Shanghai, Upper Xen (XNS)-

Today, after a long period of isolation marked by a war in Utah and a long period of rebuilding, President Gordon Lew has announced that Upper Xen is ending its isolation.

"Peoples of the world and Upper Xen, it's been a heckuva ride. From dealing with Mississippi, to the RALM, to a nasty civil war, to the slow redemption that has remade us, we have been through a lot. I myself have looked inward, and have made a few spiritual decisions as well. And, so has our nation. Well, now, we're ready to reenter the world stage, and we have a few words to say.

My last term was not a star-studded time. I don't believe I was well loved for being nice when the Fabuses came to say hello. I made a few actions against the RALM, but I really didn't do enough. Same with the ganglords and technocrats that now seem to have the country in their grip. For that, I apologize. I want to be honest about my mistakes. But now, it's time to rethink our national policy, and forge a new, honest direction!"

The State Department has announced that Embassy openings are now available in Tokyo, Los Angeles, Phoenix, Santa Fe, Sydney, and New Delhi. Foreign investors are welcome, as well.

Shanghai, Upper Xen-

Today, Gordon Lew signed Executive Order #4562342-1, authorizing the use of all necessary measures against the RALM and other terrorist groups in Xenizen Territory. Also, a bill has come up before Congress, known as the "Redemption Act," which would toughen present racketeering statutes and give the already powerful National Police and Ethics Agency wider powers to combat corruption and gangsterism in Upper Xen.

Shanghai, Upper Xen-

Today, by a unanimous vote, the Redemption Act was passed into law, now expanding the defininition of gangsterism and conspiracy under the present RICO statutes, and providing harsher penalties for those convicted of engaging in acts of gangsterism and conspiracy, as well as the new crime of "Corruption," as well as those who aid and abett their flight from justice, under "Obstruction of Justice" statutes.

"No longer shall Lady Justice be hobbled! We will now be able to arrest those who exploit the law and do damage to others and have been out of our view for too long! God has given us the day! We shall sieze it!" said President Gordon Lew.

Other laws proposed by the President are laws that would toughen existing anti-trust regulations, enforce existing union laws, and increase the quality of government personnel.

In other news, President Lew plans to meet with leaders from the other Territories to discuss a change in status.

Shanghai-

Today, President Lew has come out with an agreement with the Foreign Territories of Upper Xen, called the Free Associated Statehood Pact.

The pact provides for the creation of the Free Associated States of Australia, India, and America. The arrangement allows the Free Associated States to:

-Enjoy the rights of full Xenizen citizenship
-Organize their local governments and govern their own affairs. They may also elect a representative to the Xenizen Congress, who has observer powers only. However, this representative is part of a Free Associated States Committee, which advises the President directly on matters pertaining to the Free Associated States. Also, they must consult the Xenizen Government itself before committing to any foreign policy or major internal adjustment.
-Organize their own Home Guard units for self-defense. However, their citizens are still subject to service in Xenizen regular military forces, as well as local service.
-Organize their own Police units. National Police still has jurisdiction in these areas, but are obliged to cooperate with local police units in hunting terrorists, criminals, etc.
-Organize their own economic affairs, without paying Xenizen federal taxes (except for a Free Associated States Tax of 1%).

Kunming, Upper Xen-

Today, a sad event has occured, as a series of car bombs went off in Kunming, killing 54 people and injuring 150 others.

"This is a sad day for us. It has demonstrated that terrorism affects all peoples, bringing sorrow and misery perpetuated by dishonorable and cowardly acts. These 54 people were ordinary civilians, who had valued lives. They did not deserve this. In their names, we shall smite the enemy," said National Police Director Antonin Kirov today, as Kunming was put under a state of siege and NP Officials deployed along with Army units.

Already, two different groups are claiming responsibility-the Real Anime Liberation Movement, and the Yunnan Islamic Liberation Army. More on this, at 11.

Shanghai- Today, National Police has begun an unprecendented crackdown on all fronts, as they hunt for the people responsible for the Kunming bombings. Reportedly, they have been authorized to use "all necessary measures" in the hunt for the terrorists, and have been issued a permanent warrant until the Emergency ends.

Already, twenty RALM sympathizers were arrested in Anhui Province, and reportedly, a stash of RALM Propaganda was confiscated for forensic analysis. Also, rummors have arisen that NP Agents are using hackers and Internet spying in an attempt to hunt the terrorists, although this has been vehemently denied by the Lew Government.

