War of Succession Disturbs Generations of Calm Across Incan Empire

Sprawling over more than nine hundred thousand square kilometres of Andean mountains and primeval rainforest, the proud empire once famed for its sophistication was barely recovering the scale of its former population almost five centuries after Francisco Pizarro's mutilated body was hurled from a clifftop and the first in a series of murderous wars against the Spanish incursion ended in a sour victory spoiled by the fury of the pox that would kill two in every three of the Empire's subjects.

That the rate of growth was finally recovering after so long struggling to hold together such a sparsely peopled domain should perhaps have been cause for celebration... but it was not so in the Tahuantinsuyu Empire. The land of for quarters was split in half by a familiar crisis: civil war brought on by a dispute over succession following the death of the Sapa Inka.

Guacamaya Inka Tupac was widely accused of madness in life, and this would come as no surprise to anyone in the outside world who understood the dangers of more than half a millennia's in-breeding, but he was regarded as a light-hearted character whose frequent mistakes at least were comical rather than deadly, and he had been popular amongst most of the citizenry if not so much in frustrated sections of the nobility.

Unfortunately, Guacamaya hadn't really acted like an Inka and didn't have much interest in the secondary wives he was expected to take, even when his traditional union with his sister failed to produce a surviving son. Worse, the eccentric ruler did have with his sister a daughter, upon whom he doted, and whom he decided to appoint as his heir. He did this only a short time before his death, and then left on a final tour of his empire, as if knowing that the end was near for him. His advisors and administrators had little oportunity to convey their grave misgivings at the appointment. When the Parrot-Emperor died at the age of forty-seven, his daughter, Ocllo, took the name Inka Tupac Ocllo and set-out for Cusco at the head of a party comprised of her quirky father's fond admirers, with the intention of confirming her position and consolidating power.

The very idea that a woman could be made Inka was absurd to many in the Empire, however, and the march would not be an uneventful one. Most of the Generals, the four Apus (the governors of the quarters of the empire), and the Willaq Uma (the high priest) opposed Ocllo's outlandish claim, believing that, in the absence of an ideal son from union of Sapa Inka and sister, another from amongst the Inka class should have been chosen and Ocllo should have been wed to him, and that her position was as the First Coya, who would birth the ruler for the next generation.

In fact, Guacamaya had one son by a lesser Coya, a secondary wife, quite possible resulting from the only intimate encounter he ever had with one of these largely ignored women, as he really had been more comfortable with the company of his sister, Ocllo's mother.

This son, several years Oclla's junior and descended from the sun god only on his father's side, where his sister could claim 100% purity, was backed, perhaps even cajoled into a bid for power by the wider nobility. He took the name Pachacutec, one who turns the world, and set out to challenge his half sister and her ridiculous claim to dominion over Tahuantinsuyu.

Pachacutec ordered the General Ozcollo, the wildcat, to march north from Qontisuyu, the southwestern province in which Pachacutec had idled on a grand estate, and either intercept Oclla before she reached Cusco or else lay the city under siege until his sister was surrendered to them.

The Inka Empire was just a few days march from potential civil war.

Rather less than one hundred miles from the imperial capital, not far from Machu Picchu, Ocllo's party approached the Sacred Valley of the Incas from the north. Along the way, the would-be ruler of this great empire enjoyed warmth from her prospective subjects, though since the penalty for questioning past Inkas had been death by being thrown from a cliff it was perhaps unsurprising that no doubters came out to spit at the daughter of Guacamaya Inka Tupac, even if they did doubt the legitimacy of a female lord.

It was just a few miles away to the south, however, that the doubters' voices found song, and ample representation in the majority of the higher classes and the armies they controlled. General Ozcollo caught sight of the grass bridge spanning this part of the valley, over the Urubamba river, across which he intended to march his five thousand men, who had arrived at Qosqo before the lady heir and decided to press on and prevent her ever reaching the sacred capital.

Ozcollo's vanguard would reach the crossing first, barring it to Ocllo and her party, and, belatedly realising this, the appointed and disputed Inka made a fateful decision. She ran, following the river back northwest, intending to cross a few miles further back and to make for Machu Picchu, which she of course saw as her family retreat, being as she was appointed Inka by her late father.

The potential stand-off with soldiers following the orders of a general loyal to the pretender Pachacutec confronted by a woman declared legitimate heir by the last undisputed emperor turned instead into a chase made by soldiers loyal to a challenger to the corrupting influence of a weak woman...

If Ocllo was caught, the empire's soldiers may kill their Inka; if Ocllo escaped, there may be civil war as Pachacutec's forces laid Machu Picchu's heights under siege and the masses were asked to choose.

As the bearers swung around to take flight, Ocllo nearly fell from the imperial litter on which she was carried, supposedly towards Qosqo for confirmation as Sapa Inka, but now apparently for Machu Picchu for refuge. A detachment of servants and guards believed to be committed to the controversial female Inka-appointee was supposed to be at that royal retreat.

Ozcollo's men went into pursuit. Previously on the brink of stand-off, their commander unsure whether or not he would be able to force them to arrest or attack the woman that the late Guacamaya Inka Tupac appointed his successor, the soldiers read Ocllo's retreat as a prowling cat would the flight of a small animal.

Before long the soldiers were pouring across the grass bridge over the Sacred Valley of the Incas and racing through the ranks of Ocllo's staff, pushing them aside and sending many sprawling over the side of the mountain and down into the valley below as the men were infused with a sudden wind of pro-Pachacutec madness. They raced to capture Ocllo herself, which was quite easily achieved, only one or two of her party even trying to fight in her defence rather than fleeing or stepping meekly aside.

Inka Tupac Ocllo was not a title that many would utter after this point. Ocllo was merely a prisoner of Pachacutec, a man now himself en route to sacred Qosqo for confirmation as Sapa Inka.

Word spread quickly through the Andes and beyond. Chasqui, message runners working in relay across the Empire's thousands of kilometres of road and countless bridges, moved information almost two hundred and fifty miles each day, and Ocllo hadn't been in custody for two weeks when just about the last citizen heard of the power struggle's eruption.

Once news reached the jealously guarded borderlands, however, it was impossible to say ahead of time whether it would die against a stone wall of silence or find electronic legs by the luck or snooping of outsiders.

In various parts of Tahuantinsuyu, soldiers at the command of generals overwhelmingly supportive of Pachacutec patrolled and menaced the air on which floated talk of popular support for the imprisoned Sapa Inka.

OOC. Hi, as you can see, this is the Incan Empire with a revised history. Some of the details can be seen in the thread that should be reachable through my signature.

Basically, in the early fifteen hundreds, after the strong ruler Huayna Capac died -possibly an early American victim of smallpox- there was civil war between his sons Atahualpa and Huáscar. It is believed that he wanted the latter of the half brothers to succeed him, but his early death left the issue unclear, so Atahualpa tried his luck and, in reality, was the victor against Huáscar, who was rumoured to have been mad.

In this version, however, Atahualpa also falls victim to smallpox (it kills more than half of the population, so this is not unlikely), and Huáscar wins the war. When the Spanish try to hold him hostage, as they did in reality to Atahualpa, the mad brute Huáscar double-crosses them and slaughters the small band of Conquistadores.

The Spanish tried again in future, of course, but always were out-numbered and out-paced by the armies of Tahuantinsuyu (the local name for the empire), and with all of their other enemies in the world it eventually proved impossible to dedicate the resources to defeating the Inca.

Tahuantinsuyu for its part becomes more introspective, and ceases its own series of conquests: the Spanish are too strong, and the empire is damaged by alien disease.

For nearly five hundred years, the Inca and their subjects have shut themselves off from the world. As such, Tahuantinsuyu Empire is in the modern world, but is a bronze-age society. The army (http://forums.jolt.co.uk/showthread.php?t=459150) is described in another thread.

Needless to say, Tahuantinsuyu has no telecommunications of any sort, and getting in contact with the empire means walking into it, with a knowledge of Quechua, one of the several hundred minor local languages still spoken by minorities and utterly unknown to the outside world, or of Spanish and having the incredible luck to come across an Amauta (educated man) who has been taught the distant memory of that invasive tongue without having oneself thrown off a cliff before then!

Even then, it may not be the finest of ideas to speak of the Empire as an ailing one, especially during the aftermath of a military coup that has just brought a new devine leader to the head of the nation!

IC:"So..." Said Lieutenant-General Retrovinik Klerstov,as he looked through his binoculars, "That is South America."

"Indeed it is." The Rear Admiral said, "You know, there is a rumor that the Spanish sent multiple expeditions here and were annhilated... but the question remains... who, or what?"

"That is what we are going to find out." Retrovinik said, "My division is going ashore. The first wave should be leaving..." he was interrupted by the sound of the Landing Hovercrafts engines starting up, "Now..." he said.

The Carrier Battlegroup had escorted the Amphibious Assault Division and its transports all the way to the coast of South America. Now the Landing Hovercraft were going out, along with the Amphibious Armored Personnel Carrier Model 45s(AAPC-45) and the Amphibious Light Battle Tanks Model 44s(ALBT-44).

Let us imagine a South American family who at some point left Peru and eventually move to Mirkana. One of their descendents, who speaks Quechua, is going to the Tahuantinsuyu Empire.

A messenger dressed in a black BDU and armed with modern weapons intercepted Oclla's convoy carrying the following message:
From: General Ken Remmol, Commander-in-Chief of Mirkana
To: Inka Tupac Ocllo, Empress of the Tahuantinsuyu Empire
We have heard of your strife. Mirkana is prepared to back you with weapons of awesome power. This messenger carries a device that will enable instant communication with Mirkana. We can obliterate your enemies with ease and guaruntee your rightful position as Inka.
We also have medicine to render your populace immune to smallpox.
Samuel Kuchue was uneasy after he delivered his message. He placed a hand on his Mac Ingram pistol, knowing that if he had a problem, he could wipe out the guards, flee into the jungle, and call for evac.

The Colonial Office has indicated that it may be possible to secure sections of the Inca Empire as Imperial possessions, or the Inca nation as a whole as an Imperial Protectorate; this would expand the Greater Empire considerably.

The messenger from Mirkana had aroused significant attention on his way to the centre of Tahuantinsuyu, where Ocllo travelled from the north towards Qosqo. Chasqui had carried tidings of the stranger far faster than he had moved in the nation.

Ocllo and her helpers did not read, but assuming that the messenger could deliver the message in spoken form this was no great problem. Inka Tupac Ocllo, like those around her, regarded the stranger with some fascination, though not without doubts in respect of the message's more impressive boasts about instant communication and great power. The issue of small pox was not terribly interesting, since those Andean people without any immunity to the killer had perished en masse in the early to mid C16th, and all that remained was a stock sufficiently resistant for the sickeness to have faded into history for Tahuantinsuyu.

The controversial female Inka could be perhaps excused any rudeness that followed by her failure to send a speedy reply, since she was captured by General Ozcollo's men while mid-way between Qosqo and Machu Picchu, and marched off to captivity, though it would be in a golden cage. She was marched to Qosqo -her intended destination- but not for confirmation as Sapa Inka, rather as a hostage of her half-brother Pachacutec who himself was en route for his own imperial confirmation.

Meanwhile...

Pachacutec's own progress was hurried by talk of the man from Mirkana. Half the empire swore that the Spaniards were back, that pale, bearded men lurked around every corner in indestructible armour and bearing terrible new plagues. Suddenly the forceful hand of a man on whom worlds turn seemed a safer bet than the experimental notion of loyalty to a woman. Even as her supporters sent out messages to the four corners to rally behind Ocllo, the people were forgetting Guacamaya's beloved daughter.

The pretender Pachacutec, carried on his impressive partly golden litter, was half way to the sacred capital of Qosqo when a Chasqui messenger approached his army and delivered an arm full of knotted cords to the party gathered around the would-be Inka. One of the Amautas examined these cords, and turned with alarm to his emperor. The Quipus -knotted cords on which the emprie stored so much data- detailed the Red Tidean arrival. The message, of epic significance, appeared to be in order, and the runner was allowed to return to his post less than half a mile down the road, glad that he had made no mistake and that, today, the messenger would not be... cast off a cliff. He spat a mouthfull of well-chewed coca leaf down the mountain instead, and went on his way, now able to calm down.

Men came, delivered in metal houses by which they travelled on the ocean. Last time the houses had been wooden, and neither Pachacutec nor his intellectuals or his many wives could be sure if this meant a new tactic on the part of the cowardly Spaniards or the arrival of a new tribe with different ways.

Desperately hopeful for a positive manifestation of the second possiblity, Pachacutec ordered a large offering of qunpi gathered from storehouses, where the fine cloth was stockpiled with every intention of giving it in religious sacrifice, and carried to the coast along with a party of priests, army officers, and members of his extended family in the Inka class to greet the strangers.

When a party descended from the mountains and approached the foreigners coming ashore, it came as a blinding array of copper, bronze, silver, gold, emeralds; chequered cloth in reds, blacks, whites; exotic feathers, and faces both nervous and smiling. Two dozen citizens of the empire, most of middle nobility, included a handful of soldiers in dress uniform and several musicians with pipes and horns of ceramic and shell. They bore a standard displaying the rainbow flag of Pan-Andean unity with absolutely no awareness of the banner's adoption in the outside world as a symbol of gay liberation.

Qunpi are types of fine cloth highly valued in Tahuantinsuyu. The sort being prepared for offering as a gift to the Red Tideans is woven by male keepers of fine cloth and used as tribute, diplomatic gifts, and sometimes worn by rulers. It is of a hand-woven sort, of course, but of complexity and detail that could not be matched elsewhere until the industrial revolution, and is often inclusive of elaborate patterns and pictures arranged in a tight chequered fashion.

When word reached Mirkana that Red Tidean forces had landed in Peru, Mirkana sprung into action. Mirkanan troops HAD to go in. Of course, they wouldn't go by sea. They would fly into the empire on tiltrotors, aircraft that even other modern nations marveled at. The Incas had been amazed by Spanish ships. How much more would they marvel at Mirkanan aircraft!

Meanwhile, Corporal Kuchue, the newly appointed Ambassador to the Tahuantinsuyu Empire, went to greet the Red Tidean forces.

IC:The first companies of Amphibious Assault Soldiers came ashore and began immediatly secure the area. They didnt know what killed the Spanish, and they were not taking any chances. They shouted to each other in their native language(which was Russian), the Squad, Platoon, and Company Officers yelling orders and the soldiers yelling their confirmation of the orders. All of their voices were slightly altered by the gas masks they wore.

The AAPC-45s and ALBT-44s rumbled ashore, the AAPC-45s had the same lowdown as the regular APC-45, that is twin 30mm autoguns(meant to shoot down aircraft, but also pretty effective against infantry) and a mounted Anti-Tank Missile launcher. The ALBT armaments were slightly altered from their regular counterparts, they carried 105mm ETC cannons, the co-axial 6.8mm machine guns, and the 14.5mm mounted heavy machine guns.

The man on the left is a Current Gaurd Shocktrooper(the elite unit of the Red Tide Military). The man on the right is a TSUNAMI Commando(the Red Tidean Special Forces soldier). The greeting party dispatched on the orders of the disputed Sapa Inka, who was himself newly in Qosqo for ceremony and confirmation of his position, arrived on the coast of Chinchaysuyu [the northwestern of the empire's four great provinces, covering territory in Peru, Ecuador, and a little of Colombia's southwest] looking and sounding quite splendid.

