The Government of the United Socialist States of Stoddenia is announcing the 1st Plenary of the Socialist International.

CALLING ALL WORKERS STATES, PEOPLE'S REPUBLICS, SOCIALIST CONFEDERACIES, DEMOCRACTIC PEOPLE'S REPUBLICS, ETC

The Government of Stoddenia has announced its plans to convene the PLENARY MEETING OF THE SOCIALIST INTERNATIONAL. All Socialist nations are invited to attend. This offer is extended to egalitatian democracies and social libertarian (Red-anarchist) nations as well as well.

The 5 day Plenary Session of the Socialist International will be held in Oatmeal City, Stoddenia. The agenda will be as follows:

1. Check in and Credentials.
2. Introductions
3. Nominating and voting of members of the Plenary Committee.
4. Convening the Plenary
4a. Draft Proposals for the Charter of the Socialist International
4b. Selection and discussion of Draft proposal.
4c. Commissions (War, egalitarianism, economic maintainence without sacrifice of social economy, and others, to be determined by Plenary)
4d. Amending the draft proposal.
4e. Adoption of Final Proposal.
5. Election of permanent Executive committee for the Socialist International.

Credentials:

All Delegates must sign up in advance. Those who are not signed up before Nomination of Members of the Plenary will not be seated.

All delegates must fly into Oatmeal City in Stoddenia. The Plenary will be held in the "Hotel Revolution" which is the executive offices in the port city. All visa restrictions for delegates will be lifted for the Plenary.

A nation may send a delegate if they are a democratic socialist country, social democracy (non-socialist but egalitarian country, with political rights), anarchist democracy, and non-bolshevik communist country. All applicants will be screened by the Plenary sponsor, and those who do not fit the criteria will not be seated.

Any delegate arrived must state their name, their position within their government, where they have come from, and if they have any draft proposals to present to the Plenary. At that point, those draft proposals will be taken by the Plenary Committee and will be presented in their entirty.

Stoddenia will supply the officials of the Credentials Committee.

The Plenary Committee

The Credentials committee will exercise executive and convening authority until the Plenary Committee is approved by the body. At that point, the Plenary Committee will gain all convening and executive authority over the Plenary body, within the Plenary.

The Plenary Committee will be made up of 5 members chosen at learge by the body itself in a poll. Nominations will be taken throughout the Introductions and the Nominating point on the Agenda (point 3.) A seperate poll will then be created where members of the Body will vote for the Plenary Committee. The top five vote getters will then be placed on the Plenary Committee, who will conduct the meeting from that point on.

All votes will be taken by unofficial poll. Amendments to topics under consideration will only be permitted by unanimous consent of the Plenary committee (for the sake of speed and getting rid of frivilous suggestions.)

The body may vote to change any of these rules, except the composition of the Plenary Committee, once it is chose. Additionally, the Plenary committee may change the agenda once they have been elected to the committee.

Aren't their several Socialist-Internationale-type organisations active already? Why don't you join one of the existing ones - I'm a member of the Coalition of Anti-Capitalist Economies?

Dumnorix was the name he bore since being elected Captain of the informally titled Gwancus Militia: the body of miners and local community members organised in part of the Sygun Coppermines district to protect the workers from police and mercenary intervention against their illegal self-management schemes and mine take-overs.

He was a Geletian, from the Kingdom of the Geletians (Beth Gellert- I can't get on to the forums with that account), a vast territory on the continent Sarnia filled with five an a half billion employees and paupers and a few thousand capitalists. But he was one of the growing throng of dissenters who pointed to the destruction of Geletian traditions -such as communal ownership of land and tools that had existed for thousands of years- as cause enough to reject the authority of the High King Adiatorix and his Parliament and the favoured bougeois newly prospering around it.

Dumnorix was a little over six-foot three inches, making him quite unremarkable by Geletian standards but still far from a small fellow by anyone's standards of comparrison; white, of course, he wore his reddish-brown hair long, allowing it to fall beyond his shoulders; he had no significant beard but his moustache was untouched by blades and hung loose below his jaw for several centimetres on each side. The Captain, as one may refer to him for want of a better translation, was dressed in loose clothing of various hand-spun fabrics, threads dyed two shades of brown -or was one red?- and a pale dusty blue and arranged in a chequered sort of grid so far as his billowing trouserlegs were concerned. He hadn't a shirt, just a large, heavy cape fixed with one of Beddgelert's famously ornate metal broaches, this one set with a ruby worth thousands of dollars to a capitalist, and the dark brown garment closed most of the way around him save those moments at which he held-up both arms at once and revealed the bare torso of a powerful miner with a warrior spirit. On one hip was a flask made from the horn of... something, and the other was looking naked without the sword he chose not to carry to this assembly.

Dumnorix of Gwancus was sent by money from the provident fund arranged by the Pennymount miners and their community before the capitalists in charge skipped town and shut-down the heavily indebted mines without a thought for the community.. The workers since had broken-in and re-started production without the say-so of the shareholders and the upper-managers, hence the need for a militia that protected the community against high court rulings in favour of the absent capitalists and fought frequent running battles with the Kingdom's police and the shareholders' hired goons as they attempted to take-back the mines they didn't even intend to keep running.