In other news, Special Investigator Kenneth Lau from the Ethics Agency has begun an investigation into the CIA, upon reports of "blatant and ridiculous" corruption within the agency.

"Spies are supposed to find out secrets in the name of our nation. They are not to hire themselves out as hitmen or drug dealers. It is a common fact this has been occuring, that the CIA has been abusing its wide powers granted to it to make devil's pacts with crime syndicates and shady characters here and abroad to enrich itself. This will end, now," said Lau.

In other news, Director Giancarlo of the CIA refused to comment, saying only that "these are racist and baseless accusations, and I will use my legal powers to fight this."

East HK, UX-

Today, by popular demand, East Hong Kong has become the capital of Upper Xen. The city, which grew up near old Hong Kong in a similar fashion and geological shape, is to be the capital of Upper Xen once more.

Meanwhile, the government has convened the first of ten CIA Investigation Tribunals, beginning with CIA Director Karl Giancarlo and his top staff, who have been ordered to testify before the Ethics Agency today in a closed hearing.

And, following up the RALM Purges, more progress has been made, as an arms cache in East Hong Kong was purged and confiscated by EHKPD and NP forces, who also arrested five men. Also, NP officials have arrested six members of the Yunnanese Islamic People's Organization for questioning, in regards to last weeks attacks.

Shanghai-

Today, the long-awaited verdict of the Tribunal that has tried Director Giancarlo and his allies has returned a ruling after several hearings, indicting him guilty of various crimes including drug smuggling, assasination, conspiracy, and others.

The ruling comes after a six-month trial behind closed doors, marked by a total media blackout, in which drama was reported, involving everything from polemical speeches to repeated declarations of contempt of court issued to Mr. Giancarlo.

"Mr. Giancarlo will be punished for his crimes. At every turn, we have conclusively demosntrated that he has turned the CIA into a mafia-like organization. We produced witnesses who no longer feared him, tax reports that were filed with National Revenue that show glaring gaps in income, forensic data from cold cases that we later revealed to be CIA hits, as well as e-mails, and other correspondence confirming his guilt," said S.I. Lau.

Giancarlo and his allies will be held in a detention center in Australia, until final sentencing can be determined. In the meantime, the testimony of witnesses and the evidence presented has led to the opening of the Tribunals, beginning with the next round of hearings, which will convene after Christmas.

In the meantime, National Police asks all citizens who have been victims of the CIA to tell them or any member of the Ethics Agency about the nature of the crime, and what they can remember about the person who did it, so they can testify at the Tribunal. A special hotline has been set up to facilitate reports, as well as report rogue CIA agents in your midst still at large, committing offenses.

Hong Kong-

The Tribunals are about to convene, and already, National Police is acting on the large number of tips they have recieved from their new hotline, rounding up 500 persons in Hong Kong alone who have collaborated with, were, or are currently CIA agents who have committed criminal acts. Nationwide, the dragnet is enveloping those who have escaped justice, and many have gone peacefully or with minor incident, though in Shanghai, a shootout broke out with SWAT/NP teams and rogue CIA Agents that caused 5 deaths and injured 20 others.

Those arrested are being held in jails and holding areas under armed guard, with forensic evidence and testimonials being compiled for use against them in Court.

Meanwhile, legislation has been passed which will reorganize the CIA into the National Bureau for Foreign Survelliance, which will focus solely on foriegn affairs and be monitored by various government agencies.

Hong Kong-

The Tribunals, long awaited, are convening under heavy guard, as suspects and witnesses are being rounded up along with forensic evidence to obtain justice.

As of now, NP's "Great Crackdown" is still occurring, with arrests of more rogue CIA and RALM agents occurring. Gunfights have sporadically erupted, but arrests are still going smoothly.

Meanwhile, the CIA's new career as the National Bureau of Foreign Intelligence begins today, as the reorganization goes into effect, with retraining, relabeling, and new safeguards against excess (a General Intelligence Oversight Board, which for fairness, will oversee both NP and the NBFI).

In response to events in America, the Free Associated State of America's Xenizen Red Cross of America organization has dispatched 10 Chinooks with relief supplies (under a neutral flag) to Maryland to provide aid for refugees and secure their passage to the FASA, if necessary.
