By order of the illustrious Emperor Robert I of Cantelmium, the following request has been submitted to all potential allies of the great imperial power.

Our current funds allow for us to enlist the aid of no more than 5 nations in a cooperative building programme. This programme will include the construction of off-site military bases in friendly or allied nations, each holding no more than 50,000 Cantelmian troops.

Each accepting nation will be required to aid in the construction of the base (a project providing 2000 jobs per base) and recieving the minimum wages provided for by the Cantelmian government. In addition, these nations accepting, if not already allied with the Empire will be considered for diplomatic relations and given first choice in future building programmes.

Finally, upon completion of the project, the government of the accepting nations will recieve a unique military contract (to be drafted at a later date) that will enable said nations to enter into the purchase and sale of Cantelmian arms.

Well, congrats, you have tons of tanks, guns, trucks, and soldiers. Now where are you going to put them? Good news, I can have that done for you. In about 9 NS months my highly trained engineers can have local workers be trained in how to build these bases so you can take over. Auralinia is located in the Imperial Region of the Zhurazi Archipegalo. The ruler of Auralinia, King Ricala, is the Director of the Xeraphian Space League, and as such can aid you not only in the location and construction of your base, but can guide you in laying the foundation for your possible expansion into space.

We can further aid you with military armament. We have a surplus of naval, air, and armored units that were recently replaced with Xeraphian-built units.

All we ask in return is the chance to build a base in your territory. The base would consist of berthing for a single CBG, an AirWing, and an Armored Platoon, with barracks for 5,000 Armored Troopers.

We can offer multiple nations (providing multiple climates in each one) that are provices of McKagan to you as choices. This includes Frozopia, which would help in providing an arctic climate for training, and Saharistan, which would provide a desert base of operations, perfect for hiding a secret airbase. We can build for roughly the same price as the communists from Leafanistan, but can go lower (much lower) if you open up your defense industry to fair trade concessions, given our vast control of many building assets.

As of this moment, the following nations have been deemed acceptable by the Emperor's will.

The Candrian Empire has been accepted for the gracious proposal and construction will begin as soon as the Emperor's office is telegraphed to work out a payment plan.

The Xeraph Empire is also accepted for their more than generous proposal to accomodate our military forces. A payment plan must also be telegraphed before our contracts are finalized but we look foward to beginning construction as soon as possible.

Finally the Holy Republic of Morgiland has been issued their response and now we await their finalization, with of course, a financial quote.

Two more applicant nations can be negotiated with and the Emperor looks foward to all current applicants to continue talks in the future.

The cost of our base will be carried by us. The Imperial Engineers are predominantly comprised of AI workers, and so remuneration is not necessary.

Also, we will provide you with all construction materials in the building of your base in Auralinia. If you wish, we can have the AI workers build it to your specs. This will cause the base to be completed at a much faster pace than using human workers.

The following is a list of available military units:

Airforce: FA/18 Hornets, FA/23 Black Widow Interceptors

Naval: Nimitz Carriers, Broadside Battleships, Trafalgar Destroyers, Oscar Subs

Armor: M1A1 MBT's, Paladin VLS/MBT's

Finally, if you could simply inform us of the size of the land parcel and the cost it would be to procure it (as well as the units you are so generously making available too us), we would gladly finish our dealings.

Government mulls donating part of defense nest egg to Cantelmium
Thinks of donating a booster to foreign military building base near Rodelan

Army generals in the Military Consulate are pushing for the Emperor to authorize donating about 200 billion USD to the Cantelmium military and government. The money is part of the overall Government surplus amounting to about 5 trillion USD, of which 500 billion USD is added annually. 1 trillion USD is currently earmarked to various Military functions, including purchases and foreign aid, plus money taxed by the Leauge of Small Regions. If the clamor of the Army Generals is accepted, then Cantelmium's military budget will be multiplied by almost 100 times.

We can have the AI workers programmed to follow your construction supervisor's orders.

There is no cost for either the land in Auralinia or the military units. We consider this an even exchange for your contribution of land in your nation. Your parcel of land is 2 square miles in size, and has an 800 foot shoreline for any navy units you wish to place there.

We can initially award you a CBG (24 naval vessals), an AirWing ( 72 fighter jets), and an Armored Platoon ( 35 MBT's). If you wish a further breakdown of these units, please let us know.

For the sum of 5 Billion Denarii (20 Billion USD), his Imperial Majesty, the Emperor Robert I, has purchased the city of Gial in the Frozopian provience and a surrounding 10 mile radius including a 5 mile shoreline. We shall garrison the area with no more than 100,000 men. This transaction shall bring our two great nations closer together in the years to come and shall open the doors for increased cooperation.
