-A message to nations of the world from President of Russian Federation Vladimir Ivanov-

"My nation for over a hundred years was isolated from the rest of the globe. At one point we had warm relations with Cotland but even those seem to have gone away. Today everything is different, we went through an inner struggle and we came out of it still strong but with a different mind set. Now we want to strengthen our ties with the global community in order to ensure our own prosperity and prosperity of human civilization. Because that is our goal I invite leaders or representatives from all nations that want to achieve somethig similar to come to Voronej and discuss ways in which we can benefit each other. I am hoping the end result to be an alliance that will tighten economic and cultural strings between many nations world wide."

The Bjornoyan Federal Government recognizes the Government of the Russian Federation as the legitimate ruling body of Pushkan territories. We watch with high hopes and aspirations, that this new government may bring in a new era of peace, prosperity, and growth amongst our nations.
With this in mind, the Bjornoyan Federal Government wishes to establish an embassy consisting of 1 ambassador, 45 aides, and 35 Bjornoyan Federal Guards if permitted. We encourage the Russian Federation to establish an embassy (http://forums.jolt.co.uk/showthread.php?t=447558) within the Bjornoyan capital of Esthar as well.
In time we would like to discuss the possibilities of your proposed alliance to see what the obligations and benefits of such an alliance might entail.

OOC: Aight, i expected Wick and a few others to join as well but they can come in after this starts. Lets just try to skip the swamp of describing the arrivals of each of your representatives and so on and get right to business.


IC:

Voronej was once again covered with snow. It was everythere, on top of the buildings, on cars, on naked trees. In the snow all was one and one was all, all destinctions faded behind the white wall. Vladimir Ivanov, the president of Russian Federation was looking at the dance of the falling white mass through a big window on the 3rd floor of the Kremlin in Voronej. He pressed his right palm and his forehead against the cool glass. The cold found its way through his skull, that helped him to think.

Very politely somebody knocked on the door.

"Come in."

Vladimir said with an official tone. A bodyguard wearing a black suit and a ear piece stepped into the room.

"Gospodin President. Your guests have arrived."

"Let them in."

The bodyguard bowed his head and exited the room. Several minutes later the foreign representantives came in, followed by a group of translators.

"Welcome to my humble office gentlemen. I hope you all head a good trip."

Vladimir sounded as polite as he could.

The representatives settled down behnd a huge oval table in the middle of the room. Vladimir set in the center. Beside each representative was a microphone, the translators seat in the booths behind each representative. The board was set, the game was about to begin. Vladimir rose up from his chair and standing upstraight began his opening speech.

"Gentlemen, today is a grand day for all of us. Today we begin the first step on the road to a better future for all of us. We all have our problems, and we all have our differences. But i believe that this should not be an issue. Cooperation is the force that determines the fate of the world. This being a fact, we must cooperate in order to ensure our succesful and prosperous futures.

I propose an alliance between all nations that are present in here. The terms are quite simple. We remove all the tariffs between our nations that damage the economic prosperity that can be achieved if our nations trade freely with each other. We vow to not attack any member of this alliance but instead to help them in case they are attacked by an aggressor nation. Also if you are to join this alliance it must be your priority, because an alliance filled with nations that keep their priorities elsethere is a weak alliance and this alliance has to be strong.

This are basic rules, only the basics. Once those of you who choose to join sign the agreement we will be able to vote on our policies towards over nations and regions as well as other matters. The voting system is simple, a decision is made by a 2/3rds majority vote and can be proposed by any member of the alliance. The issues voted on may not concern domestic policies of any nation included in the alliance unless every single nation in the alliance agrees that this issue needs to be voted on.

This is all i have to say for now. You can have as much time as you need to think over my offer. Does anybody have any comments right now?"

Reglasse looked up. still clothed in the thick winter coat he had borrowed from the military, he still felt cold. it was cold, and he wasn't used to. After all, he was a Monegasque citizen, not a Russian one. when he was in, he already was embraced by the warmth of a cup of tea, or coffee.
as soon as he got the chance, after the speech of Ivanov, he pressed the button for the microphone and began to speak, polite and slow.

"We agree to this. is their also a way to possibly open borders between bordering nations of the Alliance? I just made a wild suggestion, but I want to know how other will possibly respond to this. anyways, do you have a cup of coffee, tea, or hot chocolate, I'm freezing down here. No alcohol please."

he left the button and sat back, to wait for the translation. he hoped they translated it well, because he hated alcoholic drinks. he already had to pay big time in Monaco, so why should you ever start drinking?

Ivanov listened to the translation through his headphones as did everyone else sitting behind the table. He then replied.

