The Prime Minister Nguyen Ai Quoc has proposed a new bill to his parliment this week that is to address Vietnam's low literacy rate.
He has said that though the introduction of the quốc ngữ writing system as the official system at the turn of the century has greatly helped improve the literacy rate, that more needs to be done.
He has therefore proposed a four fold sytem in which the government will do it's bit to educate the people, the four measures to be taken are:

1. A free state run school system for six to sixteen year olds. Each school will be headed by a director that will oversee the running of the school and the appointment of staff.

2. Government scholarships for especially talented indviduals to study at foreign universities.

3. A uniform sytem of local education boards that will oversee and inspect schools in their areas, The boards will report back to the education ministery and will also carry out directives of said ministery.
The education boards will have the power to remove teachers and school directors that are neglectful in performing their duties. They will also be able to appoint new school directors to vacant positions.

4. Sponsorship of government to religous establishments that actively help educate the people in basic literacy and mathematics. These establishments will also be inspected by the local education board who will have the power with consultation from the education ministery to withdraw government sponsorship if the establishment is no longer providing the people with basic literacy and mathmatics education.

The House of the People has accepted the proposal and turned it into a bill which was sent to the the House of nobles who have accepted it at a vote of 49 for and 11 against. the Act has now been sent off to the Imperial palace to be signed by the Emperor.

The House of the People has received a proposal to abolish the house of Nobles and the Monarchy.
It proposes to turn Vietnam into the Peoples Republic of Vietnam which is to be ruled by a unicameral Congress with a democratically elected President as the head of state and a similarly democratically elected Prime minister.

It is unknown what the outcome will be.

Vietnam 1932 political overview

At present there is only the Indochina Socialist party, lead by Nguyen Ai Quoc, with any seats in the House of the People. The main opposition is the Centric Buddhist party which has been formed in the run up to the elections in april.
The House of Nobles and the Emperor have little if any power and are reduced to putting a stamp on whatever bills the House of the people make.
A proposal has been recieved by the House of the people to abolish the monarchy and turn Vietnam into a repbulic but it has been sidelined until the after the election.

Nguyen Ai Quoc is very popular and is expected to win the election.

Election Results through!

The election is over and Nguyen Ai Quoc has won, his Indochina Socialist (đảng Xã hội) party had the clear majority after the dust had cleared, though the Centric Buddhist (tín đồ đạo Phật) party also did very well managing to get over a third of the seats.
Other smaller parties have also got some seats in the House but it is clear that the CB and IS parties are going to be the main parties from now on.

Prime Minister Nguyen Ai Quoc in his acceptance speech has said that he now has the confidence and support of the people and will act in their best wishes to make Viet Nam a great nation of the world.

Observers have speculated whether this could be taken to mean that the until recently sidelined republic proposal will be accepted by the House of the people.
A government spokesman has commented that it will be reviewed in the House next month.

The House of the People has voted on the Republic proposal and have decided to turn it into a bill at a vote of 46 for and 16 against.
The bill was sent to the House of Nobles where it has been unianimously rejected.
In response to this the Prime Minister and several other Indochina Socialist party leaders together with a few members of the Centric Buddhist party have said that this does not count as it is to be expected if they were to reject the very bill that would abolish them.

The government has therefore decided to hold a national referendum on the matter next month. Outraged the House of Nobles have complained to the Emperor. However as the Emperor has little power the most he can do is to refuse to sign the Act.

The polling stations are open again this year, but not to elect a new government.
The people are to decide on whether the Republic Bill should be turned into an Act. The Republic Bill would mean the end of the monarchy and the House of Nobles and the start of a truly democratic Republic of Vietnam.

Voting is expected to go on all this week as people in the more rural areas once again turn out to have their say.

The government of France would like to open friendly relationships with it's former colony. They wish to exchange embassies and are also extremly interested in trade. The French are wiling to provide assistance to the fledgling Republic, wether it be military or economic.

The results from the referendum have been announced, and were overwhelmingly in favour of the act being passed.
In response to this the prime minister has declared the act passed and therefore Vietnam a republic.

