By declaration of the Holy Emperor Felix, all nations in The Arctic Circle must display, in a place of prominence above their own flag, the Image of the Holy Flaming Kitten.

By proclamation of the Holy Emperor Felix, all nations who fail to abide will do so at their own peril.

Well, this is interesting. Flaming Kittens was tiny, but the only other nation in The Artic Circle has a defence budget of zero.

Hmmmm... The Test Icicle Law and Order budget dwarfs that of the Flaming Kitten's defence budget.
