Having lived a large part of his life overseas, Jonathan knew how China was percieved overseas in the past and recently he had contact from several respectable nations, all keen on improving relations with China since the military reforms and after observing his hatred of Liu's military junta.
It was now time to follow up these encouraging leads by inviting the ambassadors of each nation to China and begin the process of reparing the international fallout from years of isolation.
Invitations were sent to Tokyo, Washington, and Moscow.

"All things considered, this couldn't have come at a better time."
Foreign Minister Shimizu Yuki blew his smoke at the closest 'Smoking is Prohibited' sign before answering Prime Minister Minase.
"Well, of course. We're fighting an election, and we have the chance to get in with the new Chinese regime. Akira Shigi would probably lodge a protest in the Diet if it hadn't dissolved for the election campaign; by the time it meets again, we should have a bigger majority and Akira can kiss my ass."
Minase Tohma chuckled. "Ever the shining light of warmth, I must admit. Have you any ideas about a prospective ambassador to Beijing? Keep in mind that we want to be friends with them, so you're not allowed to send someone that you don't like."
"A few people spring to mind, but two of them are probably too flamboyant for the Chinese.....I think I know the perfect girl for the job. Nozaki Megumi."
"Oh yes, I know the one. She should be well suited for the job. Tell her that His Majesty sends his warmest regards and congratulations on the promotion."
Quinntonian Dra-pol
27-11-2005, 22:22
The head of the diplomatic Corps and the most esteemed diplomat in Quinntonia was brought out of his recent retirement to attend to this issue. He immediately boards Jesus-1 and is whisked away to China in order to begin repairing the international relationship with that neighbour. China and Quinntonia had never been overly friendly, even though Quinntonian troops fought heavily to liberate it from the Japanese during WWII.
But with the massive political about face that seemed to be going on internally, China was now seen as becoming a more friendly power in regards to important matters such as trade and mission outlooks.
Looking back at the two largest political movements in China over the past several years, one did not blame Quinntonia for having a tough time with China. China had personally been responsible for buoying the Dra-poel economy and supplying them with modern weapons, arms, supplies and so on during the infamous Three Years War that claimed over a million Quinntonian lives. It was widely accepted that without the funding and help of their large neighbour, Dra-pol would have never been able to hold out from the massive economic blockade of the Korean peninsula and the superior industrial power brought to bear on the tyrannical regime. With the punishment inflicted on Dra-pol by the Quinntonians, (over 2 million in Dra-poel losses) the only explanation for the draw was the massive aid received from China.
Then, with Gen. Lui and his insane junta, Quinntonia seriously considered war with Sino on several occasions, even intervening on Taiwan’s behalf with threats of military force at times.
And given the Xiaguo policy of constant hatred against Quinntonia, even going as far as expelling all Quinntonians from China no less than THREE times in recent years, and spitting on every attempt made by Quinntonia to try and work together for trade, Quinntonia had almost given up.
Of course missionaries still moved into the nation as often as was possible, even when officially expelled, so one can see why Xiaguo was threatened. It was hard to see that a nation sending hundreds or thousands of people into you country when you didn’t want them there would be because they wanted to help, to secular eyes, it very much looked like subversive activity.
Now the greatest Quinntonian diplomat ever was flying to meet with the government leaders of Chgina to work towards a time of [eace, properity and mutual understanding and respect. God bless this mission.
Bishop Robert Schultz IV was an old man, almost 80 and had tried unsuccessfully to retire three times now. Each time he had been pulled back in, the last was to negotiate the successful alliance with the new Japanese government. He thought back to when it seemed as though Quinntonia had to fight the whole world just to protect the Dra-poel defectors in Quinntonian Dra-pol, everyone seemed to be against them. Everyone thought they wouldn’t be happy with that. Even during the Bonstockian affair, many just assumed that the Quinntonian troops would stay after their islands were stabilised. They were genuinely shocked when they left freely. Then that French frigate tried to kidnap the King of Tord and when Quinntonia fired upon the Russian Tsarist vessels that tried to intervene to help, the entire region was shocked. That was the turning point, it was as though everyone finally understood. It was almost 25 years after Quinntonia had taken control of Hamhung, they had never tried to go any further. Maybe they were really trying to do what they claimed? Maybe they really were just trying to help people?
Bishop Schultz saw that as the turning point, everything changed, the Lyong powers backed off, Hindustan, always on fairly good terms with Quinntonia, told everyone “I told ya so!”, Japan was convinced to sign a formal alliance, and now Bishop Schultz was going to China. “What’s next?” thought the old man, “my next break from retirement will be a trip to Dakhiem?”

