Soverign of the People Cyrus Zathuri finished reading the report lying before him, "Are you sure this is completle acurate?" he inquired, looking across the desk to his seinor general, Giren Arzanbal and the Nuekallaya Prme Minister, Dr. Ian Kandiru.
"We could not bring ourselves to submit it otherwise," replied General Arzanbal.
"I thought the last of the Ahriman fighters were killed or at the end of the civil war, what happened?"
Dr. Kandiru spoke up, "It would seem enough of them made it to the northern hills, where they were able to regroup away from the eyes of our men. The loyalty of the populatin in that area has alwase been suspect, this confirms it."
"And they seem to have been supplied weapons by a foreign power, we are unsure who though." Said Gen. Arzanbul.
"So foreigners have already gotten involved?" inquired the Soverign
Dr. Kandiru began to speak again, "It would appear so, the UN is more than likely going to take interest in this little conflict. They hate us, call you a despot and a psychopath, but they just don't understand the way things are done here. THey are unwilling to accept us because we do not conform to their ideals and do not have the money to make up for that."
Soverign Zathuri sighed, "there is mush to be discussed, I will call together the Parlment, then I will address the people, but first, I need to know as much as possible on the situation. Gather as much information ans you have and return as soon as you can."

The High Ecclesiarchy is still debating the nature of our future involvement, if any, in the conflict.

This is Soverign of the People Cyrus Zathuri, pleading to the Kingdom of Ftang: do not interfere in our purly internal war. The rebels are not the "freedom figters" they claim to be. They are opertunistic mercenaries who oppose the values of the Zoroastrian population. We are not the dictatorship that they would have you believe, I represent and serve the people, who have givin me total power of their own free will. Futhermore, if you choose to ignore this plea you will face nothing but defeat. We have surrounded their capitol city of Hath Tari with our mechanized and airborn units, and are poubding it with artillery day and night, their surrender is only a matter of time, and our special forces are currently hunting down enemy cells in the norther hills. This is a lost cause, and we are prepared to repuls any invasion.

We will remain stationary for the time being, we will only move should we be threatened

Off the coast of Nuekallaya, a heavily armed gunboat was patroling the coasline, weary of possible invasion. Upon seeing one of the ships of Xirnium the nervous seamen opend fire...

The La Fayette-class ( http://en.wikipedia.org/wiki/La_Fayette_class_frigate) frigate HMW Endurance, scouting ahead of the main fleet, had come under fire quite unexpectedly. The first several shells had missed the vessel, splashing in the sea and sending great showers of water up into the air. However, as the gunship began to find its range the HMW Endurance had taken several hits to the starboard bow. Fortunately, though, they had not yet caused serious damage.

'Are they mad?' yelled the Captain, looking hurridly at the Nuekallayan gunboat through his binoculars in fury. ‘Signal the fleet immediately, inform the Vice Admiral that we are under attack! Order helm to flank speed and come about hard starboard. Also, I want our damn helicopter ( http://en.wikipedia.org/wiki/Eurocopter_Panther) to take out that gunboat,’ he yelled.

‘Yes sir,’ acknowledge the Lieutenant who raced away to relay the message.

‘Mr Morderd, open fire on the gunship, all 100mm and 20mms. Fire several ranging shots and if they don’t cease immediately I want you to sink that damn boat!’

‘Yes sir, Captain,’ the officer replied as the frigate began firing its 100 mm TR automatic gun.

The following message began to flash towards the Nuekallayan naval vessel in Morse Code:

++Nuekallayan Gunship. We are in international waters. Cease your illegal fire and surrender immediately or you will be sunk.++

[OCC: Can you tell me what kind of gunboat yours is? Generally they wont last long at all once a frigate finds its range on it]

On board a Nuekallayan gunboat, a small crew of frightened seamen recieved a message to cease fire
"Sir, they say they're in neutral waters!"
"I don't give a rat's ass! They Shouldn't even be here, this is all just a trick. We were warned about these capitolist nations and their deceptive ways, and I will not let these servents of Ahriman near our shores. Fire the missiles!"

Meanwhile, somewhere along the Ftang/Nuekallaya border, a rebel disguised as a government soldier attempted to sabatoge a Ftang military camp. His goal was to force Ftang to join them in their war against the government by tricking them into thinking Nuekallaya struck first. He failed. He was captured.

