Lucius I was not happy.

The Sovereign and Most Holy Emperor of the great Imperium of Banduria was troubled, and had been for many days. The Imperium was now at war. Mantari and Barilus, two of the Field Generals of the Imperial Army, had been deployed already to Ankhmet in preparation for war, with a large portion of the Imperial Navy. Lucius's younger son Estarus, who had been promoted to Field General of the 12th Legion, was leading another fleet that had just concluded operations in Neoma.

But war was now looming in Questers, and the war-weary fleet, instead of returning home, would be deployed elsewhere. Lucius was troubled primarily because of this—was it wise to send out so many forces at once?

It would not leave the homeland defenceless; there was the Imperial Guard for that. So why was he troubled? He knew not. An omen of bad things to come. The Imperium would have allies on this mission, but how strong would they be? The Questerian navy was said to be weaker than the Imperial at this position, and it would take six hours at full speed for the Imperial navy to reach the blockade...

Lucius dismissed his doubts. With resolution he decided upon a course. Swift and brutal... like everything done by the Imperium. He began to write up a message...

I have determined the nation of Optischer to be a threat to national and international security by hiring itself out to attack other nations. While this would ordinarily not be a threat, it seems to have bought the support of the nation of Questers, which is preventing us from ... dealing ... with this threat in using military force.

We have tried all diplomatic avenues and they refuse to back down. I call upon all nations seeking the destruction of these threats, and the Alliance of Imperialistic Nations, to aid us in the destruction of the Questerian Blockade in order to eliminate the blight of Optischer forever from this land.

Questers, if you do not back down within 24 hours, the Imperium and its allies will declare war on you. We already have more than enough significant forces deployed to destroy you utterly. Consider this carefully.

My Imperium will hearby assist you in all economic, military and political relating to the forceful removal of the Questors fleet from Optischer, and any resulting war or conflict with Questors that may result from this. After the Questors fleet is destroyed or withdrawn, my 5th Infantry Corp (35,000) will land and attempt to annex Optischer, although we will obviously need more troops for this task. We are capable and prepared to transport the entire 5th Army (150,000- partial) (http://forums.jolt.co.uk/showthread.php?t=454760) to Optischer, but the 39 Austin-class transport vessels loaned to us by Nebarri_Prime are only capable of transporting the corp aforementioned. Just give the word and we will start our approach.

And in regard to that the AIC may take long amounts of time to decide on and resolve problems, The Ordo II Imperium of Andaras Prime hearby asks The Holy Imperium of Banduria to accept a treaty we have proposed for our two respective nations. In the interest of our nations, I propose the 'Banduria-Andaras Prime Axis', this three part agreement holds that:

We thank you for your support. While the force deployed by the Imperium will be more than sufficient to deal with Optischer and the Questerian fleet already deployed, your aid will certainly be welcome in any way. However, if you value your lives, do not deploy your men until after we have finished our initial .... cleansing .... by the Fanatics. You surely have heard of them in our other campaings. [ooc: They are basically drug-fueled maniacs armed with weapons and armor, incapable of feeling pain, fear, cold, heat, and resistant to even NBC weapons—we use criminals, political dissidents, and POWs for this. They have fought in many campaigns, usually with the successful objective of demoralizing the enemy before the Imperial Legionnaires arrive.]

As to the Axis agreement, I would be honored to enter into such a pact with your nation. We feel that such an alliance would be mutually beneficial as well as to the friendly nations involved on both sides. I hope that we will be able to maintain diplomatic and trade relations and perhaps exchange embassies at some point for the furtherment of relations.

Vice President for Defence John Newman all but spat out that epithet at the report of the Bandurian attack against the Questers Commonwealth, of which Sarzonia was a member.

"Looks like we've got ourselves in a pickle," Newman said as he handed a report to President Mike Sarzo. "We've got some assets protecting Acastia and we've got Dominion forces swarming our waters in the event of Panteran or Automagfreek attack. But we don't have forces over in Optischer as yet."

"We don't need forces in Optischer," Sarzo said.

"What are you talking about?"

"What's our biggest strength," Sarzo asked. "Power projection. Send the First Fleet to Banduria. They're probably expecting us to send forces to Optischer. We'll force their hand somewhat."

"But Mike, what about Andaras Prime? They're requesting ships from the Portland Iron Works."

"They're not getting any orders from the Portland Iron Works now," Sarzo said. "If I have to, I'll sign an executive order putting them on the Black List."

"We're going to need Parliamentary approval if we're going to declare war," Newman said.

"Parliament's on recess right now. We can send forces without declaring war, but once Parliament is back in session, we'll approach Parliament. But get the First Fleet ready to go."

Aboard the ISS Praetonia, a Vigilant-class refit

Vice Admiral Tom Goughan paced around the bridge of the Sarzonian flagship. Fleet Admiral Stephen Marcus was handling administrative matters in Nicksia, home of the Naval Command. One full division of Naval Infantry was aboard several amphibious assault warships and several air drop capable tanks were also along for the ride.

Goughan knew that his orders would send his nation off toward its destiny once more, but with new weapons and the first opportunity for them to test their new technologies out in anger.

