First Annual Voronej Cooperation Organization Meeting [Earth II]

At Medvediego Hotel in Voronej everybody was rushing. Representatives from 4 allied nations would be coming in a few weeks, things still had to be done: floors washed for a 100th time in a day, more cameras set up, more cooks hired and fired. It was all a big circus, there was but one man in the whole building who remained calm. His name was Alexandr Petrov and he would be representing the Russian Federation at the 1st annual VCO meeting and at the same time hosting it. He was walking calmly through vast rooms of the gigantic 15 storie building enoying the art hanging on the walls. Suddenly his cellphone rang.

"Yes...aga...i'll be right there momentarily."

He turned around 180 degrees from the famous portrait of Tsar Oleg the IXth and started walking quickly down a wide well lit hall with numerous windows facing the busy streets below. He reached the big, white doors at the end of the hall and opened one of them. Light from douzens of photocameras hit him in the face. He didn't blink. He went up to the podeum in the middle of the wide room and started his announcement, the one he wrote and memorized word for word.

"We the citizens of Russian Federation await with anticipation arrival of our foreign guests. We hope that this first meeting will bring greater prosperity and greater friendship to all of our nations.

Let me announce to you all the way in which we will meet. The council meeting will last for several weeks until all the important issues have been decided on. We will deal with this issue by issue. Some of our meetings will be open and some will be closed. We will allow non-alliance foreign observers to attend the open meetings, however their profile must be reviewed by the council beforehand and deemed acceptable by an annonimous vote. The representatives will be residing in this luxurious Medvediego hotel, each one will have a floor for themselves and their staff. Any representative can propose an issue to be debated on by the council. At the end of it all there will be an official document signing that will be broadcasted worldwide.

This is all i had to say ladies and gentlemen, good night."

Official Government Announcement

On behalf of the Hellenistic Empire of Greece we would like to send a diplomat as an observer to all the open meetings. We have taken an interest in the VCO. The diplomat will be sending hourly reports through a laptop to the Ministry of Foreign Affairs.

Ferdinand Abayari checked over the various briefings for a third time as his plane made its way from beijing to Voronej. Formerly Foreign Minister of the Philippines, Abayari was now the appointed representative to the Voronej Cooperation Organization; as the VCO was viewed as the United Eastasian Republic's most valuable contact, Comrade Premier Zhao had selected the best diplomat he could find after International Commissar Bei Ruiyan.

Abayari was quietly confident that he would represent the UER well at the upcoming meeting.

Ambassador Zarubezhnik waited patiently at the embassy for the upcoming meeting. he tried to contemplate what might be on the agenda, and what Bjornoya would wish to discuss. Certainly, the Patriarch would want a good definition of how the members of this alliance would behave, specifically towards its citizens. Any infraction of basic human rights would probably lead to Bjornoya's resignation, but the Patriarch and Zarubezhnik had full confidence that the participating members would uphold such a simple request. Economics would be difficult, but flexible. Wilhelm Kaufmann would not allow foreign corporations to exist within Bjornoya, as it was his duty to the state to maintain his state-wide monopoly of Visara Co. Hopefully this would be acceptable by the other members of the alliance. Perhaps Visara would be allowed to start development within some less priviledge regions within the nations of the alliance. Bjornoya was small compared to its allies, and was able to successfully develop most of its habitable terrain into modernized cities. It could not expand its architectural or agricultural abilities too much within Bjornoya, but perhaps some less hospitable regions within allies' borders could provide an economic oppurtunity.

While the Gulfstream slowly banked to the left, Bruno Glacier, ambassador to the VCO, looked through his papers. destinations, callsigns, agenda.... crap.
He got his laptop from the case and started up his Works system. after typing for some 30 minutes, he had a steady view of what was going to happen, he hoped at least. He also had an agenda of what to say in the meeting, and what to propose. He now just had to wait for touchdown.
