[Earth II] The Industrialization of Central Asia

For over six years, since the annexation of the Central Asian territories of Kazakhstan, Uzbekistan, Turkmenistan and Kyrkyzstan, respectively, the Handelhaus which is responsible for all domestic and foreign commerce, had been brainstorming on how to create a safe, fast, cheap, and reliable passage from Central Asia to Europe from which to transport oil to be turned into various fuels, both civilian and military.

Lately here in the Reich, the monetary goods received from oil exports to nations such as Layarteb, Cotland, Hirgizstan, Soviet Bloc, Nikolaos the Great, as well as others, were barely paying off the cost to transport the oil from Central Asia to Europe and then to those foreign nations.

However, a new plan was conceived today by Dr. Hermann von Haagen, of the Handelhaus, located in Klagenfurt, Austria. The plan - if it would succeed in the long run - would hinge on three Western Russian Oblasts owned by the nation of Celtayoshi. The concept, which was painfully simple and overlooked because of its simplicity, would rely on one or two of the following conditions:

1. Celtayoshi would have to allow the government of Germany-Austria to construct a massive Reichsbahn Transportation Network through those three Oblasts, which would connect the German-Austrian territory of Ukraine to Kazakhstan, allowing the transportation of fossil fuels to be moved from Central Asia to Europe at a much lower expense, at a greater speed, and at a higher rate of production.

2. Celtayoshi would allow the purchase of those three aforemention Oblasts by the Reich, which would allow for unlimited development and expansion of the hopefully future project.

Dr. Hermann von Haagen is a proponent for the second option, as Celtayoshi would reap many benefits from allowing Germania to operate fully in the region without restriction. Such benefits, he cited, would be the massive job opportunities which the Reich would give 75% of to the population of Celtayoshi in that region. Further benefits include a possibly stable and permanent oil trade between the two nations, as well as a 25% discount on all oil exported from German-Austrian territories in Central Asia to territories in Celtayoshi.

The doctor added that if this gigantic project were to take place, there would be an economic and industrial boom in the Central Asian territories of Germania, an economic boom to the Russian Oblasts controlled by Celtayoshi, and an economic boom to the trading partners of the Reich.

Dr. Hermann von Haagen noted specifically that the economic boom that would hypothetically occur in the Celtayoshian Oblasts would be due to the fact that positions of labor in Reichsbahn stations, loading docks, train operators, security positions, inspectors, mechanics, and other such valuable jobs would not only bring an increase of commerce, but an increase in a sparsely-populated area.

"Industrial, population, and commercial development", he said, "is the key to the infrastructure of any nation's economic backbone, especially in the sense of forward mobilization and security."

Reichskanzler Heydrich Kübler praised von Haagen's work as "...quite possibly the most creative and ingenious method to furthering the development of not only the Reich, but of the World itself." Continuing his speech which was given at the Handelhaus, the Reichskanzler encouraged the nations which would be involved to, "...support this industrial and economic action developed by the prestigious Dr. Hermann von Haagen, as it will not only benefit our immediate allies, but the comrade-states of our friends."

Should the development of this Transportation Network, dubbed the Reichsbahn Europäisch-Asiatischtransportnetz, or simply the REAtN, there would be a technological, population, economic, industrial, and production boom in the Central-Asian territories which would lift the region into part of the modern world.

Critics are praising the plan as a brilliant step by Germania to better the world political climate by increasing the well-being of all nations and territories involved.

Dr. Hermann von Haagen further elaborated by saying, "This project is not just for the betterment of Germania, but for the betterment of the World through increased technology and commerce."

Visara Co. CEO Wilhelm Kaufmann heard the announcement from the Reich, and was a bit wary of entering negotiations. If this plan worked, the dependency for Bjornoyan oil from his offshore platforms would be weakened. But in the end, if the project was to be done his corporation would not benefit at all if they just sat and did nothing. A good business man was willing to jump at any oppurtunity, with the knowledge that he might be able to change the essence of the oppurtunity once it was in hand.

Wilhelm decided to go with what he knew his company could do. The amazing quality of Bjornoya's transportation system, even amongst its harsh climate was a technological breakthrough of sorts. The eastern regions from which this line would be built having were susceptable to average temperatures as low as -11 degrees centigrade during winter. This was nothing compared to what the Bjornoyans went through. "Perhaps," thought Wilhelm, "we are overqualified for this. O well, hopefully, our knowledge could be put to use in this project, for a small fee of course."

Visara Corporation would like to assist with the construction of parts of this transportation line should this project come to pass. Specifically we would be interested in implementing neccessary adjustments for sub-zero conditions that may be required for the construction of this massive transportation-line. We have developed concrete additives that maintain the concrete's quality through the various climate changes, and think we could be of use in the construction of tunnels and major stretches of highway that would be burdened by harsh environmental conditions.

OOC: North Germania will reply later tonight, right now my fingers are freezing from standing outside for three/four hours colleting money (made £620) and I have to head off to my mates house. But yes I am interested but not in selling them. Oh, and straight off, those oblasts are full of terrorists that hate my guts (see the thread where my Premier is killed) so that could make it interesting.

