Under Roach-Busterian law, every adult was required to take a survey asking them more than five hundred questions, to determine their political views. Questions ranged from abortion to economics to gun control to social welfare to foreign affairs. Once the survey was finished, the answers would be tallied and the person's overall political views would be defined. If the results were unsatisfactory, the person would be forced, along with his entire family, to move into one of the 'homelands.' Several homelands existed: one for communists, one for socialists, one for anarchists, one for National Socialists, one for fascists, etc. Surrounded by 25 ft. tall electrified fences (10,000 volts) topped with razor-sharp feces-coated barbed wire, acid-filled moats, and millions of land mines, the homelands were impregnable. SAMs, guard towers, and armed patrols ensured that no one escaped.

Homelands were among the most inhospitable places on Earth. They were extremely densely populated and overcrowded. Often, up to 14 families shared a home which was barely adequate for one person. The luckier homeland residents lived in flimsy shacks. Most lived in the streets, while some lived in houses made of filthy cardboard. Homes were surrounded by mounds of rotting garbage over fifty feet tall. Roads were unpaved, shoddy, full of holes, and extremely dangerous. However, there were no vehicles in the homelands. Cholera, dysentery, and other filth-related diseases were rife. Crime, including murder and rape, were endemic. 99% of homeland residents earned the equivalent of 10 cents a day. Infant mortality was the highest in the world. Life expectancy was very low. 9 out of 10 children died before their first birthday. Starvation was rampant. Every day, people literally dropped dead of hunger in the streets. Most people were so desperate they resorted to cannibalism. Killing and eating one's own family members was not unheard of in the homelands. 80% of women, including girls as young as twelve, were forced into prostitution to help their families earn a living. Access to clean water was difficult. Most water was filthy, full of urine and feces, and festering with disease. Medicine was extremely rare, and no one could afford it; a bottle of aspirin cost well over $10,000. Divorce, spousal abuse, child abuse, and neglect were common. There was only one school teacher per 10,000 children. Schools were so starved of money they scarcely functioned. Doctors and nurses were prohibited by law from entering the homelands. Life in the homelands was one of stark poverty, a slow and painful death of starvation, and disease, misery, and sorrow.

Minister of Ideological Hygiene Chue Vang, an ideological fanatic with a massive ego, was well pleased with the prospects of the homelands. The architect of "grand political apartheid," as he called it, he was a controversial and polarizing figure. He rarely spoke and was one of the most mysterious members of the cabinet. He was stern, distant, cold, and was never known to have laughed. Only rarely did he smile, and the smile was one devoid of emotion. He was taciturn, aloof, callous. Many people called him 'Demon Chue' behind his back. Everyone, including J.L., avoided him as much as possible. It was rumored that even the Generalissimo himself was afraid of him. Vang's office was adorned with hundreds of photographs and portraits of himself, newspaper and magazine articles about him, and photos of starving, polio-stricken, sunken-eyed children in the homelands, which rarely failed to elicit a sadistic smile from him. Every day, he personally met with the staff of the Ministry of Ideological Hygiene to be briefed on the 'progress' of the homelands. To Vang's glee, infant morality, crime, illiteracy, and starvation were skyrocketing, and life expectancy was plummeting sharply. One staff member expressed mild concern over this, but Vang just shrugged and shot the man. He ordered his aides to dispose of the body, and no one ever found out about it. Without question, Vang was perhaps the most dangerous man in the country.

As administrator of homeland affairs, Vang was used to doing as he wished, abusing and repressing the residents however he deemed fit. One of his more controversial laws called for the castration of all homeland residents, even infants, without anesthesia, but after an international uproar, and pressure from the Generalissimo himself, Vang backed down. He was impervious to all criticisms of his policies, regarding them as 'bollocks,' 'blasphemy,' and 'petty squabbling without merit.' His latest homeland law, one which he planned to administer with or without the Generalissimo's approval, was destined to bring chaos to the homelands, with international repercussions.

"Minister Vang must resign! Minister Vang must go!" chanted truant school children, as they marched down the dusty streets of a homeland, waving placards of Vang's face being angrily crossed out by red lines. The children wore tattered rags several sizes too large for them (they had lost a significant portion of their weight to starvation), were infested with lice and fleas, were covered in sores, scabs, pimples, rashes, etc., and were dragging shackles and chains.

Soon, the revolutionary fervor of the youths infected the rest of the community. Men, women, the elderly, joined in, marching defiantly, chanting anti-Vang slogans. Normally, residents refrained from questioning government policy, as Vang's customary response was to unleash death squads in the streets at night. This new law, though, was the last straw. Whatever fate befell them, be it imprisonment, torture, or death, they would stand by their ideals no matter what. The new law, which stipulated all homeland residents must wear pins with the Generalissimo's portrait, with the message "The Generalissimo is My Savior" in tiny bold letters, galvanized the residents as nothing had before (note, however, that the Generalissimo was not aware of this new law, nor was he involved in its implementation).

They marched on and on for hours, in spite of their extreme hunger, fatigue, frail limbs, and brittle bones. Even when several of them dropped dead in the streets of exhaustion, the rest marched on. When they reached the main fence, they angrily began lobbing rocks between the bars. "Fuck Vang, fuck the Generalissimo, they both must go!" they chanted, in fury.

On the other side, the soldiers exchanged bemused smirks, but stood motionless, refusing to budge an inch or even acknowledge what their eyes beheld. They figured, if they ignored the demonstrators, they would quickly give up and trod on home. Only when one of the rocks hit a soldier's jaw, chipping a tooth and cutting his lip, did they take action.

"This is an illegal demonstration, and you are all hereby ordered to turn around and go home," one of the soldiers said, patiently but firmly, his tone making it crystal clear he was not screwing around. "Now, turn around, and return to your homes."