The HMW Endurance had come about was now baring down on the much smaller and hapless gunboat at flank speed, closing the distance rapidly while pounding away with its heavy 100mm gun. The Captain had only waited once for the enemy to respond, and had now declared his intention to sink the vessel. Meanwhile, the Eurocopter Panther helicopter which complemented the naval vessel began to fire its 70mm rockets at the enemy ship. Both the frigate and helicopter raked the gunboat with 20mm cannon fire.

In the meantime, the Xirnium 4th Crusader Fleet was en route at maximum speed, sailing to war.

On the deck of her flagship, the HMW Indomitable, Vice Admiral Elizabeth Patritsia’s mind raced. It was only a gunboat, not even a serious threat to a single one of her destroyers much less the 4th Crusader Fleet. And yet, it had attacked them without cause or warning and in international waters.

‘Launch all aircraft,’ she ordered, taking charge. ‘I want the entire Nuekallayan navy sunk, I want their naval bases destroyed, I want their air defences crippled.. Damn it I want their entire ability to wage war neutralised!’ she yelled to her subordinates.

‘Yes sir,’ the Vice Admiral’s officers replied, hurrying about in a flurry of activity. ‘Begin a full cruise missile strike,’ the Vice Admiral commanded, sighing deeply at the thought that another unwanted war was being thrust on Holy Xirnium. Already, the first Super Hornet screamed as it took off from a nearby carrier.

The first Block IV Phase II TLAM cruise missile blasted out of its armoured box launcher and towards its target somewhere near the Nuekallayan coast, followed by more launches from the HMW Indomitable and other ships. These would be followed by dozens of launches.

The salty wind blew Vice Admiral Patritsia’s dark brown hair about as the fleet changed course and proceeded at ‘all ahead full’ as per her orders. The cruise missiles were being aimed at RADAR installations, air force aerodromes, naval bases, armoured vehicle pools and SAM and AA sites. All of these targets had been scouted out earlier by Xirniumite spy satellites monitoring the civil war situation in Nuekallaya, gathering vast streams of intelligence (though it had never been thought that they would be using them for war).

The cruise missiles would pose a deadly threat to their targets. Flying at extremely low altitude in order to avoid enemy RADAR or countermeasures, the cruise missiles where to travel distances up to 900 km away at speeds of over 880 km/h, guided by advanced GPS systems for precision targeting. All of the cruise missiles were armed with over 450kg of high explosives.

As the strike wings began to form above the Vice Admiral wondered grimly what the rest of the day would bring.

Gen. Arzanbal remained as stoic as alwase as he recieved the news, "Sir, the Xirnium navy has wiped out our small naval force, destroyed most of our air bases close to the shore, and nocked out a great deal of our fixed SAM and AA sites. Our mobile forces were able to avoid destruction though, and the sheer number of SAM and AA sites has ensured that enough of them survived. Because of this we have managed to shoot down a number of enemy aircraft. We've been hit hard sir, we have no chance of taking the offensive, and our enemy has a great technologic advantage over us, but we have given them reason to think twice about landing troops. Our biggest threat is their cruise missiles, they fly too low for RADAR, and are extreemly hard to hit. Their aircraft can be taken down by our AA defenses, and I doubt all the people groaning about the money spent on them will complain any more."

The general simply sat in thought for a few seconds, then, "Send all our remaining aircraft to attack the ships known to have cruise missiles, I doubt any of them will return, but it will only take one missile to sink the ships. The brave pilots will alwase be rememberd for their sacrifice in the name of Ahura Mazda."

[OCC: Just a helpful hint, but generally you should only describe your own loses and not others’. For example, I left the cruise missile strike for you to describe, and you should leave my losses due to AA for me to describe. It’s ok though, we’ll continue on, but just so you know.]

‘Are the Nuekallayan’s insane?’ asked the Admiral inside the air-conditioned command station on her flagship, perplexed at what she was seeing, ‘why do they press this engagement?’ She simply could not understand why the Neukallayans had attacked without warning, escalating this situation to war when the Xirnium Fleet had not even been inside their territorial waters or threatening to them. Multiple RADAR contacts on the tactical map in front of Admiral Patritsia showed what intelligence believed was the remnant of the Neukallayan Air Force, evidently inbound to launch a final suicidal strike on the 4th Crusader Fleet.

‘Admiral, what are your orders?’ asked a lieutenant, the neon lights of the LCD displays casting strange shadows across his face.