The new minister of foreign affairs was a former communist party member by the name of Hu Jin Tao. He shook hands with Nozaki Megumi as she arrived and greeted her, thinking back to the days of Liu's Junta. Things had changed significantly since then.
An aide jogged up to him, telling him that Bishop Schultz was due in Beijing International Airport in five hours.
Hu Jin Tao cleared his throat before presenting China's case.
"Well let's get down to business shall we? Would Tokyo be supportive of a closer trade relationship with us?"

OOC: For the next bit, it's actually a day or so after the meeting with Japan, but I'll RP it simultaneously.
Hu Jin Tao greeted Bishop Schultz after meeting him at the entrance of his office, also making small chit chat about current affairs, etecetera. Being the first meeting between China and Quintonnia for decades, there was a lot more reporters than usual.
"Firstly, you can tell your boss back home that we won't be expelling any more missionaries from China. They're welcome back with our full support and protection. Emperor Jonathan Zhang is also interested in employing Quintonnian missionaries in Christian schools."

"Of course we would. We are both recovering nations; we are still recovering from the Ringist isolation, with progress being steady because of our friends who have engaged in trade with us. President Eustace F.Brown had felt that the Nicobarese ought to have been invited to Beijing in the first place, but his pride had prevented him saying anything, which probably was for the best since what he thought was coloured by China's recent economic growth and the decrease of cheap labour there, and was frankly quite racist.
In the end, bargains were more important to Brown than ...pretty well anything else, and the acquisition of modern multi-role fighters with which to irritate the Igovians saw to ISAN's continued economic and diplomatic relations with the Chinese in spite of the President's personal feelings. Receiving an invite off the back of that arms deal made Eustace forget his hostility in an instant, and the boss's own little Smithers, known only as Mr.Giles, was quickly packed off to Beijing aboard one of the national carrier's Airbus liners.
Giles wasn't a pretty sight, all in all. A little below average height, stiff in his movements, and with a face full of skin complaints and sunburn, but he was a fairly successful business man, a multi-millionaire (being a millionaire in ISAN was no big deal in itself) at least if not quite up to billionaire Brown's standard of absurd wealth. A well known politician he was seen as a little less harsh than the President, but generally toed Brown's line quite obediently... he tried to present this as loyalty and harmony rather than, dare one say, brown-nosing.
Giles wore a dark suit that fitted too tightly over his lumpy frame, and clicked when he walked over a hard surface, which was something that had somehow become an unspoken fashion necessity on Great Nicobar... somehow, anyone there whose shoes didn't click when he walked through a lobby (nobody who was anybody walked anywhere when outside) was considered to be too ashamed to draw attention to himself, probably because he was poor. Many "Indians" (non-whites) wore sandals or went bare-foot much of the time, and that was perhaps the origin of that.
What Giles and the Nicobarese had to bring to Beijing remained to be seen. The Incorporated States were, per capita, rich almost beyond compare, each citizen, on average, being worth well over US$50,000 to the national economy. But their entire citizenry amounted to less than other nations represented had lost in individual wars fought recently, and the regular military was considered on the large side at a mighty seven-thousand recruits in Marines, Coast Guard, and Air Force combined.
Giles had one thing of over-riding importance on his mind. Cheap labour, and the sudden evaporation of it due to Chinese unity and growth and the spreading of socialist revolution in India and Indonesia. If ISAN's economy lacked on thing, it was a [poverty stricken] labour pool to exploit.