The members of the House of Nobles were stopped from gathering in their meeting house today by armed NLF militia, saying they were operating under the authority of the People's Congress of Vietnam.
Prime minister Nugyen Ai Quoc has called upon the Emperor to vacate his throne and step down, and make way for the Republic.

So far the Emperor has steadfastly refused to step down from the throne and vacate the palace.
Earlier today a large group of NLF militia gathered at the palace gates and demanded in the name of the people that the Emperor leave immediatly. When no anwser was given the milita made to enter the palace but were opposed by what remaining guards the Emperor had managed to hang onto.
A long standoff ensued before the Guards were eventually convinced to surrender and leave. After which the NLF entered the building and escorted the Emperor to a waiting car where he was driven to the Chamber of the People's Congress. There he was told he had two choices, either he could remain in Vietnam and become a respectable hardworking citizen or he could leave the country and never return.
Emperor Bao Dai protested profusely but in the end stormed out of the chamber vowing to return. He was then driven north to his mansion out side of Lao Cai where he is to be guarded until he makes his descion.

Meanwhile the prime minister has renamed the Palace the Presidential Palace and has announced that next month there will be an election where the congressmen will vote to decide on who will be the president.

But we do not think it necessary to have any kind of peacekeeping force at the moment. Mr Dao Bai has very few supporters, most of whom are Montagnards, who are rural mountain villagers with little means to stay democracy's true course.

Viet Nam is now a republic and ruled by a bipartite congress. The recent ejection of the Emperor from the throne and his subsequent house arrest has caused little upset for he has few supporters.
The governemnt remains popular and the progressive Education Act is beginning to show results.

Military creation Act announced!
The military creation act today passed by a majority in congress calls for the foundation of the RVA or Republican Vietnamese Army.
Funds have been allocated from aid given to the Republic by austrailia to begin the training and equipping of three infantry corps.
The Military headquarters is to be a new building constructed in Saigon.

The new military will primarily be made up of members of the NLF militia that has up untill recently been a placeholder for an Army. The NLF militia however is now going to disbanded and any members not wishing to join the army will be offered a place in the Police force.

Basically Britain is offering to supply Vietnam's military at a low cost to them. Seeing as there's a lot of trouble in the East at the moment and how an opportunity may soon arise to take extra territory (Indo-China). See the thread for more details, it's at the bottom of page one.

Following the request of the Vienamese government, the Union has agreed to assist in the establsihment of the Republican Vietnamese Army by supplying advisors and equipment.

OoC: Basically, military aid will be arriving by air. We can spare 12 production points this year, which will be used to construct 1 Headquarters Unit and, say, 3 Infantry. Next year we can assist in the establishment of a modest air force and navy and the construction of fortifications.

Of course, if we ended up cooperating with the British, we could divide our efforts more efficiently.

Seeing that the situation is destabiliazing rapidly in China with no chance of it stopping in the near future, The Vietnamese People have decided to anwnser our fellow South East Asian's pleas for assistance. Therefore leaders in Laos and Cambodia have been conatacted as to the possibility of the newly formed RVA to start securing the northern border to China and to maintain order with the help of NLF militia.

In other news the President and Prime Minister have called for the NLF militia commander to start stepping down. Most who are not already working in cooperation with the RVA are agreeing, while some mainly in the north are refusing to stand down and some like the famed commander Vo Nyugen Giap have gone with their men to help the rebels in China.

The Emperor Bao Dai seeing that rescue by China is now impossible has made it known to Congress that he has made his descion and will depart the country as soon as possible.

Nyugen Ai Quoc has agreed to this and the former Emperor will depart the country at Haiphong on a ship bound for France.

Meanwhile the Emperor has sent a message to France asking for asylum.

Some of the more radical members of the Indochina Socailist party have protested against this saying the the former Emperor should be tried for his crime he supposedly commited during his reign.

Radical memebers of the Indo China Socailist party have broken away and formed the radiacal Vietnamese Worker's party. They say that Viet Nam should take a more active role in stamping out imperialism and spreading the word of Communism.

