Peace talks will be held in Seattle, in northern Malkyer. Emissaries from all involved parties are welcome, and security will be provided by the Royal Army of Malkyer.

Proposed Peace Treaty [provided by the Federation of Narnia and Archenland]

1. The Federation of Canada-Quebec withdraws its armed forces to within its original borders, restoring the status quo ante bellum.

2. A commission consisting of emissaries from Malkyer, Findan, West Canada Union, Pulcifer, and Narnia and Archenland shall be convened to review the validity of the claims against Halopina that have been made by the Federation of Canada-Quebec as a formal justification for war.

3. The Imperial Commonwealth of Malkyer and the Imperial Land of Findan jointly equip and oversee a peacekeeping force of 25,000 troops that is to maintain peace and order in a special thirty-mile-wide demilitarized zone that shall separate Canada-Quebec and Halopina for a period of five years.

4. The Federation of Canada-Quebec shall compensate all citizens of Halopina who suffered because the invasion of Halopina, the value of such claims to be reviewed and determined by a special commission consisting of one emissary from each of the following: Malkyer, Findan, West Canada Union, Pulcifer, and Narnia and Archenland.

Might i suggest a Demilitarized Zone between the two nations as a sort of cushion where military perosnell from either nation cannot enter no matter what reason. This could be anywhere from 5 kilometers to 50 kilometers. The distance of the territory would be open to debate between the two waring nations and/or the nations that helped defend the non-aggressive nation. Pay attention that this idea is from a nation that is in no way bias with or against any of the nations involved in this conflict and should not be treated in such a way.

A good suggestion. It is reasonable, could be negotiated between the parties.

The Imperial Land of Findan accepts all of the prposals and all of the ademendment except admendment 2. The admendment preposed by Shazbotdam is also acceptable.

The Imperial Commonwealth believes that a demilitarized zone is in the best interests of both Canada-Quebec and Halopina, though the number of soldiers stationed there and the size of such a zone are negotiable.

The Federation of Canada-Quebec shall compensate all citizens of Halopina who suffered because the invasion of Halopina, the value of such claims to be reviewed and determined by a special commission consisting of one emissary from each of the following: Malkyer, Findan, West Canada Union, Pulcifer, and Narnia and Archenland. The Imperial Commonwealth suggests removing from the proposed commission the West Canada Union and Pulcifer. By doing so, any findings of said commission would be deduced by three neutral nations; there can be no realistic objection to the impartiality of such findings.

Amendment #2 is a matter best discussed between the governments of the West Canada Union and Pulcifer. Amendment #3, however, is non-negotiable in the eyes of the Imperial Commonwealth. We remind the Federation of Canada-Quebec that self-defense is a perfectly justifiable reason for war; blatant wars of aggression are not.

The matter of Amendment #1 is a matter best resolved by the government of Halopina. In regards to the second proposed Amendment, the Imperial Commonwealth of Malkyer reminds the Federation that the West Canada Union currently has the upper hand in the war should fighting resume, and thus it is perhaps not a wise decision to make such demands. A better proposal would be to cancel the reciprocal debts of both nations.

Please cross-apply the Imperial Commonwealth's statements concerning the third WCU amendment in regards to the FCQ third amendment.

The West Canada Union is willing to withdraw its amendments two and three, withdraw from Canada within a set time, willing to start a commission to oversee the accusation that we set a bomb in Pulcifer, but is not willing to give payments to Canada. They had plenty chance to withdraw from Halopina before our invasion, and anyway, we will not pay a nation to subsidize a terrorist group.

That is our final position. The last point is non-negotionable.

And to Pulcifer, what supposed proof do you have that it was the West Canada government that allegedly planted the bomb in your nation?

The fact that I have lost at least four ships and have one dead in the water. I think someone's not owing up to something.

The fact you seem to forget, General Istaris," Schmeling was perfectly blunt now, "is that several of the countries assembled at this conference see you as the aggressor in this conflict. Some sort of tangible guarantee must be given to the Holy Empire of Halopina to insure that they will not be subjected to armed invasion by your country ever again. And besides," Schmeling paused to take a drink of water, "the DMZ and the presence of an international peacekeeping force would be to your benefit, insuring your country's security against any military operations on the part of Halopina."

If Western Canada Union and Pulcifer are removed than that is acceptable to Canada-Quebec.

You have invaded another sovereign nation using as yet unvalidated charges as your justification. You are not entitled at this time to compensation any more than a thief is entitled to the car of the man he was trying to rob because he was shot in the commission of the robbery.

"Now, if the commission that is to be constituted to investigate your accusations concerning the conduct of Halopina government does in fact conclude that the alleged abuses did occur, then the Federation of Narnia and Archenland would be willing to consider some sort of compensation on the part of the West Canada Union. But no, not at this time."

"I have been following the proceedings of this meeting carefully and would like to give me oppinion on this matter at hand. May I remind all parites involved that our point of view is not bias in any way but if fighting resumes we will dispatch a group of peacekeepers to simultaniously cut off all supply lines between Canada-Quebec's troops and their homeland without entering the soverign territory of Canada-Quebec. With that being said I would suggest that the earlier statment that I made be taken into consideration for this demilitarized zone between the two nations and that a neutral group, to be determined at a later date, patrol this area to make sure that no military units from either nation attempt to cross into eachothers soverign territory.