"The fleet is ready," Commodore Merle Hawkins said as he surveyed the reports from several of the ships.

"Take us out," Goughan said.

"What I am trying to say, Mister President, is that we simply cannot commit the full bulk of our forces now. I a sure that you know this, as you were an army officer yourself, but the matter of fact is that we need to stop talking on the basis of dreams. Neither can we just halt all the current reorganization efforts and pretend that we can mobilize them as soon as we can," Fleet Admiral Rishiztera replied back, standing in the very front of the room with a short baton at hand. His distinctive facial features identified him not as an Omzian, but an offspring of the mountain tribes that inhabited the northern mountains for centuries, and for him to be one of the first ones to enter the Navy's flag staff was certainly a daunting task. But that was at peacetime, concerning only the naval career that he long dreamed of since childhood, as the son of a fisherman. That all changed now - a war has occurred at such a lightening speed that even he was caught unprepared. "I personally admit, our staff didn't expect this war to escalate to this, and we previously expected the Questerians to have a sizeable force of their own when it comes to this. Hell, the possibility of even a tripwire force is something that can only be envisioned of, not acted upon. It would require a considerable quantity of time for the Omzian Navy's battlefleets to mobilize if we do not consider other alternatives."

"Then just wait for them to mobilize," the Finance Minister, Jorges Horaganyankazie, replied back quite innocently, wearing a blue suit that identified him as the last candidate that an Admiral would consider for promotion. "If we send in the 'other alternatives' as you call them, then in the long run our losses will be even higher while delaying the actual force that could do something."

The utter ignorance of civilian businessmen, dressed in their own fair share of suits and colourful ties, frustrated Rishiztera. But ever since his promotion into the Admiralty, he had gotten used to it, along with the horde of reporters that greeted him ever so frequently. Even so, this time he could not control his emotions. "Mister Finance Minister," he said inquisitively with a sign of irritation in his accented speech. "Allow me to ask you, have you ever been in the position of a military commander? Of course you haven't, and you probably should just let the Admiralty and the High Command to sort this out."

"Who do you think you are?", the Finance Minister barked back.

"Fleet Admiral. Five diamonds," the Admiral replied, brushing his fingers against the tri-service badge on his chest that identified him as a member of the High Command.

At that moment, the President looked up, with an intentional cough that caught the attention of everyone in the dark and chilling compartment, the echoes bouncing off ever so briskly off the thickened concrete wall and the steel blast door. "Admiral, Jorges, we don't need this bickering here. Leave it to the washroom break, but let's get back on topic now. Admiral Rishizteria, you said about the other alternatives. Tell us about them."

The Admiral nodded, his graying hair coming into view, while temporarily blocking the field of light of the digital projector. With a remote control, a new slide was brought into view, the white screen now dotted with black text in a traditional font. "Since as of current the projected 1200-ship battlefleet is outright impossible to mobilize in a rapid fashion, what I have suggested to the High Command, and what is already approved by Field Marshal Hogan, is to send a series of smaller taskforces. The task forces will consist of both navy and air force assets, and will be geared to delay the pace at which the imperialists are moving, while buying time for larger Omzian forces to arrive. It won't be a tripwire force since Questers has already openly appealed to us for help, but in a way, it will indeed be special -"

"Wait,"
a voice suddenly blurted out from the crowd. It was the Chief of the PAP, adorned in the black uniform that became the symbol of the PAP. "Can you inform us again about the composition of enemy forces?"

"As far as we know, five hundred and sixty four vessels, including four superdreadnaughts. It outnumbers our proposed task force by nineteen vessels, but that will change with the overall plan, and our goal is to buy time for additional forces to arrive, from ourselves or from our allies."

"Four superdreadnaughts?", the Defence Minister questioned with a surprised frown.

"Yes, four superdreadnaughts," the Admiral answered. "Hopefully our overall force will have a way of...", the speech continued for a short moment and slowly withered into silence. "Allow me to rephrase that, it is our hope that the assets we will be sending will be able to deal with that effectively."

"But are we going to have our own superdreadnaughts?"

"At the moment, unfortunately no. We had two superdreadnaughts in the proposed thousand-ship battlefleet, but this time we will only have five dreadnaught-class vessels at best in the proposed taskforce. The other assets will include a submarine attack group, which will be sent in first, and assets from the Omzian Air Force, consisted of heavy bombers."

"Submarines?" the President asked with a concerned look.

"Yes, submarines, but I will assure you that they won't suffer the same fate as you might envision beforehand. It, along with the proposed taskforce and heavy bombers, will all come down to one thing."

"What thing? You are saying that we can overwhelm the enemy with a number of vessels that matches their own, and no superdreadnaughts?", the Finance Minister once again inquired.

That does it, Rishiztera thought, and ignored the Finance Minister. "With the support of our allies, and with the cooperation of Questers' naval commanders, I'm hoping that victory is in our reach through the mass obliteration of the imperialists."

"By the way, Admiral Rishiztera, do you have additional copies of the forces disposition at hand?"

"I do," the Admiral nodded and confirmed the inquiry.