Ambassador Hull arrives in Vietnam in February with the following proposals

The US government offers to modernize and expand the ports of Haiphong, Danang, and Saigon and build a major port at Cam Ranh Bay. In addition, the US proposes to modernize the railroad running the length of Vietnam and extend a railroad through the Central Highlands into Vientene (Laos) and expand the small port of Kampot to a size suitable for shipping and construct a railline to Phnom Penh from there (basically spend 36 points on Indochina, this will immediately bring Vietnam up to tech level 5 because of the local industries stimulated by all of this development).

In addition, the United States government proposes helping the Republic of Vietnam build 3 garrison units (one for each capital) and upgrade 1 infantry corps to a motorized corps. (10 points worth of military aid, and the entire Vietnamese Army will be at tech level 6 after this).

In addition, the US proposes a formal military alliance between the United States, Great Britain, Vietnam, Laos and Cambodia that would require the US and Great Britain to defend those nations from outside parties. In exchange, the US and British navies would be allowed anchorage (refueling and anchorage plus shore leave) at Camh Ranh Bay.

In additon, Vietnam would pull its forces out of China and give up all future claims to the Paracel Islands (which would go to the US and eventually the Republic of the Philipppines) and the Spratley Islands (which would go to the Singapore Crown Colony of Great Britain)

In addition, the US proposes to modernize the railroad running the length of Vietnam and extend a railroad through the Central Highlands into Vientene (Laos) and expand the small port of Kampot to a size suitable for shipping and construct a railline to Phnom Penh from there (basically spend 36 points on Indochina, this will immediately bring Vietnam up to tech level 5 because of the local industries stimulated by all of this development).

In addition, the United States government proposes helping the Republic of Vietnam build 3 garrison units (one for each capital) and upgrade 1 infantry corps to a motorized corps. (10 points worth of military aid, and the entire Vietnamese Army will be at tech level 6 after this).

In addition, the US proposes a formal military alliance between the United States, Great Britain, Vietnam, Laos and Cambodia that would require the US and Great Britain to defend those nations from outside parties. In exchange, the US and British navies would be allowed anchorage (refueling and anchorage plus shore leave) at Camh Ranh Bay.

In additon, Vietnam would pull its forces out of China and give up all future claims to the Paracel Islands (which would go to the US and eventually the Republic of the Philipppines) and the Spratley Islands (which would go to the Singapore Crown Colony of Great Britain)

The peopel of Viet Nam have always looked neighbourly upon our comrades to the west and in this time of upheavel we have acted as good neighbours should and have shielded our comrades from harm.
Seeing this we have wondered if a closer political and economic union of our states under one banner would provide more advantages all round.
We propose to construct the United South East Asian States, it would consist of all our nations ruled by a represntative federal government. Each state would be alowed limited Autonomy in local governent but national government and foreign policy would be controlled by the federal govenment.

We wish to know your reactions to this proposal.

Both are willing to consider it, but both have monarchies are want to know their status in such an arrangement. However, the US / Vietnam treaty does immediately bring them to the table though, as both see the benefits. The only sticking point is the monarchy.

A vote in congress reveals that the majority agree and accept the treaty while the Vietnamese Workers's party opposes it to the man.

A widely publisized court martial has caused a storm of debate across the country this week.

Nyugen Jae To a former NLF commander who became a high ranking general in the RVA was tasked with defending the Indo-Chinese border with two infantry corps, went beyond his orders when seeing that the other side of the border was completely undefended advanced his troops as far as the southern Chinese cit of Nanning before meeting resistance. Shortly afterwards several senior officer under him relieved him of command and withdrew the units back to the border.
When asked to explain his actions Nyugen Jae To said that he was going to help liberate the people of China from their nationalist oppressors and that he had done nothing wrong. The government however disagree and have said that officers in the RVA cannot act like warlords and disobey direct order to fufill their own agendas.
Supporter and members of the Vietnamese Worker's party howevre disagree and say that the general should be commended for his act of valour in trying to liberate our northen comrades from oppression and say that it is the officer who mutined under him that should be court marshelled.