‘Send all of our more then 330 F/A-22, Dassault Rafale M fighters and JSF F-35C fighter-bombers to engage the enemy at long range before they near the fleet. Once they begin dogfighting, the Neukallayan’s will surely need to drop their ordnance or risk destruction. As soon as they are within range I want the enemy fighters to be engaged with our full AA missile capabilities. Should any manage to get through that to fire anti-shipping missile, I want our anti-missile screen completely activated, including the Phalanx CIWS cannons, we’ll hopefully take them out,’ the Admiral commanded confidently.

As an officer entered the room the Xirnium Admiral gazed over the report that had been just issued to her. It seemed the Neukallayan SAM system was quite a sophisticated one, and the strike wings had taken some modest losses. Clearly, more caution would be needed.

‘Signal all ships in the fleet to begin conducting hard evasive manoeuvres, and direct our AA cruisers to position themselves to defend the capital ships,’ the Admiral ordered grimly.

Diplomatic Ecclesiastical Ultimatum

To: The Principality of Nuekallaya
From: The High Ecclesiarchy of Holy Xirnium

The High Ecclesiarchy demands that you immediately and totally cease your hostility against Xirnium naval units in international waters. Further unwarranted aggression against the 4th Crusader High Seas fleet will not be tolerated by our government, and will be met with a full invasion of your nation. This is a war that your nation, no matter how brave or skilled, will not prevail in.

We offer the chance to your government for a cease-fire and the negotiation of a conditional surrender to Holy Xirnium that will see that neither of our noble nations lose face. Should you thrust aside our olive branch of peace, however, we will mobilise our three other High Seas Fleets and complete military potential for operations against your homeland, and assist your rebels in swiftly removing your government from power.

We await your immediate reply. We pray to the Immortal God-Emperor that, for your nation's sake, you listen to reason.

Soverign Zathuri and Dr. Kandiru sat in a dark, busy, room, listening to the latest report from Gen. Arznabul "No sir, none of them returned, and we won't know how much damage they did - if any - on the enemy fleet. The fact is that we are out of our league. We have absloutly no experiance in naval warfare and no experiance dealing with an enemy air force. All our veterens have only known war on the ground against an unorganized, poorly equiped enemy. Our soldiers' diciplin and training are superb, but they are not equiped to fight an enemy such as this."

"Soverign," Dr. Kandiru interjected, "I suggest we withdraw. We can not fight on their terms, so we will make them fight on ours. Our SAM system can protect our few larger formations, and our grunts can take to the hills and woods and cities to fight the enemy in gurrila warfare, it's what the know best."

"I agree" replied the soverign, "we alwase knew we'd be facing an enemy with superior aripower in a war like this, and we're ready fpr it. Our land has hidden bunkers all over the place, we can attack anywhere with speed and stealth so long as we're on the defensive."

"Blasphemy! Blasphemy!" The Soverign stormed about his office as he tore a piece of paper apart.
"Cyrus, clam down and tell me what your problem is!" urged his Prime Minister.
"The damned heathens sent a message demanding we surrender to their so called 'God-Emporer'! Can you believe the nerve of them? They suger coat the message as much as they can and demand we -a nation on the path of Asha- surrender to a false god!"
"I take it there will be no peace negotiation then?"
"Of course there will be no peace Ian! They have insulted our nation and our religion!"
"Your religion, just because the state promotes it does not mean every one is a member."
"The state promotes it because the people damand it, don't get me started on this agian. If you wern't my closest friend the Nukeallayan people would never accept a secularist as Prime Minster."
"My point is that you should not threaten the very existance of our homeland on a difference in faith."
"You don't understand. I can not, as head of the state and representative of the people accept this insult, this... blasphemy!"

Vice Admiral Elizabeth Patritsia ( http://i8.photobucket.com/albums/a25/Dennis134/adm.jpg ) was in her element, directing the course of the battle personally from the quarterdeck of her flagship, the HMW Indomitable. She was a true naval commander, vastly experienced in warfare on the high seas. The HMW Indomitable lurched as it turned violently to avoid incoming threats, yet she maintained her balance perfectly. Her soldiers respected her greatly, and carried out her curt orders without question.

Above her, an anti-ship missile roared past, fortunately missing the HMW Indomitable by mere metres. Other vessels had not been so fortunate, and ahead she witnessed an enemy projectile crash into the side of the Iowa-class battleship HMW Blessed by God. There was a blinding flash as it slammed into the armoured belt, and immediately the monstrous ship began to list dangerously as the sea began to enter the newly blown hole in it. On her left, another missile tore into the HMW Sacrifice battleship, blasting open the forward turret which detonated the shells loaded in its barrels. As the deck erupted in a tremendous fireball the Vice Admiral was at least relieved to find that it had not exploded the magazine, which would have been utterly catastrophic.

