Internal League of Socalist States Convention Thread

The scene is a huge conferance table overlooking the turquise oceans. As the founding meeting of the International League of Socialist States (ILSS), The President of Blargistania wanted to make an impression on the alliance pledges.

The table was huge and Mahogony, with great leather padded chairs lining the sides. The front wall had been turned into a giant screen for presentations or video conferences. One of the side walls seemed to fall away into nothing, a great window streatching from one side of the room to the other, framing the cliffside building and the ocean below. The opposite wall held the view of a deeply forested valley, replendent in its summer greens.

The final back wall held the doors into the conference chamber. Grand double doors made of rosewood with huge brass knockers and knobs.

The President of Blargistania sat at the head of the table, behind him were two aids - the Secretary of State, and the Secretary of Foreign Affairs.

Official Telegrams had been wired to all nations that had pledged initial support. They had allowed for The highest executive the country was willing to send, as well as room for two aids and one security officer. Most conference security would be provided by the Blargistanian army's Ghost brigade. The most highly trained and effective soldiers in the country. The conference meeting was called with the intention of the interested nations getting together and discussing the formal language and rulings of the ILSS charter.

The President sat in quiet conversation with his aids, waiting for the other delegates to arrive from Red Dawn International Airport.

A small privet jet lowered down from the clouds and its landing gear slide downward as the jet rose up its nose to land on its back tires. Inside the jet was Alliance Commisioner Karl Marshkin, two aids and a Nerotikan Elite Bodygaurd. The pilot called into the airport commandtower then found an airstrip and landed. The Commisioner stepped down and walked toward a set of two black unidentifiable cars. Karl got into the back one with his body gaurd and his aids got into the front one.

The car pulled up to the office building where the meeting was to be held. A secretary ran inside to inform the president of their arrival. They slowly got out of the cars and entered the building led by a short brown haired man in suit and tie. They stepped infront of the doors and Karl nodded to his bodygaurd who then found a seat outside the room and sat down. Karl his the aids walked in, a broad smile on Karl's face as he greeted his host.

"It's great to meet you sir, I am Karl Marshikin of the Socialist Democracy of Nerotika, I apologize firsthand that our president Naki Lok could not join you here today, he had war issue's to attend to and could not make it." Karl exended a friendly hand and waited for the other man to introduce himself.

Mr. Marshikin, it is my pleasure to meet you. I am Alexi Sergovia, President of Blargistania. Behind me are Mr. Valishankov, Secretary of State, and Ms. Carrol, Secretary of Foreing affairs. I am glad to see you made it safely to the conferance today, please, choose a seat and make yourself comfortable, I expect the rest of the delegates to arrive shortly. If you require and food or assistance otherwise, there is a small call button on your personal console, a butler will see to your request.

Also, for the length of this conference, the government has arranged to put up you and your escorts in the luxurious Overlook Hotel. All of your accomidations should be taken care of. When you choose to retire for the day, just check in with your passport, that would be the ticket to your room.

Alexi turned to look out of the window facing the sea.

So Mr. Marshikin, what do you think of our country?

"Reminds me Slightly of home, of cource here there is no gunshots, artillary and screaming in the backround. I am quite glad to be out of Nerotika and in a country without war."Karl sat down in a chair sort of in the middle of the left side of chairs, the spot was basiclly where he would usually sit in regular meetings with his president. He looked out the window with admeration in his eyes, a sort of glow. In the last few years all Karl has seen is war, death and anti-semetic genocide. He turned his head as if to explain to Alexi what he ment by a country without war, he stopped himself befor talking as his aids sat next to him. He said somthing quickly to them then looked at Alexi.
"Might you have heard of our conflicts? The wars we've been in and things Nerotika has gone through. Its funny to think that after all this time, after all these changes, there are still people out there who hate what we've become. Nerotika's not perfect, Neh were not even close, but no matter what Nerotika does its just seems to not be enough for our people."Karl took a pause, he felt funny explaining somthing to someone who probly never even heard of Nerotika untill this alliance, he felt even more funny explaining somthing to someone who didn`t even ask for explination.
"Sorry about that, somtimes I go off, this room reminds me a bit of the office in Nerotika, im use to explaining everything during debates."Karl then turned to his aids and began to converse with them.

