SI Plenary. CLOSED RP (attention all Plenary Members)

*Acting President of the United Socialist States of Stoddenia and head of the Credentials Committee calls the Plenary to Order* Members of this Plenary. We are now called to Order. At this point, I will deliver the opening remarks, which I hope to keep brief.

First of all, Amestria still holds a seat in this Plenary. Their diplomats were arrested due to a period of national crisis and deported. However, we have been instructed by the full Credentials Committee that if they still wish to take a seat at this Plenary, they will be welcomed and will be under the protection of all international laws. It is not our intention to exclude any socialist nation from our proceedings, and it has been determined that they are sufficiently socially and politically progressive to claim a seat as a full member of this Plenary. If they choose to exercise this option, they can come into this Plenary as a full member, but the agenda cannot be reversed for them.

At this point, I, on behalf of the Republic of Stoddenia and the Plenary credentials committee, would like to welcome you all to the Plenary Session of the Socialist International. over the next few days we hope to come up with a draft proposal for a permanent Socialist International Organization. The purpose of this organization is to provide for a permanent channel of dialogue between socialist, anarchist and egalitarian-democratic states. Additionally, we will seek to utilize the framework of this organization to provide a mutual security arrangement for socialist and socially progressive nations.

We will follow the agenda. Any amendments to the agenda must come from the floor and require a simple majority to pass. The Credentials Committee will preside over this Plenary until the point 3 of the agenda, which is Nomination and Election of members of the Plenary Committee. At this point, the Credentials Committee will turn over executive authority to the Plenary Committee to continue the meeting. The Plenary Committee will consist of one nation's delegation.

A few simple rules. Each delegation gets one vote in all matters. All motions will be of the following types: Formal motion, which will require structured debate (the Plenary Committee regognizing speakers to the motion, time strictly enforced, etc), along with any provisions attached for approval; and informal motion, which will permit open debate. Hoepfully, the only formal motions will be on the draft proposals for the organization of the Socialist International. But any member nation may submit a formal motion on any topic.

Delegations are expected to remain comradely to one another throughout the Plenary. Stoddenia has agreed to provide the Sergeant At Arms of the Plenary, who commands a four man security detatchment who will eject any delegate that violates basic rules of respect and behavior, to restore order, if necessary.

Before we begin the actual Plenary, a roll call will be conducted of all members who are seated. Hopefully, we will be able to dispense with this in an informal fashion, with each member delegation speaking up on his or her own. If we can dispense with this perfunctory action quickly, we can move on to opening statements of each Delegation, and then onto nominations.

The Agenda is as follows, and we will follow it, unless there are any amendments to it from the floor.

1. Check in and Credentials.
2. Introductions
3. Nominating and voting of members of the Plenary Committee.
4. Convening the Plenary
4a. Draft Proposals for the Charter of the Socialist International
4b. Selection and discussion of Draft proposal.
4c. Commissions (War, egalitarianism, economic maintainence without sacrifice of social economy, and others, to be determined by Plenary)
4d. Amending the draft proposal.
4e. Adoption of Final Proposal.
5. Election of permanent Executive committee for the Socialist International.

The projected time alloted to this Plenary is 5 days. It may last longer if necessary. We may recess the Plenary at any time, if a delegation calls for it, and return to business after 2 days following the call to recess. Hopefully, the Plenary will not last longer than 1.5 weeks, but if necessary we can stay until our work is finished.

At this point, then I will conduct the Roll call and we will get started. Your nations will be notified that we are beginning the plenary at this time. Thank you all for attending and we wish you all luck.

In a black plane the delegation of The Erisian League of Myidealstate arrives. The first Person stepping onto the gangway is a quite average man in his early 30s. It is Speaker Bjarne , wearing a black suit, still tired from from the flight around the half planet.He is followed by Dr. Nicole Waldhausen-Apfelbaum of the Internationalist People's Union. Next comes Joseph Williams of the Free Trade Syndicates followed by Frank Gordon of the Black Flag Union and Dr. Christiane Werdich of the Myidealstate's General Tradeunion. The last person leaving the plane is Anke Meßkirch of the National Workers Federation

Intelligence Director Vaalyn Holkritz arrives flanked by two Khodrozi agents. He has a calm and relaxed exterior, but his reticence and the intensity of his gaze betray him. His bio is patchy and confusing, with half of it blacked out.