"Indeed. We suggest the formation of a bilateral trade commssion to oversee an intial reduction in tariffs; the commission's long-term goal will be to iron out any possible disputes before they flare up. We also suggest a series of cultural exchanges to educate both our peoples about the new friendliness; there has been much hostility between us in the past, both militarily and diplomatically. It is time to put that squarely in the past and move onto a new era in Sino-Japanese relations."

With foreign affairs minister Hu Jin Tao having done a marathon of meetings in the last week and requiring a rest, Minister of Defence Chang is called in to represent China. Having already communicated with the Nicobarese on several occasions, Chang feels ready to meet with their President in person. The Minister of Finance Li Mei Chen who had significant experience in diplomacy was also there as support for the relatively inexperienced Chang and to cover him on economic issues.
"Welcome to the Presidential Palace President Brown, Mr. Giles" Chang greeted. "This is Minister of Finance Li Mei Chen. Now is there anything that you wish to discuss before we start?"
------------------------------
"So in other words," Hu Jintao said to the Quintonnian Bishop. "Would Washington be willing to ease up immigration procedures for travellers and workers between our two nations?"

Nozaki Megumi was surprised at the subject matter, but had an answer like any good diplomat.
"Rest assured that our police and security agencies work tirelessly to ensure tht such an event would never happen. We are proud to say that we have our criminal element under control; we do not have the rampant corruption that other nations suffer, and we hold no tolerance for those who prey on our innocent citizens with narcotics. If by some remote chance a syndicate based in Japan did attempt expansion into your nation, then both nations would pursue the culprits until justice was achieved."

(OOC: Hee, woops, Giles (there's some dispute over whether that is his given or family name!) is the President's lacky, a member of the FBCo board of directors and appointed (rather than elected) hanger-on to the government. Brown might be expected to go, because he wants to raise his profile, but he was convinced not to, because he's a giant racist and would probably have ended up getting ISAN annexed or bombed bare :) I'm not sure if I should pretend that Chang didn't make the mistake, or suppose that, well, nobody cares about 370,000 Nicobarese and might honestly not have known what the President looked like...)
Mr.Giles was suitibly impressed by his visit to China. This was a land with nearly three and a half thousand citizens to every resident of the Andaman and Nicobar islands.
He didn't really take in Chang's greeting, but dipped his head in slightly nervous respect.
Next he gave some reference to his nation's satisfaction at the recent increase in relations with China and to the fighter transfer's provision for Nicobarese security.
Giles decided it would be best to say that he was quite prepared to proceed with whatever discussions were already planned, assuming that he could bring up his nation's economic concerns at an apropriate juncture.

Having receieved evidence that this was ongoing, Bishop Schults felt that he was able to continue looking at the trade situation. I realise that you have more pressing matters to discuss, I just would like to offer a proposal in the fomr of an offer of membership. Are you familira with the World Economic Council? (WEC) It is a group of like-minded nations that have banded together formutual profit and membership only requires that we work towards greater economic cooperation and that each nation appoints a representative that sits on the council. Also, each member nation is responsible for a small fee equalling some 1 billion USQD. That money is being used to develop economies that do not have the resources to help themselves, with the philosiphy that it is an investment as well as a philanthropic exercise. Currectly, Quinntonia is acting as Chair, though that is subject to yearly elections, Hudecia is an advisory non-voting member of the board, as they cannot pay the membership fee at the present, and the UK and Roycelandia are the other sitting members. I feel strongly that this council is flexible enough to provide grwoth adn unified enough to provide strength, and I would like to offer both you and Japan membership, with my government willing to pay the first years membership requirement as a show of good faith. This would, of course, be in addition to, not instead of any trilateral trade agreement you, Japan, and Quinntonia set up."