We have been told my many diplomats that our is a counrty of beauty. It would be a shame to have something beautiful torn by war. But tell me more of these conflicts - are they civil wars? Are they outside fighters? Perhaps one of the first missions of this new alliance could be to bring peace to your nation. For if it as beautiful as you would make it seem, war is not something that can be afforded on such a place.

That is the purpose of this alliance, you know, one of its main goals. Peace, prosperity, and protection for all of its members. I think that should be something that your Nerotika very much deserves. Discuss with me what events you speak of as we wait for our other guests, I will have some food and drink brought up while we talk.

Alexi pushed a button on his console and second later a Butler in a resplendent tuxedo came in. A few whispered words passed and the Butler disappeared. Alexi sat down at the head of the table and turned to his guest.

Please, let us get to know each other more as friends than diplomats.

A cluster of three people walked down a corridor which led to the conference room. It was the usual cluster of ANL officials for affairs of great importance. The man on the left of the group was Vice-Premier Coyotepec Zazanilli (http://i2.photobucket.com/albums/y50/Spectrechris/Zedillo.jpg). Although he had not had much work since his near fatal car accident a year ago, he was looking forward to this meeting. It was the first in a long time since he had been declared fit enough to go on long international journeys.

The man on the right was the eldest of the group – Dr. Darius Wellington, the Minister of Foreign Affairs. Yet, like many of the people in the ANL government, he had no family life. Rather than being distracted from their duties, most officials chose not to get involved with relationships – maybe the lack of married politicians led to the lower than average divorce rates in the ANL.

The man in the center was of course, Premier Quetzalcoatl Nocthli. He got to spend much more time with his wife now, and his young, almost 1 year old son. However, now, the last several nights had been spent alone. Angelica and Xihuitl had for the last week been in Guatemala. So, might as well be productive, no?

The last person of the Aztec delegation was the Premier’s personal body guard, who is also the name sake of his son. Xihuitl Iztacin, a member of the Obsidian Blade Order of the ANL’s elite military branch – The Jaguar Warrior Infantrymen. A bit younger than the Premier, he had fought for the ANL several times and had built notarity.

The group walks into the beautiful conference room and the Premier says to the group, “Greetings, everyone. I am Premier Quetzalcoatl Nochtli of the Aztec National League. This is the Vice Premier, the Minister of Foreign Affairs and my personal body guard. It’s an honor to be here today. Let’s hope for socialism and personal liberty that we are able to make great progress.”

Alexi turned as the ANL delegation entered the room.

Ah, Primier Nocthli he said warmly It has been far too long. I trust the trip found you in good comfort?. I was just discussing some brief national history here with Mr. Marshikin of Nerotika. He was explaining the conflicts his country is enduring. I believe we are waiting for two more delegations to arrive before we really buckle down to business. In the meanwhile, please enjoy this food and drink that was brought up while we discuss small matters. I think we may all have some late nights ahead of us while we work away at the details of this alliance.

The Premier nodded, “Ah yes, nice to meet you, Mr. Marshkin. We hope our involvement in Nerotika’s unfortunate conflict is proving to be helpful.” The four took their seats at the table, glad to finally have reached the meeting,

Vice-Premier Zazanilli sat down on the leather chair. “I believe the trip was well for all of us. No turbulence or problems of that sort.” As he leans over the table to get a drink, a small portion of the faded scar from where he hand a compound fracture from the accident is exposed from under his shirt’s sleeve. Trying to draw attention away from it, he said, “Very nice view of the ocean. It’s been awhile since I had a meeting on a ocean cliff.”

Dr. Wellington said in his usual chirp cockney accent, “So, who are the other two nations who have yet to show up?” I know Anagonia is one, but, my secretary forgot to put down the other name.”

