The Imperial Hierarchy officially announce a conference in Berathica, the Jagonian capital, to attempt to resolve the Stoddenian WMD Dispute. All major nations in this event, and others that wish to attend, are asked to give notification to our government. Transportation will be arranged by Jagonian Aeroschiplinsch, and private aeroschips will aid in commuting delegations to and from the conference.

We believe that there must be a full investigation into the claims that Stoddenia posesses WMDs, and that if the allegations are found out to be false, there must be swift pressure placed on Kravania for spreading false reports.

The Chancellor of Yucania, Blue Kearse, has pledged full support to the Stoddenia government to help provide the truth. This means full military support in the case of any preemptive attacks by other nations before the completion of a full inspection of Stoddenian facilities.

Otagia would like to point out that this conference is NOT about the presence of weapons of mass destruction in Stoddenia, the government of which is quite within their rights to produce nuclear, biological and chemical weapons to their heart's content. This conference is to resolve the issue of the distribution of said WMDs to terrorist organizations. The mere presence of weapons of mass destruction is not indicative of such a practice. Only by reviewing the security proceduces in place at production plants, as well as potentially assembling an inventory of such weapons, can we resolve this issue.

*A newscaster reports from Beratica International Airport.*

Here we see the aircraft of the President of Stoddenia as it touches down at Beratica, for the conference deciding what to do about the accusations of Kravania. In this tense international environment, this individual is perhaps one of the more controversial figures in the world currently. His nation has just withdrawn from the UN, because of their passage of a controversial bill that changed his country's orientation over the afternoon from Socialist to Capitalizt and now has his nation's people starving in the streets... Let's see if we can get a few words with this charismatic and controversial leader of socialist revolution. *the Newscaster moves closer, and gets fairly close to the advancing president. As he reaches out to shake hands of the small crowd of people that has arrived on the Airport tarmak to welcome him, three shots ring out. Immediately, blood pours from a smoking holes in the stomach, arm and chest of President's uniform. The President, looking shocked for a second, then looking very intently at a person in the crowd, loses control of his legs and falls to the ground. The Crowd immediately becomes pandamonium. The camera pans around the crowd looking for the shooter as panicing people scream and cry. The camera focuses on a person who is pointing a silver pistol toward where the President was standing, and this man is instantly attacked by the President's small entourage. Shots ring out as the man attampts to defend himself, and one guard, and two innocent bystanders are hit. The man takes advantage of the chaos to work his way back through the crowd. The camera pans back over to the President and the news reporter can finally be heard in the background*

OH MY GOD! OH MY GOD! He's shot! They killed him! He's shot.... Someone get the fuck in here... *The camera pans across the crowd wildly, and it is clear that the camera man is running. He focuses a little ways away from the President of Stoddenia, who is laying in a pool of blood on the runway, and several military members are seen spilling out of the plane to pick up the President and carry him back into the plane... By this time airport security have arrived on the scene and begin conducting first aid on the injured bystanders...

*The shot cuts back to the Studio, where the anchor reports* Ladies and Gentlemen, you have just seen it here. The President of Stoddenia, one of the world's more controversial figures, has been assassinated. Word of the President's condition has not arrived, and his current state is unknown, but he has been taken aboard the aircraft he has arrived in. The guard that was shot was only shot in the arm, and he ran back aboard the plane soon after the President was carried back aboard the plane. We are recieving word now that one of the two spectators that was shot has only superficual wounds and the other was shot in the leg. They are officially listed, by airport security as stable.... If you're just tuning in, the President of Stoddenia has been assassinated. We are not sure if he is still alive or not. But this comes on the heels of a declaration by the Amestrian congress that members of Stoddenia's government are now targets for assassination. More on this in a moment...

Should suspicions that they are nought but lies (as the Inquisition currently believes) aimed at provoking a major incident between Xirnium and Stoddenia be proven beyond doubt wants a multilateral declaration of war against Kravania and invasion for attempting to incite strife.