All their elaborate fabrics, shining jewelry, bright feathers and paints, and varied music could not have been much less impressive to modern senses than was the experience for these well-born citizens of Tahuantinsuyu when first they laid eyes upon the metal wonders of the outsiders. Talk of the mysterious outsider, Corporal Kuche, was enough to excite the empire's millions, but the sight and sound of combustion engines and the machines they drove was something else entirely when met first hand.

The party, lead by a local Curaca named Rumiñavi, was suitably impressed by the Red Tideans at first sight, and approached at the head of the party, flanked by two professional soldiers who wore the black and white checquered, red triangle-topped tunics of the army along with decorated bronze helmets and painted wooden shields, and carried bronze-tipped spears in their hands and slings with shaped lead shot on their waists. Behind came priests, educators, and locals bearing goods.

Rumiñavi walked towards the foreigners with both hands raised level to his shoulders, outstretched and open-palmed, a wide smile on his earthy face, and uttering salutations in an obscure local dialect and then again in Runa simi (Quechua). He was reasonably presentable in local terms, but when he waved forward two young men and a girl carrying fine qunpi garments and sheets it did not take a very expert eye to realise that the clothes he wore, even as a local official and minor noble, paled next to the quality of this decorative cloth. Without really thinking about the meaning of the words so much as the sentiment of greeting, the Curaca -local leader, community administrator of sorts- told the strangers not to lie, steal, or waste their time, and more generally called good morning and expressed happiness as he drew near.


Qosqo

Ocllo, so nearly the empire's first female premier, was now in captivity. But she had not arrived in chains, for it was both unnecessary and likely to offend her admirers, who were many in the lower rungs of society. She was put into comfortable quarters and tended to by servants, but the guards watching over her now answered to Pachacutec and his generals.

At the Haukaypata, the ceremonial focus of Qosqo's great plaza, Pachacutec, son, by a secondary Coya, of Guacamaya Inka Tupac, was presented to a priviliged assembly of his subjects and keen supporters. These, as lower nobility and members of priestly and soldierly classes, gathered at the area across the plaza, called Kusipata, and applauded the Mallki, mummies of the honoured dead brought out to witness the rise of a new Sapa Inka and to bless it by association, seeming to wail and chant as much as to actually clap or anything of that fashion.

The young man on whom worlds could turn now cemented his authority over most of a million square kilometers, sixty million subjects, and a third of a million soldiers, not to mention riches beyond compare. Tahuantinsuyu was most assuredly back at the best of its game.

IC: The one in charge on the beach-at the current time-was a one Colonel Petrenko Auditive. Like all high ranking officers in the Red Tide Military, he was familiar with his native dialect(Russian) and had been taught English at the officers academy. The soldiers stared at the natives that had come to greet them from behind the metallic gas masks that covered their nose and mouth. They stared, heartlessely, uncaringly. Their emotions didnt seem affected by the music and such of the Incans, it was as if their emotional souls had at one time been torn from their body and never put back.

The Colonel walked towards the man who had come to greet them and heard his language... and frowned. He couldnt understand what the man was saying! SSo he answered back in English, "Hello there, Do you speak english?"

Chapu Naka had seen many things in his time. The old man had seen more than one Inka come and go, he had seen war, and all kinds of strange sights. But nothing could have prepared him for this.
Giant steel birds roared overhead. They landed vertically on a field and discharged men in black uniforms with strange weapons. The weapons looked like the Spanish firesticks of legends. Had the Spaniards returned?
More flying things arrived. These ones were more like giant insects. They buzzed around and hovered over the town.

One of the soldiers came up to Chapu. He pulled out a drawing that resembled the palace at Qosqo. He began gesturing, and Chapu guessed that he was asking directions. Chapu pointed in the direction of the capital. The soldier said something and left. Minutes after they had arrived, the mysterious soldiers were gone.

The region's flag (http://www.crwflags.com/fotw/images/x/xi-c.gif) was by now evident on the crest of higher ground just inshore from the scene of first contact as Curaca Rumiñavi, still smiling, gestured with both hands from the stacks of fabric to the Colonel Petrenko Auditive, indicating that he should take them from the bearers, as a gift.

He didn't understand a word the RedTidean (is that okay?) said, indeed, these were quite possibly the first words in English and Russian ever spoken in this part of the world. It had only ever heard native tongues, Spanish, and possibly a little Latin, though neither of these last two were heard outside a few Yachayhuasi, sort of universities in Qosqo, during the last few centuries.

Qosqo

The man who directed the Mirkana soldiers to Qosqo was either lucky by his guess at what the pictures indicated, or lucky by having actually visited the sacred capital of Tahuantinsuyu: a thing that most in the empire would never experience, and about which he would be keen to boast.

The Chasqui runners who carried news of the sighting moved fast, but even they could not beat these steel condors to Qosqo. The flying visitors sent villagers along the way scattering back into their homes and camelids into similar panic as they passed over head, frustrating a big cat that had been stalking a young llama.

When they arrived at the sacred capital they would find it build in a large part of gigantic boulders so massive that it was difficult to imagine them being moved at all without huge machines, and all fitted together so precisely that it was impossible even to squeeze a razorblade between their joints. Some were in truth a hundred tonnes or more in weight! It was not possible to see in effect, but the mighty walls were even capable of standing up to the shaking of the earth experienced in many parts of the empire.

Terraces rose up for hundreds of feet across mountainsides for miles around as the city came into view, farmed with great efficiency that would have been perfectly competative in the global markets of the early twentieth century. Irrigation channels and small aqueducts ran across the landscape, the latter being fitted with rocks positioned to filter debris out of the water supply, and paved roads ran around mountains and off into the distance. It was almost possible to forget that this was a bronze age civilisation, isolated for centuries at an altitude that left the visitors sick and dizzy, often wishing for oxygen masks and thermal clothing while locals worked long hours and ran at full sprint wearing sandals and ponchos!

The city itself was coming to the end of its ceremony as the new Sapa Inka was celebrated. In and around the city were actually tens of thousands of professional soldiers, gathered over previous weeks in readiness for a potential civil war in which their generals were firmly supportive of Pachacutec. The fact of Ocllo's unexpectedly easy capture might have lead to a rebellion in the rank and file where she was widely accepted, had it not been for the sheer terror felt at the rumoured return of the Spanish. Most in the empire remembered at least one major natural disaster, one poor harvest, or one battle that was enough for them to picture the suffering described in legend in reference to the pox and the Conquistadores. The idea of it being realised again today brushed aside uncertainty over the legitimacy of the Sapa Inka and put the people behind him as their connection to the gods.

...when the troops from Mirkana arrived, Pachacutec was perched atop his golden litter, in the plaza where a major sacrifice was under way. The Willaq Uma, the high priest, one of the most powerful men in the empire, was holding aloft the heart and other parts of a llama that he had seconds earlier sliced open, and a line of citizens was standing ready to hand over agricultural goods... while another group, including a sacred rank of specially schooled young lady virgins, awaited a similar fate to that endured by the camelid. A major sacrifice was required to remind the gods that Tahuantinsuyu would not bend to foreign influence, no matter how terrible may be its weapons and evils, and that the empire's people remained quite worthy of salvation and ready for personal sacrifice.

Believers and fanatics like these were rare in the age of global trade and communication.

IC: The Colonel held up his index finger, indicating 'please hold on one moment' as a soldier ran up to him and handed him a radio, the Colonel took it.

"Da?"

The reponse could be heard by anyone nearby. In Russian, the Rear Admiral on the battlegroup sitting offshore said, "Lieutenant-General Retonivik is on his way in via helicopter. Prepare for his imminent arrival."

As the Rear Admiral Finished speaking, a large TC-2C Anti-Submarine/Troop Transport Helicopter roared low straight over the heads of the welcomin party and the division of Soldiers now on the beach, it smoothly touched down in the middle of the division, its poweful rotor-blades creating enough of a downdraft to tip over a small yacht.

And out of a side door(which lowered to the ground) stepped Lieutenant-General Retronivik. The Colenol all of the sudden seemed to forget about the welcoming committee. He began to walk towards the helicopter and his superior officer.

The young, long dark haired Premier of the Aztec National League, Quetzalcoatl Nochtli sat back in his chair. As he looked from his office window, seeing the vast shinning metropolis of Tenochitilán, he thought about how much the Union had changed. In only eight short years, the nation had gone from an economically imploded apartheid-like dictatorship to the massive, bustling socialist republic it was now. He remembered the days of the revolution, fighting with anything they could in the rainy, bloody and mud filled battlefields. But, now, the horrors of the revolution were long over. The Aztec National League had gone from third world to Superpower – Aztlán controlled everything from México the Panama. In addition, with the collapse of their ally, Communist Louisiana, the ANL had begun colonizing the lands of the North.

Yet, that’s not to say the nation hasn’t had its fiascos and crises. In addition, with the ANL being one of the Premier socialist nations in the international scene, the effect on reputation was almost as bad as the physical cost. Fortunately, there has been little conflict over the past year…Unfortunately; Fortuna would blow a mighty wind across the Union and stir things up.

The helicopter’s on-board telephone rang. Quetzalcoatl leaned over and picked it up.

“Hello, Nochtli here.”

A cryptic and stern voice came across the line “Sir, we have a situation…”

Recognizing the voice as one of his ministers, Premier Nochtli asked “What is it?” He knew it couldn’t be good.

“There is a building up of sizeable forces along the South American Coast on Peru. Our intelligence satellites seem to indicate they’re an invasion force.”

“South America?” Asked the Premier. “I’m sure there aren’t any major governments down there. That’s still too close for comfort to us. Execute plan 2-A.”

“Understood.”

Plan 2-A was nothing more than a short way of saying “Intelligence Gathering.” Soon enough, AZ-25 Reconnaissance planes would be monitoring the areas around Peru…In addition, the ANL transmitted an message to the invading force…

The United Socialist Republic of the Aztec National League has just become aware of your military presence in Peru. While Peru is considered neutral territory, our southernmost border of Panama is relatively close. We would like to enquire about these actions, their purpose and long term plans. In addition, we would like to make sure that the flow of traffic in the Panama Canal is not disrupted.

In addition to finding out what this invasion was all about, the ANL wanted to see what sort of resistance the as of now unnamed nation would have. Within an hour, the AIA, the nation’s intelligence agency, launched a KA-52 Overlord combat helicopter from the SAS Aztlán, the ANL’s flagship currently in the Caribbean. Onboard, one single Aztec agent sat on board in the back seat. Xihuitl Iztacin, a member of the Jaguar Warrior Infantrymen’s Obsidian Order, the ANL’s elite military division, and covert agent of the AIA will be on mission and exploring Peru. Unknown to him and everyone else in the ANL, the Aztecs would meet again their long forgotten cousins to the south.

People ran. The helicopter, that seemed to have come from nowhere thanks to its speed being several times greater than anything the empire's residents had previously seen, made a din like a guanaco being ripped apart by a jaguar or an army running into battle, and at first was not spotted but heard before anyone realised that it was indeed airborne. It took a moment for the greeters to collect themselves on realising that this was another house of transport or else fantastic beast of burden brought by the outsiders.

It would be longer still before one dared step back from partial cover and approach once again, and then the soldiers would remain back with slings loaded.


Elsewhere, the Aztecs probably knew more about the invasion-in-prospect of Tahuantinsuyu than did the new Sapa Inka. Pachacutec was still enjoying the celebrations around his ascension, thinking little of war and nothing of native American neighbours... the empire had long forgotten that it shared landmass with other civilisations, knowing only that immediately surrounding rainforest and deserts on its borders were empty or peopled with tiny bands of savages, and that pale-skinned and beared peoples came always by sea (and now, apparently, on the wind). It would quite likely be in the best interests of both Inka and empire to give more consideration to this matter, and one hoped that ambitious young Pachacutec, riding a tide of victory at home, would treat his relatively near neighbours as allies rather than (however naively) as potential subjects.

The helicopter was deep within the area of Peru. Now it was time for part two of this operation. Over the forest and dark, virtually pristine land, the pilot of the helicopter began looking both with his eyes and his computer readouts where a clear landing was. Sure, it would be easier to fly a helicopter to the closest village or town, but that might create unwanted cultural contamination or worse. However, if this area was to be a battlefield, that would be the least of the native’s worries.

Xihuitl looked out of the plastic composite window of the helicopter, thinking of his mission. Find the most organized government and make first contact. Simple enough. Anything else, the invasion, trade, or even political relations would be much later.

“Alright” Yelled out the helicopter pilot, I found a clearing. I’ll around doing an aerial survey of the area for the next 3 hours. After that, I gotta head back to base to refuel. Notify Aztec Military Command when you need to be picked up.”

The helicopter made its swift decent onto the landing. After landing from its long flight, the pilot pushed some buttons and the rotors began to slow. Once it was safe to get out, Xihuitl climbed out of the helicopter and quickly ran into the forest with a backpack in hand.

Xihuitl stood back next to a tree and looked on as the helicopter ascended into the air, continuing with its mission. He put the bag on the ground and unzipped it, pulling out some of its contents – an armor battle vest, a .45 caliber handgun, radio equipment and food rations. Xihuitl pulled off his shirt over his head and put on the armor vest. Before zipping it up, he pulled out a 8” combat knife, the JWI’s standard melee weapon, and put it in his inside breast pocket. After securing the knife and making sure he wouldn’t impale his chest with it, he zipped up the flack jacket. He also put the gun in a discrete holster fitted securely to his belt – it would take a keen eye to notice the holster. After taking note of how much rations he had and testing his radio equipment, he put them back in the bag.

As he slung the backpack over his shoulder, he looked at the black tattoo on his forearm. It was a black obsidian blade with Nahuatl writing encircling it – the emblem of the Obsidian Blade Order of the JWIs. Although 23, only three years younger than the Premier, he had already been beaten, shot, nearly hung and tortured and almost killed in his time in the military and intelligence agencies. Despite these incidents, he had some wild experiences and amazing thrills.

Xihuitl looked straight into the forest and began walking. He hoped that he would find someone or some thing soon, hopefully, friend, rather than foe.

Xihuitl had, whether he knew it or not, alighted in the northeastern of four Tahuantinsuyu states, quite close to the Chinchaysuyu border. He'd not gone far, just deep enough into the trees that someone standing here might have missed the arrival and departure of his helicopter, when a rustling would certainly have caught his attention. Something ran by him, covered by undergrowth. Then another, and more. Quite a frightening procession of some fast moving horde at ankle height.

Then a distinctive squeek of considerable volume. Guineapigs! Two young children, brother and sister, came bouncing along behind the little animals, trying desperately to recapture their ayllu's escaping meat and fearful of the punishment for having let them go in the first place.

But the guineapigs would escape, for now, as the children were stopped short by encountering the Aztec. They both stood between the trees and looked up at Xihuitl with the sudden quiet into which they'd slipped now written all over their dirty faces. After a couple of seconds, without either uttering a word, the boy turned and ran back the way they'd come, his sister staying quite still, eyes fixed on the stranger.