A few paces behind him walks Professor Rit Zatlon, debating with two of his delegation members in a slightly pedantic manner. He quiets down as he's introduced, a smile easing accross his face as he's reminded of his many credentials. Founder of the Zatlon Institute for Social Philosophy, he has become one of the most influencial minds in Khodros.

Dumnorix, a somewhat shortish Geletian at six foot three inches, arrived dressed in blues, reds, and browns, arranged in stripes and squares on his mostly woolen attire of trousers and cape, wearing also a few items of jewelry. He came aboard a commercial flight and almost didn't make it out of the country after the Parliament attempted to apply a travel ban on him.

This was due to Dumnorix position as suspected Captain of the Gwancus Militia, an illegal worker-citizen group organised to block private security and police attempts to repossess the Pennymount estate's mines and mining equipment from the workers who had siezed it after the owners fled to avoid bankruptcy. It had been averted when Dumnorix arrived at the airport amongst several thousand marchers in militant mood, and the delegate moved through airport security apparently unnoticed thanks to the overwhelming sympathy of airport staff! Rather than risk challenging him and losing -for they could see support slipping away from them- the Kingdom's leaders let the plane fly on and began to consider plans to prevent Dumnorix's return.

Geletia also posted a general and vague protest over Stoddenia's hosting of suspected criminal elements, and the High King Adiatorix went on record to condemn the Socialist International and its Plenary.

Dumnorix arrived with a case full of Sygun Mead and an ornate hand-fashioned drinking bowl wrapped with Geletian art, quite expecting to offer it first to the head of the credentials committee and then all those attending, taking the last swig himself, since he was no statesman or diplomat, but a Geletian labourer from a large village, and this was how meetings operated, so far as he was concerned!

But there is already a request by another nation to join the Plenary. The "soviet Leaders" have average civil rights, a owerhouse economy, but political freedoms are rare. This sort of disqualifies them, because we are non-bolshevik socialist nations. So I told them I would forward their request to you all, and you can tell me whether or not this country should be included.

International delegate Max Buena Vista arrives with his personal honor guard draped in the very best uniforms featuring the nation of Yucania's flag on the shoulder. The soldiers walk from the plane they arrived on flanking Sir Buena Vista and pacing in an intimidating fashion, while Sir Buena Vista smiles and plesently greets the fellow Plenary members as he passes them. Sir Buena Vista is a hardened veteran of the war of independance for Yucania against the nation of Bawlz Deep, unusual since he is only about 30. His rise to fame in the government of Yucania is partialy due to the fact that he is a master orator, and an extremely charismatic individual that greets everyone with a generous smile. He has become one of the nation's top political minds and is a close friend of the Chancellor himself, Blue Kearse.

Stepping out of a Modified Boeing 787, Diplomat Jeff L. Eridson walks to the awaiting Limosine that was brought in the storage compartment of the 787. It was being escorted by 2 hummer's with 3 marines in each. The marines were to make sure that no harm came to the diplomat at all as many people believe Socialists to be Totalitarian all the time. Those nations, like Shazbotdom, that were Democratic Socialists were looked down upon because of the Stalinism type governments that killed and mamed their own people for natural resources gain.

The Limo drove off from the airport and toward the building in which the talks were to take place. As the limo made it's way down the streets of the city, Mr. Eridson looked at the surrounding buildings and was slightly dissappointed at the worksmanship that went into them. It looked like the workers didn't do their best when they designed and built these skyscrapers. They were nothing in comparison to the buildings that lined Shaz City's sky line.

As the limo pulled up to the builing, Mr. Eridson unbucked his seatbelt and waited for a marine to open the door, which they did a few seconds later. Mr Eridson then walked to the main door and walked into the building. He walked up to the main table and signed himself in as the Diplomat for the Pure Socialist Holy Empire of Shazbotdom. He looked at the person who was manning the table and spoke, "The Emperor was sorry he could not make it personally, but he is overseeing wargame operations with a group of our closest Allies. He sent me with specific instructions to speak for not only him, but the Parliament and the People of the Pure Socialist Holy Empire of Shazbotdom."