Alexi nodded We do pride ourselves on the state of our oceans. And Yes there are indeed two other nations that have yet to show their delegations. Independent Hitmen is one of the them and Thrashia, the theocracy is the third one.

I think we may be able to start on some of the matters of the alliance while we wait for the other three nations. They should be able to catch up failry quickly once their delegations arrive.

Before we start pounding out the military assistance rules for this alliance, which seems to be a pressing need, does anyone have any other concerns they would like to present to the table?

"Well while we wait I belive I never finished my nerotikan history discription. It may get boring but bare with me. To start with, 1947 the Democractic revolution in hte north agenst then the empire of nerotika. The empire reacted strongly and pushed all democratic soldiers to the west where they came up with new idea`s resulting the a democratic way of socialism. The army collected itself again and in 1950 they pushed into the empire, killing Nero Trotsky and overthrowing his son before he could take over as leader. As this happened a new leader was erected, Micheal L. Trotsky, No relation to the trotsky's in charge. Micheal ruled for awhile laying down the new system and suddenly he changed. Micheal ended up killing 17,000 Nerotikan jews and immigrants. It seemed Micheal was a neo-nazi, but before the nerotikan goverment could overthrow him the nation of Camewot reacted militarily killing thousands of innocent civilians...This actually happened recently I belive I failed to mention the date. This happened only 12 years ago. As camewot reacted with force so did its allies, Credonia, Skinny87 and Pretonia. Our only ally in this conflict was Falcania of whom the new nerotikan Goverment shunned out as a tratoir and made his leave the country. This war raged for 7 years and ended in the defeat of nerotikan miliaints and rebel forces as well as an unlikly ally, the Neo-Jahadi group. After a few years a group calling itself the Nerotikan Crusaders of Jah or NCJ ORganazation, attacked. They bombed the border patrol who were gaurding the Colony created by Camewottian troops, New Nerotika. This attacked was followed by an assasination of the New Nerotikan leader and the joining together of the two seperated lands. All this happend only a year ago and a war was started. Of cource the NCJ forces ran into hidding as soon as Anagonia, ANL, Psychotika and Czarda's got into the conflict. We are now going through a search and distroy route to weed out the NCJ forces. And thats all really, alot of war and most of it we got the bad end of the sword. Nerotikan troops have been bleeding for 50+ years, but we are lucky to have allies in the ASDU region."Karl cleared his throat and took a sip of water that was just layed out infront of him by a man dressed in butler cloths. He then asked the man for some nice tasting wine, of which the man left the room to fetch it. Karl looked up at Zanzanilli and thought of somthing to say.
"Zanazanilli."Karl stood and stuck out his hand."Its nice to meet somone from the nation of ANL who isn`t a military leader. Also on behalf of Nerotika we would like to thank you for your aid in the conflict."He held his hand in mid-air waiting patienly for a responce.

Alexi nodded his head as Marshikin related the story of the Nerotikan history. As the story ended, he swirled his wine class and looked pensivly into the forest, a reserve open to the people that he had often walked. As his eyes fazed all of the colors together, he began to ponder an idea.

Mr. Marshikin, I am beginning to wonder if the first action of the ILSS should be to stabilize your nation. Keep in mind that this is not an imperialistic land grab but rather a peacekeeping mission, similar to those of the United Nations, but with a little more, how do you say, hutzpah. It sounds like your nation could use some peace at last.

I am at this moment thinking of putting together a task force with the nations that have shown interest in this convention. If we could use a Nertoikan base to spearhead our operation, we may be able to aid you in driving out the last of the NCJ forces.

Alexi let the moment sink in. He swirled his glass again and pondered the idea in the red liquid moving around the glass.

If we can make this operation successful, then the ILSS will not only gain prominence in the international community as well as new members, as is our hope, but it can show the world that a new coalition is out there to try and bring the peace to war-torn regions. Mr. Marshikin, what is your opinion of this idea?

