Goverment Type: Shadow Government. The leaders of E.L.F. are hidden and unknown, giving their orders through underlings and highly encrypted video transmissions. The local elements of E.L.F. are tight-knit terrorist Cells.

Govermental Divisions:

Division of Local Procurement (Specializes in procuring means in any given locale, be it vehicles, weapons, or other supplies)
Division of Biological Research (Responable for researching new forms of Anthrax and other toxins and biological weapons)
Division of The Speakers (Locates, finds and trains Speaker canidates)
Division of The Unseen House (Builds and maintains hidden training facilities and bases)
Division of The Watch (Procures and produces fake IDs, passports, and citizenship papers)
Division of the Overseers (Responable for monitoring the progress of all the other divisions, as well as keeping track of hidden bases, training facilities, and all E.L.F. Cells globally.)




National Biography: A loosely aligned worldwide network of terror, E.L.F. prizes speed and low-tech ingenuity, as well as unexpected terror tactics. Relying heavily on the dedication of fanatics and chemical weapons, E.L.F. incites crowds of local citizens into armed riots and always has an escape route for its veterans. Without *official* backing of any national government, E.L.F. has become experts in making do with whatever is at hand.

~Explaination Of Classes~


Speaker: Speakers are highly trained silver tongued devils, specializing in speaking to large groups of people and inciting them to riot and lash out against authority figures. Speakers are also responable for finding potentional canidates for E.L.F., be it for Rebels, Speakers, or any of the other classes.

Rebels: The very basic E.L.F. soldier, Rebels are trained in the use of all weapons and are fanatically dedicated to the causes of E.L.F. A select view are trained in procurement, and all know how to build explosives from commonly available materials.

Spies Spies come in two varities. Roaming and Dedicated. Roaming spies are the eqivulent of mobile listening posts, moving from one place to another, intercepting any transmission they come across and relaying any valuable information to their higher-ups.
Dedicated Spies are placed into nations where E.L.F. plans to send Speakers and Rebels, to gather information and other intel. They remain in said nation until E.L.F. no longer wants anything to do with it.

Being an ally simply means that your government knowningly supplies weapons, chemical agents, soldiers, and funds to E.L.F., as well as let them build hidden bases and training facilities on their land and build passports around their nation.
Being a financial backer simply means that your nation secretly sends funds to E.L.F., and may, if they want, openly condem the operations of E.L.F. This way, they can support E.L.F. without being targeted by other nations.