‘Shoot them down!’ she screamed in fury to the officer next to her, incensed at the damage that they had done to her beloved fleet. Despite being both outnumbered and outgunned, the Nuekallayan pilots had flown bravely, with several making it past both the fighter screen and AA umbrella. Blinding white flames leapt from the barrels of the 20mm M61 Vulcan gatling guns of the CIWS ( http://en.wikipedia.org/wiki/Phalanx_CIWS ) anti-missile system, which automatically tracked the anti-ship missiles that managed to be launched at the 4th Crusader High Seas Fleet. Though by no means a perfect defence, several of the Nuekallayan missiles did burst apart as they were hit by the cannon fire.

Eventually, the assualt was over. The superior Xirnium fighters ruthlessly pursued their surviving less advanced foes from the Nuekallayan Air Force, apparently inflicting total casualties on the enemy. Admiral Patritsia ordered several destroyers to lend support to crippled vessels, and watched grimly as they attempted to douse the roaring fires with jets of water from their hoses. On the flight deck of the HMW Faith crews attempted to clear way the flaming wreckage of several aircraft that had been hit. The Vice Admiral sighed, it was over and the fleet had survived, though it would definitely need to lick its wounds.

Inside her tactical command centre, Vice Admiral Patritsia conversed darkly with her senior officers about the next course of action to be taken in the conflict. Fortunately, none of the main capital ships had been sunk in the last ditch aerial attack, though two were reduced to little more then blazing wrecks above the waterline and might yet sink, while several others had been crippled or heavily damaged in the assault. Her own flagship had needed to swerve dangerously to avoid a collision with the HMW Sacred Pact which now lay dead in the water.

‘Vice Admiral Patritisia, I respectfully suggest we now launch a full invasion of Nuekallaya, they must expiate for this absolute outrage. They have attacked us without warning, and on the high seas no less!’ argued her Rear Admiral, Wealin, who commanded part of the fleet.

‘I must agree, sir, with the Rear Admiral. A concentrated cruise missile and aerial onslaught on their nation followed by a full invasion by our troops would surely result in their fall,’ agreed Commodore Weiss.

‘No,’ said Vice Admiral Patritsia quietly, shaking her head while intently pondering the strategic problem before her. ‘It is absurd to think that we should invade the very nation that we came here to protect from imperialist opportunists. I will not commit to the destruction of a nation lightly, not over what may well have been a misunderstanding.’

The officers in the room regarded the Xirnium commander quietly, respectfully refraining from interjecting. ‘The fleet is to remain here,’ Vice Admiral Patritsia said, pointing to a position on the strategic display well outside of Nuekallayan territorial waters, ‘until I give further orders. Now, I took action to neutralise any and all threats to the 4th Crusader High Seas fleet after HMW Endurance was attacked. Whether or not my response was heavy handed is quite irrelevant now, but we have completely disabled their naval and aerial ability to threaten the fleet any more. I think we have done more then enough damage. We will therefore wait for instructions from the High Ecclesiarchy.’

‘Exactly,’ agreed Commodore Tankin, ‘let the politicians sort this mess out. We’ve done our job and neutralised their ability to wage offensive war.’

‘I suggest that we maintain a full fighter screen at all times, sir,’ the Rear Admiral said, finding himself in agreement with Vice-Admiral Patritsia’s analysis of the events.

‘Yes indeed, I agree. Also I want the submarines to maintain a flawless picket around the fleet, and I want our AA cruisers to be ever vigilant. And for God's sake put out those damned fires on my battleships, I don't want them to sink! In the meantime we will continue to periodically fire off several cruise missiles at targets inland, just to show the enemy that we are deadly serious, our bombers are to remain grounded for now, though,’ explained Vice Admiral Patritsia.

The High Ecclesiarchy understands that you apparently believe we wish you to recognise or surrender to the God-Emperor Adaemantus XII, an individual who is not counted amongst the living. [OCC: Adaemantus XII is dead] We assure you, nothing is further from the truth. Negotiations for your conditional surrender would be conducted solely with our parliament, the High Ecclesiarchy, which is the supreme and ultimate ruler of Xirnium, and not the incorporeal God-Emperor or the vacant crown. We give you our word that that any conditions of surrender will not involve the occupation or ceeding of any part of your territory to us in any way.

We urge you to accept our offer of a cease-fire and negotiations, as the alternative is certain destruction at the hands of a much larger and more powerful foe.