Very well, we are now only awaiting one more delegation. We have a quorum and can begin our deliberations on whether or not to accept Soviet Leaders. Everyone is invited at this time to look at their Nation's credentials. I would be inclined to admit them to improve the voices at this plenary, but due to their lack of real political freedom, I would say they would be admitted with restrictions. For instance, they would not be eligible to submit a standalone proposal of their own for the organization of the Socialist International, nor sit on the Plenary Committee, who will run the meetings. They would, however, have full voting privileges and would be full members of the International once we get it going. Perhaps the Internation may put other stipulations on them for full membership. However, these would be the only ones we would reccommend.

Additionally, we should open the floor to nominations for the actual plenary committee. The Nation of Stoddenia will not accept any nomination to preside over this meeting. Our credentials committee is responsible for organization of the meeting, and once this task is accomplished, we would like other nations to have ownership of the meeting as well.

The Credentials Committee now opens the floor for all nominations to the Plenary Committee who will assume all executive authority and chairman duties after an election.

We should figure out what the positions will be and fill them as soon as possible, as well as figure out what each positions duty will be. When we figure that out, this group will be good to go."

A person in charge of Trade would be good, as with one for possible war defense, one to review civil rights and such. We'll need at least 10 positions to fill I think." Verta said.

No, there is one person that we will be electing that will run this meeting. All other offices will be elected pursuant to the charter that this meeting is to write. What is not clear about this? We need to elect one person to take the chair of this meeting. Then we discuss the charter. To do elections, we need to have a nomination...

The Credentials Committee is about a minute away from disolving this body altogether, refunding your expenses and sending you all packing home. This is not hard, folks. Nominate someone to sit as the Chair of the meeting and let's get moving...

The Geletian had remained quiet, unsure of his position amongst nations. After all, Dumnorix was only the elected Captain of a single citizens' militia in a capitalist kingdom that was -unknown to him- gearing up for war against the moderate left-leaning Sel Appans half way around the world.

He did wonder at the voting system: others spoke for whole nations while he had the official (but disputed by government) power to speak for one village-come-commune and the de facto support of an unknown number of millions across a kingdom that condemned the whole Plenary as criminalistic. Did his vote count equal to that of a national representative?

Ah well, his offer of Sygun Mead had gone unnoticed, which probably was for the best considering that others appeared to be falling asleep without the help of his toe-curlingly strong honey wine. The big Celt remained seated and quiet but alert as he gulped from the bowl in his hands, getting his long whiskers soaked in liquor as he did so,

No doubt, however, the other delegates would have noticed his rumble of discontent as the so-called Soviet leaders made themselves known: as one of the few rebelious Geletians to have received a left-wing political education (hence his election to Captaincy at Gwancus), Dumnorix had spent time under the wing of Igovians from the Soviet Commonwealth in Europe. He learned dissent on his own, freedom as a Geletian, but socialism from the Igovians, from the descendants of soldiers, sailors, and workers who fought against the Bolshevik take-over of the Russian revolutions, and -like other Geletians as they educated themselves- he knew enough to treat the Soviet leaders with deep suspicion.

If we can't even get a majority of the people who are seated to even vote, I'm afraid this conference will have to disband. There were like seven countries signed up, and some of them haven't even sent their delegation... I fear that we lost the momentum that we once possessed and now I think nothing will get done.

*OOC* How active will you all be if we continue this? It's kind of a self defeating cycle. Lower participation leads to lower interest on my part to even go ahead in this, which leads to lower participation. Will you all be active if we decide to continue this meeting or have you all lost interest?

Unfortunately, as I have suspected, centrifuge gets the best of all of us. This plenary is cancelled and We appreciate you all coming. Unfortunately, dude to lack of activity here, we essentially lost the momentum we once could have had had it not been for the threats of war, and so... We bid you all a fond farewell...

All those interested in maintaining official contact with our Republic should proceed to send ambassadors to our Country.