Monald Crump studied the article written by Dr. Haagen intently. With the construction of the Pipeline through Bjornoya freshly completed, knowledge gained in this cold weather construction could be shared with the North Germanians. He summoned Bill Tanner and Bob Talbert to his office.


"Gentlemen thank you for meeting with me on such short notice. I will be brief, North Germania is planning on constructing a huge pipeline system from the steps of Central Asia into Northern Europe, the likes of a project never seen before. This construction, when completed, will dwarf our Bjornoyain project. We want our experienced team that developed our cold weather construction secrets to be frontline techinical trouble-shooters for the North Germanians, when and if this project kicks off. If NG will let us, we will send your crews with you that worked on our line to further assist in training the local work force in the construction of this project. So are you two willing to spend three months on the Steps?"

Tanner and Talbert almost responded in unison, "Beats the hell out of Antarctica, when do we leave?"

Crump: "That remains to be seen, I have to contact the North Germanians and work out the details of our involvement. But, I wanted to ask you two about the project before I offered your services."

Tanner: "One other thing, who's paying us?"

Crump: "Ah, ever the optimist. You don't have to worry gentlemen. You decide what your fee should be and it will be paid. The Hawdawg Government will provide you with a check. Oh and remember your income while abroad working on this project will be tax free."

Talbert: "Damn straight, I figure we are both worth $3000/day plus expenses. With our experience, we can save a company that much easy."

Crump: "No problem gentlemen, I will notify you when we need you to go. We are prepared to provide you with a retainer fee of $750/day while we wait to send you two out. Oh, and one other tiny bit of information. The Oblast this project is to start in is rumored to have a terrorist problem. "

Tanner: "Well that's funny. Terrorists haven't ever met a Roughneck crew that's been on the line for two months without Beer or women. Plus our boys are a little rough around the edges, if someone shows up looking for trouble they won't make it off the site."

Crump: "Very well gentlemen, we will be in contact."

We are interested in assisting with the construction of this mammoth project. The Hawdawg Government just finished construction of similiar project in Antarctica and we have a group of individuals that can offer several money saving tips and cold weather construction techniques to your crews, especially when the winter hits. We would like to send Mr. Bill Tanner and Mr. Bob Talbert to assist in this matter. Both these men shared Lead Foreman duties on our Pipeline Construction project and would be very helpful in this endeavor. Each of these gentlemen have a crew of twenty they normally work with and with North Germanian permission we would like to send them along to assist in training the local workers and/or building this line. All these oil field workers are on retainer with the Hawdawg Government and we will pay there salaries while they are abroad. We will consider all items in exchange for the use of these men.

Greece would like to support this project and will help fund it. We are willing to put up to 500 billion drachmas into the project. Of course we will oversee where the money is spent to make sure the money really is going toward the project and not to some greedy contractors. And Due to the recent terrorist attacks in the Celtayoshian Oblasts we will be glad to provide additional security.

I also except I few Greek companies to jump in on this opportunity and support this project.

Under the terms of the Environment Act no foreign company may lay an oil pipeline in Celtayoshi, and nor would any want to. The reason for this is the extremly stringent environmental controls placed on the construction of any large scale products, but particularly on the construction of oil and gas pipelines. Regardless, Celtayoshi will be open to discussion for construction of road, rail, and pipeline conections between Asia and Europe.
Unfortunately, recent terrorist actions will mean a high price to pay in terms of securing the transport infrastructure. Currently over 750,000 men are deployed to boost Police in the region, and thats without such a high profile and easily accessable target. Nor does the Celtayoshi government encourage the use of fossil fuels, we recently began the changeover to alternative fuel sources for cars and power plants.

The Sub-Comitee for Energy and Oil Issues in the Stortinget, the Norwegian national assembly was very interested in the Germanian plans of constructing a pipeline through Europe to Asia. The Norwegians had bought oil from Germania for quite some time now, although the imports had dropped a little over the years. Still, the Norwegians had experience in laying pipelines, and they were more than willing to offer the help to the close ally of the nation. Therefore they sent a message to the Germanian embassy in Oslo, which was to be relayed to Doctor von Hagen and Reichskanzler Kübler.

The Norwegian government is very interested in assisting in the construction of the pipeline. Therefore we offer you the following:

Engineers, specialists in constructing pipelines in cold and inhospitable climates and places
Assistanse in creating the parts needed for the pipeline
Technical expertise from pipeline experts from Norsk Hydro and Statoil, two of the largest oil companies in the Northern Hemisphere
Financial backing

We await your answer.

Official Statement from the Elephanti Commerce Department
We would advise those nations who have agreed to this plan to withdraw support while they still can. The Germanians do not want to help your nations with this, only to ensure supply of their oil to their lands in Europe. Elephanti oilfields will not only be able to provide oil for longer, but we can also provide it for lower costs. We are unsure as to why the Greeks wish to support this, as there are already existing oil pipelines between Kurdistan and Turkey. Our many ports export thousands of barrels of cheap oil everyday, and we already trade with many of the nations involved in this project.

We would candidly advise nations to step away from this plan. It will only help the genocidal Germanians further opress the people in their cities, as they will have no reason to fear trade sanctions resulting from their utter disregard of human life.