It was at that moment that the ANL delegation realized the fact that the Vice-Premier was one of the very few people who had not had any sort of military career. Premier Quetzalcoatl Nochtli was in the trenches during the revolution of the late 90’s as a youth was in the Aztec military from it’s founding in 1997. Before he was elected as Premier, he had been a Sub-Commander in the JWIs. Even the peaceful and benign Dr. Wellington had spent time in the RAF in his native Brittan during the 60’s.

Coyotepec Zazanilli shook Mr. Marshikin’s hand and said, “We may have many military leaders in the ANL, but, the power still lies with the people.”

After hearing about Nerotika’s history, Quetzalcoatl Nochtli said, “Yes, a victory in Nerotika would be very good for the alliance. If it’s a public victory, it will make our alliance look like a force to reckon with.”

It had been many, many years since Anagonia had known its Socialist roots, the times of prosperity and certian protection. Those were the days that history knew it was safe to venture anywhere, at anytime, without tredding on hard soil. Of course now, Anagonia was a Republic, and it had its own problems to deal with. But allies, and new alliances, were the times when leadership could feel at ease. It was the only time when peace was assured these days.

Grand General Oscar Vladinchi had always been in a position of leadership for all of Anagonia. Recently, he had moved to the Motherland, and had been on earth for some time cating up on things. During this period he looked through the history and problems that had been occuring, all of which could easily be solved within a few months. Nothing of bother on earth, luckily. His problems would remain elsewhere thankfully.

Oscar gazed from the passengers seat of the helicopter, watching as it touched perfectly on a designated spot. He nodded quickly to the pilot, who in turn gave him a firm handshake, and Vladinchi was off towards some waiting vehicles. He would enter, dressed formally in designated suited armor, and would be off to the convention center.

Many minutes later he would exit, and slowly walk up to the entrence admiring the building and its beauty.

"Well as of now the nerotikan nation is stabilizing and most NCJ forces have retreated, to only resistance we have currently is in the Iserge Forest where Anagonian troops are currently fighting off any RPG teams and Assault squads in the area. Also with the production of a few new military weapons, the nerotikan army will be able to obtain full leadership on the ground. So far no NCJ air forces have been spotted, so we can assume Czarda's Air force scared any bombing attepts right out of them. Im sorry to say but this conflict is ending and soon we may be able to get back to the old days befor the mass war that raged nerotika only awhile ago."

The man returned with Karl's wine and he took a quick sip then placed it on the table. He glanced out the window at the view once again. The view truly was spectacular, like a well placed photo. He took another sip of the wine which seemed to be tannish, white wine maybe. Karl thought to himself then spoke once again.

"Well actually with ANL and Anagonia already in the Alliance we could show maybe a little propaganda and use there names as powerful nations in the ILSS. You know use military photo's from the war and things. Im not really into all that propaganda but it may work to gain the ILSS a stronghold in liberation fronts and as a coalition team."

“Propaganda can be either an asset or a liability. If used to cover up crimes, the efforts will eventually be nullified.” Dr. Wellington contested. “Propaganda has a negative connotation, but it’s rare to find a country or alliance these days not using it. Indeed, the conflict in your own nation is ending, which is good, but, there are countless other conflicts that could benefit us as well. I also suggest reaching out to other alliances – building relations with other like minded groups can only help us.”

"By propaganda I mearly ment to get the ILSS knowen for having stronge members, If the world out there notices our strength we are sure to hold a powerful stance in the world community. Its really not propaganda were just showing them that our members care about other nations well-being. So maybe its not exactly propaganda but almost I suppose. Also could we just conclude that the remaining nations wont be arriving, its been at least 2 or 3 hours and neither of them has cared to make a slight appearance."Karl took another sip of his wine and leaned back in his chair. One of his aid's made a quick comment then left the room, the other one followed a while later. Karl ignored them leaving and just drank the remainder of his wine. He then rested back into the chair and awaited any other buisness to discuss.

Alexi nodded at the discussion occuring around him.