Official Notice for the Intention to Begin Hostilities

The Imperium finds Banduria and its band of thugs to be not only distasteful and unpleasant to look upon, but a blight upon the name of Imperialism. We cannot, and will not, allow the nation of Banduria to continue its invasion of Optischer nor threaten the Imperium's allies. The Imperium hereby declares itself to be a belligerent in this conflict and has elected, as is its right under the Laws of War, to deploy forces to impose its will against those it is displeased with. Effective immediately the 1st through 8th Expeditionary Fleets will be deployed to support allied efforts in the defense of Optischer.

We call upon Banduria and its allies to surrender immediately and end this conflict without loss of life. If a single allied sailor or soldier is killed in this action, Banduria will be held directly responsible and the Imperium will have no choice but to bring the full weight and might of the Imperial Armed Forces upon Banduria.

Parliamentary-Loyal Second Naval Taskforce

The dissolution of Parliament and the arrest of the entire Parliamentary commitee had been an incredible shock to every man and woman throughout the vessels of the Second Naval Taskforce. Only a few days before, President Martin had spoken directly to Rear-Admiral Bruce Tucker, commander of the taskforce, telling him of the importance of the mission that he and his sailors were undertaking; there had been no sign of instability or meglomania in the President then. To Tucker, the news reports of the coup and instatement of a military dictatorship was a bitter blow to him, and a personal one; he had always trusted the President and had felt intense loyalty, seeing in him a man seemingly dedicated to democracy yet still able to stand up to the worst dictators and tyrants that would threaten the Grand Republic.

It had been this personal blow, followed mere hours later by the news of a rapidly-spreading Civil War throughout the entire nation, that had led to Tucker excusing himself from the bridge of his flagship, the Carrier Republicana, something that he had never done before whilst serving onboard the Republicana and retiring to his cabin. Whilst this in itself was enough to disturb a crew already at the brink of a split in loyalties, what happened next was the catalyst for the split. Exactly twelve minutes after Tucker left the bridge and retired to his cabin, the surviving medical examiner would state in his report that the Marine standing guard by Tuckers wardroom heard the report of a single pistol round. Breaking down the door with the aid of several crewmembers walking nearby, the Marine entered Tuckers cabin to find the Rear-Admiral with his back to them, sitting in his deck-chair. Spinning the chair round when Tucker failed to respond to questioning, the unfortunate Marine was faced with the blood-spattered remains of Tucker, face disintegrated by a .45 calibre round from his own pistol.

The suicide of Tucker, a beloved and well-respected man, was enough to split apart a taskforce crew already moved to straining point by the news of the coup and Civil War. Within minutes of the report of the Rear-Admirals death, the taskforce vessels had split into two factions; those who still supported 'Life-President' Martin, and those who called him a tyrant and remained loyal to the dissolved Parliament. Initially there was little naval combat, as the crews of the respective factions hunted down those who held opposing views to the majority of the vessels crew; the fate of these crewmembers varied according to who detained them. Supporters of Martin were merely detained and incarcerated by their democratic foes until such a time as they could be handed over to Parliamentary authorities; their opposites, however, recieved no such luck. Acting on what they percieved to be exact orders from Martins speeches denouncing the Parliamentary forces as traitors to the Republic, Martins supporters took no prisoners, killing anyone who spoke out against Martin or in favour of Parliament. Several thousand crewmembers overall were killed outright in this orgy of self-righteous violence.

After dealing with their onboard foes the two sides concentrated on their external foes. Unlike the army that was split roughly evenly between pro-Parliament and Pro-Martin supporters, and an Airforce that was almost entirely Pro-Martin, the Grand Republican Navy had always leaned more towards Parliamentary sympathies due to large budget additions and the unique fact that many MPs served in the Republican Navy. As such, the taskforce was divided in two; approximately two-thirds of the one hundred eighty strong fleet sided with Parliament, whilst the remaining fourty-three vessels sided with Martin. Only onboard the Republicana was there a major problem, as unusually the crew of the carrier was split almost clean in half between Parliamentary and Martin supporters. For more than a day there was a bloody battle waged throughout the carrier, in which a good half of the crew met a bloody end. Both factions knew that control of the carrier could ultimately decide the fate of the mutiny; the second carrier, the Lycee had sided with the Parliamentarians, and as such the Loyalists, as they named themselves, knew that control of the Republicana was vital to the succession of their mutiny.

Success, however, was not to be theirs. For some time the deadly fighting below the main deck of the Republicana was deadlocked, with neither side having either the arms or numbers to make a decisive move. It was only when the Special Forces contingent onboard the carrier sided with the Parliamentarians that victory was achieved for the democratic forces; with the close-combat skills of the Specops forces as an edge, the Loyalists were routed and those few who were left arrested and detained in the brigs and several hastily-converted storage spaces. With the Republicana in Parliamentarian hands, the resulting naval battle was hardly ever in question, with the Parliamentarians eventually victorious. This did not mean, however, that the Loyalist forces did not fight hard; on the contrary, it would take several days for their last vessel to be boarded and retaken, and more than a dozen democratic vessels were lost in the ensuing battle.