As he watched the few aircraft aboard his carrier taking off in preparation for covering the launch of the small landing party, he once again cast his eyes at the land before his small flotilla of naval vessels. Against him stood two huge and obstinently stronger opponents, the forces of RedTide2 and Mirkana, and rumours the Aztec National League were involved had also begun to surface.

These issues, plus the consequent discovery of an entire civilization that had been undisturbed by the centuries of outside development, had led the great leaders of the Imperial Dynasty to do something that they had never done in the history of the nation...

They would directly interfere in another nations situation... this interference however, was deemed essential for the sole purpose of maintaining the status quo ante for the people of the recently discovered Aztec nation. Having these people be subjected to modern living, without their warranted willingness, was, in the eyes of the Dynasty's leadership, akin to a cultural invasion.

And whilst they too would become involved in this invasion of these people, they justified it by proclaiming this as a way to safeguard the people from the influences of modern society... unless they wanted the influence of course.

Regardless, Admiral Himmelstein had his orders, and even if he did not like meddling in the affairs of others... it was not his way to question orders.

"Launch the landing parties... and let's hope the natives are friendly"


A half hour later...

As the large landing craft pulled back and anchored after dropping off its material, sergeant Roberts calmly surveyed the site...

Before him stood a vicious looking assortment of flora, and behind him, fresh off the Landing Craft, sat a powerful mobile forestry unit, dressed in Jungle camouflage specifically for this operation. Its powerful twin blade buzzsaws roared into life as he directed it to forward, its job, to make a clearing for the future base of operations for the Imperial Dynasty's Expeditionary corps. As the powerful buzzsaws went to work at the front of the machine, small piles of freshly cut jungle timber were neatly lowered to the ground, their planked appearance belaying their use as future building material.

As the machine roared through the jungle, destroying all in its path, with a pair of men armed with flame-throwers burning away undergrowth, Sergeant Roberts hoped to hell they hadn't frightened away too many natives...

Xihuitl stood in front of the little girl, intrigued by the children’s chase of the guineapigs. Although coming from a poor background in the pre-revolution days, he would’ve never thought them as food.

When he heard the rustling of the leaves, he had quickly placed his hand the holster, ready to pull out his TK-45. However, there was no need for the weapon at the moment. It was unlikely the little girl would harm him. Trying to appear less frightening, he knelled down and smiled, unsure of what to say. He knew Aztlán’s three main languages – Nahuatl, Spanish and English. However, the native language of these people was unknown. Although a long shot, he tried to talk to the girl in Nahuatl, hoping there would be some similarities in their two languages.

“Hello there, what’s your name?”

He suddenly realized that it was likely that her brother would tell his parents or someone about his appearance. This could either be good or disastrous.

Over Peru…

There is a familiar saying amongst the people around the world – “Don’t judge a book by its cover.” Just below the clouds was a white fighter jet…on its tail was the Soviet Aztec flag. Of course, to many, this design would look very similar to the Russian MiG-25. It was no secret that the ANL used MiG body designs. However, the components of the planes differed greatly from the original design.

The pilot of the plane glanced over his computer screens and HUD. Nothing of major interest appeared – it all seemed amazingly calm…or so he thought. The cameras and sensors on the plane were able to detect and take pictures of the situation below. The gathering of ships, the destruction of the forest. All of these images were being relayed back to the ANL’s communications hub in Puerto Barrios, Guatemala and the ANL command centers in Veracruz and Tenochtitlán …

“We know the main invading fleet is Red Tide. We can also tell Macisikan and The Imperial Dynasty are involved as well.” Said Dr. Wellington.

“Macisikan, there’s a familiar name. Alright, that’s a start.” The Premier sighed.

“However,” said the Minister of Intelligence, Victor Tonhuac ( http://i2.photobucket.com/albums/y50/Spectrechris/timothydalton.jpg ). “There is a problem. We have reason to believe, through intelligence satellite reports, that a civilization exists in Peru.”

“A civilization? Are you saying a whole other nation?” Asked the Premier.

Tonhuac continued “Yes, not just a small tribe, but an actual nation. It’s heavily underdeveloped, very little infrastructure in the modern sense of the word, but a nation never than less. Sir, we have reason to believe that it’s the Inkans.”

“What?” The Premier was stunned. “This changes everything.” It suddenly became clear, no matter what nation prevailed in this conflict, the Inkan’s way of life is going to be forever changed. They would receive a crash course into the 21st century. The Premier thought about what this could mean for the ANL. He imagined an alliance between the Aztecs and the Inkans, stretching from North America, down into México, Central and South America. Despite what the Inka's technological deficencies, tt would be a great cultural victory.

Feeling that there was no time to waste Quetzalcoatl Nochtli sat forward in his chair and began developing a plan - there was much at stake now that the deal was beginning to be revealed. “Wellington, contact the Macisikan ambassador, see what their interest in the situation is. Hopefully, they’ll be more willing to respond. If not, then it looks like we’ll have to go it alone. Zazanilli, increase air patrols over the area by sending in ships off the coast of Ecuador. Also, send in a small task force of Typhoons to monitor the invading fleet’s movements. Tonhuac, tell me more as soon as you can about our agent in Peru…”

As the meeting concluded, an assistant for Victor Tonhuac walked in. He came over and talked with him privately. After a brief moment, Victor turned to the Premier and said, "Sir, we have pictures back from Peru...The situation is not good."

Before I say anything else, in response to TID's, "...the people of the recently discovered Aztec nation" I don't know if that's just an accidental slip, but Tahuantinsuyu is, of course, the Inka civilisation, not the Aztec. Otherwise, well, greetings!

*Note two!*
Tahuantinsuyu is not confined to Peru, nor does it cover all of Peru. It covers western and most of southern Peru, and also incorporates most of Ecuador, a small part of Colombia, most of Bolivia, the northern half of Chile, northwestern Argentina, and small areas of Paraguay.
That latter territory was the last added, and is part of the break with real history: in reality, Alexio Garcia skirmished against the empire in Bolivia several years before Pizarro arrived in Peru, but gave-up in the face of violent resistance under Huayna Cápac. It was that Inka's sons who later sunk the empire into civil war just as Pizarro arrived. In this world, the opposite son was victor (Huáscar instead of Atahualpa) in that war, and double-crossed and killed Pizarro. He then embarked upon a desperate campaign to save the empire from rebellion following the war and the crippling impact of smallpox, and to ward-off further European attacks. In doing this he attacked into modern Paraguay where Europeans were starting to settle and Indians were employed by them to fight, because it was the first place from which the empire had been assaulted and he needed to make a point about the tables turning thanks to his leadership... he was also seen as a ruler associated with the priestly powers where Atahualpa had been of the military powers, so giving the army the chance to make a small new conquest was the best way to get the generals on his side. It's only a very small expansion from what the empire really had, coming out of the Andean foothills and into the fringes of the Chaco semidesert.

Oh, I don't know what would have become of the other territories. Perhaps it just means that Peru and everything still exist, they're just really small and in some cases landlocked and probably poor.

Pursuant to your request, I have contacted my superiors in Arn-Maciska, and at this point in time His Imperial Majesty's Government is only involved in monitoring the situation in South America most carefully. We are always concerned with any developments that may affect the balance of power on the Pacific Rim, as this affects both our national security and our trading interests, and we believe that this qualifies.

We have found the deployment of forces of foreign powers to the area to be of come concern, as they are not considered friendly powers by His Imperial Majesty's Government (conversely they are not considered hostile either, but few are). Currently His Imperial Majesty's Government has no plans to involve itself directly, as we are more concerned with our off-world deployments.

Some members of His Imperial Majesty's Government have expressed concern over the future of the natives, especially in the area of disease transmission; they would be a virgin population for the vast majority of diseases that are endemic to the rest of the world (and we would be a virgin population for any disease endemic to their region).

His Imperial Majesty's Government is of the opinion that an Aztec presence in South America would be preferable over the current forces deploying themselves, however, if your government would desire Macisikani aid in this situation, the sooner you move to lobby His Imperial Majesty's Government, the better, before the Parliament solidifies behind any particular position.

On a side note, I would prefer "Madam Ambassador" if you don't mind.

"Well, as usual, there is an ulterior motive. Restoring Ocllo will involve eliminating much of the government. Ocllo will require our assistance to control the country. We will be able to influence her in turn. Imagine: the Tahuantinsuyu Empire, a vassal state of Mirkana. We will modernize them, and we will gain access to their resources. The best part is, they will benefit too, so they will have no reason to sever the relationship!"

A man dressed in a black NMVD like military uniform walked into the bridge of the submarine. On his arrival, complete silence fell upon the bridge. Fleet Admiral Marcus Gibb was known as one of the strictest leaders in the ANL military.

“Status?”

His first officer, Commander Sylvestre Arroyo walked up to him, “Sir, we’ve reached the specified coordinates, as are the other subs.” He turned around and activated a computer screen, displaying a map. “The Typhoon is here, twenty-six miles off of the coast. Meanwhile the Atl is 10 miles off the coast while the Ixtapía is 10 miles off the coast of Northwest Peru. Meanwhile, our counterparts to the south, the Chítzen Itzá, the Castro and the Bashir are 15 miles off the coast of North Western Chile. Both our task force and the Southern Task Force is running on caterpillar stealth drive. To help resupply the planes, we have the Heavy Carrier Duran and the Light Carrier Veracruz stationed 35 miles off of Columbia.”

“Good.” Admiral Gibb said satisfied. “And what about our air patrols?”

The first officer pointed to the map – “We have three KA-52 Overlord Helicopters monitoring Ecuador. In addition, we have now fifteen AZ-25s conducting recon missions over Peru and Bolivia.”

“Sounds even better. Are we ready to conduct the next phase of the operation?”

“Yes sir, on your command.”

The Admiral sat down in his chair and looked on the computer screen next to his computer. Although the ANL had replaced most of its vehicles’ mechanical interfaces and paper communications with touch screen devices and computers over a year ago, the old fashioned Admiral still found it difficult to adjust.

“Alright…Mission orders are to monitor fleet movements from our locations, and try to tap into their communication systems, if possible or can be safely done. If threatened, we are to maintain complete radio silence and try to evade our pursuers. We are to remain in the area until otherwise directed by the ANL Command Centers in the capital or Veracruz.”

The Admiral turned off the screen and looked forward. What used to be his familiar bridge of the SAS Typhoon, the flagship of the ANL’s Typhoon-II Class stealth submarine was now beginning to look somewhat like a bridge on a spaceship. ‘Too sterlie’ the Admiral thought.

“Commence Phase Two now, apprise Command of our current situation.”

The crewmembers went to work, activating antennas, sensors, hydrophones and other equipment. Although the submarines had some of the most advanced technology in the ANL, spying would be a much more difficult task.

The small facility had grown considerably from the clearing it had been three days earlier, and now, even a few of the rare Panzer Zu Fuss units were in place. Literally named "Tanks on Foot", the radio controlled units battle-walkers, normally armed with a powerful PanzerSturmGewehr48 (PzKpfwStG) 13mm machine rifle or the equally dangerous PanzerKnacker48, a powerful triple barrel 88mm rocket launcher - they instead were unarmed, and their wireless radio operators casually walked behind them as they continued assembly of the base of operations.

Even though they did have these powerful and rare machines, the inclusion of some good and capable Panzer 38(T) tanks with SdKfz 222 turrets was a welcome sight on the ground, the light tanks were small enough to not sink in the mushy ground below their treads, and their light 20mm cannons were more than enough to scare away any angry native fauna or any light adversary.

Throughout the day, rumors had circulated from the small signals intelligence desk about the size and capacity of the forces who had landed. Further rumors of submarines that vanished off sonar screens as they pleased had not helped moral in any way. The knowledge that even there best sonar equipment, known to be the best of any nation around the known world, was being beaten, had meant that Imperial Governors had been forced to delegate one of the powerful "Rhine Bear" reconnaissance satellites from its previous geosyn orbit and stabilise above the small flotilla to provide some form of security to the force.

Sergeant Roberts walked up to one of the officers at the newly furbished (and only current fixed) building that was Headquarters Imperial Dynasty Expeditionary Corps (HQ-IDEC), allowed entry, Roberts stiffly stood to attention and saluted as an officer drabbed in the uniform of IDEC intelligence walked up to him. "Greetings Sergeant" he said as he returned the salute, "I am Captain Saimann, please, follow me", Roberts couldn't help but notice the horrible burn marks across the left side of his face as he walked... he hoped he hadn't looked too stunned by it.

The office was bare, save for the compulsory MKbH 42 assault rifle and a single photo of a man Roberts presumed was the officer before him in his younger days... a smiling man atop a burnt out tank body, obviously taken during the small war for independance many years earlier.

"Sergeant, focus please", the sound of Captain Saimann's voice snapped Roberts back to the present, "and please look at the screen before you". Unlike its military technology, which, for some reason, had stalled in development at a stage akin to what we would describe as World War 2 standard, all other technology had powered ahead. A small screen filled the air before Roberts, and he found himself looking at a holo-image of the land they were on, an image of which small tracts were being mapped even as he looked on.

"Sergeant, a few minutes ago, our satellite finally managed to pick up this surveillance..." a further holo-screen, a live feed from a fixed intelligence satellite filled a corner, it showed a strange helicopter like... airplane? *Roberts had no idea what the vehicle was* changing position of its rotors and landing like a helicopter in some village. It's markings denoted it as belonging to the group calling itself 'Mirkana'.

A further screen of live feed showed a column of armoured vehicles sitting in a line waiting for one of their number to be pulled from the sticky soft mud of the jungle, their markings that of RedTide2. "These are the two main forces on the ground... and we have further imagrey of naval vessels of another state calling itself the Aztec National League, and rumors of another group involved diplomatically."

"What has this to do with me?" asked Roberts.
"Everything, it's your mission" stated Saimann as he absently ran a hand along his scars, "I want you to take your best scouts and monitor these forces, take some of the walkers too, no direct military engagement unless fired upon. If you can, talk with these people, we mean no harm though we will intervene should these natives be affected in any adverse way by their presence."

"Inform them of the governments stance, and see if you cannot meet with any important native person along the way, inform them of our presence, and let them decide what they wish to do. Remember, only offer anything if they show interest."

Roberts nodded in agreement, "Yessir!" he said, saluted and left the room...

"A recon/diplomacy mission with some decent support to see two major forces that are considerably more advanced militarily than anything we have" he thought to himself...

"PFFT! How can ANYTHING go wrong!", the sarcasm was hardly missed by the Private at the duty desk, who chuckled uncomfortably at that all-too-familiar phrase...

The girl did not appear to understand her Aztec friend, but remained standing motionless for a time. She eventually pointed, quite timidly, towards a couple of guineapigs that had returned to chew on some plant life just behind Xihuitl. Yes, the fat little rats provided most of the meat in the diets of typical families through large parts of the empire. On the coast and in some other regions fish was commonly consumed, and there was some little hunting still done in the rainforest around eastern fringes of the empire, but the addition of meat from camelids was a fairly minor part of most diets. Yes, though the Antis also had access to some jungle fruits, for the most part it was potatoes and maize-products, though the empire's people had come up with a lot of different ways of eating those two things, including breads made out of potato and alcoholic broths made from both.

The girl's brother soon returned to the scene, dragging with him an apparently skeptical old grandfather. Needless to say, this old man was taken aback at the sight of Xihuitl, and initially assumed that the Aztec was some savage come from the eastern jungles beyond the defences of Tahuantinsuyu.

