Green Sun wishes to extend a hand to all high-tech nations with interstellar capabilities in friendship and alliance. The universe is vast, and we cannot explore it all by ourselves, so we owe it to ourselves to join together and explore it together, in peace and in war.

The Starfleet Federation will be based on Green Sun II, or a different planet if the other members so wish, and members of teh Federation, no matter what species, are to consider other members as of the same nation. This is not a mere alliance of nations, alliances are to protect during times of war or to fight against a common enemy. Federation members will be the same nation, sharing resources, technology, scientific knowlege, cultures, and policies.

The Federation does not discriminate against any nation, but will not accept any nation that has a Civil Rights or Political rights rating below Average. All other nations will be considered politically inadept, although deals can be made with these nations. Anarchies will also be rejected.

The primary purpose of the Starfleet Federation is to explore without intervention. We will not interact with cultures that are not capable of interstellar travel or without advanced technology. We will, however, neutrally observe them without detection.

No member of Starfleet will make an offense on another nation and the Federation will not allow a nation to join if they are warring with another, although we may help them. The Federation will only resort to war when attacked or inevitably threatened.

No member nation, unless otherwise specified, will act as an independant nation of Starfleet and everythign will be shared. Exceptions can be made, but these exceptions will not be considered full members but allies of teh Federation.

All nations are invited to join if they fall into these categories. As for warring nations, Starfleet will attempt to make peace before allowing any party to join and we will nto become involved unless we feel it is absolutely necessary to do so.

((Probably join a month or so from now. Kazecistan and I have a concentual war that we need to fight first. Maybe we'll end up joining this thing together afterwards and it will be like two grudging sides joined in an uneasy truce. Kind of like the alliance between the klingons and the romulans during the dominion war (in star trek).))

OOC: The Romulans and the Klingons were more like Stalin and Truman fighting side-by-side to fight Hitler, really. If you both want to join, that'll be fine (And very interesting).

To the Green Sun and All Following Members of the Federation,

The Polaris Castes wishes to extend a hand of friendship and support for such an alliance. However, we cannot join such a group now or at any foreseeable moment. We feel that such an alliance would violate our right of sovereignly: the focus of the "capitol" in Green Sun territory, the sharing of technology, and other issues not addressed in this preliminary treaty - such as colonization, representation of smaller nations, economic standards, language standards, religious standards, etc.

The Polaris Castes, however, would be honored to start amiable relationships with this body once it is formed. Trade, protection pacts, and other support can all be negotiated between our peoples.

Starfleet respects Polaris Castes' decision to remain as an ally of the Federation. We require at least one other member, however, to begin conferences and the place of the capital can be changed.

The United states would like to apply to this alliance if its possible.
How ever our foreign policy and technology will not be changed or shared if we declare war it is on our own accord and the alliance is not required to assist us

OOC: If Random Kingdom ever develops interstellar travel, it may join the Starfleet Federation, as I believe than other than that (and possibly a few more years/decades of tech development) RK is almost ready to join (it meets the political requirements and already owns one space colony, albeit on a NEO). Definately considering this one for the future.

((I think 'starfleet' and 'federation' should remain exclusive words. 'Starfleet' would refer to fleet of this stellar federation (I assume we would develop a fleet of ship classes in which a combination of technology from the member races would be incorperated), in which the member races share the responsibilities of manning and maintaining the fleet, a chain of command that could be filled by qualified member races. I think we should hold a vote or something as to what we should name this 'federation' (Stellar Federation, Galactic Federation, Galactic Federation of Planets (ie. the name of the federation in star trek), etc). After the war with Kazecistan, the Dominion will change into a more peaceful planet-nation, as it'll probably be pretty banged up by the war. I'll join after that... I like the idea of a 'Galactic Concord' instead of a 'starfleet' as a combination starfleet and diplomatic intermediary.))

OOC: I'm sorry, but we need a Starfleet Federation collection of nations. I'm surprised we don't have one already.

And I'm thinking about being more lenient about the Political Rights rating...