As Acting-Admiral Brian Harding sipped at a mug of tea on the remains of the Republicanas bridge, he thought back again on the bitter battle that had ended only a few days ago. It had been a close-cut thing at times, with neither side giving any quarter. He thanked whoever was watching over him that his forces had emerged triumphant, and he was now faced with the unenviable task of taking what was left of the taskforce and supporting his Questerian Commonwealth allies in the Optischer conflict. After securing the communications suite of the Republicana, Harding had contacted Parliamentarian forces at Port Stanley, informing them of his victory and expecting to be ordered there immediately. However, to his surprise he had been told to stay his course and support the Questerian forces; apparently there were enough naval forces loyal to Parliament at Port Stanley that one taskforce could be spared to aid their allies. However, it had been made quite clear that although they could be spared, no reinforcements could be expected for quite some time, as they were needed in the Grand Republic itself.

As the carrier ploughed through the ever-rising waves, water splashing over the thickly-armoured deck, Harding wondered if his taskforce would be large enough to do any good in the forthcoming conflict...and if he would even have any home to go back to if he did survive; although they had seemed optimistic, Port Stanley was taking terrible losses against the Loyalist forces, and Harding had no idea if they would be able to hang on and defeat the enemy forces. He sipped again, and decided to get back to commanding his fleet; that was enough to worry about for the moment...

People of the world, my dear Praetonians. There have been few moments in the course of our history where the Empire and Commonwealth have felt truely threatened. This, I am sorry to say, is one of them. In opposition to the wishes of our Commonwealth ally, Questers, to protect a nation unjustly subject to attack by nefarious foreign powers, a "Three Power Axis" has arisen to challenge the naval powers of the Questerian Commonwealth.

It is not in the nature of our great people to bow down before threats like so many sheep. Nor is it in our nature to hunt out war and destruction, but I fear that now it may have hunted us. Having attended a meaning of Cabinet earlier today, I must tell you all now that the Democratic Imperium of Praetonia shall challenge, with all of her might and power, any attack upon Questerian forces over this matter. We shall not stand back as death is wrought upon our fellow Commonwealth allies, as we would not expect they to stand bakc and all it to be wrought upon us.

The Prime Minister has given me his assurances that the 1st and 2nd Grand Fleets shall be mobilised with some immediacy, and henceforth be dispatched to the blockade area to directly reinforce our allies. He has also made it clear that the 3rd Grand Fleet shall remain at a state of readiness to defend our islands against any direct attack that may fall upon them, and that the Regular Army shall be prepared to reinforce Questerian positions on their mainland and in their Empire.

This is not a time for fear, but for bold action to complete this victory of defence before events spiral out of control. We wish for nothing more than peace, but in order to attain it, this nation shall fight to the very last ounce of its strength in defence of her most valuable allies. Long live the cause of freedom, in Praetonia and abroad.

"As of November 27, Dakarie Year 103, the Omzian Forces High Command in conjunction with the Omzian Government would like to make an important announcement in regards to the current unrest revolving around the nation of Optischer. As many people are already aware, the Commonwealth ally of Questers, in the face of reckless and hostile threats against the nation of Optischer, has chosen to protect the aforementioned nation in the name of freedom and prosperity. However, indeed, this is not without its consequences, for a so-called 'Three Power Axis' has been formed with the hostile, belligerent nations of Banduria, Andaras Prime, and Nebarri Prime has been formed with the intent of challenging the heroic Questerian defenders with ultimate destruction and utter annihilation. Their power is already known, and their purpose and intentions are already quite obvious. However, this is not to say that this threat can be outright ignored or brushed away as something that is not relevant to the survival of the Omzian Republic.

"For decades, if not centuries, the nations of Quester and the Omzian Republic have long been allied in a close-knitted relationship, which prospered even further with the creation of the glorious Commonwealth. This relationship is not something that can be ignored easily, or be handled lightly without gratitude for our Questerian allies that we are indebted to. Thus, sufficient to say, this recent threat against the survival of Questers itself is indeed, also a direct threat against the Omzian Republic, for we cannot watch and stand by while our Commonwealth allies are being confronted with an open challenge with vile and savage intentions. The agitations created by the so-called 'Three Power Axis' indeed warrant much concern, for they pose significant dangers not only to the prosperity of the Optischerian people, but also the entire Commonwealth as well, especially in regards to their seemingly eagerness and absolute lack of concern exhibited at the prospect of attacking one of the dearest allies of the Omzian Republic. Consequently, this must be viewed not only as a threat against the valiant Questers defenders stationed in and around Optischer, but also against the prosperity and survival of the Omzian nation itself.

"If so, then what does this lead to? Under the eternal guidance of the Supreme Marshal and Great Eternal President of the Omzian Republic Hongaz Omazee and his ever-glorious Gonkon 'Military-First' Self-Defence Policy, it is dictated that the only feasible solution to this danger would be directly confronting the so-called 'Three Power Axis' using the full might of the Omzian People's National Defence Forces. We must be able to greet the threats posed by the pathetic blot of the so-called 'Three Power Axis' with decisiveness, firmness, and courage, under the ever-enduring banners of Omazeeism. Further, it is crucial that not only the threat will be neutralized, but also the source of the threat eradicated completely until it is incapable of any form of aggression.