However, the old man was no other than a Quisquis Sinchi, former servant of the court of the late Guacamaya Inka Tupac and now a highly respected Curaca at the head of a substantial Aylu in Anyisuyu, the empire's jungle quarter. He appeared dressed in a robe with holes through which protruded his once strong arms and inarguably handsome head, which was hung with long hair, and from his neck he wore feathers and toucan beaks in substantial number. The important act of fortune here was that Quisquis Sinchi, wise and respected sufficiently that he could bear a title fit for an Inka, was one of an educated minority with experience of the Spanish language, taught to him as a boy in one of Cusco's Yachayhuasis, universities, and remembered in some small way into his old age.

Elsewhere

The various landing forces were by now being watched quite without knowing it by scouts often hundreds of metres away, secluded in trees and rock formations. The Incas struggled to understand from where these strangers came, having never really been able to appreciate in the past that their Spanish enemies could reinforce their armies by sea, and having almost been defeated because of this ignorance. The Empire still persisted in maintaining its fundamental disinterest in the ocean, and had absolutely no appreciation of the presence across its great expanse of other lands existing. So far as anyone knew, the ocean was a border that skirted the world, to which Cusco was central. Since the Europeans, Tahuantinsuyu accepted that other Princes ruled further empires, but supposed them to be beyond the savages of the jungles, and far closer to the Andeas than was actually the case. Nobody imagined that there were places so far away as Panama, let alone the rest of the Aztec civilisation and further-flung states, and though they'd seen ships and understood them to be houses for travel, it wasn't really understood that they brought people from different land masses nor that they had strategic and tactical potential. Aircraft just confused the issue further!

Still, when Pizarro came, the prevailing belief was in the failure of long-standing and desperate efforts to prevent the realisation of prophesied upheaval, and for a moment the empire almost gave-in without a fight. It had been maintained, thanks to readings of the night sky, that disaster was approaching, and great efforts had been made through labour and sacrifice to avert it: the Spanish landing was seen as final failure rather than as the start of a fight. Had not the civil war kept fighting going for different reasons, and Huáscar won-out in that conflict and killed Pizarro at the first attempt, things might have gone rather more badly for the Inca. Many had suspected that the impending trouble would be concurrent with the return of the godly Viracocha walking on the sea, he often had been described as fair and bearded, and as could so easily have happened to the Aztecs believing in Quetzalcoatl (*sorry, I don't actually know ANL's early history just yet*) Tahuantinsuyu almost gave itself up to this returning saviour, thinking that the terrible plagues were the hardships that Viracocha-come-Pizarro would rectify.

The fact of victory, though, encouraged a monumental shift in the empire's belief system and its work ethic. Today's empire believed still in the reading of the heavens and of ritual sacrifice as practical tools, but did not divorce direct action from these more spiritual concepts. Today's empire was more pragmatic and also fanatical than it had been in the past.

There was no more thought of salvation by Viracocha, who now was said to have turned to pure evil, embittered by his defeat as he tried under the name of Pizarro to destroy for a second time his earthly creation. Now the Sapa Inka was increased in status still further, seen as the good balancing Viracocha's evil, having absorbed through the building work of the Inca Empire all the creative energy of Virachocha, leaving him with only disease and war to offer.

In short, Tahuantinsuyu was lain with an undercurrent of distrust for the whiteman, and Pachacutec's position as the warrior alternative to priestly Ocllo was massively reinforced by the return of these embodied Virachochas.

Sacrifices continued at Cusco and on other mountain peaks, and store houses began to fill with the provisions for war.

Xihuitl took notice of the guineapigs, resting only a few inches from him. Thinking he was returning her pet. He slowly turned around and quietly kneeled down right next to the small creature. In a very quick motion, he was able to grab one of the guineapigs, although the others darted back into the cover of the forest. He extended out his hand, the guineapig held firmly but gently. Smiling but not saying a word, the offered it back to her. It had become obvious that the girl didn’t understand the Aztec language…for that matter, not many people did; but, it was an attempt though. It soon became clear though that the two were no longer alone.

Xihuitl heard two people approaching quickly. He again put his hand on the holster, prepared to use the .45 caliber gun. When he saw it was the little boy and the old man, his alert eased and he let go of the holster. However, now this was a situation, now confronted with an obvious elder, someone of importance, and he couldn’t speak in the native language, no way of communication. Or so he thought.

After a few tense seconds, Xihuitl’s CB radio began beeping. ‘Great’, Xihuitl thought. Suddenly, a scratchy but clear voice came through, in Spanish. “Xihuitl, objetivo nuevo de Ejército Centro.”

Feeling under pressure, Xihuitl answered the call and said “Un momento, estoy en una situación…Y, ¿qué es la lingua nativo a mi locación?

Sergeant Roberts’ shirt was drenched in sweat, he had been bitten numerous times by the local insects, and if the third Panzer Zu Fuss continued to have problems with its right leg sevro he would personally shove a grenade in its fuel tank and laugh at the outcome of the said action.

They had been busily trudging along the road (“if you could call it that” Roberts thought) for the last day and this morning, and so far had met with no one at all. He was surprised that they had not yet came across a runner’s post, he had read a fair amount of the available material when he heard about his new expedition, and had taken quite an interest in the ways of these ancient peoples. However, he wouldn’t be surprised if the natives were scared out of their wits by his ‘Iron men’ or even his own appearance. Having personally seen the Panzer Zu Fuss units in action he had quite a begrudging respect for the newfangled contraptions, anything that could rip the turret off a tank like it didn’t exist certainly earned his respect – but his own appearance, how could that scare a person?

Roberts was still thinking about this when a scouts face appeared in front of his vision, “Sergeant, we’ve had a contact, seems some guy in armour of modern appearance is talking to a local, probably a wise-man or medicine man judging by his appearance”

“Patch me into your vid-link” Roberts said, momentarily a new screen appeared in his face as a holo-cast of the scene before the scout grew out of the air. Sure enough, there was the man in his armour, now engaged in what appeared to be a conversation. Strangely, the armoured man bore the markings of neither Mirkana or RedTide2, and he was alone? In this jungle? “This guy must be from some regional power that knows this place” Roberts murmured, “or he’s just crazy”.

Still listening to the man talked, Roberts presumed it was Spanish he was saying, as it sounded like it from what he had heard of the language over the years. “Sergeant”, a video-link of Captain Saimann filled the screen, “what appears… hold up, our Rhine … satelli… has told … stopped moving”, the scar on his face looked even more distinct across the scratchy screen that had appeared (“we really need another communication sat out here, this is ridiculous” Roberts said to himself)

“Sir, we have encountered a local, and a member of another force” Roberts said, he had to repeat himself two more times before his message got through.

“OK, first cont… want you to engage…” the screen came up with LINK LOST in bright white letters on the black screen before the holo-image dissipated. “Shit, this is great, what to do now” Roberts said to no one in particular.

After a few moments deliberation, Roberts finally made his call, “Panzer units one and two, I want you to move your walkers forward and engage the target, just walk them in, infantry support behind them. Do not fire first, only fire if the fellow becomes hostile, let’s make it quick and clean. It’ll be our first contact with anyone else from this big green furnace so let’s make a good impression” he said as he wiped another line of sweat off his brow.

The sound of the Panzer Zu Fuss’ heavy assault rifles being cocked was akin to an airhorn blowing in an echo chamber, the loud SHUK-CHING of the bolt being returned and a round being chambered in the big rifles caused the noise of the jungle to stop dead silent. Then, the big units began to trample forward, their metal frames ripping aside undergrowth that got in their way. Behind them walked Roberts and the rest of the supporting reconnaissance infantry, rifles held at a casual state of readiness as they prepared to meet their first local, and a member of one of the other colonization forces.

MEANWHILE, HQ-IDEC

Captain Saimann cursed softly as the LINK LOST screen appeared on his holo-link before his image dissipated as well. As he looked at his new clear glass table, he moved a small crystal paperweight to the left. On the table an image of the Imperial Dynasty high command appeared, on the screen sat the commission of External Affairs. “How will your man handle the contact Captain?” One of the commissioned said, “Madam commissioner, I must apologise, but as you may be aware we have lost communications with Sergeant Roberts” Saimann said, “however, I have every confidence in Roberts that he will act in the best interest of the Dynasty and will try for diplomatic relations with this member.”

“Excellent Captain, it would be good to maintain neutrality for the moment, your reinforcing engineer platoon is almost ready, as is the 27th Expeditionary Engineering Corps. Maintain your current stance, and get the rest of the facility ready for our forces” a gravelly male voice said. All of a sudden, a guard in the building of the commissioned stood to attention and barked “ALL RISE FOR HIS MAJESTY – THE EMPEROR!” The commissioned all rose slowly and lowered their gaze in respect, as too did Captain Saimann as the emperor walked into the room. “Relax ladies and gentlemen, here we are all equals, especially at such an important meeting”

The emperor sat at his chair and looked to Saimann, “I must apologise Captain, but I am very busy and must be brief. I have had report of your contact, well done Captain, and secondly, even I noticed the lack of effective communications. You have authority as the commanding officer on ground to use what means are necessary to maintain communications, and as such, security, of our new gains.” The emperor paused for a moment as he considered what he had said, “with the exception of requesting further armed assistance” he added.

Captain Saimann allowed a small smile, the grin contorted his burnt features into an even more hideous sight as he said “Thank you your majesty, I am humbled by your generosity and your recognition of my efforts. I will do my utmost to secure this facility”

“Captain, one more thing,” the emperor said, “I have had a look at your past profile, it says here that you were once part of the Black Death squadron, I hope this does not affect your performance in the field”

Captain Saimann’s grin faded as he took in what had just been said. The Black Death squadron had been the brainchild of Minister Rockmann, the last Minister of the country long replaced by the Imperial Dynasty, a fanatical tyrant by international opinion, Rockmann had been a firm believer in the superiority of his faith…

Nazism…

It was the job of the Black Death squadron to erase anyone who did not suit Rockmann's empire, and to actively 'retain' anyone who dissented. It had been during one such open air execution that Saimann had taken a firebomb across the side of his face, the sound of his own screams still haunted him, the sound of his reprisal – the open gunning down of another two hundred ‘dissidents’, helped him sleep…

“No sir, my personal beliefs are changed as one must to live in such a wonderful society your majesty” Captain Saimann said.

“Good man Captain… good to hear such loyalty” the look in the Emperor’s eyes stated another, more private opinion… “Continued luck with your efforts… captain” The Emperor shut off the link, still looking into Saimann’s eyes as he did so.

Saimann grimaced and brought up another image, “Sai… Saimann, what the hell!” the man was of similar age to the Captain, though he looked much livelier in his face than Saimann ever could again. Behind him was a flurry of activity, however, there was not a single engineering vehicle in sight. Instead, powerful weapons of war, more Panzer Zu Fuss units, combat tanks and even some combat aircraft, were being packed and loaded into even larger transport planes and ships.

“Gregor, the emperor is examining our personal records, if we are already getting that much attention, then it might be worth your while to get our men to hustle up before the rest of the armed forces realise what is happening”

The man called Gregor looked suspicious, “let me check…” he went off screen for a good twenty minutes before he returned and nodded in agreement, “I will speak the rest of the Squadron, we might have to move ahead with Operation Smokescreen after all”

Saimann nodded, “I’ll make the first moves now, best of all, we have the perfect adversary for our glorious empire right at my doorstep…”

Gregor nodded, “Do it…”



Above the planets surface, the small communications satellite sent out a number of encrypted databursts towards the ground, across the lands of the Imperial Dynasty, a even within a few places of RedTide2 and Mirkana, received signals returned to the satellite…

“For the glory of the Reich – the Black Reich” Saimann murmured.

SOMEWHERE WITHIN THE JUNGLES OF THE INCAN EMPIRE:

Corporal Mendez was considerably agitated, moments ago, a small message had come up on his screen direct from HQ-IDEC, brother Saimann’s face had appeared and simply stated “My brothers, sons of the glorious dream, our time is now, you know what must be done”, the clarity of the broadcast was amazing, but it was expected when such an important message was sent…

His group was currently in the centre of a small native village they had encountered, and only some kind of constant interference with the radio equipment had stopped their commanding NCO from transmitting their location, Mendez now assumed this ‘communications trouble’ was anything but natural, and smiled a little at the idea that this operation was all a big cover.

Quickly he gathered the men loyal to the cause, “brothers, the time is now” he said. The men were taken aback by this sudden change of events, though quickly and grimly, nodded in agreeance and began to make their moves…

When they did move, it was swift and sudden. First to go was the two loyalist PZF walkers, the PZF operator who was part of the Black Reich being remarkably proficient in PZF operations as his Panzer Zu Fuss spun about, unlocked its heavy assault rifle and proceeded to blast great holes into the sides of its companions. The first unit had a line of heavy calibre machine gun rounds stitched along its armoured chest up to the units head, whereupon the relatively light armour instantly gave way and subsequently became a sparking and crackling mess of coolant, wiring and frying circuitry.

The unit went beserk, its arms flailing everywhere until it ran into a local house, toppled over, and continued to gouge holes in the ground until the machine finally seized up a few hours later.

The other unit, its operator more aware by this time, almost put up a fight, but as it began to extract its long anti-tank rocket from its carrying slot on its back the other operator had his PZF race up beside it and kick it over. Standing above its fellow PZF unit like some big game hunter posing atop his stricken prey, the delight in the Black Reich operator could easily be translated through the PZF’s next actions. Bringing its big machine cannon up to the head of the machine, the PZF unit pressed the barrel against its former companions head and pulled the trigger. The big assault rifle bucked hard in the single hand grip, but at this distance whether the weapon bucked or not was merely academic concern. The explosions of the point blank heavy calibre machine gun ammunition ripped apart the side of the unit, the unit buckled from the damage and abruptly lay still, the light from its single working eyepiece slowly fading as the machine finally shut down for the last time.

The PZF operators were a little trickier to find, part of their training being to conceal themselves when action began so they could concentrate on effectively moving their walkers via their radio command links. Their deaths were suitably messy as the victorious PZF operator had the distinct honour of executing his former comrades… with his own PZF unit’s machine cannon.

As the PZF units engaged in their own slightly one sided affair the loyalists also faced their former Black Reich comrades. After the PZF unit engaged everyone had gone to ground and the air was filled with bullets as MP40 sub-machineguns and FG42 automatic rifles barked at one another. However, the telling numbers of Black Reich men, most of which were armed with the more capable FG42 rifles, made for a telling difference.

As Corporal Mendez went to execute his former senior NCO, the man asked “why?”
“Why?” Mendez retorted, he then proceeded to shoot the man. As his blood and brain matter began to pool around the exit wound in the back of his head, Mendez said “Because the Emperor is a weak fool, and you are as foolish for following him”. Mendez looked over the villagers who had not run away at the first sign of gunfire and aggression, “collect our dead and wounded”, he looked disdainfully at the dead NCO before him, “and remove this scum from view”.

Sweeping a hand at the villagers he added “destroy the village, eliminate the people. No survivors, no rumors to haunt us” he said.

As the PZF unit turned around and began gunning at the crowd, Mendez fastened on a flame-thrower projector from a dead soldier and began to torch buildings to the sound of shrieks and shouts of people being killed in a distinctly horrid fashion. He smiled… “just like the old days” he said.

