It's Really A Small, Local Problem...(Open RP)

Sgt. Barnal Siegmun was a six-year veteran of the 156th Civil Protection Unit, Overwatch. He held a deal of pride in having never needed to call Dispatch and ask for Civil Obedience backup, or the ISA, or a Landstrider. His unit got things done quick and efficient, by the book, the way Overwatch was supposed to run.

Even with the pay cuts, life was good for an Overwatch officer with a record like his. He'd been thinking he'd take some extra money and visit one of the other Triumvirate nations. The local women were fine, but "Ol' Barney" had a taste for the exotic.

Now, however, that was looking less and less likely, he thought glumly as he raised the PA to his mouth for the third time. "THIS IS THE OVERWATCH!" he barked to the refugees hiding inside the old apartment complex. "PUT DOWN YOUR WEAPONS AND COME OUT WITH YOUR HANDS ABOVE YOUR HEADS. YOU WILL NOT BE HARMED."

No response. Barnal turned off the PA and swore under his breath. Damned squatters. Damned slanteyes, taking visitation visas and coming to his city and then turning into overstays, which turned into 435s for him. Yes, he felt bad for anyone who had the misfortune to live in the Protectorate of Ungolov Shai, who had to be lorded over by what, as Barney understood it, was an insane, mutilation-happy cult that made the most fire-and-brimstone of any other Sephirothic Church order look kindly and gentle. But that didn't mean you could be a 435er. You didn't have a relocation visa, you had to leave. The law was the law. He turned to his men. "Sticks only, and nothing too harsh. They ain't soldiers in there."

"Yeah, just another bunch of easterners. Predecessors curse 'em," groused one of the others, adjusting his helmet.

"Let's just get this over with."

They'd done this before, too many times than he cared remember--the refugees screamed, cried, begged the Overwatch officers to have pity, not to send them back there, back where they cut you open and put things in you. They never listened--they always sent them along to Relocation. It was the ISA's job to listen. Overwatch just enforced the rules, honey, it didn't make 'em.

One thing the refugees never did was remember they had guns. This time it was different.

This time the refugees opened fire, with everything they had. The Overwatch was taken completely by surprise, and Barney saw half his squad fall in a hail of fire.

And as Barney pulled himself back to the truck, bleeding all down his leg from a refugee with a pulse rifle's lucky shot, he realized he was going to have to call Civil Obedience. The fact made him want to cry. His record was gone. The bastards had ruined it. The bastards.

"Tulo, call Obedience. Tell them...ah, shit!" Barney cursed as another spasm of pain wracked him. "Tell them we need a Landstrider. Yesterday."

There goes my vacation, too...

"This is the International News Media Network. Less than five minutes ago, this area was riddled with gunfire as yet another set of refugees from Necros-Vacuia's Protectorate of Ungolov Shai, who claim to be fleeing human rights abuses and repression of the worst sort imaginable, clashed with the officers of the Commonwealth's police force, the Overwatch.

Most of the 110 refugees were killed upon the arrival of a Civil Obedience team and Landstrider mobile assault platform--the remainder, one of which had no arms, have been taken into custody pending trial and probable execution.

Necros-Vacuia, Ungolov Shai's parent state, has been remarkably silent about the alleged human rights abuses there--we attempted to reach Supreme Executor Kev and the current C.G.C. for comment, but were unable to do so.

(OOC: Just a catch-all thread; don't have a war or anything planned, but someone is probably interested in the human rights abuses going on. Necros-Vacuia's society is postmodern-tech, and resembles the Combine from Half-Life 2, sans aliens, Dr. Breen, and teleportation.)

"The refugee problem in Necros-Vacuia has continued. Commonwealth authorities today authorized the use of deadly force against any Protectorate citizens found armed and without a relocation pass for their respective Prospekts. Reached just outside the Council Hall, the Executor for the Commissariat of National Security, Ari Yutahya, had this to say..."

The screen showed a tall, dark-haired man, glasses just slightly askew, dressed in a neat black suit and looking more than slightly annoyed.

"These people are illegal immigrants. It's really very clear-cut: if someone comes into your house, uninivited, and refuses to leave, then shoots at the police when they come to take them out, obviously deadly force becomes a necessity."

The anchorman continued. "Seventy more refugees were killed today, as Overwatch's Civil Obedience units conducted a 'sweep' of Ostas Prospekt. Hundreds more were taken into custody, to await imprisonment or deportation."

The camera shot was now of the inside of a Necros-Vacuian Relocation Affairs building; specifically, the detainment cells, which were nearly overstocked with haggard, worn people of Asiatic origin. Many of them were missing hands or feet, and several seemed to have had organs removed, and things attached to them.