"With the authorization of President and Commander-in-Chief of the Omzian Forces Loran Vansare, the Omzian Republic and her People's National Defence Forces officially declare a state of war against any and all forces opposing the Questerian nation in this conflict, with the mobilization of the entirety of the Omzian Forces immediately to follow. Under the banners of Omazeeism-Gonkonism, we have already mobilized a contingent of the Omzian Navy to rapidly deal with the threats posed by the imperialist-fascist naval forces against the nations of Quester and Optischer. At the same time, a new one thousand ship task force shall begin its mobilization, with additional Army, Air Force, Naval Infantry, and other military assets to follow. The entirety of the Omzian National Guard will be mobilized, and the Omzian Militia shall be put on notice for possible deployment. At the same time, plans are being drafted up for an additional Expeditionary Force to be mobilized and deployed to the Quester homeland itself, while the Omzian Air and Border Defence Commands will be ready to facilitate the quick destruction of any imperialist-fascist forces that poses a direct military threat and risk against the Omzian homeland itself.

The Free Land of Clan Smoke Jaguar has been disheartened by the path that events have taken here. While we certainly cannot entirely support the nation of Optischer's attitude, we find nothing wrong with them desiring to hire themselves out, and certainly do not see it as a genuine threat to the security of any other nation. Thus, we cannot condone any attempt to forcibly influence or annex their nation, and we therefore must stand against any who would do so, especially if the path towards this takes them through the peaceful nation of Questers, who has merely chosen to assist Optischer in its defense. For this reason, Khan Kabrinky and the Council have authorized the use of any measure up to and including military force to protect the sovereignty of Questers and Optischer, and will gladly support any other nations that wish to stand against this wholly unwarranted aggression.

Unteradmiral Ichiba Kenichi still couldn't stop himself from smiling every time he thought of his vessel's name. Calling any vessel Willy would certainly invite a smirk from any sailor, but a submarine, well, that was just asking for trouble. At least the nature of this operation would ensure that the name of the vessel would remain in obscurity. But unlike the name, there was no humor in his mission. His orders were to head to a point in the vicinity of the Questerian fleet and await further instructions. A dangerous situation considering they'd never worked with the Questerian forces before, but necessary if they intended to employ the group and its unique capabilities. Still, it would be well worth it if the group could get a chance to show off just what they were capable of. There were 47 other submarines out there, all well prepared for the task at hand, and they'd be the primary support offered by Clan Smoke Jaguar for some time, since it would take several more days to assemble a credible surface group. Though that was not, he considered as he looked aft, necessarily a problem.

Unbeknownst to Sarzo, Speaker of the House of Delegates Connie Jacobi called a special session of the House to discuss the Optischerian situation. Debate was fierce, especially with the President's sending the First Fleet without consulting Parliament, even though it was his prerogative whilst Parliament was in recess.

"We're about to throw ourselves into a war without the President calling us back into session," Senator Brian Delgado (Conservative-Cooke), said in the joint session after Senate President Pro Tempore Lyndon Rawlings (Progressive-New Granzi) called the Senate in. "That kind of irresponsibility is what we can not stand for so soon after the Panteran war."

"You're forgetting one thing, Brian," Jacobi said. "Banduria and its Three Power Axis have attacked the Questerian Commonwealth. As signatory members of the Commonwealth, it is a direct attack against Sarzonia herself. We can't stand idly by while our allies get fucked."

The debate continued to rage until finally, both houses voted to authorise the President to use "whatever force deemed necessary to redress the attack against the loyal Sarzonian ally Questers."

When Sarzo received word of the vote (302-248 in the House and 27-23 in the Senate), he called Newman.

"We've got authorisation. Now let's call up the Fourth and Fifth Fleets and send them to Banduria."

"We'll have four divisions of Naval Infantry total over there if we're lucky. More likely, we'll have three," Newman said. "We're going to have to call up the Ready Reserves to be ready for this."

"Talk to Bill about it," Sarzo said. Bill Lighton, the former Air Force Chief, was the Vice President for the Home Guard. Nominally, he was of equal rank to Newman, but during wartime, he would report to Newman as he did during his tenure as Air Force Chief. The resolution authorised Sarzo to call up the Ready Reserve and immediately strengthen the Sarzonian army to 15 million.

Newman called Lighton and told him he needed to activate the Ready Reserve, which Lighton immediately did. The Sarzonians were on a wartime footing with Vice Admirals Matt Lance and Travis Moraine commanding the Fourth and Fifth Fleets, while the Second Fleet would be under Fleet Admiral Marcus.

The Sarzonians had every intention of making Banduria rue the day they tangled with Questers.

Regiments marched by, thousands of supporters gathered at the parade, the crowds cheered louder than anyone has ever heard. It was the Imperator's first public appearance in 3 years, he had only ever appeared 3 times in public ever, and yet and a serious situation was quickly developing in Optischer, and war was looming with Questers. But none of that could be seen today, today the citizens of Andaras Prime were happy to be under the flag of the Second Order of Andaras Prime, a symbol of pride and unity. Finally, to the massive chears of his loyal supporter, the Imperator himself walked to the podium.