OOC: This will be my last post regarding internal affairs… I am going to open a new thread regarding this war between the Neo-Nazi Black Reich and my Imperial forces once New Year’s passes. If anyone here, anyone who read this thread wishes to join, be my guest. This is after all meant to be for our Incan friends! :p

Saimann was pleased with his efforts, with the new Black Reich flag flying in place of the flag of the Imperial Dynasty, and the few loyalists that had managed to get within the corps sent to man the base facilities here in the new world, only the loyalists within the few reconnaissance parties had to be ‘removed’ from the scene. That was coming along nicely, with five of the seven recon platoons already claimining that they had suffered losses at the hands of direct aggression from both other external parties and the local residents.

Unfortunately for the locals, they had suffered considerably for their actions, as Saimann had seen when one of the better built buildings was ripped apart by a Black Reich PZF walker and was subsequently doused in flame by a flame-thrower equipped soldier Saimann knew.

‘Corporal’ Mendez, an ex-Dark Sabre Lieutenant of the Black Squadron, was performing in a fashion quite befitting of his nickname “Firelighter” What wasn’t expected however was the continued lack of report by two of the recon squads. Saimann presumed his men were suffering communications technicalities, even with the best transmitters it was possible the Electronic Warfare screen he’d built into their systems was not entirely safe from the EW static HQ-IDEC had been pumping out since it got here…

“Nevertheless, our revolution begins” Saimann said as he leaned back in his chair. Already, only hours after the call had been sent out he was receiving the replies; a distinct number of them coming from a trio of provinces within the Imperial Dynasty.

It did not surprise him in this regard, the empire was huge, absolutely enormous for the amount of people it had, and it had a varying number of environments. Chief among them, in regards to Black Reich influence, was the provinces of Inraksia, Carra-Neosis and Albrecht’s Plains. Two of them, Inraksia and Albrecht’s Plains, were semi-arid or desert-like, much akin to the bushland of Australia and the deserts of the same countries inner lands. It had been in the lands over the mountain ranges from Inraksia that the greatest final stand in history had occurred.

It was called “Rockmann’s legacy” or simply “The Wastelands” by the Imperial scum, but to those of the Black Reich it was the “Final Stand”; A veritable atomic and chemical wasteland – poisoned by the huge chemo-atomic final offensive of Rockmann’s forces in the dying days of his empire.

Albrecht's Plains was mostly supportive of the Black Reich due to its previous relations with the Rockmann empire, these people were actually under a blood oath to support Rockmann and his followers even after his death. This was because of actions Rockmann did to save these people from total annihilation in the face of an external threat many, many years ago.

Rockmann only did it of course because of the huge industrial and mining potential of the desert-like land...

The other area, Carra-Neosis, had been the birth place of the Old Empire, and was a veritable jungle. Tropical rainforests, island chains and the like had made it an attractive place to visit as a tourist. Only recently had any major interest been taken in the area by Imperial forces, as it was now supposedly the staging base for expeditions by the Imperial Dynasty Expeditionary Corps (IDEC). The true alligences of the populace however, were anything but Imperial. Already entire cities had joined the cause, as could be seen by three hundred thousand return signals in the relatively small coastal city of Norobosa.

It was in these three states that the revolution had lived on, been fostered, and slowly simmered away until today, when now, it would pounce upon the unsuspecting government of the Imperial Dynasty, and forge a burning new path for the Black Reich.

Needless to say, the sight and sound of the foreigners' infighting before they attacked a random village had seen to its clearing-out by then. The inhabitants had scattered into the unforgiving jungles, where they themselves, as acclimatised subjects of the empire, were less than entirely comfortable and confident. Still, it beat being burned in one's home.

The outbreak of fantastic violence had sent running others than the local villagers. Having traipsed miles across the empire, either blundering across difficult country or using widely active roads, the Imperial Dynasty's forces had picked up a handsome tail of more than a few scouts and warriors, none of whom showed any more desire to stay than had the villagers once fire-arms started to rattle like the arquebuses greatly exaggerated to them in childhood stories. However, chasqui amongst them had run with some purpose more direct than, "Oh *#%@, it's the end of the world, again!" and were carrying news to regional and imperial priests and army commanders, moving word through jungle and mountain alike at two hundred and fifty miles in a day.

A Spaniard on horseback couldn't keep pace with the dispersing shadows, and given the reliance on bridges of natural rope rather than steel and concrete, modern mechanisation only made today's visitors all the less able to pursue, without air power at least. Mendez's intention to destroy all witnesses was quite beyond his means to see-through, and within hours there would be every chance, if powerful men saw fit, of his being confronted by armies of thousands.

Meeting between Xihuitl and Quisquis Sinchi

The old man spoke, tipping his head up slightly and looking towards the Aztec, while his little granddaughter could be seen with wide eyes darting about as she searched for the source of the second alien voice, not understanding quite who had been talking to Xihuitl, nor why they sounded so strange. Quisquis Sinchi's assertion of the empire's official language as the local one was a half truth: there were local languages spoken here, but this place was close to Paucartambo, the state capital, in a neighbouring township to which he was community leader, and as such the tongue of the Inkas was in widespread use throughout the area, and it was used by the old minor noble and his immediate family.

"You do not look like a Spaniard, I think..." He added, speaking very heavily accented Spanish learned umpteenth-hand from C16th experience of the language, and keeping the girl close to him with a hand on her shoulder.

The scratchy voice from the CB continued to read on in Spanish, unaware of the first contact scenario occurring, “After making contact with their leaders, make an offer to help protect the people from the invasion.” Quickly, he pressed a button on the CB radio, signaling that he had made contact with a native. The static from the radio frequency fell silent, as the channel was closed.

Relieved that he found a common language between the old man and himself, he responded slowly, “No, I’m an Aztec. I come from Aztlán (OOC: Aztec National League), a large nation slightly north of your people. I’m Xihuitl Ixtacin, my people have sent me to find the natives of this region and warn them of an invasion from foreigners and offer friendship and protection.”

“Sir,” said Dr. Wellington in his usual Cockney accent, “The AIA reports that we’ve made contact with a local in Peru. Spy satellite data indicates that he is close to a major town of some sort…”

Like most people in the government, he had served during the Revolution of 1994 – as a matter of fact, was the leader of one of the factions. Not much bothered him, however, now, he was obviously upset. “Premier, the situation is getting worse. We just received images from one of our AZ-25s that some military forces are engaging in genocidal activities.”

Coyotepec sat back, knowing what the real Premier and most of the people wanted. Through the media, the government purposely leaked the situation in Peru and the possibility of the Aztec people’s long lost cousins being contacted again. Although the ANL was home to many different ethnic groups, nearly 82% of the populace supported getting involved with this situation. The rumors of genocide that can spread like wild fire could only bolster support.

The acting Premier turned to his Minister of War and said “Get four battle capable fleets ready. Have transports and freighters ready to transport troop regiments.” He then turned to Dr. Wellington, “Well, Darius, start writing a speech, because we are about to intervene.”

Dr. Wellington sighed, “We haven’t yet gone through the legislative bodies…”

The Vice-Premier was familiar with the legislative bodies, like most modern governments, the Vice-Premier was given the task of leading the legislature. “I can guarantee you that we’ll have enough support, if not from the legislatures, the people”

Margaret Delray, the Kahanistanian Minister of Foreign Affairs, sat at her desk perusing a file given to her by Kahanistan Intelligence.

"Incas?" she asked. "I thought they were wiped out centuries ago."

"Not at all," said her aide. "And the beauty of it is, they're as technologically backward as they were five hundred years ago. They'll be easy pickings for us."

"No, they won't," Delray snapped. "We're not Nazis, we don't go around taking other people's land because we need Lebensraum.* But you're right, they are pretty backward. This says they don't even have electricity or anything resembling a modern nation, except MAYBE guns built off of old Spanish designs, and we don't even know about that."

"That's right, even as an occupied people they would enjoy a better standard of living than they do now."

"Cut it," said Delray crossly. "I'll contact their government myself, I speak Spanish, it's the only western language any of these people would have heard. I'll get General Valens to approve the shipment of 100,000 Land Warrior (http://www.fas.org/man/dod-101/sys/land/land-warrior.htm) suits, good thing we bought such a surplus from DMG. Like you said, these guys will be easy pickings for the next imperialist regime to come down the pike."

A week later, General Valens, the Minister of Defense, approved the transfer of 100,000 Land Warrior suits to the Tahuantinsuyu Empire. The suits, as well as Minister Delray and the educators, scientists, engineers, etc. from Kahanistan, would leave the next day, arriving in three days. When they arrived, Minister Delray and her escort would speak to the Inka about the dangers outside their borders.

In her office, preparing to leave, Minister Delray was filling her luggage and speaking to an aide.

"What exactly is your intention with these people, Minister?"

"I'll try to modernize the... what did you say these people called themselves again? Toowanton Sueyu?"

"Tahuantinsuyu. These people could be dangerous..."

"I know. But these people have no idea of the dangers outside their borders..."

Quisquis Sinchi was understandably cautious when it came to accepting the stranger's words, but as soon as he got back to his aylu there would at least be some weight added to them. While he'd been out investigating the cause of his grandchildren's upset, a chasqui had arrived with quipu for Quisquis to decipher.

"You have found them." said the old man, shaking back some of his long hair, "Indeed, you have somehow penetrated the outer defences of no less than Tahuantinsuyu."

At this point he bent down and whispered to his granddaughter in Quechua, sending her scampering back the way they'd all come. He shortly directed his attention back to Xihuitl.

Quisquis was not very much inclined to believe that the empire needed protection, understanding it to be stronger than ever, and aware of the lies and missed guesses associated with Pizarro and his contemporaries in their efforts against the empire he was hardly more believing in talk of friendship, but this was not for him to decide. He invited the Aztec to follow him back to the village and, perhaps, on to Paucartambo.

By then the young girl would have passed on his words to the chasquis and the state capital would, if the Apu had no reason to order otherwise, be up in arms to await their coming.

In response to the odder, Xihuitl said, “Yes, thank you very much, it’s important to both your nation and my nation that your leaders learn of this invasion.”

The Acting Premier sat at his desk, looking over pages of proposed legislation and reports on issues in the country. It was late in the night, and like Premier Quetzalcoatl Nochtli, who was recuperating in a hospital from a recent assassination attempt, Coyotepec Xoxoictic had spent all day working, fulfilling the position of national leader.

The Minister of War walked into the office, report in his hand. “So, how was your first day?” He asked, jokingly.

Apparently frustrated, the Vice-Premier responded without looking up, “I can’t imagine how he does with a wife and a baby son.”

“Agreed. Down to business, we have four fleets set up, battleships, carriers and heavy cruisers; even the new Excelsior class heavy battle cruiser is involved. In addition, our Typhoon-II subs already stationed in the area can rendezvous with our fleets.”

“Good, good, glad to hear we’re ready. The Ministry of Intelligence has informed me that our agent has made contact with the natives.”

The Minister of War leaned back, “Even better. We’ll start at your command.” After a few moments of silence, Coyotepec picked up a piece of paper, “It looks like the legislature agrees that we should get involved…so, let’s begin.”

“You know, before any major conflict, Quetzalcoatl would gaze out the window for a while, just thinking. I notice you don’t…”

“Well, I’m not Quetzalcoatl…”

“Just pointing out a difference.”

In Arn-Maciska, a plain brown envelope, without return address, arrived on the desk of the ANL Ambassador. Inside were several sheets of paper, with the seal of the Ministry of External Affairs at the top. Some sections had been clipped out, but there are several paragraphs remaining.

[Previous sections missing] located some distance from South America, so that significant time delays affect their response; our agents in [section missing] have reported no unusual developments, and we have no reason to believe that the Red Tideans are going to re-inforce their military presence in the immediate future. The [section missing] ,and there has been unusual activity in Kahanistan. This development is under continuing investigation, and[section missing]

There has been structural destruction inflicted by military forces identified as belonging to a nation called "The Imperial Forces". There are indications of infighting among the troops deployed in that area; we have reason to believe that the central government no longer maintains control over its armed forces. [section missing] and at this rate, the rogue forces shall pose a significant threat to the safety of the native peoples, especially if they introduce pathogenic agents to the area [section missing]

The Imperial Position
At present there has been no request for aid or assistance from any of the groups involved, though, as we have already noted, the indigenous peoples are at present incapable of doing so; intelligence indicates that preliminary contact has been made by several factions, [section missing] no plans to deploy personnel for such purposes at present.

The remainder of documents are lists of numbers, military hardware, and percentages; the ANL military attaché would instantly recognise that it's a force depletion estimate for a small Imperial peacekeeping force of about 600 men deployed to South America, in support of a larger force. One page is a budget estimate for providing support to the larger force.

There's also a scrap of paper in the bottom, a clipping from the Arn-Maciska Times which reads;

It was time for another speech regarding a important policy issue. It was official, the ANL was throwing its proverbial hat into the ring.

“People of Aztlán, comrades and friends and people around the world, the time has come to stand up against imperialism. Nations are beginning to invade unclaimed lands near our border, which is alarming enough. However, even more alarming is the irrefutable proof of genocide of the Inkan people in the unorganized lands. Such actions are not only a threat to our own people, but our blood cousins in the troubled lands. We can not stand still over such actions and be at the vanguard of our cousins’ defense.

The Tlatocayotl Tlactli (the High Soviet Senate) has approved that we take action in the troubled lands. The time for action is now, for it is not morally or ethically just should such genocide take place near our borders. While the Aztec National League will hold off on declaring war on any nation, we are currently positioning our fleets and soon enough, our troops to defend the people.

By the time of Kahanistani arrivals at the gates of the empire everyone within was at least loosely aware of the deluge of foreign interest in Tahuantinsuyu. Regional and city officials were in fact quite well informed, and Spanish-speakers, precious few though they were, found themselves called away from their business and in some cases out of retirement and sent to the for quarters of the empire in anticipation of further contacts.

So far as Cusco was aware, the outside world fell into two categories: jungle savages, and the Spanish.

This meant serious danger for all involved, since the violent actions of the Imperial Dynasty's rogues were being interperated by the Sapa Inka as representative of the intent of all the concurrent expeditions into Tahuantinsuyu. The Inkas armies were mobilising hundreds of thousands of men across the quarters and marching them based on intelligence carried by the chasquis and with the fuel of desiccated meat and potatoes kept at countless storehouses across the empire's road network.

Qontisuyu, the southwestern quarter

Kahanistani arrivals were met much more promptly and directly than those that came before, with a small war party assembled with spears, maces, and slings and a hopelessly frail old Spanish-speaker carried on a plain litter since he was too ancient to keep pace on his own power. The party did not try to engage the new arrivals with violence right away, but were clearly in a fighting disposition and very cautious.

*I thought that I ought to spread people out a bit, and since nobody has really specified where they've approached the empire, I assumed the Aztecs coming from the north, TID has referenced jungle and the Aztecs so they're also put in the north, leaving Kahanistan a little further south, where in some ways the civilisation is a little more visible than in the jungles. Arriving at Qontisuyu the Kahanistanis may still be quite central, just slightly off set to the south.*

Paucartambo, Antisuyu

If the soldiers from the Imprial Dynasty wanted to meet the Aztec, they would have to come here, to the capital of Antisuyu, which, over recent centuries, had developed into a significant fortress with high walls several feet thick and dozens high built into natural defences in the high mountains that climbed out of the jungle.

