accepts the invitation from the Elephanti government. Our two nations have had long-lasting peaceful relations, and has managed to hold on to the friendship, even though we've had our ups and downs. We wish to do our bit to try to reestablish the friendship to what it was like in the past, and will therefore bring with a special surprise to the Elephanti government when we arrive...

Well, the plague ended. Besides, there was only 1 case on Bahrain (India and Iran were devastated, in part because they are not held in as high regard as other reigions (largely because of religion, Shiites and Hindus are looked down upon, but not officially discriminated against). However, I'm hoping it can pop up again in war torn areas around the world for some time to come.

Khalid al-Khalifa, the new Sultan of Bahrain, is about to give his inaugural adress to an exicited crowd of supporters at the Hall of Heroes in Manama, where Hiraz e-Mumman will be interred during Unification Day Ceremonies. We'll go to the adress as soon as he is ready. As you may remember, the al-Khalifa's were one of the e-Mumman's biggest rivals before the Unification, but since then their relationship has become more amicable.

It appears they are ready, so we will now go to the live adress:

"My fellow Elephantis,

We live in a time of turmoil. While Elephantum has coped with our recent troubles well, we need better preparations for those of the future. While the e-Mumman family has, and will, continue to be just and skilled rulers, changes need to be made. The recent plague has shown the need for expanded medical care, which will be one of my first priorities. However, my real contribution to the Council will be my military experience.

I have served in the Elephanti Air Force since I was twenty years old. I fought the Soviets in the Battle of Bahrain, and I was shot down over the Gulf right over there. *points near King Fahd Causeway* I helped liberate Arabia from Soviet rule, and I have commanded Hussein al-Khalifa Air Force Base, named after my late father, in Ethiopia, since it was founded. We need to revitalize our armed forces. We have made progress in the Navy, but the Air Force and Army need expansion.

We also need the power to project our military forces. We should strive to expand our Advance Projection Facilities (bases in foreign countries), to better counter the agression of some countries. The situation in Poland, for example, showed our inability to help those in faraway lands. We have very little capability to get our troops to Oceania or the Americas.

As the weaponized plague attack showed us, Weapons of Mass Destruction are a very real force in the world, nations that refuse to use them are found unable to defend themselves from the attacks of agressive and belligerent nations who are such a dominant force in the world today. Thus, I would encourage establishing a stockpile of weapons capable of retaliating, to deter an attack that would devastate our cities.

However, a better deterrent is maintaining our alliances, especially with other democratic nations like the Romans. The attacks on Meccah and Jerusalem show that there some nations are ruled by lords of bigotry, and either can or will not cooperate with peaceful democratic nations. Thus, we must build new friendships, and rekindle old ones, like the Neuvo Ricans, who recently resumed control over some of their Iranian land. Hopefully the coming Unification Day Ceremonies, we can better collaborate with nations of all different nationalities and religions, to bring about a better world for all of us.

Our world is at a crossroads, and Elephantum should help bring us all down the right path.

His biggest problem will be getting the support. I believe India and Iran will be keen to support him, as the biggest victims of the plague. However, many Sultans fear the risks that brinkmanship carries, so the Emirates, Qatar, Arabia, Jordan, and Lebanon will likely vote against it. The Mesopotamian Sultans, from Iraq, Kurdistan, and Kuwait will be the important votes. While the Small States will probably vote for whichever has more political support. The Israeli vote will depend on who is appointed. Sharina e-Mumman (of Qatar) and Khalid will likely influence the appointment largely based on this vote.

If the vote were to happen today, this is how I would expect it to break down.

"What do you have?" The Emperor said. He was enjoying a glass of tea, sitting on the balcony in the UER, overlooking the sunset. "It's a shame the moment is ruined." He enjoyed watching the sunset but unfortunately had to listen to business.

"Sir. The Elephanti Sultan proposed the idea of allowing WMDs to return to Elephantum and did not specifically out us but did speak of aggressive nations and particularly alluded to the inability to deploy forces to the Americas. Sir we have not been on friendly terms with the Elephanti government and it seems that, currently, these situations are only going to be worse."

"I understand. Since we cut them off for arms, the Elephanti military has to be crumbling. They repealed their Flag Act against us though we still maintain a full ban on them. The plague has ended. Draft a resolution. We shall allow tourism between our two nations, in very limited unders, under 500 per month."

Weapons of Mass Destruction to Elephantum?

MANAMA- New Bahraini Sultan Khalid al-Khalifa announced today in his inaugural address in the run-up to Unification Day ceremonies that Weapons of Mass Destruction are vital to ensure the survival of the Thirteen Sultanates of Elephantum.

"As the weaponized plague attack showed us," said the Sultan in his speech, "Weapons of Mass Destruction are a very real force in the world, nations that refuse to use them are found unable to defend themselves from the attacks of agressive and belligerent nations who are such a dominant force in the world today. Thus, I would encourage establishing a stockpile of weapons capable of retaliating, to deter an attack that would devastate our cities." His tone was that of concern but also of defiance, an indication of a country still reeling from the effects of a Carthaginian-based terrorist strike that inflicted the "weaponized plague" the Sultan referred to.

The address highlighted several other points, such as the Sultan's insistence on maintain his current alliances- listing Rome by name- but the WMDs were the topic that caught everyone's attention. Predicatbly, in Rome the reaction was mixed.

"From an Elephanti point of view," said Lucius Antonius Marcus, a Political Scientist at the University of Fidenae. "the fact they brought up the idea of stockpiling WMDs shouldn't be a surprise. This is a country that has been mired in almost continuous war and other crises for many years now, so it is natural that it looks towards WMDs as a way to gain a little stability."