"This is the sort of an issue that you can propose for the Alliance to vote on later. Right now we are simply trying to get people to agree to the basics. Other matters can be discussed later. You made a wise choice by joining, you and everyone else who decides to join will receive the official papers at the end of this meeting. Thank you. Any other comments?"

The translator left out the bit about Reglasse being cold but motioned to one of the bodyguards. In a second a hot cup of Voronej tea, a flask of milk, a spoon and a small white ceramic plate with 10 cubes of sugar were placed near Monegasquan representative.

Ambassador Knut Vollebekk walked into the conference room, accompanied by two other diplomats, a representative from the Norwegian military and a respresentative from the Sub-Commite of Culture from the Stortinget, the national assembly, as well as a few aides and two bodyguards armed with pistols carefully stowed away in concealed holsters.

As president Ivanov welcomed them, his voice sounded like he was struggling to be polite, Vollebekk thanked on behalf of the Kingdom of Norway and sat down. The representative from Monaco asked for something warm to drink. Apparently he hadn't dressed for the occation. All the Norwegians knew cold, due to their nation also being a very cold one, and they had therefore dressed themselves in warm coats and hats for the walking outside. Still, inside here, it was warm enough for them to take them off and sit normally in their suits. The Monegasque representative asked about open borders. That could be possible, but not without any form of return favors. The Russian president asked for any other questions, so Vollebekk siezed the chance.

"Mister President, first off, allow me to offer the regards and complements from my government to your government, and thank you for accepting our delegation.

My question is regarding the proposed removal of tariffs. You say that they may damage economic prosperity. However, my nation, and surely at least one of the other nations represented here in this room depend on tariffs in order for our economies to remain compeditive in the international market. If we should for instance allow certain Bjornoyan or Russian products, which are cheaper than their Norwegian counterparts, the Norwegian company which makes said product will lose profits and be forced to lay off workers, who will then have no job or money. Thus, they won't be able to pay taxes or buy things, and then we're losing money instead of making them. How do you propose we avoid this sir?"

He sat back down and waited for a reply from the Russian president, while quickly scribbling a note in English for the president. It was handed to an aide, who handed it to a Russian aide, who would have to translate it and bring it to the President.

I would like to request a personal meeting after this meeting to discuss
the terms of the Norwegian diplomatic representation in the Russian Federation.

This way more profit will be created in both nations stimulating economic growth. This is an isolated scenario and it does not draw the full picture of the matter because this method of compensation can be applied to many markets. In the end what we will have is an economic cluster, it will eventually come down to members of this alliance only trading with each other. As for the laid off workers they can always find jobs in the companies that are earning greater profits and are expanding because of this system. In the end it is simple numbers that can be calculated to find from what compensations can result the greatest profit. As i said in the beggining this alliance requires total commitment and this system will ensure close economic ties between all nations within the alliance. In the end we will all prosper."


Vladimir's aid passed the note to him. He quickly scanned it and looked at the Cottish representative. He shook his head in aggreement.

The Spartan represenative from the High Council was used to the cold, as Spartan lands were in the Caucasus. Yet he was still somewhat chilly, and asked for a warm beverage. THen came to his main point.

All of the Spartan lands are in the Caucasus and could provide oil, right? I would gladly join this alliance. But I am in a spot of trouble. Kreynoria has invaded us. We have Hellenistic reinforcements, disguised as our men, but a strike team just killed one of our only 2 generals. We are overflowing with moral only because very few know of general Agamemnon's death. We aren't sure how much longer we can hold out. We need immediate help. He and his nation were not known, nor liked to be open to other nations; not due to nationalistic hatreds or anything, it was just Bjornoyans were very isolated, and gained a certain strength from this. But the world would not allow Bjornoya to stay this way.

"President Ivanov, the Bjornoyan economy is radically different from most other participating nations. As you know, Visara Co. has succesfully dominated the Bjornoyan economy. Visara, along with the Bjornoyan Federal Government have implemented certain trading restrictions which we do not wish to be compromised. Certain materials are deamed illegal within Bjornoya, and although this does restrict trade it more importantly maintains a national morality. Many opiating drugs for instance are not legal in Bjornoya. We do not want such markets to be opened within our borders."

"In the same spirit, Visara Co. inspects any products that would be sold within our borders to see what the possible influences would be on the populace. Foreign made products are welcomed to be sold in Bjornoya, but they will be purchased by Visara Co. first, not the Bjornoyan citizenry. I hope this does not infringe on the terms of this alliance."


OOC: Can I get some info on what sort of governments may be signing this? I know Pushka and Norway, but am yet unfamiliar with others. Any info on my gov is in my sig.

