Greetings fellow nations of the World. I am Chancellor of the Grand Republic of Skitsojd, Hanz Klinger. Me and the Parliement have decided to open our borders and ports for trade and the such. At the moment the borders and Ports are open to only a limited number of Nations and Corporations. But the number is steadily rising.

Many of you might wonder why the Country has decided to end it's Isolationism. Well, the countries economy was in shambles and was very nearly crashing. But a well trained team of Economists came up with idea, that after 23 years of Isolationism, that we should be open to more trade and Diplomatic Relations. This was a slap in the face to many a politician here. I myself thought that it would go against the very things this generation had been taught. That Skitsojd could be self-sufficient. But as the weeks went by the Economy was getting progessivley worse. So we passed Trade and Diplomatic Bill 23. Thereby letting the ports open up and border patrols not shooting anyone on site.

We are regretted to say though. That since the economy was in Recession, it is going to be quite awhile before we could offer your nation anything worthwhile. But I tell you, it would be well worth the wait. At the moment though we do have a large Surplus of Economy Size cars from the National Auto Plant in Velona.

First off, let me say that you made the right decision in coming out of isolation. I am truly sorry for what has happened to the state of your nation, and you are fortunate that I have chosen to look at your message from the thousands that I get every day. Secondly, you are wrong in that there is in fact some things that you could give to us. More on that later however.

I must warn you of the danger you are in. Coming out of isolation has overwhelming long term benefits, but most nations that do so do not survive to see that day. Their nations are overrun by evil Islamic terrorists who want nothing more than to slaughter all of your nation’s innocents. They attack with cowardice, preferring to move through the shadows and strike while your back is turned. It is because of this stealth that many nations coming out of isolation are swarmed and smothered.

The state of your nation’s economy will certainly attract more terrorists than usual. In fact, I am surprised that you have not heard from them already.

Chitzeland can be your guardian angel throughout these troubled times. We can achieve this by building naval, air, and military bases inside your nation. We will help you through difficult diplomatic situations that have squashed so many nations before you, and our mere military presence will send the terrorists fleeing from your borders. Of course there is a suitable area of land in the Southern Forest that would be perfect for a Army/Air Base. But I must humbly decline the Naval base. We would be too dependent on you for help. I would rather the nation grow and become powerful enough to fight. But we will let you build air bases and Army Bases within our borders.

But we must have something you and your country needs?

President Copeland read the message from the Chancellor with interest. He displayed it at his most recent cabinet meeting.

“As you can see, if we play our cards right this nation of Skitsojd can be a great trophy. It is big game, but we have brought down big game before. The only thing that worries me is his lack of acceptance of our naval bases. I will see if I can convince him otherwise.

“Meanwhile, Field Marshal Smith and General Garibaldi, I am charging you with the task of setting up the naval and air bases. Be nice.”

Congratulations on your acceptance. This will be remembered as the day when Skitsojd has risen out of the muck of mediocrity and into the shining spotlight of the worlds greatest nations!

I am sending representatives from our military over to your nation to begin setting up our military and air bases. They will also do studies on terrorist activity in your nation to make sure that it is in check. Also, we do not require anything from you for accepting our offer. It is our joy to help nations such as yours. There is one thing I must warn you of, however.

There was once a great nation called Omance. It was a nation much like your own, coming out of isolation and we came to it for help. We set up military and air bases in it just like we are currently doing in your nation, but they refused our offer for naval bases. The terrorist presence was very strong in Omance. When the terrorists attacked, they attacked quickly and powerfully. They took control of all the port cities, and while our military bases initially repelled the terrorists with ease, we could not supply our forces and the terrorists soon took over. Now all that remains of Omance is a desolate island scattered with the ruins of once great cities.

I must warn you that on the current track you are on, you may become another Omance. It is of the utmost importance that if a terrorist campaign arises, that we have sufficient naval power to crush the resistance in port cities. This is why I urge you to reconsider.

You will not be dependent on us, on the contrary, we will be dependent on you. And the terrorists, might I remind you, will not wait for your nation to become powerful and fight on its own. The terrorists are cowardly, despicable demons who only prey on the weak.

I hope for many great years of prosperity for your nation, but it will only come with good choices.

I still must humbly decline. You think that our Armed Forces are weak? They may not be able to fight a war. But terrorists they are another story entirely. We have the means and the know-how to fight terrorists. Considering that our forces can't protect us from a Enemy Nation, we can protect ourselves to a degree with our own forces.

We still do wish for you to have some sort base in our territory. I have also thought up a simple trade agreement that would be mutually beneficial for both nations. We will talk more of that later.

President Copeland read the message and sighed. He wished to press the issue further, but decided that now was not the time. Meanwhile, representatives of Field Marshal Smith were meeting with Skitsojd officials to determine the locations of the military and air bases.

OOC: Could you give me a map of your nation with some geography and cities and stuff, as well as where I can build my air and military bases? It would make it a lot easier.
