Today in a press conference Empress Lien Larsen publically read Imperial Edict #5. For background, an Imperial Edict is a way for the Emperor and Empress to hand down proclomations that are, both in fact and in effect, law and cannot be trumped except by another Edict issued at a later date. As can be surmised by the fact that this is only the fifth such Edict handed down after more than a thousand years of the Imperium's existence, such proclomations are only issued where the ruler at the time feels strong enough about the issue and either does not have the patience or does not feel the measure will pass in both houses of the Imperial Senate. With Edict #5, the latter is clearly the case. It reads as following:
The Imperium, believing that even in a time of war certain acts should neither be tolerated nor allowed, and also believing that human dignity is sacrosanct and that cruel or unusual punishments are a direct violation of human dignity, hereby issues this Edict.
Any person or organization in a time of war that is found to have had an either direct or indirect hand in the commission of crimes of war, in which the Imperium is a belligerent, shall be subject to investigation and/or punishment by the Imperial Armed Forces. Realizing that this declaration covers an unfortunately broad topic, the Imperium is oblidged to seperate the levels of involvement and the punishment they entail.
Persons who, through either willful ignorance or inaction, fail to impede the commission of a crime of war shall be classified as Level 1 violators and be subject to investigation, arrest, and/or prosecution. A minimum punishment of twenty-five years in prison and a maximum of life in prison can and shall be imposed upon guilty parties.
Persons who, through willful assistence in the commission of a crime of war, shall be classified as Level 2 violators and be subject to investigation, arrest, and/or prosecution. A minmum punishment of life in prison and a maximum punishment of death shall be imposed upon guilty parties.
Persons who, through inhumane treatment of prisoners of war and/or the execution of military personel without trial, shall be classified as Level 3 violators and be subject to investigation, arrest, and/or prosecution. A mandatory punishment of death shall be imposed upon guilty parties.
Persons who, through the commission of genocide or otherwise involving civilians in military activity against their will, especially in occupied territories, shall be classified as Level 4 violators and be subject to immediate termination.
Persons who, through crimes of war defying even the most negetive description and/or combining every aforementioned violation, shall be classified as Level 5 violators and cause the unit of said violator(s) to be subject to termination. At what level the punishment is to be carried out is subject to the wishes of the Throne and operational commander.
Level two through four violators who are found to be deserving of death shall have their punishments carried out in the swiftest and most painless manner possible that is immediately available. Persons who have been found to be deserving of Level 5 sanction shall have their units destroyed by any means necessary.

Despite the fact that the Empress refused to answer if this Edict was issued to target specific nations, it can be assumed that such nations which have histories of gross violations, namely Doomingsland and Automagfreek, are being put on notice. Which begs the question, what exactly are they planning at The Citadel?