OOC: The United Eastasian Republic is a nominally communist state, but it is much more free and democratic than RL communist nations have been. The UER also sees no problem in trading with other countries, as long as those countries aren't trying to undermine the state.

As Foreign Minister of the UER, Ruiyan had been instructed to find nations which would be willing to deal with the new communist regime. The Russian Federation appeared to be one such nation, so full efforts were being put into courting them. Ruiyan took a sip of water before raising his hand.

"President Ivanov, let me begin by offering my nation's most profound thanks for allowing us to attend; there are several nations in this world who we believe would prefer us to disappear. We also wish to congratulate you on taking office, and we offer our best wishes for your prosperous future.

Although we do have some concerns regarding potentially free borders and trade, we in the UER are ready and willing to discuss them with the rest of the esteemed nations here. We freely admit that we are here looking for friends; since the establishment of our new government we have had very little interaction with the outside world, something that we wish to remedy. The UER has high hopes for these discussions, as we believe that the concentration of international influence in the hands of a few powerful imperialists is a very dangerous situation. This alliance could well provide a way for less militaristic nations to exert their influence and improve themselves through cooperation."

also, Monaco is a Constitutional Monarchy, and shows no hatred against other types of governments, except where abuses are openly common. A bit like normal west-European countries (I.E.: The Netherlands, Belgium, Germany). and has a higher-than-normal prosperity.

Vollebekk read the document closely before he spoke up.

"Sir, my appologies, but the demand that this alliance is to have priority over any other is simply put an unreasonable demand. Also, I fail to see any specific rules which the signatories are obligated to follow. Therefore I must regretfully announce the Norwegian intention not to be a signatory to this alliance."

Vollebekk then sat back down and waited to hear what the president had to say.

We do not feel that it is unreasonable to demand the priority of this alliance's interests over the others a member nation might be involved in. If this alliance is to be strong it has to be unified and its members have to be loyal to one another. If a nation's priorities are somethere else, then that nation is weakening this alliance, as such it should not be a member of it. The demand for keeping priority is both reasonable and logical. Your nation's priorities are with The October Alliance, i respect that and i understand your decision for not signing the document. As for the rules those were stated earlier, i am sorry, you have arrived late for the meeting and didn't hear me say them. They are simple: do not attack any other member of this alliance, protect other members of this alliance incase of an invasion by an aggressor nation and increase economic ties with members of this alliance. Is there anything else you would like me to answer?

Bei Ruiyan raised an eyebrow at the Norwegian objection and allowed Ivanov to finish speaking; he then signed the papers in front of him and stood.

"Acting with the full authority of the Politburo and Premier Kristan Zhao, I am proud to commit the United Eastasian Republic to this alliance. It marks an important step in international relations, and we promise to meet our obligations as stated earlier. Mr. President, may this be the beginning of a prosperous future for all those who are forward-thinking enough to join the Voronej Cooperation Organization."

If you want reassurance then purhapse we can sign a non-aggression pact, of course we can't guarantee non-aggression incase you attack one of the members of this alliance. Even so, a non-aggression pact would be a step towards better diplomatic relations between our nations. "Sir, the Patriarch would be willing to sign this treaty with these nations as allies. We would like to ask that any new members to this alliance after our signature be reviewed by the all existing members of the alliance before being allowed to join. We are making compromises here, not just economically but morally. Our Patriarch is very hesitant to sign an alliance if it would make Bjornoya an ally to any barbaric, uncivilized nation; nations that have no regard for human life or dignity, nations that do not allow for individuals, for children to grow within their society, nations that still practice slavery! Should the alliance incorporate a nation that does not meet the approval of our Patriarch, please understand we will back out of this alliance. The dirty bombs were necisary. His troops have better training and equipment than mine, and I had suffered three times the casualties Kreynoria did.

I am afraid that we must also vote against Sparta as being a member of this alliance. We share similar concerns with UER. Since Luxembourg refused to vote by a 2/3 majority vote Sparta Dominion is officially rejected from participation in the Voronej Cooperation Organization. I believe this meeting can be concluded since all people present here already either joined or didn't join. We need to schedule another meeting that will discuss the policies of this alliance.

Ever since the disastrous war between ourselves and Squornshelous, and ever before then, relations were weak with the wider world. The new democratic government of the URES sees that the key to a peaceful world is through diplomatic relations and understanding. It has been seen fit, therefore, to participate in these discussions and create a stronger alliance with our largest neighbour to the west.

Therefore, the Cabinet has decided to join the new Voronej Cooperation Organisation and offer an embassy trade. Hopefully this small step will create a return to normality to the Republics that people has not seen for some time.