Paucartambo was an unusual state capital, being tens of miles from Cusco where others were just a few miles from the centre of the empire. It was a part of the changes that took place after the european invasions, and one of several major fortified cities protecting a part of the empire that had never fully been conquered by the Inka, but consumed anyway. Different today than in the days of the Conquistadores, Tahuantinsuyu was far more cohesive after narrowly surviving the trials and divisions of the past and having lived in relative harmony for many generations before today.

Xihuitl was taken up several thousand feet into the sky where the heat of the jungle blew away and the once heavy air started to thin. He was walked across a bridge over the Paucartambo river and into what was a very close city, that is to say it was crowded, its streets narrow and its shape strange and according to the shape of the land to which it clung. The defences dictated much, and people seemed to climb as much as walk around the place.

The Aztec was kept in the company of Quisquis Sinchi and always in sight of at least one armed man in the black and white chequered tunic of the army, with their red triangle top piece and distinctive regional headbands. It was not long before Xihuitl was introduced to a General Chalcuchima. This impressive man, with a savage gleam in his eyes, was educated from childhood in the arts of war and politics and had proven himself sharp and uncompromising of mind and a champion wrestler and hunter, and had finally become an army general late in the rule of Guacamaya Inka Tupac, and, loyal to Pachacutec, he positioned himself wisely to become one of the four Apus, ruling Antisuyu for Pachacutec before that man was even confirmed as Sapa Inka.

In short, this Anti, a jungle savage by genetic inheritance, was one of the elite, perhaps amongst half a dozen of the most powerful individuals in Tahuantinsuyu, or certainly at least in the empire's top ten personalities. His province wasn't the largest but his personal closeness to the Sapa Inka along with Antisuyu's tribute of gold and silver, useful hardwoods, widely demanded dyes, and jungle-reared cotton made it disproportionately influential. It now seemed more significant that Chalcuchima's province afforded him some of the empire's most savage, frightening, and skilled warriors, who combined with imperial bronze and other weapons the use of infamously effective poisons to produce a formidable barrier to open opposition to the will of the Apu and the Sapa Inka.

Quisquis Sinchi indicated to the Aztec that he would attempt to act as a conduit for communication between he and the Apu, and had already informed him of the man's importance and reputation.

Paucartambo, Antisuyu…

The air was indeed thinner here, a stark comparison to the jungles below. It was like the weather in Aztlán, the capital was upon high mountainous terrain, while much of the country was lush rainforest or desert. Through careful planning and government regulation, the environment had been largely preserved, though much of the older buildings currently lie in the shadows of tall, icy modern buildings. Paucartambo was indeed an impressive place. It was hard to imagine how such a large culture could thrive with out much in the way of “modern” technology; or at least modern to the rest of the world; and little outside contact.

Xihuitl made eye contact with the Apu. His importance could be felt even if the Quisquis forewent telling him of the man’s importance. With as much dignity he could muster, the young Commander Xihtuil Iztacin was a bit nervous.

Unaware of how to address the Apu, he started in how he was trained to when talking to a superior,

“My Lord, my name is Xihuitl Iztacin. I come from the nation of Aztlán, a little north from your empire. My people have sent me to warn your government of a large invasion force beginning to invade your lands along the coast. They have little respect for the land or your people, as they are destroying the forests and killing the innocent. However, these invading armies have weaponry far superior to the Empire’s.

Since these invaders represent a serious threat to our own empire, the Aztec people are willing to send their warriors, such as myself, to fight alongside with your warriors to defend your honorable empire; in short, an alliance. If your government is willing to go into such an endeavor, Aztlán will give you and help you use the technology to stop most diseases and modern communications systems. In addition, Aztlán will make sure that your empire’s national sovereignty is protected and never threatened by foreign invaders.”

Realizing it would be hard for the Apu, most likely a strong believer in the empire and the strength of his armies, to believe what he was saying, Xihuitl added, “I have maps with me of enemy locations – they’re in my bag. Although these are a few days out of date, I can certainly get new ones within a day.”

He pulled off the backpack and unzipped it slowly, trying to appear as least threatening as possible. Although very skilled at fighting and being undiplomatic, Xihuitl could be a diplomat and a spy when needed, making him a favorite in the military, intelligence agencies and even the Premier of the ANL. He then dug his hand into one of the protected pockets and pulled out folded colored maps – satellite imagery of invading troop movements. Of course, these maps were from the beginning of the invasion, the hostiles were in much deeper than what was shown on the map.

Mendez swore loudly…

The jungle, the very same jungle that had been such an annoyance for his men had been the lifesaver for many of the Incans that had been in the village, and though he had managed to have a number of the people shot even as they ran a number had still managed to melt into the green hell that they were currently moving through.

“Why the hell didn’t the recon group call in?” he growled as they moved on, one of the missing teams had called in a few days later, technical issues with their radio making it impossible to send a signal. However, one other (commanded by none other than Sergeant Roberts) had yet to return any calls.

As they walked on, behind them came a small train of captured natives following behind the Panzer Zu Fuss unit. They would make excellent camp labour, being used to harsh conditions and all as they were. Mendez looked at them, a small child looked up at him, arms bound in manacles simply too big for him to carry, Mendez snarled and the child quickly looked down “native scum” he muttered.

Unknown to Mendez, or anyone for that matter, the recon team was indeed alive, and it was doing its best to ‘get the hell out of dodge’…



SERGEANT ROBERTS

“It seems they’re still leading him to where-ever it is they call home” Roberts said, as he went to get up he winced openly, a large hole in his leg testimony to the vicious firefight that (somehow) had escaped the ears of those present. He came over to their new radio operator, “Porter, what do they say over the network?”
“They’re still looking for us Sergeant, they think we’re suffering radio technicalities, but they’re getting awfully suspicious”

Sergeant Roberts looked at his team, or at least the remnants of it. Only a few men had been lucky enough to be unwounded in the lethal exchange between them and their traitorous brethren, and of them, fewer still had stayed healthy as men began to succumb from heat stroke in the oppressive humidity and wounds began to fester in the sickly heat. The only medical supplies were being strictly rationed, and food was whatever was left in each mans kit, equally rationed if not stricter than medical supplies. Their only working mechanised infantry walker had long since developed a further fault with its damaged leg and hip servos, and the heavy calibre shells it had taken had caused considerable damage elsewhere as well.

“We need help, we need there help” he said, pointing to the man in the battle uniform talking to the old wise-man. “Cover me men, and if anything goes wrong, pull back, make your way to the coast and follow it out of this green hell” Roberts said, he looked at the men beside him and said “Regardless of what happens, I am honoured to work with such stoic members of our glorious Dynasty. One purpose”
“Our purpose!” the glorious cry of the Imperial Dynasty came as a hushed whisper, though a few of the men nodded in acknowledgment, showing how these men felt in their own way.

Then, with his hands above his head and his rifle slung over his shoulder Roberts began to hobble out of the jungle.

Looking back at his men, he could see the mixture of hope and abject fear in their faces, hope of escape, and fear of failure. His view shifted to the coast where they had been walking, and his face crumpled into a vicious snarl, once they got back to the Empire the Emperor himself would hear of this treachery, and Roberts would personally ask to be in the forefront of the campaign against the treacherous Black Reich.

Genocide, treachery and murder were not the way of the Imperial Dynasty, they were the way of the past…

But war – war was perfectly acceptable.

Minister Delray greeted the old Spanish speaking man, her only communication with the Tahuantinsuyu people. Despite being faced by hostile-looking men with maces and spears, she had no fear, as she was accompanied by Kahanistan Republic Guards, men and women in NBC gear (standard operating procedure, even with little or no threat of WMD attack, besides, they protected from the dangerous tropical bugs) and full body armor, armed with M-16's. She had only six guards for this meeting.

The Minister of Foreign Affairs of Kahanistan was a woman in her early 40's, about 5'4" or 163 cm, with light red hair and a somewhat freckled face. She wore body armor under her business suit, and looked bulkier than normal. She was not pretty, but she appeared quite friendly. Finally, she spoke, in Spanish.*

"I am the Kahanistan Minister of Foreign Affairs, Margaret Delray. I am here because other nations have discovered your people, which they thought scattered across the lands centuries ago, still exist much as they did ages ago, with minimal technological advancement. My government is afraid that other nations may try to take your land as the Spanish did five hundred years ago. We have brought weapons that can protect you, technologies to improve the way you live, vehicles that can take you places many times faster than you can walk."

Neither Quisquis nor Chalcuchima once it was translated for him really understood very much of what Xihuitl was telling them. Terms like, "modern communications systems" were probably mistranslated anyway.

But that was nothing compared to the presentation of maps. Neither man understood the term, but the Apu was visibibly quite interested in the pictures. Quisquis tried to catch a glimpse without intruding on the noble's interest, but he couldn't understand what the images represented.

Chalcuchima studied the maps for a long time, in silence. At first he did not understand any more than had old Quisquis. It was probably no easier for a modern man like Xihuitl to appreciate how strange could be a simple map than it was for the Antis to appreciate that this was a representation of the world as only a bird could see it. The inclusion of ocean space only made it more confusing, as Chalcuchima had never been to the Pacific coast, and had never seen the ocean. Like most in Tahuantinsuyu, he was quite without interest in the sea, had no thought of maritime affairs, and he didn't appreciate the Aztec's implication when he said that invading armies were landing at the coast. The General assumed that this meant an invasion over land striking at Chinchaysuyu, the state to his west, which lay on the coast.

That would mean probably a Spanish prince in dominion over the land Xihuitl would call Colombia, with this Aztec kingdom lying on the other side of it. Perhaps Aztlán was genuine in seeking alliance, for strategic reasons, and did not as he initially expected wish to send troops to invade under the pretext of aid as had happened to his ancestors mistakenly greeting a saviour in Pizarro.

Quite suddenly the Apu's intense eyes grew wide with revelation. He was not a military general by chance but by tactical and strategic awareness (and as well physical supremacy over most of his peers), and was not governor of a large and varied state by birthright but great aptitude and quickness of learning (in addition to his well chosen social alliances). Somehow, it was impossible to say by what trigger, he had been able to grasp at least a partial understanding of what these images represented, and he looked up to the sky, his eyes darting around for a moment as if scanning for a bird or something of the sort, before he looked back down at the maps.

The skilled General saw these pages as a threat, he growled in Quechua [and Spanish], "These [maps] are the keys to whatever they depict! Do any exist in representation of Antisuyu? Tahuantinsuyu? We must have them! No-one else must be allowed to possess the keys to our gates!"

An increasingly nervous Quisquis Sinchi tried quietly to translate for the Aztec's benefit. It would likely be evident that the Apu was unsure that the maps actually did depict Incan territory, and further that he didn't yet understand that maps could be so easily reproduced. To him they were grand espionage that could dictate the preparation of a military campaign in the area they depicted, and he assumed that either these were the only examples in the world or that perhaps one existed for every piece of land... and he didn't want anyone else to have those that showed his land.

By now the Apu was calling for his favourite Quipucamayoc, usually considered an accountant but significantly one with a knowledge of the Quipus, and for a Chasqui, who would bear whatever message he had the Quipucamayoc tie into the Quipu ropes. General Chalcuchima was ordering details of the meeting sent to Cusco post-haste.

All around, Xihuitl Iztacin could see warriors assembling, running by in the narrow streets, taking up arms. Chalcuchima's officers were preparing a traditional Incan army in response to Mendez's shootings at the near by village.

Sergeant Roberts, meanwhile, received a traditional Antian greeting. Trying to catch the Aztec and his newly made contacts as they headed away to Paucartambo, it was not long before something stung his neck. He might have been tempted to swat a fly that bit him. But he probably hadn't time before it went black, for he'd caught the professional interest of an Anti hunter-cum-warrior armed with a blow gun and poison dart.

Fortunately for the Sergeant, this was not intended as a fatal attack, though it did bring on temporary paralysis and might even do much to numb the pain in his previous wounds.

The stalking hunters had intended that Roberts be struck once out of view of his men, for he would have to go far after the Aztec was lead away at a healthy man's walking speed and was now miles away up in the mountains at the regional capital, but even so they did not come immediately from their own expertly chosen cover before waiting to see if the other strangers were following their Sergeant.

It seemed fairly obvious that the situation wasn’t going as smooth as he had wished. Indeed, it was fairly obvious that the Apu was concerned about the maps. How the hell could this be explained? It would be nearly impossible for Xihuitl to concoct some supernatural story about mythical beings who delivered the maps. However, to tell the Apu about computers, satellite imagery and the plethora of concepts surrounding modern technology would be equally, if not even more futile.

“These maps represent Tahuantinsuyu (guessing that was the name of the Empire as a whole) and surrounding lands and waters. The armies depicted on here are not ours, but the invaders – the Generals of my empire noticed that these people were landing on the shores around and in Tahuantinsuyu.”

Then, he realized what he needed to relate this to: the Spanish. Indeed, the invading group was a mixture of races, using the Spanish as a point of reference would be most effective. “When our scouts found out about this invasion, we feared the Spaniards returned in their vile attempts to take over our lands. We wanted only to have our cousins as allies to ward off the threat.”

Although saying this in much confidence, Xihuitl had his thumb discreetly placed on the CB radio’s silent distress signal, should the meeting be a disaster. Indeed, he had noticed the gathering of troops. Although the weaponry was ancient by modern standards, it reminded him of the many times he was put on the front lines.

Some of Delray's introduction went over the heads of the the greeters, who didn't quite know what a minister of foreign affairs might be, though it was taken to be a title of some official significance. Minimal technological advancement was also a term that seemed out of context.

One problem was that the empire didn't really feel threatened in the way that all of these foreigners seemed to think it ought. The Imperial Dynasty's rebels were hardly minutes away from facing more armed men than they had bullets, and as yet no battle had been joined. There was certainly no real appreciation of the difference between an arquebus and a machinegun, or an aircraft carrier and a wooden galeon.

Even though its main material contributions to the imperial economy were fish and seaweed, Qontisuyu did not feel as if it required gifts or aid, being in the main quite wealthy like the three other states. The Kahanistanis would probably have a hard time getting through to the people of the empire, but, none the less, they were invited to march with the greeting party back to Paccari-tampu, the regional capital, a city in part of windowless caves cut into the harsh highlands less than ten miles to the southwest of Cusco itself.

As with anywhere foreigners were brought in the modern empire, the situation would be one presided over by thousands of armed warriors, likely concealed and ready to pounce in prevention of the sort of murderous double-cross carried out so often by the Spaniards so long ago.

Indeed, at this moment, the people of Qontisuyu still believed, as their Sapa Inka, that the Kahanistanis were Spaniards.

At Paccari-tampu, Minister Delray was handed a large globe by one of her aides. She pointed out the Tahuantinsuyu Empire's location on it, and then to the location of her own country, in a region she called the Middle East.

"This is where I and my people come from," she said.

She pointed to Spain on her globe. "This is where the Spaniard imperialists came from 500 years ago. While your nation isolated itself from the world, the rest of the world developed better technology, weapons, transportation..."