"Fuck you!" the crowd cried.

The soldier reached for his holster, but a fellow soldier clutched his arm, slowly shook his head. "Wait," he said, keeping his voice low.

Several of the children began to moon the soldiers. Again, the one soldier reached for his holster, but was restrained.

"Just wait," his partner repeated.

One of the children tore the pin from his clothing and threw it to the ground, and began to angrily stomp on it.

His face flushed with anger, the soldier who had previously advised his colleague to wait it out, uttered, "Fire."

The soldiers began firing between the bars, and the crowd immediately dispersed, screaming in terror. Dead bodies toppled, collapsing in pools of blood. Crying children tried to hide behind garbage cans, but hand grenades were lobbed, causing both them and the cans to explode. Bullets chased the fleeing crowd like a swarm of hornets, piercing their bodies and spurting wet bursts of warm blood, which soaked the ground. In their desperation and fear, several residents trampled each other to death, including a two year old girl whose parents had just been struck down by machine gun fire. Already, nearly a hundred were dead, and several dozen were wounded.

SAMs began firing into the crowd, causing limbs and entrails to go flying everywhere as explosions rocketed the ground. Helicopters flew just a few feet above the crowd, and mowed down men, women, and children alike with gun-fire, and burned them alive with napalm. The front gates opened, and soldiers and APCs stormed into the homeland, and began mowing down every living thing in sight. Flamethrowers reduced those in the vicinity to steaming, charred skeletons. It was a hell of a mess.

When the riots were finally crushed, over 1,000 people were dead, including one soldier killed by friendly fire. More than 6,000 were wounded. Of the demonstrators, only 11 had survived unscathed.

In the Imperial Palace Inquisitor Smiths sat at the desk of the minister of foreign affairs. A boring job, desk sitting while the minister was taking his lunch, but it was about to become exciting. The computer on the desk beeped, once, twice, three times! Smiths was torn, should be open it? It could be important, indeed it could.

As he opened up the computer a number of messages sprung up on the screen, a short report about something happenin in Roach-Busters and a condemation written by the nation of Czardas. Smiths doubted for a second, then took the mouse of the computer, selected the text from the Czardas foreign affairs minister, hit ctrl+c, opened a new message and hit ctrl+v, stuck the name of minister Solar underneath it and hit sent. With a content smile on his face he closed the computer and relaxed in his chair.

Though I'm not overly surprised that you've got these 'homelands' or that you continue to executed grossly large amounts of people each day, I am a litte more than glad that Minister Vang is gone. Though I ask you, the Roach-Busterian Government. What does this really do? Change the death toll from one-thousand a day down to only a hundred. Does this mean the end of the 'homeland' projects? While glad that Roach-Busters is deactivating its Homelands, we urge them to NOT conform to any international "standards", and NOT permit any "inspectors" in its territory. If the embargos on Roach-Busters are lifted, we shall lift ours likewise.

We are loading up as you speak and we like to sign a treaty with you so if you have any more 'undesireables' you can ship them to us, free of charge, and we retract our economic embargo.

The N Y C transports circled low over airports throughout Roach Busters. The pilots were shocked at the ragged condition the refugees were in. Quickly boarding them before the government changed its mind, the jets soared into the sky along with the hopes of the people they carried.

The refugees scrambled onto the planes sometimes fighting over seats and nearly attacked the flight attendents when ration carts came around. Colonel Zukovski supervised and wondered how willing these people would be to fight. He looked at the list the government had supplied. Nearly a million souls were granted to Leafanistan, and they could only leave in 100,000 groups, it would take at least 2 months to get them all out at this rate.

N Y C's forward air bases were in disarray the next few weeks as flight after flight circled to Roach Busters and back again. In a month or so, all 100,000 evacuees the N Y C government was taking would be out, free to start better lives.

This is unacceptable. We asked Roach Busters to dismantle these concentration camps for the sake of humanity. These are PEOPLE! It is just as aweful to send people to be killed one way as another. The refugees will be treated well, but will be expected to work. Czardas has plenty of room, and the refugees would be welcomed with open arms and provided with jobs, welfare, and everything else by the Czardaian people. Housing is currently being constructed in major cities and elsewhere that will be able to accomodate up to 5 million people, and more refugee centers already exist with room for 5 million more, serving until they can purchase homes of their own. We will send transport ships if necessary to help unload these refugees.

I'm glad you decided to take the wise and noble path of releasing these people from their hell holes. As such, we will take all refugees seeking refuge, though do inform them of what they will be getting into upon entering Jagada. IC: The Dominion’s Army/Air Base in RB SIC

About quarter of the refugees have been ran through the doctors, to make sure they were not carrying AIDs or anything like that. Out of the 12,500, 2,500 had AIDS and were sent to area at the base for holding. Can’t let the blood get messed up because of the AID virus. The rest of the first quarter were sent to the airfield, to wait in hanger until the planes were ready. 20 C-130 Hercules cargo planes were waiting to be load with the refugees, they could carry 1,840 at one time between all of the planes. The C-130s were loaded and entered the air.

Over a 100 C-141B Starlifter cargo planes were heading to pick up the refugees, too.

OOC: I quite agree with Parthia and Trans. Now see here, young fellow, you can't just barge into these sorts of threads with an eye to playing world policeman. It doesn't work, mainly because people like me are just waiting to stomp those sorts of nations into the pavement. A better possibility would be to voice suspicions over the actions of nations that have taken refugees, and ask those countries to let in the Red Cross or inspectors or whatever. Howzat?

The Republic of Cascadia apologizes for releasing premature reports and attacking the transports. Some commanders got a fake order and instead of monitoring them, attacked them. We do not know where the message came from. We still condemn the treatment of the refugees and ask that the Red Cross be allowed in to monitor them.