I think that the propoganda may be conducsive to our efforts? No? If the ILSS can make a small name for itself in resolving one conflict with a minimum of bloodshed, then mayhaps other nations will come to us, seeking membership because they have seen what we can do. Of course, this is not the typical propoganda we hear of - it is more of an announcement of a treaty signing, much like NATO in the old days. I believe that Nerotika has offered us a unique situation to test how we are to run this alliance with a minimum of violence, of any at all. We should take full advantage of it while we can.

Once that is over, I think we should move with what Dr. Wellington is saying. We should make an expansive move into the world community, let people know we are out there and that we want to help our bretheren in their causes. If we can be seen as a beneificial international force, it may help to bring more and more members into this alliance and that is after all, what we want.

I propose that we work towards the final details of this alliance and then put this plan into action and see what kind of response we get from the world. Any seconders?

Oscar Vladnichi had taken a quick seat somewhere some time back, and was enjoying the views, and drinks, that were offered. He wasn't drunk, per-say, but was to the point that his mind wasn't concentrating on anything in particular. A boring time this had been, sure, but at least it was a break from the normal things.

A soft sigh came from him as he looked around. "I would hope someone would discuss with me."

As he looked around the room, he noticed Mr. Oscar Vladnichi and knew who he was from Aztlán’s former dealing with Anagonia.

“I trust things have gone over well since our last dealing, Mr. Vladnichi.” The Premier said.

Oscar stood and looked towards Karl, nodding. "We are Comrade Brethren, if it is to us that which we make our propaganda, so be it. However, Anagonia doesn't practice this with severity, so I may have some opinions in the future. For now, we are brethren and I am one with your decision!"

With a nod he looked towards the Premier, "No it hasn't unfortunatly the only benefit so far is the Motherland. The Stars are turning into Darker times, and Imperialism may have its grasp once more." He sighed, "We may need to discuss this in interest."

He looked towards Alexi, "Agreed, as our forces are making favorable ground in the fight there. We may need to show our Comrade Brethren that as they seek not to fight, so do we seek to lay down our arms with them!" He nodded again, "I feel an idea of....Brethrenhood should be discussed, that arms shall be raised in defense of our Comrade's Motherland! Good start, no?"

Alexi nodded, thinking about the idea of mutual defense.

I agree that we must be willing and able to defend ourselves and our comrades from outside threats however, this is not something that should be done lightly. We must take each incident into consideration. After all, we do not want to be seen as imperialistic because we are overly fond of military intervention. I think we need to write this clause out fully and discuss it in some detail before making it official. I have had my legal experts draft an itial version of the defense resolution. Each of you should have it on your breifing screens in front of you. You can call it up by pressing on the defense icon.

Alexi pushed the defense icon on his screen and a magnified version of the draft appeard on the projection screen behind him.

In these troubled times of international turmoil, states recognize the need to unify and join together in bonds of mutual protection. In this joining of the common bond against the forces of imperialism, this collection of the undersigned states recognizes and commits to a mutual defense pact for the bettering of our world through means of both self-protection and protection of member states from outside forces that would seek to remove the freedoms so hard fought for. All people of all nations are entitled to these freedoms, but they must also be protected. In accordance with these aims, the following articles have been drawn up and approved by all member states.

Article I – Laws of War
No individual nation may, at any time, force upon any other nation its own ideals and beliefs. The sovereignty of all nations is sacrosanct and must not be undermined. In mutual respect with these ideals, no member nation may at any time call upon the alliance to force an imperialistic means of war. No member nation may at any time call upon the alliance to wage a war in which a member state was an aggressor. In the basic accordance with the rules of combat, no member nation shall fire the proverbial first shot. No member nation may at any time call upon the alliance to defend itself should it be found that the member nation was infringing on the basic principles the alliance holds true.

Article II – The Cases for the Alliance to be Called to War
The alliance shall, in times of great need, be called to war. The first of these cases shall be in the times of prospects of defense of member nations. Should a member nation of the alliance be found to be in the right of defense and be holding the interest of both the nation and alliance at heart, a call to other member nations may be issued forth. The other member nations, hearing this call issued forth, have the duty and obligation as under signers of this treaty, to respond with sufficient means to remedy the situation for the given call.