"This operation is called Crashing Thunder. Phase 1 will see the initial deployment of eight Imperial Navy expeditionary fleets, a total of 968 ships, in the defense of Optischer. The Imperial Navy will join up with units from the Questerian, Omzian, Skinnian, and Praetonian navies for certain; the addition of Silverian and Jaguarian naval forces can be considered likely.

"The Office of Naval Intelligence has stated that the enemy will at the very least deploy four SDs, six carriers, ten battleships, one hundred cruisers, two hundred destroyers, one hundred seventy-five frigates, and fifty some submarines. This intel is rated as Class 4, which means that you can take it to the bank. With the exception of submarines, the Imperial Navy will outnumber and outclass the opposition by a safe margin; with the addition of other allied ships the likelyhood of victory only increases.

"When victory is achieved we will shift to Phase 2, which will be unrestricted warfare against any involved AIC/Axis parties. This will include the sinking of Axis-flagged merchant ships, as well as enemy warships. It will also mean, in all probability, the commencement of amphibious and ground warfare against the enemy, especially against Banduria. We expect that Task Force 1, under the command of whatever admiral the ISN chooses for the task, will have already softened up and possibly secured a beachead for the Imperial Marines to land.

At Naval Station #129 along the Imperial coast, the flood of new information had basically overwhelmed the personnel attempting to digest it. The declarations of support for Questers and enmity against Banduria were flooding in, and a good portion of the remainder of the Imperial Army and Navy—the whole force used solely for offensive operations—as well as the 11th Legion was being mobilized to reinforce the Bandurian fleet preparing to leave for the Optischerian blockade. Since the first sign of enemy involvement the mobilization had begun; it primarily involved submarines. A good deal of the Imperium's strength lay within its submarine forces, which were more than half the size of the surface fleet and growing faster, with more and more submarines completed each year. Meanwhile, within the Imperium itself, the alert level of the Imperial Guard and its forces had been raised to red, and troops and reservists were mobilizing from all over in preparation for war.

"What are our best estimates?" Estarus asked a nearby general, aboard one of the massive Super Dreadnaughts awaiting attack.

"Several countries have pledged forces, my Lord... in all likelihood more than we can match even without our forces now in Ankhmet. Perhaps thousands of ships and submarines are being sent now to reinforce the blockade."

"What's our plan?"

"It doesn't look much like they're going to back down now... we'll wait to see whether they try any offensive operations or stay on the defensive."

"Look, we're kind of honor-bound to attack the blockade now," said Estarus, impatiently. "We're out in the open sea now and we have the forces to destroy them... at least now."

"But their allies..."

"They aren't the only ones with allies around here," said Estarus. "I'll send out communications to our own allies and hope they can mobilize in time..." His headset began beeping and he lifted the mouthpiece. "What is it?"

Estarus listened carefully to the voice on the other end and then turned back to the other man. "It seems Sarzonia is mobilizing a fleet against Banduria itself..."

"That noble, bloody fool Sarzo," the general muttered under his breath. "He does realize that what he's doing will be the equivalent of suicide, doesn't he?"

"What?"

"Well, we have naval forces currently here, a large number, and more of them preparing to leave Imperial shores, which can engage attacking forces easily. In addition, an attack on the Imperium itself will surely win the favor of our allies..."

"I see," said Estarus, thoughtfully. "The Sarzonian armed forces are known for good strategy, I believe... their day seems to be finally over."

As he turned to issue further orders, the general added, "Oh—and we should be cautious of other enemy forces in the vicinity as well. Don't think that Sarzonia's idea will be unique to them."

"Right." Estarus did not look at him this time, busy requesting approval from his father the Emperor, and then checking positions and going over enemy forces in the area.

Banduria had yet to make a move... and elsewhere other armies were mobilizing, arming for war.

Estarus traced the words in the dust atop the counter, and then the wood and metal of the board itself when the dust had disippated into the air in specks of white, like so many humans at the mercy of nations, of weapons too terrible to be named... of war.

"Mr. President, here's the annual report on Veritas."

"Thank you, John."

President Kenix Kil took the piece of paper and reviewed it. Millions had flocked to the newest Halberdgardian colony, and even after just one year, Veritas was quite well-developed. The provisional government had done an excellent job in overseeing the development, and elections for the first permanent government and the Governor -- who, like his counterparts in Halberdgardia's other colonies, reported directly to the President -- were close.