The Captain, elected by his comrades to organise the militia because of his experience in the military service of a local noble and famous victories in years past against rival tribes before the unity of Geletia, came to seek association with the International as a representative of a disenfranchised citizenry and in violation of the laws of an immensely powerful state almost twenty times the size of America. Most of all, Dumnorix wanted help to enable his comrades to export the copper they mined, for the Geletian Parliament had passed a bill blocking the export of products originating under worker self management schemes or from the work of those running concerns that they did not legally own.

Aren't their several Socialist-Internationale-type organisations active already? Why don't you join one of the existing ones - I'm a member of the Coalition of Anti-Capitalist Economies?

OOC: Didn't see any of those. But IRL, there are many competing socialist organizations worldwide that all claim the mantle of the "Official". This is a chance to give Socialist nations one more Affiliation if nothign else. But knowing nothing of the other orgs, I would say our aim is to "unite the political and economic left, to provide a treaty organization for those groupings, and also to develop plans to export our programme to other nations." I don't know if this fills a niche, but if not, well, so...

Sir, you are invited to send an observer to the convention. That's really the only thing we can offer. But understand that it is this sort of comment that makes socialist nations want to unite. It adds an unintended cause to our agenda, and that is mutual security from people that banter about threats with no information. That's not too much to ask is it? We don't make comments on your absolute disregard for the will and welfare of your people, why should we welcome or even tollerate threats made by your type against democratic principles, civil rights or political freedoms? We don't interfere with your arbitrary imprisonment of individuals, why should we allow you all to interfere with our attempts to help children learn to read, or get poor people health care so they aren't dying in our streets? We don't call you to stand down form your unilatteral spread of the darkness of tyranny and oppression across the face of the globe, why should we back down at your insistance from our calls for people to be at peace with one another, help each other and make a much brighter world with true understanding and equality for all? I just don't even understand where you get the authority to make these sorts of demands of us and from a plenary that has not even been convened yet.

I am sorry you have had negative experiences with socialist unity conferences like this before. I sincerely am. But I repeat my invitation to your government to send an observer to the Plenary and see that your fears of this conference are unjustified by your past experiences. Our agenda is set as shown. This is all we will discuss at the plenary. We are not talking about attempting to overthrow your or anyone's country. We merely want to organize ourselves into a block capable of facing down threats to our security from capitalist "anti-terrorists" who use "terrorism" as an excuse to terrorize plenaries that haven't even convened yet, wipe popular revolutionary regimes off the face of the map, and eliminate any possibility of a future free of war or dominance by facists. Kravania is pleased to see another wise and peace loving nation agree on this evil threat and the mortal danger it poses to the global community of nations and the very existence of the human race itself.

While it is true that the charges of Kravania are without merit, Stoddenia has neither the technology nor the resources to produce chemical weapons. There is, however, truth in the accusation that Stoddenia is supporting terrorism and the Stoddenian government has engaged in illegal actions.

Charge of supporting Terrorism: The President of Stoddenia has openly encouraged the secessionist factions in Northern Torontia (BC) who are currently attacking and murdering Torontian soldiers and Amestrian Peacekeepers.

Charge of Illegal Activity: The government of Stoddenia has illegally hijacked the satellites of other nations to broadcast messages of encouragement to the said terrorists in Torontia.

He begins to speak:* Ladies and Gentlemen, according to reports we have recently recieved via intercepted conversations from the ionized zone formerly known as Torontia, the Second Torontian Insurrection has begun.

If you will remember, Torontia is the nation that greeted the announcement of the the success of our Revolution with a declaration of war. As a result, imperial nations decided to take our plight as an excuse to carve up yet another nation, an excuse to justify the huge existance of their militaries. We don't see a problem with this. However, we will expect your delegate to not conduct his part of the discussion from within the armored troop carrier. if security is a problem, or if the delegation is worried that what happened to the Amestrian delegates will happen to this delegation, rest assured that it was the call of the Amestrian Government to assassinate our officials that led to their arrest and suspension of basic diplomatic immunities. Other than doing this, there would be nothing for the delegation to wrry about. The Credentials committee will check credentials and will then seat your delegation.

Mr. Lebinouser will not be in the Warthog at all times. He will walk into the building when the vehicle arrives at the location of the meeting. We are sorry for this confusion. Mr. Lebinouser does have full knoledge of the happenings within our nation, both Militarily and Governmentally, so if you have any questions, i would direct them to him when he arrives at the conference. Please don't ask him about the Military happenings within the Pure Socialist Holy Empire of Shazbotdom.

Members of the Plenary. So you are aware, we will continue to seat delegates until Monday. After that, the Plenary will be closed to members only (OOC: a new thread will be begun), and we will start on the agenda. We expect the plenary to last about a week, but we are willing to extend it another half a week if necessary. Unfortunately, Amestria will not be joining us, as their delegates were arrested and deported aboard Yallak ships last week. However, all other delegations listed will be finalized tomorrow night, and the meeting will begin. The Credentials committee will then proceed with the agenda, which will be reprinted and handed out to you all.

Let's have a good conference, and create a sound programme. Our entire national attention is now turned to this conference.