The second of these cases for the Alliance to be called to war is in dire situations of the peoples of other nations. When such things as the genocide of a population or the mass executions of a minority plague a nation, the Alliance may be called upon to protect the basic rights and dignities of a population. Only in the most extreme cases, when the atrocities of a sovereign state cannot be borne on the conscious of the world, shall this section of the article be invoked.

Article III – The Given Responses to Calls to Arms
When a call is issued and the leaders of the alliance have decreed a response is necessary, member nations have a duty and an obligation to give a certain level of response. Nations must respond in a timely and honorable fashion to a given call to arms. When a call to arms is issued, the need is dire for the member state and a delay of unnecessary sorts can shift the balance out of favor of the alliance.

Such as these measures are necessary, all member states must issue a response to the call within 24 hours of it given. Within the next 24 hours after a response, a nation must be able to cite the forces it is willing to send to assist the mediation of the call to arms. Within 48 hours of the citation of arms, a nation must be able to begin the mobilization of those forces. A week total shall be given for the member states to begin the transport of troops and materials towards the zone of combat from where the call has been issued.

Karl finally brought himself to talk after this long while, he looked up and read the rough draft and in his head thought it over."I belive it is good, but I also think you should add to the laws of war to make it more clarified such as 'In any means if a nation in the alliance must declare war agenst an aggresive nation the declaration must be justified and accepted by alliance members so as to not force alliance members to a declared ally war without them knowing. If at any time ally members wage a political war or militaristic war agenst each other the alliance will review all circumstances of the conflict and decide wheither or not to take aggresive or non-agressive action agenst the nations.' Thats all I got right now, how 'bout it?" Karl straited his tie and took a sip of wine then set the glass down and looked up towards the nation leaders.

Alex listened as the addtion was proposed. After Karl had finished speaking, he looked to the legal experts and stenographers. They nodded and one of them tapped a button. The screen flickered for a moment and then stabilized. Alexi looked to the national leaders around the conference table.

"Karl presented a good issue here. The updated version of article one has been sent across the defense net to all of your personal screens as well as the projection board. The remaining sections of the proposed change have been added under article two, Cases for the Alliance to be called to war." Please read the change gentlemen and continue to discuss what is right and wrong about this section."

Article I – Laws of War

Karl started to write somthing quickly, his mind was racing with idea's and he knew that most of them should benifit the alliance. He finished writting then began to discuss it with his aids, the aids seemed to like the idea karls handed the paper to one of his aids and requested him to stand to state the newly written articles.
"I have some additions to make if thats ok, first off my name is Nero Lunky im the National Support Minister, a campaing person basicly anyways you guys dont really need to know. The articles are as followed.

Oscar had been listening and reading, looking through the defense net screens and gazing through some kind of pad device. He had looked up a few things, checked over the current Anagonian treaties, and did some basic research. Satisfied, he looked up to all around the table.

"I have seen much good of this, but there is one thing I would like to add something for the benefit of existing Treaties and Alliances with other peoples." He allowed himself a second of quiet, then continued. "Perhaps it would benefit us if we added an article securing treaties with other peoples and adding that those treaties shall be held sacred and honored."

He waited for a response.

Before allowing an alliance or treaty to go through we first need to investigate the nation or nations past records, any agressive actions with a non-justified cause should immidiatly be drawen to attention. ILSS Defence Resolution

In these troubled times of international turmoil, states recognize the need to unify and join together in bonds of mutual protection. In this joining of the common bond against the forces of imperialism, this collection of the undersigned states recognizes and commits to a mutual defense pact for the bettering of our world through means of both self-protection and protection of member states from outside forces that would seek to remove the freedoms so hard fought for. All people of all nations are entitled to these freedoms, but they must also be protected. In accordance with these aims, the following articles have been drawn up and approved by all member states.

Article I – Laws of War
No individual nation may, at any time, force upon any other nation its own ideals and beliefs. The sovereignty of all nations is sacrosanct and must not be undermined. Alexi read the updates of the first section of the ILSS charter. He looked up to the assorted dignataries.

