Empress Issues Imperial Edict #5

Today in a press conference Empress Lien Larsen publically read Imperial Edict #5. For background, an Imperial Edict is a way for the Emperor and Empress to hand down proclomations that are, both in fact and in effect, law and cannot be trumped except by another Edict issued at a later date. As can be surmised by the fact that this is only the fifth such Edict handed down after more than a thousand years of the Imperium's existence, such proclomations are only issued where the ruler at the time feels strong enough about the issue and either does not have the patience or does not feel the measure will pass in both houses of the Imperial Senate. With Edict #5, the latter is clearly the case. It reads as following:

The Imperium, believing that even in a time of war certain acts should neither be tolerated nor allowed, and also believing that human dignity is sacrosanct and that cruel or unusual punishments are a direct violation of human dignity, hereby issues this Edict.

Any person or organization in a time of war that is found to have had an either direct or indirect hand in the commission of crimes of war, in which the Imperium is a belligerent, shall be subject to investigation and/or punishment by the Imperial Armed Forces. Realizing that this declaration covers an unfortunately broad topic, the Imperium is oblidged to seperate the levels of involvement and the punishment they entail.

Persons who, through either willful ignorance or inaction, fail to impede the commission of a crime of war shall be classified as Level 1 violators and be subject to investigation, arrest, and/or prosecution. A minimum punishment of twenty-five years in prison and a maximum of life in prison can and shall be imposed upon guilty parties.

Persons who, through willful assistence in the commission of a crime of war, shall be classified as Level 2 violators and be subject to investigation, arrest, and/or prosecution. A minmum punishment of life in prison and a maximum punishment of death shall be imposed upon guilty parties.

Persons who, through inhumane treatment of prisoners of war and/or the execution of military personel without trial, shall be classified as Level 3 violators and be subject to investigation, arrest, and/or prosecution. A mandatory punishment of death shall be imposed upon guilty parties.

Persons who, through the commission of genocide or otherwise involving civilians in military activity against their will, especially in occupied territories, shall be classified as Level 4 violators and be subject to immediate termination.

Persons who, through crimes of war defying even the most negetive description and/or combining every aforementioned violation, shall be classified as Level 5 violators and cause the unit of said violator(s) to be subject to termination. At what level the punishment is to be carried out is subject to the wishes of the Throne and operational commander.

Level two through four violators who are found to be deserving of death shall have their punishments carried out in the swiftest and most painless manner possible that is immediately available. Persons who have been found to be deserving of Level 5 sanction shall have their units destroyed by any means necessary.

Despite the fact that the Empress refused to answer if this Edict was issued to target specific nations, it can be assumed that such nations which have histories of gross violations, namely Doomingsland and Automagfreek, are being put on notice. Which begs the question, what exactly are they planning at The Citadel?

OOC: Quick question, but wouldn't an imperial edict come under your nations own laws? In which case are you going to ask that other nations follow these laws less you enforce them?

I hope you don't mind me asking this OOC as I don't see any IC reason for my government to respond to this. The fact is that it's an imperial edict and would be concidered an internal affair that doesn't relate to us and seems perfectly acceptable and perhaps even commendable (though not enough to merit a congradulations, no point in commenting on every minor change in every nation.)

[Well, pretty much. It specifically states that this edict will only effect those parties that are involved in a conflict with the Imperium, friend or enemy. Really, we're just asking that everybody act civilized, even if war isn't exactly the most civilized business.]

The hall seemed to stretch out infinitely in all directions, its dark marble floor reflecting off of the immeasurably high ceiling, hundreds of massive columns rising into the heavens. At the center of this vast chamber was a towering figure in black armor seated upon a mighty throne, surrounded by uniformed aids, rows upon rows of soldiers standing like statues, lining the way to the throne.

The Emperor sighed as his aid spoke of this new heathen edict. As he sat reclined on his mighty throne, he began to concoct twisted ways to torture the Scandinavian Empress once she stepped out of line, as he expected she would. This edict was so overtly blatant it would look quite hypocritical of them if they weren't to target his beloved homeland soon.