"We understand that they're scared," said Quintus Claudius Scopara of the University of Rome, "but this is a country that has been known to be aggressive. It has no reservations about intervening in Poland, it had no problems driving out the Soviets from Arabia and it had no problems in intervening in Israel. Simply put, giving the Elephantis WMDs only spells disaster." While Scopara also admitted the Romans- who also possess a massive stockpile of WMDs themselves- were also aggressive, he qualified his statement by saying "the Romans don't use WMDs against other nations. Who knows what the Elephantis will do?"

Other groups were worried about the implication of Rome in the Sultan's speech. "The Sultan clearly intends to be aggressive against his enemies, hence why he's talking 'WMDs'," said Joannes Marcus Tysus of the "Romans for Freedom" think tank, "and while he didn't specifically mention that we'd do the same, one wonders if the Sultans' mentioning of us would be construed to mean that we'd also use WMDs in an aggressive manner." Tysus did say that he was "pleased" that the Sultan is interested in maintaining the alliance with Rome because it indicated that the Sultan "is not interested in creating new enemies".

The official Roman view- voiced by the Praetor Territorialis Jomo Marea- was decidedly vague on the stance of WMDs. "We are pleased that the Sultan is committed to the alliance with us," said Marea, "and we are committed to doing what we can to ensure the maintenance of the soverignty of the Elephanti state."

Also, just to let everyone know, there are two main points behind this. One is to establish my culture a bit better. The other is to provide an opportunity for us to have a bunch of government leaders/representatives together when war isn't the main concern. A chance for ideological debate, discussion, leaking military secrets when a bit tipsy, all the stuff people in our governments never get to do.

ROME and PUSHKA are accepted. NRMTF (New Riyadh Military Training Facility), i think I may have explained earlier, is a military training facility we are going to offer for joint training with some nations. I would like to expand our relations, and since we have no quarrel with you, you will be offered a tour. Consider yourself invited, even if I dont say IC you are.)

The Elephanti Government has released the following schedule, subject to change, for the dignitaries attending Unification Day. There will be five days of official events, although delegates are welcome to stay as long as they wish.

The Tourism Department would also like to remind tourists that while alcohol is legal in Elephantum, proper licenses must be obtained to bring it in to the country. Keeping this in mind will save time at airports.

The new Sultan's speech had made press everywhere. As he expected, the WMD issue was dominant. The nation was divided on the issue. Hopefully, once he announced his plan, He would be able to sway a good portion of the undecided people, and their Sultans along with them. Sharina e-Mumman was his biggest opposer. Not much of a surprise, old family rivalries die hard, he thought. However, she had more power than any e-Mumman ever had, especially as she was the only one left.

He went back to his planning. A large map of the world was spread out across his desk. Countries with WMDs were colored red, Elephanti lands were blue, and the rest of the world was yellow. No matter how he and his advisers worked, they could not find an ideal layout of silos. Subs and bombers had been ruled out, as they were traditionally first-strike weapons. His advisors of Budget and Defense had found what they believed were the most cost-effective amounts of missiles, organized by range. However, critical gaps occured no matter how they laid them out.

"Hmm..."
He looked at one layout. "No, that leaves out western Layarteb and almost all of the Soviet Bloc. The October Alliance needs better coverage."

The next layout looked more promising. "Doesnt cover Africa or South America nearly as well as I would have liked, but this might be it. "

Layout 3 certainly covered the October Alliance members, especially Germania well, but Asia and the Pacific were vulnerable. Threats could emerge from that direction, but was India in any great danger?

The final layout also looked appealing. Africa and Europe had decent coverage, but Norway was largely out of range. That might keep them happy. Much of Russia was out of range, but they didnt really deal with them much. The Americas also had good coverage. The Pacific still had problems, but that was the least threatening part of the world right now.

ooc: Lucy will go, but she is not the most capable person to attend such a matter. She is in charge of public relations and social welfare, not a very military minded person. You'll have to give her a step by step walkthrough. And she probably won't like loud noise and such (I sent the worst person for military presentation, if I could I'd send Jacksehn Hegel who is in charge of the military, but he is busy covering up a situation involving a stolen German nuclear missile)

(OOC: Unfication Day is beginning. To the avoid 15 or so arrival posts, 15 or so greeting posts, etc. I will assume you arrived, unless your arrival is something you want to RP. If you do, just say like "X hours earlier" or something. Also, if anyone else decides to attend partway through, we can pretend they've been there all along.)

Khalid a-Khalifa was at the parade grounds, busily making preparations. The parade would start in two hours. The massive balloons were being inflated, floats were driven into position, and marching bands were noisily tuning their instruments. His car would lead the parade, and he would be accompanied by Sharina e-Mumman, Sultan of Qatar, and David Tal, who would be made Sultan of the Holy Lands. The other Sultans, and any foreign delegations who decided to attend, would follow after.

Behind them, the Royal Guard would follow. Several columns of elephants, from both India and Africa, covered in ornate decorations and stylized armor, would congest the streets. Behind them rode Royal Guard on chariots, pulled by fine white horses.

Then came the camels and horses. The riders carried spears and halberds, and although outdated, were just as deadly as any other weapon.

The entire 88th Infantry Division marched behind them, vehicles respledent in the desert sun. Twenty-thousand men, all in uniform, marched with the thunder of stamping feet echoing in unison throughout the city.

After this, civilian groups were allowed to march. Over two hundred groups, from schools to charities to companies, had been granted permission to march.

The parade winded through the streets of Manama, but despite the length of the route, the first cars would arrive at the Royal Palace, where delegates who did not choose to march would wait, around the same the last group began marching.

Several C-130s were flying above the city, and unloaded thousands of pounds of confetti over the streets. Warships in the harbor fired their guns in salute. It was the noisiest event in Manama's history since the Soviet (Hogsweatian) attack when the nation was young.