She motioned to one of her guards. He handed the Minister an M-16. She gave it to the man she assumed was the Sapa Inka. "This weapon is an example of the superior technological advancement that the rest of the world has made. They may conquer you far more easily than the Spaniards could 500 years ago. To protect yourselves we brought these weapons, we would train your forces with them."

Minister Delray would have offered a demonstration of the weapon's firepower, but she was reluctant to scare the people she was sent to help. She and most of her people knew of the old betrayal of Tahuantinsuyu by the imperialists who had claimed to be friends at first, through history books. She hoped that it would not prejudice the people against her or her aides. While they could defend themselves and escape if necessary, her troops firing on natives would NOT go over very well with her government or the people.

The man standing before Delray at the Qontisuyu regional capital was, though not the Sapa Inka, important as one of the four Apus, a state governor in a country of just four states. Sinchi Yupanqui was his name, and though he sat in governance over a whole province with two and a half thousand high level, one might call them civil servants, directly responsible to him, Yupanqui had not quite the presence of Chalcuchima, the civilised savage Apu of Antisuyu.

When handed the assault rifle, the Apu took it by the forward furniture and the exposed barrel in a grip suitable for the wielding of an axe. He examined the weapon, curiously tapping at the furniture, and then grasped the barrel briefly between his teeth. Next he raised the rifle up and placed the butt on top of his shoulder, and appeared to be aiming it as if he did actually appreciate that it was a firearm though not quite how it worked or should be operated.

The globe had inspired less lasting interest. Yupanqui did reach out to touch it, but had turned it so that the middle of Tahuantinsuyu, the area he judged to be in representation of Cusco, sat directly at the top of the globe, saying, "You have it fixed the wrong way up". This was the best way he could see to represent the imperial capital as the naval of the world.

Yupanqui was in the middle of telling Delray and the Kahanistanis that the empire wasn't interested when a priest approached him to pass on word arrived with a messenger. Someone was coming.

The heavily defended road leading up to Paccari-tampu began to fill with the vanguard of a substantial procession. Soldiers just kept coming by the hundred, perhaps thousand. They all were dressed in full uniform of the soldier class and most had decorated shields and protective bronze helms in addition to multiple weapons for ranged and hand-to-hand fighting. After several hundred had entered the fortified city a group of differently attired people, priests and the like, came into view. Amongst them were bearers of a breathtaking gold litter that must have weighed hundreds of pounds. It seemed a wonder that the poles could support it. Seated on it, above the heads of his escorts, dressed in quite possibly the most elaborate and finely crafted fabrics ever seen on earth, was none other than the Sapa Inka, Pachacutec, fresh from the ceremonies in Cusco that confirmed him as the new master of the ancient empire.

After some over the top ceremony in his introduction, Pachacutec, a younger man than any of his Apus, approached the foreigners, guards watching intently, bows strung and slings loaded.

He was caught-up on discussions thus far, and soon came forward to address the Minister.

"Yours is not the only learning to have advanced since the days of my honoured ancestor Inti Cusi Huallpa Huáscar and the Spanish expeditions." He'd said.

"Today our soldiers wear bronze to protect them as they have long weilded it to fight. We have cultivated new types of maize and potato, our llamas wear finer coats and our guineapigs grow fatter. New buildings, entire cities, have been raised up, fortifications are more widespread and new settlements are all built with an eye to our ample natural defences. Poisons from the Amazonian fringe of Antisuyu are brewed for war and can kill instantly a Spanish soldier merely by grazing his cheek or striking an unarmoured limb. Our mines go deeper and our walls reach higher."

The Inka paused, his barrel chest expanding and retracting slowly as he breathed the clean air of his empire. At times he seemed almost to be posing, turning up his chin slightly to show-off his strong features. He didn't really look like the product of centuries long inbreeding, though perhaps that only his paternal line was so inbred had something to do with it, and the controversial creation of him as Sapa Inka would prove to be wise for the infusion of new blood he brought from the maternal line of his father's secondary (non-sibling) Coya (wife).

"But, if you have really such learning of weapons as the Conquistadores" that last word he used with a smug scorn that did not much fade after five centuries since the tide of conquest was reversed, "and of the means to walk the ocean, you will tell us something. We, as you can see, have mastry of gold, of silver, of tin, copper, and of bronze. So, it is not from lack of skill that we lack the mastery of iron and steel... if you are come as friends with different learning" he said different in reference to an opinion, shared with most of his people, that the outsiders all lacked much, such as skill in fabrics, masonry (owing to the collapse of what few Spanish structures were built, while older native buildings lasted to now), junglecraft, and athleticism, and had an ugly sense in dress and ceremony, "tell us, where do we find the ores, how do we work the metals to make such as this?"

With that, from the litter on which he stood, Pachacutec drew a blade and held it upright before him. It was a double-edged sword with a sharp point, almost three and a half feet long in all, forged of Spanish steel, it was possibly the last surviving relic of the bad times. It was the very blade taken from the beaten person of Francisco Pizarro before he was thrown to his death from a clifftop.

Yes, the Empire wanted new technology after all. It was desperately seeking steel. Surprisingly enough, even within yards of the Inka as he gave his speech and in the direct line of sight of the Kahanistanis, where masons worked on new interior defences by shaping great boulders by banging them with rocks, were piles of the tools they used, including heavy, smooth blackish stones found to be perfect for the task. They were iron-rich rocks such as one could hardly move without tripping over in parts of the empire, but nobody had realised that it was from them that the Spanish sourced their weapons and armour.

Minister Delray was not a geologist, her background did not tell her anything about rocks besides the geology class she'd had over 20 years earlier, and she noticed little while talking to the Apu. But one of her aides noticed that these heavy rocks looked like iron ore and groaned. These guys have been using metal for centuries in the form of copper and tin and bronze... and they never realized that the funny black rocks that are all over the place here are iron, the source of Spanish armor and our own weapons?

"Iron comes from certain rocks that are found in the ground..." said the Minister. The aide picked up one of the rocks and nodded to her.

She took a look at the rock the aide showed her. "This... this is iron ore," she agreed. Better not make them feel stupid. "The hard rocks your people use to shape boulders... these rocks are what Spanish armor is made from. But today we have weapons that can penetrate Spanish armor at thousands of paces."

While another aide took notes in preparation for later negotiations to open an iron working facility in the near future which would supply Tahuantinsuyu with all of its iron needs, Minister Delray was trying to figure out how to show the Apu that Spanish armor would not protect them against the weapons of modern imperialists and decided she would need to demonstrate the effects of an M-16. Once they've seen this and we've built the iron plant, they can make all the M-16's they like.

Another guard handed her a weapon. She motioned toward a large log, and asked her aide to bring it to her. She was going to demonstrate the effects of thirty rounds of high-velocity 5.56mm ammunition on it. "You guys might want to cover your ears, this weapon makes a lot of noise, but I have to show what it's capable of, and even the heaviest of old Spanish armor cannot stand up to it."

She took aim at the log and allowed the surrounding people time to cover their ears...

If it were a Macisikani envoy who sat in the place of the Kahanistani minister, his or her face would have gone carefully blank, while his tone carefully neutral. Inside, he or she would have been laughing hysterically at the Sapa Inka's statements; with nearly half their population living off-world, the Imperials were rarely impressed by less advanced cultures' material achievements these days. On the other hand, the Imperials were careful not to let such sentiments show; it would have been undiplomatic, but more importantly, it would have been rude. In any case, the Imperials would have been impressed at the coherence of the Inca Empire, reliant as it was on bronze age technology.

In distant Arn-Maciska the Civil Service was rapidly sliding the Inca situation down the list of priorities; their masters were now heavily involved in regional concerns, and no longer considered the matter important.

With a lack of contact from any party concerned, such as the ANL, the Civil Service was forming the same opinion.

Of course, they were still watching; they were always watching.

In Tenochiltilán…

The acting Premier, Vice Premier Coyotepec Xoxoctic knew it was only a matter of time before he was regulated back to his old position. However, much could happen in that short period of time. For a long while, the ANL didn’t know how to deal with the other nations involved, particularly Macisikan. While on friendly terms, they weren’t strong allies or bound by military treaty. Indeed, the governments of both nations had recently approved treaties and are in process of discussing a few more, the USRANL didn’t want to potentially cause conflict.

However, they had been indeed quiet over this issue, typical Macisikani policy. Involved but staying above the fray. Deciding something had to be done; the Vice Premier picked up the phone and called the Foreign Affairs Minister.

“Hello, can I speak to Wellington?” Asked Coyotepec.

“Sorry, sir.” A relatively unfamiliar voice said, “Dr. Wellington had to leave the office temporarily, but, as his assistant, I can help you out.”

Coyotepec then remembered his name, “Oh, Dr. Thompson, Robert Thompson. Alright, I need to know, have all of our embassy transmitted their status reports?”

Thompson responded, “Indeed, we have all of them. We checked them out, nothing was out of the ordinary or confidential, just media reports and local government happenings.”

Relieved, the Vice Premier continued “Good, good, now, can you pull the report for the United Imperial Kingdoms of Macisikan? I want to know how they feel about us in terms of Project Curtain.”

“Ah, ok.” Said Thompson. “Well, I’ll get back to you shortly then.”

Coyotepec picked up the telephone and saw on the caller ID that it was Robert Thompson, “So what’s going on?”

“Good news, Coyotepec. It appears that they’re taking a friendly stance on our involvement.”

Happy, Coyotepec said, “Great, I’ll write a communiqué right away, be ready to transmit it in 20 minutes to our friend, Lady Valdir.”

The situation in South America has been heating up quite a bit, hasn’t it? The USRANL is no different than the other parties involved, as we have intentions to help develop the native empire in the region, the Incas and develop political and economic relationships with them. However, because of the threats of foreign invasion, this has been complicated somewhat.

We will respect the Macisikani policy of neutrality. However, we would greatly appreciate if Macisikan would be willing to help us in terms of helping develop the economic and infrastructural systems in the region. Our goal is not imperialistic in nature, we have no intentions of taking over the native’s empire in any way, shape or forum. Rather, we want to help develop them so they may be able to be a sovereign nation capable of defending themselves from possible attack. We should also note that the areas that are being invaded are alarmingly close to our own territory. We haven’t been contacted by the invading forces, which has left us concerned.

Again we will respect your government’s neutrality policy. However, multilateral cooperation is a key for success in situations like these.

The room was full of dangerously comfortable couches, chairs; several people, dressed in the attire of the British upper class of the early 1900's were currently occupying them.
"What do you make of it?" the speaker was Lady Valdir, lounging on a comfortable sofa.
"Quite friendly..." muttered another woman, First Minister Elgiva deMa'iska, who was stretched out on another sofa, eyes closed.
"Overly familiar to my mind," this voice belonged to Louis Si'Anak, the Lord Chancellor of the Privy Council. "They're acting like we're long-term bosom buddies," he added, walking over to a sideboard and pouring himself a drink. "Brandy anyone?" he waved the decanter around.
"Can I get a Scotch down here Louis?" that voice belonged to a young man lying on the floor, dressed in a black military uniform, with red piping on seams and cuffs. He was watched with fond amusement by a heavily pregnant young lady, the only one in the room actually sitting in a real chair. She held a cup of tea in one hand.
"They can't be faulted for that," she said in a musical tone, "They're, well, trying to get on our good side."
"Perhaps a little unorthodox..." mused the horizontal youth.
"Well, they have our attention," Si'Anak commented, handing the young man his drink, before settling onto another couch.
"If little else," said an elderly woman, clad in the robes of a Judge; Marie deIntan, the highest judge in the land, strolling over to replace Si'Anak at the sideboard; she began hunting among the bottles and decanters.
"So what are we to do?" yawned Valdir. The couch was very comfortable.
"Several things," said a voice from amongst the bottles; deIntan was clearly having trouble finding what she was searching for. "Where the blazes is it?" she muttered.
"We can say yes, we can say no, we can give a limited yes," deMa'iska cracked open an eye "Third shelf from the bottom, fifth on the left, two rows back," she called to the sideboard.
"Whatever we say, nothing can endanger Union," commented Si'Anak.
"We could palm it off to Foxworth. Let the States-General decide," offered deIntan, as she opened a decanter of sherry, and began to measure out three glasses.
"Poor man will scream blue murder," chuckled the youth, "Nominations close in an hour, and he's already got Union on the agenda. Not to mention extra-solar representation."
"No, we can't inflict this on Foxworth," said deIntan, giving a chuckle of her own. She began to move around the room, handing a glass to deMa'iska, and one to Valdir.
"So we have to do something," the young woman commented, reaching up to adjust a tiara perched on her hair.
"Let's give them a hand," said Si'Anak, taking a sip. "Ugh, wrong bottle," he commented, then shrugged.
There was a pause.
"No objections? O-kaaay then," said the youth. "ORDERLY!" he shouted. The door to the room opened and a man in a white suit entered
"Yes, Your Majesty?" he inquired.
"Fetch a drafting tablet," the King-Emperor ordered from his position on the floor, "and Kelsey from Reps Foreign Relations." The Queen-Empress nodded at this from her chair as the orderly bowed.
"Oh, and get Dame Kimberly from A and HE," Valdir called, as the man left the room.
"Never hurts to have a committee on standby," she commented, taking a sip, to nods and smiles from across the room.
"Hey," deMa'iska struggled to sit up, "does anyone remember if the ANL use titles?"
There was general shrugging of shoulders.
"Bollocks," she muttered, settling back down.

Of course the people of Tahuantinsuyu hadn't appreciated, or learned how to refine, the source of iron ore, but then this was hardly unusual. Many of the great classical civilisations of Europe, North Africa, and the Middle East endured for centuries in the bronze age and never went further, western South America was merely doing the same. It was wise that the Kahanistanis kept their groans inward- for all their technology, the chances of them escaping an offended Inka's order for their death at this moment were more aptly described as emaciated rather than slim.

Still, with his subjects already doing so and over all looking a little nervous, the Sapa Inka, in no rush, raised his hands to the side of his head and, through the struggling old translator indicated readiness for the demonstration. Most of those attending had at least heard stories of Spanish firearms, but that was the extent of their familiarity with such weapons.

Paucartambo

Chalcuchima, being amongst the Empire's wisest officers, had assembled around him in the jungle quarter an unprecedented staff of high education and learning, poached from across Tahuantinsuyu during the unsteady period following the death of the former Sapa Inka and the succession crisis that followed. Updated during his meeting with the Aztecs, he came to know that Tahuantinsuyu's wisemen had knowledge, believed to have been obsolete, of the Aztec civilisation. The learning was apparently made during the days of Spanish meddling, and it was a point of some contention in the Empire's universities, Cusco's Yachayhuasis, as to whether Cortez had managed to annex Aztlán into Spain's empire- it was now, centuries later, thought, by most of those elite wisemen who knew anything of the matter, that Cortez had been a Spanish Prince who made Aztlán his own domain, and that Pizarro had intended the same for Tahuantinsuyu before his defeat by Huáscar.

The reminders jogged Chalcuchima's deep memory and he seemed to gather a new awareness. For a moment he wondered if this meant that the Aztecs were in Spanish employ. But, cautiously, he prefered to proceed on the assumption that the Aztecs had done as his ancestors and vanquished the morally broken and numerically inferior invaders.