The actions of the glorious Ankhmeti Communist Republic will be remembered throughout history. An agent of the Special Actions Beureau fired the shot that hit the president of Stoddenia. All nations are reminded that Stodennia was funneling weapons and funds to terrorist groups linked to the slaughter and rape of children.

A full inquiry had arisen to find out who assassinated the President of Stoddenia. The Berathican garrison was up to their neck trying to stop angry Stoddenians and also trying to launch an investigation.

Despite the catastrophe, all applications had been approved and the conference would go ahead.

We have evidence to prove that in fact it was another nation that had planned out the Assassination, however we don't mind anyone who would like to wipe Ankhmet of the map. In fact we are hoping that someone will eventually kill off Ankhmet.

Message to the Beratican Peace Conference, from the Acting President of Stoddenia.

Greetings and fraternal salutations. Due to the unforeseen assassination attempt on our President, our nation's first choice as a delegate to this conference to speak on behalf of the Accused nation is not able to attend. We would like to request permission to submit an alternate to the Conference. Our alternate will be undersecretary of Scientific research, Mr. Guillermo Braille. Guillermo Braille has been briefed fully on any and all weapons manufacturing that we have ever attempted, and has been instructed to be 100% forthcoming with any information, classified or not, in the interest of peace. He will be nothing but an asset to your conference, if we are still permitted to attend. It would not be a good thing however, if we, who are accused in fact of WMD manufacture and dissemination in violation of international provisions against proliferation, are not allowed to even have a voice in our own defense.

We hope the conference considers this request. Mr. Braille is on standby, and will land once permission to do so is provided. One last thing. Hopefully the government of this country provides a bit better security for our man this time. That lapse in security led to six relatively well placed shots fired on the airport tarmac. We hope it won't be repeated.

"Greetings and thank you for coming. As you are aware, this conference is to discuss the recent Incident over Stoddenia, which has also spread out, breaking other relations, such as, I understand, the Roach-Busters vs. Ankhmet debate? Well, without further ado, and hoping to resolve this incident swiftly and decisively, I call upon the Stoddenian delegation to open our proceedings."

Due to recently unfolding events, the Theocracy of Yucania wishes to see all charges against the nation of Stoddenia dropped with the recent confession of Kravania fabricating implications of terrorist receiving WMDs from Stoddenia. We would also like this conference to come to a decison on a course of action to take against Kravania for attempting to instill fear into other nations and trying to bring war against Stoddenia. Lastly, Yucania would like to see a nation selected to begin an investigation into the attempted assassination of the President of Stoddenia. We offer to head the investigation, as it was on Jagonian soil that the President was shot. As for the Kravania Question, that will be decided at the conference.

We were not prepared to open the conference. However, we would like to take this opportunity to begin the discussion concerning the charges made against the United Socialist States of Stoddenia. It would seem that we are accused of producing WMD's by Kravania. We are further accused of supplying these WMD's to terrorist elements, and encouraging terrorism worldwide through this distribution.

We state that these accusations are false. There is no evidence whatsoever that proves definitively that Stoddenia is or ever was involved in the manufacture of weapons of mass destruction. And if we did not manufacture WMD's, how could we distribute them to factions around the world?

We will answer the first charge.

1) Stoddenia's economy up until the point where it was hyjacked by the Compliance Committee of the United Nations, was labled by the UN as "developing". This is the most developed level it ever achieved in its history. Our budget for military expenditures was (and still is) 0. Our money is allocated to social projects, and anyone can check our books (http://nseconomy.thirdgeek.com/nseconomy.php?nation=stoddenia) to discover this. Anthing that would suggest allocation of ANY of our nation's scant resources to production of WMD's does not exist on our audited books.

2) Our level of infrastructure does not support the production of WMD's. The vast majority of "road" in our nation is dirt roads leading into the various valley districts of our country. There is one main road that connects our capital, and the plains that surround it with the Port. That is our only paved road. How can a country that cannot even afford to pave more roads afford an expensive WMD program?