Militarily, the colony was quite secure. One of the administration's top priorities following the acquisition of the land was deploying a significant military presence to defend Veritas. Though it was removed from the mainland, and thus more secure from the larger conflicts, it was nevertheless a valuable Halberdgardian possession, and thus received substantial forces. Several large naval bases, complete with submarine pens and huge thirty-inch shore guns, had been established, and dozens of bases, both Army and Air Force, dotted the territory. The colony's troops received top-of-the-line equipment, as befitting its location in a geopolitical "hotspot," including hundreds of Halberdgardia's first domestically-designed aircraft -- the F-150 "Ebonhawk" fighter-bomber, and its dedicated air-superiority variant, the F-150A/S "Strikehawk" -- along with the usual complement of other fighter and bomber models. Multiple large Halberdgardian fleets often passed by Veritas as a crucial resupply point, providing a near-constant naval presence to defend Veritas without the need for a large static force. In all, Veritas was defended by no less than two hundred and fifty thousand combat troops, in addition to the airmen, naval personnel, and requisite logistical personnel. Hundreds of M-200, M-175, and M-160 main battle tanks and "Corbulo" self-propelled artillery units provided additional punch to the ground troops. It was an excellent start -- but MILCOM was sure to find new ways to further fortify Halberdgardia's latest acquisition.

It was just after Kil had decided the military forces in Veritas were satisfactory he received the news.

It was Secretary of Defense Randall Schrader who delivered the news. Schrader had held the same position under the administration of Kil's predecessor, Kir Kanos. After his ascension to the Presidency, Kil had retained most of Kanos' Cabinet, not only in honor of the first President of Halberdgardia, but also because Kanos had picked highly competent men and women to serve on his Cabinet.

"Mr. President, we've received news that the nation of Banduria is preparing to take offensive action against Questers. The nations of Andaras Prime and Nebarri Prime have joined Banduria, and have formed a coalition known as the 'Three-Power Axis.'"

Kil sighed. "Randy, we've known each other for years. There's no one else here this late at night. First name, please. And for God's sake, man, sit down. Have a scotch with me."

Schrader grinned, and complied. Kil reached into his liquor cabinet, removed two glasses and a bottle of scotch, and poured some for both of them.

"That Glennroyal?"

Now it was Kil's turn to allow a tired smile to his face. "Would I drink any other kind of scotch, Randy?"

"I don't suppose you would." Schrader sipped the scotch, and sighed appreciatively. "You always had a damn fine taste for alcohol, Kenix."

"Thank you, Randy." He let the silence stretch as the two men sipped at their drinks and watched the snow fall through the windows of the Oval Office. The snow had come down thick and often in Washington as of late, and much of the city was blanketed in white. It brought a refreshing sense of innocence and beauty to a city that was all too often steeped in heady political intrigue and backstabbing, like its namesake. "Now, unfortunately, business is business. But I think I can deal with this situation with a little scotch in me now," Kil said, a faint smile momentarily appearing before fading.

Schrader's smile, too, faded, and he was also back to business. "The Sarzonians and Praetonians, and a host of other nations, have come to Quester's defense. As a Sarzonian ally, and as a friend of Praetonia, it would be a smart move to declare our support for Questers."

Kil nodded. "Improving our relations with Praetonia is a top priority on my foreign-affairs 'to-do' list. I want to work on that as soon as this particular conflict has been resolved. What force deployment would you recommend?"

"I'd say a fleet of roughly thirty to forty vessels, led by a superdreadnaught, supported by at least three carriers, with the remainder made up by escorts."

"Will Congress approve it?"

"Once they return from recess, I'm sure they'll authorize a deployment."

Kil nodded, but did not say anything. After a moment, he looked back up at Schrader. "Get it done," he said.

Official Communique from the Office of the President of the Democratic Imperium of Halberdgardia

It has recently come to my attention that the "Three-Nation Axis" have declared their intention to invade certain colonies of the nation of Questers. They claim to do so in the defense of the nation of Optischer, but the reality of the matter is that these nations are nothing more than greed-inspired imperialists who would seek to fling its soldiers towards death against a steadfast ally of freedom, in order to violate another nation's sovereignty and claim more land for themselves. While some nations may not approve of the actions of Optischer's leadership, they are well within their sovereign right to pursue such a course, and this should not be infringed upon. Indeed, Optischer poses no threat to the nations who would seek to threaten Optischer. The motives of the Three-Power Axis, therefore, cannot logically be of self-defense, but rather of imperialization. Long have nations attempted to conquer small, weaker states out of greed, in order to gain more land, more resources, more international prestige. This case is no different.

In my inaugural address, I pledged to take up the banner of freedom and democracy. I pledged to make Halberdgardia one of the defenders of democracy and freedom, principles that this nation has long stood upon. This assualt upon Questers, as well as the sovereignty of Optischer, is therefore unacceptable. It is as an ally of freedom that we join our Sarzonian allies, and our Praetonian, Omzian, and Questarian friends in the fight against the Three-Power Axis.

Freedom is on the march, and the members of the Three-Power Axis will soon find that they are on the wrong side.