Made up of Cambodia, Laos and Vietnam they will strive to create a better Indo China for the future.
Elections for the new federal government will take place in May next year, after the new government buildings in Saigon have been completed.

Federal elections begin! So far it is a three way tie between the Centric Buddhist party, the Indochina Socalist Party and the Khmer party with the United Workers party lagging behind with a small amount of votes.

Meanwhile posters and advertisemnts are being put up inviting able bodied men and women to sign up for the USEA military particularly the newly formed Navy.

The elections are over and the Centric Buddhist party has won by a small be workable majority of the Indo China Socalist party.

The new president is Vinh Binh Tuan with his prime minister Lin Yen.
Lin Yen has already assembled her cabinet and together with Vinh Binh Tuan made her opening speech to the nation.

Khmer party leaders have expressed displeasure that a woman has become prime minister but Nyugen Ai Quoc dismissed them saying that all were equal in the eyes of the state.

Lin Yen today made the first Act of her term in office when the Universal Welfare and education proposal was accepted by Congress.
The proposal was based off the old Vietnamese Education Act, but had many new points. These included:

1. New medical clinics to be set up in the poorest rural and urban areas.

2. A new system of high schools based on the primary school system to be put in place high schools.

3. Public hospitals in all major cities and towns where treatment is subsidized by the govermnet.

4. Social security service, fund and tax to help assist the elderly, disabled

5. Public government funded universities to be established, with a scholarship system for students from poorer backgrounds.

The court martial of General Nyugen Jae To ended in uproar today as he was sentenced to five years internment in the Military Correctional facility on Con Dao island.

UWP members and leaders held a massive protest outside the courthouse and nearly started a riot with ISP and CB supporters dennouncing Jae To as a renegade rebel. However swift action by police units broke up the mob before any damage was done.

Nyugen Jae To said that he had no regrets and that in the end the people would exhonorate him.

It's possible the Thais would accept USEA (or as they would see it, Vietnamese) assistance. But they'd be pretty suspicious of the offer coming out of the blue like that, I think. Thais and Viets have a long and fairly violent shared history, after all (Cambodia has been a battleground between the two state for centuries), and the last few years have been tumultuous ones in Siam, with financial crises, coups, and countercoups. Right now a Regency Council for the new Prince governs a constitutional monarchy, but the power of the increasingly Nationalist (i.e., fascist) military is growing at the same time as the country's fairly recent democracy is looking increasingly shakier.

The political leadership therefore has kind of a quandary - on the one hand, accepting Viet help might assist them in their rivalry with the fascists, but on the other it would make them look like they were taking handouts from powerful foreign rivals, which wouldn't play well among Thai patriots.

Based on this, I'd say they'll probably politely decline the offer of assistance, but accept friendly relations.

Prime Minister Lin Yen has today announced the massive increase in funding that is going into welfare, health and education.

According to her announcement free junior high schooling, unemployment benefits and a food stamp system will be emplace in the coming year with prehaps more to come.

Both the Indochina socialist party and the United Workers Party supported Lin Yen's Centist Buddhists in this move.
The Independant Khmer Party however commented that spending over half the country's budget on social reforms was not what was neede at this point

Recently the Ban Toi Heavy Manufacturing Amanment Division aquirred the liscences to manufacture the sucessful AK-47 and AKM series of rifle fromt eh Kalashnikov group in Pakistan.
Rifles enough for two brigades such as you have ordered are readily available from CSC Logistics Dept. stockpiles alone and can be sold to you when required. (OOC: Using the in game economic and military mechanics this actually has little effect unless you want to pay me to train you military for you. The effect it does have however is that if I issue an arms embargo on you then maintenace costs for you infantry units gets higher.)
Our intelligence of your naval assets at this time suggests that you are need of more naval ships, we can also asisst you in this endeavour as we are capable of constructing first rate surface and sub-surafce warships.