Surely, when faced with your own internal enemies you don't require an external one?

"who did?" the Soverign asked.
"Our troops were spread too thin when we prepared to face a Xirnium invasion, and the rebels broke out of Hath Tari, their leadership and many of their fighters have escaped!"
"Damn! I want them tracked down! Send out the 33rd airborn infintry, they're best for this job."
"We can't Cyrus, their position was hit by a cruise missile earler, and they're going no where soon. And none of our other units are in a good position to intercept them before they can simply disappear into the countryside."
"Then what can we do?"
"Nothing. They will escape, and this war will drag on."
"Do we have any idea what they're doing?"
"It seems they're trying to get in contact with the Xirnium forces, probably trying to forge an alliance."
"I recently recieved a less offensive request for ceasefire, I think it's about times we descussed terms."

A about the same time, however another message was recieved from the rebels:
We are fighting a losing war against the forces of the tyrant Zathuri. We beg you to help us in the name of democracy, help us throw out these religious fanatice. The church oppresses and rules over the nation, we can not live like this, we need your help."

-A complete return to the status quo regarding territories and frontiers.
-Symbolic reparations for the initial aggression shown to the 4th Crusader High Seas Fleet in international waters (to be organised later).

W agree that there should be an imediate armistice, but we can not agree to any reparations. Nuekallaya did not initiate any agressions. We were attacked without warning by the Xirnium fleet, a lone Nuekallayan gunboat made a brave pre-emtive strike against the invasion force. Regardess of any saposedly peaceful pretexts for attacking Nuekallaya, we will not accept blame for this war.

The High Ecclesiarchy feels that you are fortunate that we are a peaceful nation, or else your insolence and lies regarding the origins of this war would not be tolerated by our august organisation.

We agree to the terms of no reparations, in the interests of peace and recognising that the destruction of your air force and navy was sufficient punishment, and offer the following peace treaty:





The Nuekallayan instrument of surrender

1. We the undersigned, acting by authority of the Sovereign of the People Cyrus Zathuri, hereby surrender with conditions to the Vice Admiral, Xirnium 4th Crusader High Seas Fleet, and simultaneously to the High Ecclesiarchy of Xirnium.
2. The Nuekallayan High Command will at once issue orders to all Nuekallayan military, naval and air authorities and to all forces under Nuekallayan control to cease active operations against Holy Xirnium immediately.
3. Holy Xirnium pledges to make no further aggression against Nuekallaya nor to seek any changes to their territorial integrity of Neukallaya nor to occupy either temporarily or permanently sovereign Nuekallayan land.
4. No reparations will be made



We feel the following terms for your surrender which we would accept are more then fair, given your wholly unjustified aggression on us in international waters and whithout warning (which we are prepared to overlook). We suggest you sign the surrender document, or face a full resumption of armed conflict that will end only in the downfall of your nation.

We would also like to point out that never in history has a larg imperial nation sent a fleet to a smaller foreign nation in termoil simply to protect it. Alwase such actions have been to protect their own political and comercial activities within the nation. Since Xirnium had no prior relations to Nuekallaya, it can only be assumed that the purpos of the fleet was to establish political, military, or comercial control over our nation disguised as peace.

However, Nuekallaya will aknowlage Xirnium's valiant soldiers and advanced navy. Xirnium should be proud to posess such a fighting force, and such fighting men and women. The intent of Xirnium polotitions may have been evil, but the character of Xirnium people has redeemed your nation in our eyes. Also since Nuekallaya has lost it's navy, Xirnium is experianced in naval warfare, and Nuekallaya refuses to pay reperations to Xirnium, we propose that Xirnium officers will be hired as military advisors to help us re-build our naval forces, with most of the money going to the Xirnium government. We would also like to purchace some naval technoligy from Xirnium. Nuekallaya is badly in need of an effective navy, as this conflict has shown us, and we can imagine no one better to show us how to make one than Xirnium. We may both profit greatly from this situation, and Nuekallaya would rather make a firend than an enemy out of this situation.

The High Ecclesiarchy is glad that we have been able to end this conflict without further bloodshed or damage inflicted on your nation, though we completely disagree with your assessment of the High Ecclesiarchy's motives (which were not in any way hostile to your nation).

We will consider your request seriously, and inform you when we have reached a conclusion. Perhaps we can reach an aggrement whereby we can begin to sell advanced destroyers and cruisers to your nation. We sincerely hope that in the future relations might indeed warm between our two nations enough for us to put aside this unfourtunate incident and to eventually develop into friendship.
