Nestled deep within the web of government buildings in the capital, the Ministry of Foreign Affairs guarded a large and spacious courtyard that fell victim to the weather at all times – and in the UK that was often quite unbearable for Howard Winchester.

Winchester descended from English immigrants like many people in the UK, and almost all serving in the government with a few notable exceptions. Born in Devonshire, he had attended a university and started his career serving as a clerk overseas in a dirty, poorly lit back office from which he moved up the ranks becoming briefly the deputy royal governor of Juristan when the region was a crown colony. After the foreign and colonial office split, Winchester stayed in the foreign office and had been selected by Emily Deveraux to be the Deputy Minister of Foreign Affairs – her protégé.

On a poorly maintained wooden bench Winchester sat nibbling on a small sandwich his girlfriend had made for him the night before. He listened contently to the clicking of heels on the white cobblestones and moved his eyes from a pair of black stilettos to black-stocking clad legs to a short black skirt, crimson red blouse and black jacket.

Any more looks like that and Jenna will stop packing you those sandwiches, Howard.

Winchester smiled at Deveraux, herself an unusually young foreign minister in her thirties, but he moved aside and made room for her nonetheless. What can I do for you, ma’am?

This came from Biotopia. Deveraux handed over a copy of the telegram she had received only hours earlier. She watched as Winchester devoured both his sandwich and the contents of the telegram.

Absolutely. It seems as if other invited powers are dispatching deputy-level officials and so it’d be improper for either myself or the Prime Minister to attend.

What about the Chancellor?

O’Connell? His track record with big industry hardly makes him a suitable choice, although you’re right in that he’d be a good position level person to represent the UK.

You, on the other hand, have no track record, and I think it’ll do you some good to get some experience outside of the Home Islands and the colonies. Sound good?

Ministry of Foreign Affairs

Upon invitation by Citizen Shujaa of the EcoDemocratic Republic of Biotopia, His Majesty’s Government is pleased to announce that Howard Winchester will represent the United Kingdom at the talks to be held in Zhaire. Also in attendance will be a delegation of environmental and economic experts to further elucidate the positions of the United Kingdom with regards to common principles for an international organisation of green states.

Following consultations between Our Conclaves of Beauty and Friendship, the HOCEK will be sending a joint delegation of two otaku, one from each conclave.

The government of Biotopia in conjunction with the host city of Zhaire wish to cordially extend their greetings to all official delegates and representatives for the preliminary congress of eco-nations and green states. All accommodation will be at the Red Globe Hotel which is only eight bus stops from the Commonwealth Exhibition Hall on the city-side of Lake Odee. Public transport (including taxis) will be free on presentation of the special “Delegate” badges enclosed in this letter.

Security at the Red Globe and Exhibition Hall is under the supervision of the City of Zhaire Police Department and will be maintained for the duration of the convention. The convention will begin two days after the scheduled arrival date to allow for acclimatisation and orientation. We advise all delegates to take advantage of this time to familiarise themselves with the public transport system and to request a complimentary tour guide should they require assistance managing public transport or wish to see a broader perspective of the city.

Most citizens are fluent in Celdonian (ooc: English) and all public instructions are issued in Celdonian. The Red Globe Hotel offer room service catering as well a restaurant for formal dining. Once again on behalf of the government of Biotopia and the City of Zhaire we hope all representatives enjoy their stay and find the facilities adequate towards developing a co-operative and consensual platform for international ecologism.
