Lord Antor Sampetra was a highly meticulous man. For him, everything had its own place and should be nowhere else. He applied that policy to everything from his room to the Bandurian military, which he ran. Now, he was going to test it somewhere new: a foreign land, no less.
He looked over the reports from his subordinates as he sat at the desk. Yes—this year another four hundred thousand Legionnaires had finished their ten years of training, and due to Banduria's lack of any major wars since the last group entered the Legions, the number of troops in the Imperial army was increasing by almost that much. But their duty was not to be in the Imperial Army, but in the Imperial Guard.
The Imperium had managed to succeed in seizing colonial lands, holdings somewhat south and across an ocean from the Imperium, but holdings nonetheless. Along with the troops, a new fleet built by SeaCorp Industries' sector of Conquest, the military manufacturing company, and sold to the Imperium was to defend the shores of this new colony. Three more carriers, for a total of 27 in the Imperial navy, bearing their full complement of naval aircraft, were to join the fleet, along with ten full squadrons of modified IF-24 'Wyvern' air superiority/strike fighters and five of IB-71 'Skyfire' bombers—a total of 180 aircraft.
This moderately large force was termed the Dornuvan Guard, after the name of the colony itself. In size it was to be less than a quarter of the Imperial Army alone, and less than half the size of the Imperial Guard, which it was part of. But it was still a significant addition. More than one million reservists had also been conscripted to defend this colony.
Lord Sampetra grimaced. For the fleet (escorting the first wave of 'colonists') to reach Bandurian territory, it would have to pass through waters claimed by The Macabees, Novikov, and Xirnium. He had to find out if any of those nations were hostile to the Imperium. Xirnium, he already knew, was allied to Kahanistan, a sworn enemy of the Imperium, but he was unconcerned with a small and comparatively insignificant nation like that one. The other two, however, were more worrisome.
He decided to let the commander of the fleet radio the message out, and sent him instructions accordingly. Lord Antor Sampetra had more important things to attend to.

General Adrian Saltz of the newly created 28th Legion had nothing but contempt for recruits. And he looked upon the troops he had been put in command of as recruits. Bellowing orders as they scrambled onto ships, loading their equipment, he shook his head. He thought of the more experienced Legions, how they always marched in perfect order, and sighed.
Saltz was, unfortunately for the troops, the commander of the whole fleet, and thus the whole of the Dornuvan Guard. They had a temporary respite from constant orders and reprimands when the message from Lord Sampetra came in. Saltz grimaced, swore under his breath, and sent out the transmission.

An Imperial fleet escorting civillian vessels requests permission to enter claimed waters, which may require passing through waters claimed by your nations.

After sending the message, Saltz returned to the docks, broadcasting a message to all of the frantic workers, noncoms, and troops.
"I want this fleet ready to sail with all supplies loaded by tomorrow, you hear that? Tomorrow. The civilians were ready a week ago. We're only waiting for you."
The work continued, hurried, while troops seized their weapons and equipment and began entering their transports or combat ships, whichever they had been assigned to. The 27th through 30th Legions were preparing to reach their assignation... a new land. A new life. And perhaps even more than that.