This is beginning to look good. I think we have hammered out most of the basics of Section I. Before we move to the next several sections, I believe we should allow discussion on what is written in these accords, take suggestions for additions or strikes and then set it down into stone. We also need to turn to the idea of propoganda and create an article dealing with the proper uses and deployments of propoganda. Propoganda is an issue we need to be very careful of. There is a very fine difference between promoting ideals and brainwashing. I think that the propoganda would best be used only in times of war and only in the initial stages in order to try and build up as much popular support among the native people as possible. As for domestic purposes, I don't believe it should be used.

Article VII – Proper Uses of Propaganda
Propaganda first off should not be used by any member to in any way manipulate the minds of the public they serve. Manipulative propaganda is outlawed by the ILSS any nation found to be using propaganda for popular support in war cases and/or government positions will become a potential threat to the ILSS and the member will be investigated. Propaganda though is harmful when being used to aid a liberation force, in any case if the ILSS is called to arms and an invasion of a threatened nation is at hand propaganda will be used to insure that no resistance from the public will have to be dealt with. If a member nation is invaded by an aggressive force the nation has all power to use propaganda to gain military power back in the nation. It seems that the only way to deal with aggressive nations is to be aggressive, therefore if a member nation is invaded by an aggressive nation the aggressive nation will be invaded as soon as the member nation is liberated. (see other articles for reference)

OOC:I`ve decided to move to a constant national and internation threat.

Karl stood up after thinking up an idea. He said in a clam voice,"What about natiol disasters? we dont have anything for that, and that being said I belive if we use the nerotikan document on national aid as a starter we can become a very powerful aid to the world and the ILSS will become more known."One of his aids pulled out a sheet of paper and handed it to Karl, he then began to read and make nessisary changes to make it sound like an ILSS document.

Gentelmen, I believe we are making much progress here, but let us assign several items out to speed our conference to its finish and the unveiling of this grand alliance.

Alexi look at Oscar, of the Anagonia delegation. Oscar, I believe it was you who proposed that we set up a mutual command center for military and alliance criseses. I would much appreciate it if you and your delegation could work up a rough draft of such a common command. Then we can review it and discuss around the table.

Alexi then turned to the Nerotikan and Aztec delegations. I believe you two gentelmen should work to some accord on the terms and stipulations of how command center leaders are elected and how their terms are structured. Meanwhile, I have a brief proposal on rules and regulations of economic interaction between our nations that I would like everyone to review. Please read over this and discuss additions or omissions. This regulatory body shall also be tasked with establishing and monitoring the currency exchange rates according to the economic market indexes of the member states. Then leaned back and stared out the window. The meeting had already lasted several hours and feeling a bit tired Karl closed his eyes. One of his aids left the room and the other (Nero Lunky) stayed behind with Karl who was just trying to listen to the many conversations going on in the room. Nero stood and began to speak.

"If you dont mind me saying, the purposal is nicly written. Now then I must say that is does not explain the command as well as it could and if you added next to the war and peace snippet somthing tht refers back to the Defence resolution such as War and peace See the ILSS defence resolution for defenition of topic. This would also go well with the health and comfort.
Now I've been wondering, this is for all your nations, what are your stances on education. Personally I would believe all problems are caused by stupid people, if we can make an internation education program we would be providing a service for the people of the alliance. What about it?"

Nero finished talking and sat back down waiting for a responce. Though switching topics this quickly might back things up a bit it was wise, in his mind, to get as much done as possible then revise everything they didn`t get done.

Alexi nodded. I stand with the ANL on education: it is a right that should be afforded to everyone, not just citizens with the money to pay. I don't think this is going to be set as international law though, but I think we should be able to provide additional funding, as an alliance, to those nations that reflect the view of universal education. Perhaps we would be able to set up a commission to collect and distribute funds to those nations that meet the minimum requirments of endorsing and promoting universal education.