Also, here is my oppinion on the following thoughts. I will include the orriginal text and then my oppinion on the matter.

It will be manditory or I am sure that nations from the International Community will help to forcibly remove them and the Pure Socialist Holy Empire will help the International Community.

Can be negotiated.; (OPPINION) The peacekeeping force is a good idea and Canada-Quebec should accept this. Nations have put a larger amount of troops into demilitarized zones of much smaller size.

Although the Pure Socialist Holy Empire does believe that since we have been following this event from it's beginning that we be allowed on this comission.

We are the victims here as well. By government gave the FCQ three million in our own funds to support them economicaly. We would have gladly given to the WCU as well, but as a result, I have now over 2000 dead, counting the latest sunk ships. We are not going anywhere.

"We did not demand anything of you. We were replying to what Canada-Quebec had stated about the Peace Treaty. Not to sound mean but if we stated anything toward you, we would have mentioned it."

Mr. John Rawlings, the representative of Malkyer at these peace talks, cleared his throat.

"General Istaris, it is assumed by the nations present, and indeed outlined in the proposed peace treaty, that any withdrawal of Federation troops from Halopina would be in conjunction with a withdrawal by West Canadian troops from Federation territory. We would not ask for any unilateral disarmament.

"I have been instructed by the Emperor not to concede on the point of the third Canada-Quebec amendment. The Federation will not go to war without a justifiable casus belli.

"Finally, I am afraid that the matter of debt payment is best resolved between the relevant nations." Personally, Rawlings failed to see how Canada-Quebec was in a position to demand anything, but he figured it would best to ignore the issue for now.

To Pulcifer:

Besides your accusation, what other proof do you have that it was the West Canada government that set off the bomb in your nation? Surely you have some if you made such a announcement.

We have now decided to have two ten-mile long DMZ zones between Western Canadian Union -Canada-Quebec and Halopina and Canada-Quebec.

We will be willing to give 5 billion dollars over 20 years, if damages of Western Canada Union is made of their attack on civilian and military structures in Canada-Quebec.

The West Canada Union condemns the Canadian bombardment of Halopina for the terrorist attack supposedly commited by Halopina. You are threatening the peace talks with your agression, and were it not for that agression, there would never have been any war.

This is our final offer.

Either cease your bombardment of Halopina and withdraw from all Halopinan territory within 24 hours, or we shall pull out of the peace talks currently occuring. Should you refuse this, consider all of your territory occupied by us territory of the West Canada Union until a comprehensive peace plan is established.

We cannot guarentee anything if we pull out of the peace talks.

"Gentlemen! Gentlemen!" Secretary Schemling interjected, raising his hands like a man separating two quarreling teen-age boys, "I appreciate the fact that the hopes of peace at present seem fruitless, particularly in light of the recent events. But that does not mean that this conference should be abandoned."

As the room quieted down for a moment, Schmeling took a drink of water, adjusted his spectacles, and continued, "Let us remember what war will mean for all the nations presently assembled. This is a photograph of Lt. Henry Buckmaster: He is at present the sole fatality the Federation of Narnia and Archenland has suffered in this war. He was born near the provincial city of Beruna in 1982. His mother was a schoolteacher, and his father was a constable. Is that what you want, gentlemen? To be remembered as murderers? Because that it is what you will be - if you refuse to exercise discretion, or self-control - if you refuse to stay at this peace conference and allow some sort of investigation be made into these events."

President Daniel Istaris glared at the Western Canadian Union representative and stated;

"The Halopina capitalist scum wanted 30 trillion dollars from us. Then they bombed us which has left 500 civilians dead. I will not sink to your demands, you capitalist pig. You can invade us all you want we will defeat you and we will defeat the Halopina government if they continue to attack us. I am this close to end this stupid conference."

Can we wait till Halpina actually gets his account created before we continue these peace talks? It is kinda wrong for us to find out what he says through a third party person. I personally want to see his messages come from him and not someone else.

OOC: Canada-Quebec's last post in the war thread pretty much killed the peace talks anyway. It is a bad idea to violate the peace of Malkyer.

While President Istaris wrapped up his final statement, the door to the conference room opened quietly, and a military police officer entered. He was followed by several armed soldiers, with another several waiting in the hallway.

"Mr. President, I am afraid that this conference is over. By the order of the Emperor, you are hereby under arrest for your nation's violation of the cease-fire terms. If you would not mind coming with us?" The officer was exceedingly calm, and very polite, but his tone made it clear he would not broker any argument.

Galen looked at his monitor to see what was going on. He then quickly looked around his office and pulled out a pad of paper and a pen. He then put his thoughts down on the piece of paper before he talked into the camera.

"People. If Canada-Quebec does not cease it's hostilities, we will dispatch the 3rd and 4th Companies of the Marine Corps onto craft and stop the hostilities ourselves. We do not want to attack but if we are put into the position to do it to cause peace in the region then we will.

I am putting the 3rd and 4th Companies of the Marine Corps on standby as i speak. I repeat again, if Hostilities on the part of Canada-Quebec do not cease, we will attack them."

The screen then cut off. Galen then looked at his computer and typed a message that he would send to all involved. He began typing it...

OOC: I will be out of town tomorrow until late in the evening (roughly 11:00 EST), so until I'm able to post again you should know that President Istaris will be removed from the conference and taken to a high-security holding area (probably a room in the Royal Palace) and be heavily guarded.
