Intergalactic Union of Sentient Species (IUSS)

You must post in the admissions section of the forums. You are not guaranteed acceptance unless you pass the entrance exams, and less then 2/3 of the members wish to bar your nation’s entrance.
Articles of the Union Draft 1:
Purpose and Aim:
To Establish a safe economic trading network, and military protection from foreign aggression to continue the safe growth of member nations in a stable environment.
1: Admission
1a: No new member may be admitted into the Union without taking the Admissions exam.
1b: No new member may be admitted into the Union without achieving at least a 70% average on its admission exams.
1c: No new Nation may be admitted if 2/3 members vote to disallow entrance.
2: Articles
2a: All member nations must abide by, and if necessary, enforce the Articles of the Union.
2b: To effect change to the Articles, proposed amendment must reach a majority.
2c: Any member not abiding by the Articles may be removed from the Union, Economic and Military action may ensue depending on the seriousness of the charge.
3: Trade
3a: All members must open all borders to other members, unless a Member is attempting to bring about the weakening of another member’s economy, in which case, they will be violating section 3c.
3b: Tariffs against other Member nation goods must be lowered to a maximum of 5% of the profit.
3c: No member may attempt to economically ruin another member, should this occur, the Nation performing the action may be expelled from the Union.
4: Territory
4a: All Territories must be opened to allow the free travel of civilian vessels and commercial vessels of another member nation.
4b: No IUSS Member will be forced to allow non-IUSS travel through their space. Should they find themselves in this predicament, all IUSS members will be required to assist in repelling them in any way.
4c: Territory claimed by two IUSS Nations may be resolved by a meeting of the IUSS Senior Council.
5: The Senior Council
5a: The Senior Council will always be made up of a ratio of 1 Council Member per 5 normal members.
5b: Council members are chosen for life terms by Council Chair.
5c: Council chair is to be the founding nation, the Unified Worlds of Siesatia.
6: Military
6a: All members are required to upkeep a semblance of an armed force.
6b: Should any member come under military or economic assault, all member nations are required to contribute some form of support, either military or economic.
6c: Should any member begin a military or economic campaign, no member nation is required to contribute any aid.
6d: In the case of a civil war, where Member vessels are attacked, the IUSS will take no action.
6e: An IUSS Military Unit is to be created, with soldiers and ships from every member contributed. All member nations must contribute unless a special circumstance exception is granted by the Senior Council. The IUSS Military Unit is to fall under the control of the Senior Council.
6f: Should a member leave or be expelled from the IUSS, their military Units will be removed at their own expense. Should they be pursued with Military action, their soldiers and ships will be held as Prisoners of War, until such a time that open hostilities are declared concluded.
7: Diplomacy
7a: No member of the IUSS is permitted to speak for the entire alliance without express permission from the Senior Council.
7b: No member may create alliances between the IUSS and any other Alliance. They may however, recommend to the senior council an official alliance.
7c: The IUSS is not to be affiliated with any form of Government, Economic System, or Religious organization.
8: Facilities
8a: The IUSS will fund and upkeep of a Senate Chambers, where all members will meet to discuss internal and external affairs.
8b: The IUSS will fund and upkeep a Fortress System, where any member who falls under heavy attack may retreat to.

Concerning - RP Exams
As I sit here, I contemplate the purpose of RP tests as admissions into alliances or anything RP related. Nowadays it seems standard fare. So, what is the true purpose of an RP test? Is it perhaps for elitists to have a reason to laugh at those they deem lower than themselves?
Don't think so. Is it to restrict entrance to only those with excellent RP skills? Hopefully not. So by now you must be wondering yourself. Well, in my opinion, the real purpose of RP tests is simple.
It is merely feedback for you. Wether you pass or fail, you are giving constructive criticism. You should take that criticism and look back over your past RP's. Say to yourself 'Is this a consistent problem or is it just developing?' and 'What can I do to use this criticism to better myself?' So, there you sit, about to take an RP test to get into an alliance. They present you with a scenario that would never happen in your nation for whatever reason.
Ok, what do you do? Say 'I need a new test, this doesn't apply to me?'... I should hope not. You should say simply - 'Interesting, how can I approach this' and give it your best shot. If you pass, congrats, if you fail. Retry later when you feel ready. So why should you not say 'Conform your standards to my abilities?' Well that is simple. RPing is never predictable, you must be able to adapt to situations you never expected. So take what you get and run with it. If you can't do it, you are not unimaginative, you just haven't looked that way before. Do some research and retry. But if you give up on a test before you even try, then why are you even bothering the testers time? Think about this...