The Austin-class transport vessels raced through the water, cutting white sprays between and they cut through the cold ocean at high velocity. 39 of them in all, dark green army color, flying the standard of the Nebarri_Prime Imperium. These ships, loaned to Andaras Prime by their ally Nebarri_Prime were the bulk of the invasion vanguard if there was ever going to be a emancipation of Optischer. They were loaded to the brim with darkly clad soldiers, looking tense and nervous, the salty spray from the water catching their metal helmets. They were the 5th Infantry Corp, of most of it anyway, the heavy infantry could be easily distinguised by their rugged appearance and lack of respect for military dress code, they were some of the Imperium's best, toting Kalashnikov AK-74M (http://securityarms.com/20010315/galleryfiles/orig/ak74m2.htm) Assault Rifles like regulars, some with weathered trench mortars and strapped to their backs, hand grenades on their belts. The reserve troops looked alot younger, most recent recruits with little combat experience. "Oh I doubt this situation will finish itself overnight, the Imperator sounded pretty determined at the parade" said the sgt as he patted the young provate on the hand.
"Who knows, maybe you will get a chance to put that rusty old thing on your rifle".

Lt. General Skandis was in the flagship transport at the head of the group, looking regal in his dark green military uniform, medals and all. He looked through his binoculars at the horizon, rough seas were possibly ahead, dark overcast clouds beckoned in the distance.
"Major, I want you to prepare a small crew, when we land at Banduria I want you to send one transport to Optischer to scout out enemy strength, see how many more ships have landed in Optischer since the Questerian fleet" said the General in a commanding voice.
"General Sir, our orders were to just land an..."
"I do not take orders from you Major, only from the Imperator. Our orders were to dig in at Banduria and take all measure to ensure the safety of the Corp." barked the General.
"We Sir, I will prepare the crew myself" said the Major intimidated by the General.

For all you know, Task Force 1 doesn't exist and all allied naval vessels are going towards the defense of Optischer. And before you bring up "spies", keep in mind that the only people in the room fall into three categories; COs and XOs, admirals of various stars, and the Imperial Marines guarding them. Nobody in that room would spy for a nation with which they haven't even heard of previous and would have no loyalty to.

This is your first, last, and only warning. If I see any more metagaming I'm going to call the offender on it and then decide what to do, including and up to hitting the ignore button. Ack, I hate it when this happens. Okay people, and by people I mean Banduria and Andaras Prime, heres how it is. Sarzonia's session was a private, closed session of his Parliament/Congress, which means that you know nothing about it and the deployment of his vessels. Absolutely nothing, this must be made clear. The same goes for SS and his actions - you do not know about them, either. So please deleted/edit your posts until they aren't actually a problem anymore.

You can tell generally that some vessels might be moving about through satellite intelligence, and for example you'll have seen my vessels fight each other and board each other, so thats known as its hardly a private action. But you will never know what happened behind closed doors unless iot is either told to the media or sent to you in an IC message.

The Imperium hereby calls, once again, for the surrender of Banduria and its allies in this folly. We cannot fathom why the Axis insists on fighting this war in the face of such massive opposition. Nations of the Axis and AIC, do not listen to Banduria's schemes and rhetoric; he leads you into battle against several recognized naval superpowers. Do any of you honestly believe that triumph is possible? Can any of the Axis nations truly resist the might of the Allied war machine? The answer is a resounding NO! In the face of overwhelming international pressure, the Imperium hereby stands down its threats against Questers. We will not move any forces to the Optischerian blockade and urge the other members of the Three-Power Axis and the AIC to follow our example. A war with all of these nations would be not only costly but pointless—a war fought for no good reason except the alliance networks.

IC: I believe they have no right if it subjugates the innocent populace of a sovereign nations like Optischer into servitude. We intend to protect Optischer so that Questers can no longer exercise monopoly trade routes in Optischer waters. Optischer has clearly stated that he wishes for noone to take over his country, taking over a respective nations' trade routes is the first step in such an action. As a greater Imperium, the Axis and possible the AIC intend to stop such exploitation with our collective power, imperialism as a greater whole can protect smaller nations from just this type of situation. You may tell your Commonwealth ally Questers that if he withdraws all trade and any other influences he has in the Optischer region, we will be willing to negotiate further on such a matter. Only when Optischer is an uninfluenced neutral party can such negotiation be on equal terms. If Quester's motives are truely pure, he will accept these fair terms of negotiation, failure to comply withdrawing all influences (including trade and the fleet stationed there) will be taken as a hostile attack against the Optischer people. Optischer has also stated quite clearly that they do not want their nation blockaded, therefore you are there illegally against his strongest wishes. Understand that only Questers is Questerian, the other countries are Questerian by force, so it's temporary. Our negotiation terms are fair, and if you wish to convince anyone that your not a greedy colonial oppresser, you will accept them. Questers should also know that the AIC has now officially voted FOR (http://forums.jolt.co.uk/showthread.php?t=454260&page=5) a position of war in the Optischer situation. So the Commonwealth should agree to the terms of negotiation and withdraw all presence from Optischer immediately or face war against the might of the Imperialist Alliance.

The only reason you want us out of the area is so you may control the trade routes and quite possibly the nation of Optischer itself, not so that you may protect smaller nations . The Commonwealth is not stupid, and should your try to attack the massive Commonwealth task force in the area, it will only show your intentions to invade and occupy Optischer. Don't think for a moment that your little coalition can stand up to the might of the Commonwealth and it's nations.

And please, do show one example of us "exploiting" Optischer. Was it not YOU who threatened to invade to "stop the international threat" from the tiny nation? You are plainly liars, any educated person can see that.