Just a quick note on the alliance High Command structure as well, I believe that instead of nations voting for a disbanding of the High Command, we should impliment a law citing the necessary retirement of the High Command after the said conflict is declared resolved. This way, we can avoid having individual nations or groups of nations within the aliiance prevent the High Command from disbanding with their voting power. This law will also prevent any sort of tyranny by the High Command after times of conflict.

(Example: Nation A is allied to Nation B and is in the ILSS with Nation C, Nation B declares war on Nation C and calls to arms Nation A, Nation A disregards the ILSS document and goes to war against Nation C therefore becoming an enemy of the entire ILSS).

Article VII – Proper Uses of Propaganda
Propaganda first off should not be used by any member to in any way manipulate the minds of the public they serve. Manipulative propaganda is outlawed by the ILSS any nation found to be using propaganda for popular support in war cases and/or government positions will become a potential threat to the ILSS and the member will be investigated. Propaganda though is harmful when being used to aid a liberation force, in any case if the ILSS is called to arms and an invasion of a threatened nation is at hand propaganda will be used to insure that no resistance from the public will have to be dealt with. If a member nation is invaded by an aggressive force the nation has all power to use propaganda to gain military power back in the nation. It seems that the only way to deal with aggressive nations is to be aggressive, therefore if a member nation is invaded by an aggressive nation the aggressive nation will be invaded as soon as the member nation is liberated. Article VIII - Common Command
During the times of crises and conflict, the International League of Socialist States shall enact into power a directorate of top military leaders from all member states. This directorate will have total command and control power over the allied armed forces of the ILSS. This command shall be comprised of one admiral and one general from each of the member nations, and, in the case of numerous nations, shall be derived from the ten most powerful nations within the alliance. At the cecsation of the hostile actions in which the alliance has engaged, the directorate of military leaders shall dissolve and return to their contries of origin.

The Articles of Economics within the ILSS

Article I – Guidelines for Economic Interaction
At any time, member states may engage in the buying and selling of goods and commodities with any other member state. Member states shall not be barred from this interaction by any other state, regardless of economic politics or diplomatic relational status. Member states shall be neither subject to tariffs nor to shipping fees between one another. The buying and selling of goods shall be fair and open, with all business done in a manner befitting an honest nation amongst a brotherhood of allied states. At no time shall a member state engage in illegal trade, smuggling, thievery, or sabotage of another member state, lest the offending state be removed from the alliance. These guidelines being set, all member states shall engage in fair and open trade as equal partners in an alliance, with a shared market between them.

Article II – Economic Regulating Body
A provisional body of the alliance government shall be established and maintained through alliance funds in order to monitor and regulate the trade of member states within the alliance. This body, shall, upon creation, be tasked with the accounting of all goods sold and bought, all debts, public and private among vendors. This regulatory body shall also be tasked with establishing and monitoring the currency exchange rates according to the economic market indexes of the member states. Should any member state be found in violation of any alliance-created economic treaty, the offending state shall present its economic chief officer, as well as its executive chief officer, to a high tribunal of the regulating committee. There will they be tried in accordance with the crimes committed. This regulating body shall also have the powers to regulate in what manner goods and products from member states are manufactured and dsitributed. This regulating body shall recognize the rights of Unions to organize and the evils of slavery. Should any nation fail to comply with these accords, the offending nation shall stand trial before the aforementioned grand jury.

The Premier looked it over. Although the individual articles had already been approved, the entire resolution was much more overwhelming when put together.

Quetzalcoatl put the resolution down and said, "Indeed, great job. Our legislature will have no problem ratifying our official allegiance to the ILSS.”

Dr. Wellington and the Vice Premier were equally impressed.

Alexi nodded at the approvals coming in from all directions. He looked satisfied as well. Many weeks of hard thought and writing had gone into this charter, and now, here it was, complete and before the eyes of the founders of the International League of Socialist States. They were ready to reveal themselves.


OOC: nice work everyone, there should be a thread in II by the end of today detailing what the alliance is about and a full text copy of the charter to get us started. From there we can look for interested parties in the rest of the game.