Across the Empire's ruling classes, there was really no interest in much of what the outsiders were planning to propose. A lot of the modernisation would be unwanted and even unworkable, and trying to introduce it into the religious, structured, and currency-free empire would do as much to destroy Tahuantinsuyu as would invasion... which, as it happened, seemed to have come to absolutely nothing, anyway. Indeed, having heard, seen, and learned as much as it had, the Empire was perhaps not many days away from returning to its own expansionist traditions, and Chalcuchima, with one foot in the Amazon, stood quite possibly on the prow of the imperial landship.

Xihuitl wasn’t quite sure how to progress with this. Although he could generally read people’s emotions well, he wasn’t sure if his Inkan hosts were believing him. Regardless if they were or not, something was becoming very obvious to Xihuitl - these people haven’t changed much over 500 years. While similar in terms of cultural heritage, there would be a great rift between these two people. Although the people of Aztlan were religious, the government was staunchly secular...a rare quality for most “modern” nations, much less an imperial pre-Columbian government. The Aztec National League prided itself on its technological advances, advanced and clean infrastructure and nation-wide public communication systems. All of these things would be beyond what these cousins could understand. However, it would be wrong for the ANL not to help these people.

The truth dawned upon Xihuitl, the plan as it is would fail. A so called ‘unification’ was impossible in the short run. There was no other way around it – it was unlikely that Xihuitl would ever see the day when the pan-American region would be relatively safe. The plan would have to change; both peoples would be faced with a threat greater than the Spanish invaders of yesteryear.

Xihuitl thought for a second and said, “We have no interest in taking over Tahuantinsuyu or any of its lands. We just want to make sure that neither of our empires falls to foreigners, and right now, both the Aztec people and your people are in grave danger. However, these enemies have weaponry beyond anything imaginable, even to the Spanish. However, if you are willing, my emperor will send the Aztec people’s warriors, such as myself, to fight alongside your warriors and defend both of our lands, our people from these dishonorable enemies. After that, we will stay, if your emperor so wishes and share with you the knowledge of the world today. We want to live in peace with your people.”

After a few seconds, Xihuitl continued, “Regardless of what the future holds, you must believe me, both of our empires are under threat again. Before, they first landed in my land, now; the threat has landed in yours.”

Xihuitl thought to himself, ‘If this doesn’t convince them, only the coming bloodshed would. However, reality would some come’…

Unaware of how the winds of change were blowing, Dr. Darius Wellington sat back with the newly-reinstated Premier Quetzalcoatl Nochtli and the re-instated Vice Premier Coyotepec Xoxoctic. The Premier looked over the reports, communiqués and listened to his most trusted of advisors of the situation. He looked up and smiled with approval. The light colored scar from the slash to his throat could be seen on his darker neck. It was amazing he hadn’t had more injuries in his life, considering the street fighting he was exposed to in his youth and the heavy combat of the revolution he had seen in much of his young adulthood.

“Well, it appears you’ve done a good job.” Quetzalcoatl said.

“It appears as if our plans are progressing well.” Said Dr. Wellington.

“Well, we still have a bit more work to do.” Said Coyotepec, “We now have to coordinate with Macisikan on humanitarian efforts, plus find out what to do with the other players in the situation.”

The Premier closed the files and pushed them across his desk to his ministers…“Then there’s no better time to start than now.”

It’s a pleasure to see that, faced with the situation in South America, that we can work with Macisikan to help the native populace. Considering the proximity of our land to the people in question, we would be willing to allow Macisikani ships full access to the Panama Canal and several of our southern most ports, roads, airways and rail roads.

In regards to the medical issues the population might be suffering from, we can provide much technical expertise. However, our vaccine production abilities are limited due to the ANL’s healthcare system’s demand. We can certainly supplement to a great degree, but, can not be the main provider of vaccinations.

What we can provide much of is infrastructure. We have a large number of clean mobile power generators and water sanitation systems that are suitable until more permanent solutions can be developed.

In addition, should we invest in education efforts? Exposing these people to modern technology without education would be futile, at best. However, not doing so would make long term development extraordinarily difficult, if not impossible.

In any case, I hope this endeavor is most successful.

We have no aims at taking over. In fact, we are currently giving weapons to the Tahuantinsuyu, M-16 rifles, obsolete MiG-25 and MiG-29 fighters, Merkava II and III tanks, and a small navy.

We will not attempt to disrupt the culture of the Tahuantinsuyu. We believe that they need this equipment to protect their own culture.

Meanwhile, Minister Delray's aide brought a log up to her. She stood about 100 meters from it, sighted the log with her M-16, and fired a thirty-round clip of 5.56mm high-velocity ammunition into it, causing splinters to rip off of the log. It would be clear to all observers that no Spanish firearm could do that kind of damage.

Delray was no combat instructor, those would come later. She was merely there to formally establish relations between the Democratic Soviet Republic of Kahanistan and the Tahuantinsuyu Empire. One of her aides took notes, and suggested to the Tahuantinsuyu leader that they build an iron-working plant, in which could be made numerous weapons like those of Kahanistan.

The aide also mentioned that iron was good for so much more than making weapons. Ships were made of it, as well as large, wheeled contraptions that could move one ten times faster than they could run, and even larger winged contraptions that could move one a hundred times faster than they could run.

The demonstration was impressive. Pachacutec was impressed with the idea that his armies could expand Tahuantinsuyu even further with such weapons in the hands of their soldiers.

However, the imperial economy would be a difficult shoe into which to cram the foot of modern industry. The Sapa Inka simply didn't know enough about the world into which Tahuantinsuyu was heading.

The Emperor gestured to staff. A chest was brought forward, carried on poles between two pairs of strong men.

"We would trade for your weapons, for knowledge of their use, for the knowledge of iron-working."

Pachacutec gesutred again to the chest, placed down in front of the Kahanistanis, and it was broken open, half blinding anyone who did not shield their eyes in advance from the light reflecting off the gold statues and jewelry that the chest contained.

The Inca wanted to arm his personnal guards in modern fashion before more widespread matters were addressed.

There hadn't been much immediate interest in transport, since it was a totally alien concept that hadn't really sunk in, but the people remembered being told that a Spanish horse could carry a man twice as fast as he could run, only to find out that, in fact, the Incan people could convey messages through their empire ten times faster than the Spaniards. Apart from that, there was no need for people to move faster, and nobody saw why they should want to.

Meanwhile, both the Sapa Inka and General Chalcuchima were making it known that they wished to send agents abroad to learn of foreign lands.

No mention was made of any particular desire to conquer said lands, but, shortly there after, Chalcuchima himself was leading an Antis army into the Amazon Basin (http://forums.jolt.co.uk/showthread.php?t=464412).

The Kahanistan government had intended to give the weapons to the Tahuantinsuyu as gifts, but, not wishing to offend the Inka, the Minister accepted the chest of gold, having two aides carry it away.

A truck that one of the aides had radioed earlier carried in 5,000 M-16 rifles, which were quickly distributed among the guards. More than ten million rounds of ammunition were also brought in. Delray's aides put the chest into the truck. The Tahuantinsuyu were getting far more than it was worth. The figurines would probably decorate the Minister's office when she got back.

She was no combat instructor, but one of her guards had had experience as one. He also spoke Spanish, so he could show the guards how to use the M-16's.

"As for knowledge of iron working," said the Minister, "none among us have that skill. A ship with those of my people who do will arrive in about twenty-five days. But Thompson here," she nodded to her aide who was showing the Tahuantinsuyu guard captain how to load and fire the M-16, "will show you how these weapons work, and we will have more combat instructors coming in shortly."

With Kahanistan's airlines grounded by enemy attacks, many engineers, metal workers, construction workers, etc. boarded trains and buses leading out of the country. They would then take ships from European or African ports to Tahuantinsuyu. Their arrival would take nearly a month, about twice as long as it would take had the nation not been at war.

Allow me to address the points as you raised them in your last communiqué to my office.

First, the United Imperial Kingdoms are located in the Pacific, and therefore we actually have no need of access through the canal, though transportation of our goods would be greatly facilitated by access to your land transport network

Secondly, with new production centres on Luna Prime and other orbital facilities operating smoothly, we can more then adequately supply the inoculation and vaccination needs of the Inca peoples (and I am assured that we would have little trouble relieving any stress on your own system). We merely require that you designate the appropriate shipping points and destination routes to begin shipping supplies from the Healthcare Stockpile. On the subject of health, I hardly need remind you that the Inca are, for all intents and purposes, a virgin population. Computer modelling suggests that cholera would annihilate the native population; we should arrange with other powers in the area to implement an effective quarantine until we can ensure the immunities of the population.

On the subject of infrastructure; the UIK, and the Greater Empire, have a massive industrial and manufacturing capacity, but we lack the raw materials to fulfil this potential. Furthermore Industry, Resources and Energy is currently moving most of our primary industries off-planet; this process is nearly complete, but it also means that any such goods will need to be routed through the UIK before being deployed in South America.

Investing in education is a prime responsibility of any good government, however we are concerned as to the effect it may have on the native culture; such a far-reaching decision would best be reached in consultation with Kahanistan and the Inca themselves.

If the Kahanistanis seriously investigated the gold items delivered to them, they might find that, in fact, most of it was not close to pure. It certainly looked so, and did contain gold, but the seemingly primitive Tahuantinsuyu had various methods of treating items that were often little more than half gold in composition so that they had all the aesthetic of the pure ore. It was indeed the appearance of gold that was valued by the worshippers of Inti, not the mineral itself. That said, the market value of what precious metals did exist in the chest still must have been well into the tens if not the hundreds of thousands of dollars.

The assault rifles, in any event, were well received, and soon would find places in various ceremonies. Others would be taken apart in the Yachayhuasis of Cusco and investigated by the best educated of Tahuantinsuyu's citizenry. Such components as springs would attract no less attention than the explosive propellant of the rifles' cartridges.

The diplomats would be hosted in Paccari-tampu's finest houses for so long as they wished to remain in the empire. They would no doubt be gifted more textiles if they remained for long, and would be invited to dine on fish, bird, and meat as well as more common potatoes, eggs, and many kinds of bread, not to mention beers and alcoholic broth.

Guests aside, the empire at large was becoming more interested in its restarted military expansions.

Delray had little reason to remain, noticing that no imperialists were about to take over Tahuantinsuyu, now that they were as well armed as the Kahanistanian infantry. Not terribly interested in the gold, she simply had it shipped back to Kahanistan. A more materialistic nation might have thought the Tahuantinsuyu were conning them and responded negatively, but Kahanistan was not interested in gaining anything, merely stopping imperialism in its tracks.

Delray's own nation was under attack and her diplomatic skills were needed elsewhere. Leaving her guards and diplomatic staff behind, she boarded a ship for Kahanistan.

Meanwhile, engineers and construction workers arrived as the Minister of Foreign Affairs had promised. They began work on an iron processing plant near where the meeting between Delray and the Tahuantinsuyu leaders had taken place. Combat instructors also arrived, to show the Tahuantinsuyu how to field-strip M-16's and the more jungle-worthy AK-74's. Later, heavier weapons would be brought in, such as the tanks and fighter planes sitting on the Kahanistanian ships near the coast.

The industrial development in the previously pristine land was easy to notice in unenhanced satellite imagery. Although hard to verify, the influx of weapons into the region could be interpreted as arming the people of the area. It appeared that, despite the best guessing of the Aztec military strategists, the other conflict Kahanistan was involved in wasn’t bogging them down. However, in war, Aztlán tried to prevent having problems on multiple fronts.

The usual group of government leaders sat together, reading over the intelligence data collected over the past few days. Indeed, this development wasn’t exactly welcomed, but would have to be dealt with diplomatically. The native people didn’t deserve do be in a conflict between two larger and much more advanced nations.

“Well, what’s the plan of action?” Asked Dr. Wellington, “If we get more aggressive, we may be risking peace. If we do nothing, not only will we have competition in the area, the natives could be used against our ‘interests’ for the region.”

A wave of concurrence swept across the gathered officials.

The Vice Premier sat back, “Well, the main problem is that we’re not being aggressive enough. We only have one man in the entire region, they have many, many more. Part of that is transportation, part of that is the strategy.”

Quetzalcoatl drank a shot of pulque. The alcohol was bitter and burned slightly. He hated the stuff, only drinking it when “creative thinking” was needed. This was the 7th straight day of working over 18 hours. It certainly was catching up with him by giving him a pounding headache. The alcohol wouldn’t help it any, at all, but not much would at the moment. “Could our military take over some ‘unused’ space?”

The Minister of War was perplexed…“Unused space? What are you thinking of?”

The Premier put down the shot glass and looked towards his ministers, “Most of our problem is transit, simple enough. There is a large amount of unclaimed territory underneath Panama…Although rugged terrain, it certainly is more economic than our currently available methods. Do you think it would behoove us to take the unclaimed territory for ‘structural purposes’?”

The Minister of War continued in his monotone voice “Well, we are certainly capable of taking over the area…”
“Excuse me, but what about the international reaction?” Dr. Wellington cut in. The Premier sat forward and said, “Ah my friend, we usually agree, but what if we fail in this endeavor? If you’re concerned about the international reaction, then we need to go with a multilateral strategy”…

This arrangement sounds more than acceptable. Our main transit terminals are Maztlán, Guadalajara (Mexico), Panama City (Panama), and Managua (Nicaragua).

Agreed, the main diseases that should be combated are cholera, polio, hepatitis and measles…Although there are indeed a plethora of diseases that could spell disaster to the people. Regarding the proposal of a quarantine, that too would be most appropriate. In addition, that would protect the native population from exploitation.

In regards to infrastructure, we can provide much in the way of supplies and raw materials. We have the capacity to manufacture almost anything, although more basic materials will be more quickly produced. Additional machinery and workers are also available in large numbers, as our economy is largely manufacturing and electronics based.

We are currently working on a way of land based transportation.

The Empire remained unmoved by foreign talk of threats. Several invaders had reportedly entered the empire, one had caused a small number of deaths, all had departed. Chalcuchima had left Paucartambo and his Aztec guest and led an army of sixty thousand to new conquests in the Amazon. Word of Apu Guaritito's successful application to raise an army in Qollasuyu for a second campaign into the jungle, and that was going just as well.

In Qontisuyu, Kahanistani construction workers would be making no progress as the Sapa Inka regarded their arrival, strange doings, and machines with suspicion, or relative disinterest, being much more interested in settling the Antis and Qollasuyu campaigns so that a third army could be raised against the Machupe to the south. These matters had to be finished this year, so that Colombia's Spaniards could be attacked and destroyed next year.

There was simply no desire in Tahuantinsuyu to be warned against dangers in this, the first age of expansion in five centuries. Economic change, too, was of no immediate interest, as the Incas hadn't fully appreciated the connection between different layers of modern industry and the production of finished goods like the assault rifles they were happy to acquire.

"We have nothing to learn, here." That was Cusco's position. "Amautas [wisemen] must travel abroad."

Meanwhile, some of Chalcuchima's wounded warriors were returning to Antisuyu with sickness contracted in the eastern Peruvian and Ecuadorian jungle after subjugating several villages previously influenced, as their donated shorts and T-shirts and their boats' outboard motors indicated, by the outside world. They came, on the General's orders,"...to recover in the familiar mountain air."