Then again, infidels and hypocrites weren't necessarily mutually exclusive things.

The throne room was quite crowded at the moment, with generals reporting on the mobilization of forces within Doomanum Nova for the immanent invasion of Phaethos, commanders reporting on the latest technology being fielded by rival nations. The Emperor was quite a busy man, and this was only one more thing to go on the agenda.

His polished black armor seemed to glow eerily amidst the dimly lit chamber of marble, the light from his cigar reflecting off of it, causing the golden cross upon his chest to look as if it were ablaze. Ominous, indeed. He took a puff as his aid began to discuss the situation in detail, then, when he found he was required to speak in response, put out the cigar in the hollowed out skull (ripped off of some poor Sarzonian) next to his throne that acted as his ashtray, causing the eyes to glow with the flame.

"It seems that once more these fools intend to strike against our glorious Empire. How little they learn from even the deadliest of encounters with the Legions," he boomed, smiling sardonically, "However, hypocrisy is a pastime of the Woodstock Pact and their allies. We cannot fully expect them to keep their word, can we, brothers?"

This caused the generals in their sinister looking armor to cackle in agreement. The Emperor's hardened, scarred face was twisted into a smile, his cruel brown eyes burning with intensity. It had been so long since someone was foolish enough to strike at him directly. Perhaps a future province had just made itself known to the Empire?

Only time would tell...

The Great Leader Li shook his head upon reading the edict from Scandavian States. What a bunch of self-righteous hypocrites. First they kill Hogsweatian civilians, then they issue an edict stating that they will punish those who commit war crimes.

Wow.They're really trying to compensate for their lack of balls, aren't they? The Great Leader began to type up his response to Edict #5.

[Doom, at no point does it say the Imperium is obligated to declare war on any parties who make a... habit of violating the laws of war. Read the Edict more carefully.]


It wasn't often that Asiya lost her temper, but this was one of those times where it simply couldn't be helped.

Dearest reader,

It has came to my attention that the Imperial of Scandavian States has issued an edict, Imperial Edict number five to be more precise. Although the contents are laughable at first sight, they do state that the crime has to be issued against the Imperium of Scandavian States, Guffingford has a similar kind of law, but it is not an edict. In times of war opposing parties who commit crimes against humanity - if found - they are to be executed on site, no trial or magistrate to judge on them and their deeds, no matter how cruel or unimportant these deeds might be.

Still, this is an edict that can be used against us, and like all international laws passed this one will be promptly ignored by our Senate, and our Cabinet. Especially unilateral edicts such as these, since it does not mention Scandavian soldiers being punished, which is something I don't quite believe it happens your domain, the Hanseatic League of Guffingford ignores all of these laws and others who fall in this category, and even if we are asked to cooperate in any way, in any scenario, we will refuse.

Hi! I hope this message reaches you well. Umm. I'm not quite sure what to say to this. You seem to be nice enough people. Though Scandinavians have never been nice enough people. So I'm asking you this right now. You want to condemn all warcrimes? Fair enough I'd say. Except you're Scandinavian. And that makes you a horrible person. I hope that someday we go to war. Because I've always wanted to know what Scandinavians taste like.

Yes. We will cannibalize any and all of your citizens found within our borders. They will be sold at meat markets where people will haggle over the price of their limbs. I myself shall have them in sun dried strips, raw of course. It preserves the flavor and the nutrients of another man's flesh. Yes. Thank you for this opportunity to taste something new in my larder. While we have no doubt many nations share your feelings, what you and they fail to understand is that the Imperium simply doesn't care. Any nation that is at war with the Imperium automatically has this Edict suspended over the heads of its soldiers and govermental personel, anybody found to come into violation of this Edict will shortly find it enforced. Obviously we don't expect enemy government to send its soldiers or beaureucrats off to recieve a bullet to the back of the head, which is why we are fully prepared to go to great lengths to bring any violators to justice.

However, the Imperium trusts it will never find itself at war with Guffingford, but should such an unfortunate event come to pass we are relieved that your own government has a similar dedication to justice.