3) We have already sworn to uphold international laws of anti-proliferation. We do not exploit the uranium resources in our nation, nor do we permit our allies to do so. The Empire of Yallak will confirm this. We do not utilize nuclear power, nor do we have atomic powered ships. We view the utilization of uranium as toxic to the countryside, and there is absolutely no evidence that we act in a manner contrary to this position.

4) We do not have trade relationships with any nation at this point. We were in the middle of negotiating our first one when this crisis broke out. Since we do not have these relationships, how would we get WMD's to a foreign nation.

5) We have been ordered to open our nation up to inspections. It is the policy of our government that we will do so only if we can be sure that the inspectors will be objective, and will not fabricate evidence to support the claims of those who seek to attack, destroy and enslave our nation. So far one nation has suggested that there was a possibility of objectivity. No other nation has volunteered to join them in these efforts and position. Anythign less than complete objectivity will be a violation of our national sovereignty.

6) As for the other demands nations are making of our country, we say we shall not comply unless some credible evidence can be produced that we are in violation of some international law. We will not submit our elections' process to international observers, we will not do anything else these aggressive nations demand of us.

7 Evidence of our participation in WMD's provided by Kravania has been deemed absolutely incredible by the world community. Our government has demonstrated several times in fact that these claims are false, from basic refutation of errors of fact to actual demonstration via sattalite photography provided by the sattalites of the government of Kravania itself that the "Factories" supposedly making these mythical weapons cannot possibly exist in Stoddenia, but in fact exist in Kravania, and are nothing more than a unionized cereal factory. There is no proof that these factories exist, and what evidence Kravania has provided has been proven false. So I ask, why is our nation even engaging in this discussion? I answer that we are doing so to clear our name, to cooperate in discovery of the truth, and to call on all nations present to stand for justice on Stoddenia's account.

I have been ordered by my government to be 100% forthcoming and answer any question honestly, with regards to WMD's. At this time, I have completed my opening remarks and reserve the right to respond to any allegations that arise. At this point, however, I will yield back to the Chairperson to carry on the meeting.

We have evidence to prove that in fact it was another nation that had planned out the Assassination, however we don't mind anyone who would like to wipe Ankhmet of the map. In fact we are hoping that someone will eventually kill off Ankhmet.

This just in, the President of the United Socialist States of Stoddenia has just resigned. We tune now to comments just made by the former President of Stoddenia, from the live feed from Stoddenia...

*President of Stoddenia:* Comrades of Stoddenia, I have decided that my long term of public service has come to an end. The bullets that nearly took my life collapsed my lung, shattered my shoulderblade, and penetrated my liver. Most importantly, the one that hit my chest also shattered my 5th and 6th Thoracic vertebrae. I am now paralysed from about the middle of my back down. The doctors had to insert ceramic rods into my back just to keep me upright.

I don't call for revenge. I don't know who did this, but that is not important. The fact is that the peace conference still continues.

*Newscaster:* These words from Stoddenia have not been reacted to by international heads of State as of yet. He went on to name his Secretary of State, K. as his successor, but strangely enough only long enough to conduct elections. The Secretary then listed a series of qualifications for nominees and said nominations will begin in two weeks, after the completion of the Plenary of the Socialist International in Stoddenia's port city, Oatmeal City. International Ecclesiastical Edict

His most glorious High Ecclesiarchy of the Holy Empire of Xirnium pays tribute to the outgoing Stoddenian President. Mr Docus was an exemplary politician and statesman who always worked tirelessly in the service of his people, even more so during these trying times when insidious and greedy nations gathered around like foul vultures to prey upon Stoddenia. He stood fast against imperialist aggression and rejected utterly the cowardly claims against the honour of his noble state by Kravania – claims that the foolish Kravanian government is now paying dearly for at the hands of Holy Xirnium.

President Docus was an outstanding man, committed to peace and opposed to the appeasement of warmongering fools. The gap caused by his absence will be a difficult one for Presiden K to fill, and we hope that he can find the strength to lead his country in these difficult times.

The High Ecclesiarchy wishes President Docus the best of luck in whatever future endeavours he seeks to pursue, his resignation will be a loss to the entire international community.
