Natural Disaster (Flooding)

Assatru
10-11-2005, 19:52
OOC: There is a flood going on in the border areas of Assatru. If Albertiana and Anzyria want to post having this effect their countries go ahead. If anyone wants to offer aid go ahead as well.

IC:

The young farmer who was a socialist true and true felt his legs getting wet as he walked into the grain silo. He noticed a crack in the side of the silo and water moving into the silo rapidly, it had already risen to his ankles. The nearest river was about a mile away near the border of Assatru and Albertiana and Anzyria. Rain had been continuous for the past week and the water may have burst its banks. The farmer just knew to get out of the silo and get back to his farmhouse.

NEWSREPORT

A young female reporter reports from a small village with water filling the streets, knee high.

... The Sucum river has overspilled its banks near the Assatru, Albertiana, Anzyria border with constant rain falling for the past week. Water is knee high in this village but there are reports that it is worst near two border villages. About 100 Police officers and about another 50 soldiers are doing rescue operation near the affected areas.

The President of Assatru, Jerimov Krushve, is in another country negotiating, so the department of Defence has issued an order requesting for aid from the outside world.

There is no reported damage in Albertiana or Anzyria but we do not know if they water has cut off communications or if they have no damage. So far there has been no response from the international community or from the Socialist State Union.

King Elias paced the floor in his office awaiting the latest reports from the flooding near the border of Assatru. A moment later, Prime Minister Tony Morales walked in.

"Your majesty," Tony said. "There is extensive flash flooding in many of the villages near the Assatruan border. We have reports of buildings being washed away by rushing water, and we're not sure of a death toll just yet."

The King sighed. "Mr. Prime Minister, I'm declaring the affected regions Federal Disaster Areas. I would like you and your colleagues in Parliament to pass a resolution sending aid as soon as possible."

"Yes, your majesty."

NEWSREPORT

... Flooding has effected the state of Victoria near the Albertiana-Assatru-Anzyria border. At least one major town and several villages are reporting serious to moderate flooding. There has now been the deployment of 150 Police Officers and 75 soldiers, but that is from local officials, nothing from the government so far. At least the federal government that is.

So far, there have been 35 people rescued but there are reports that one person has been killed and that up too ten others are missing. There is also unconfirmed reports that there is alot of devestation on the Albertiana side of the border, with unconfirmed reports that as many as 300 people are presumed dead. No reports of damage has been confirmed in the nation of Anzyria.

This is reporter Kanya Nutori with the latest news.
-------------------

The government was rushing to figure out a plan of action. With the President, Chief of Defence, and the Foreign Minister in Geurdania. There was only the UN diplomat that Assatru had who was pleading for aid from anyone.

If it was confirmed that there was 300 dead in Albertiana, if aid did not get to the effected areas, than unrest could follow. There hadn't been flooding of this magnitude in several years, back in the days when Assatru was just a province of a greedy nation. Now, on their own, everything seemed a bit busy.

OOC: I have added about the 300 dead. I am sure it is not true, but in every disaster, in RL or otherwise, the newsmen plan for the worst.

"It is presumed that about 300 are dead and several others missing in the recent flooding that has occurred at the border. His Majesty has declared this and other areas affected Federal Disaster Areas. Meanwhile, Prime Minister Tony Morales has introduced a bill in Parliament which would send unlimited aid to the areas affected by the flooding until rebuilt. You're watching ANC."

President of the United Socialist States of Assatru had heard from Vanderhaus about the destruction that had taken place in the state of Victoria and the Dominion of Albertiana. He quickly ordered the mobilization of 1,000 soldiers total to assist with local officials with the damage and reconstruction. With 1,000 soldiers in total now mobilized that was 1/10 of the armed forces, reserved or active in the Assatru National army.

Assistance would also be provided for at least the next little while as the search for survivors would wind down.

Krushve shook his head sadly. He would offer any aid needed to the nations of Anzyria and Albertiana if it was so necessary. How could over 300 people be killed, hopefully, it wasn't true.

NEWSREPORT

This is Kanya Nutori reporting about the government assistance for the state of Victoria. Rain keeps falling tonight as 1,000 soldiers, 1/10 the army strength, the Assatru National Army containing 10,000 men, have been mobilized to help in rescue efforts. Flooding continues as more people have been rescued. A mud slide has been reported, causing damage to a small desolute village no known word of casualities.

However, it is being reported that at least 3 people can be confirmed killed in the Assatru side of the flooding. Another 40 people are missing tonight, but it appears that 150 people have been rescued so far. However, the devestation on the Albertiana side of the border is much worse, and there is still no word from Anzyria.

No one has come forward with any offers of aid.

Prime Minister Tony Morales addresses the House of Commons.

"My fellow representatives, the recent disaster which has occurred is a national tragedy. Our best option is to send unlimited aid to the area which will be ended once the region has recovered. However, while we can rebuild, there are some losses which we cannot recover from. Or deepest condolences go to the loved ones of the victims of this terrible tragedy."

The soldiers pulled at some tree limbs that had fallen down onto the collapsed house which was now mud. The night air was extremely chilly, and the hope for survivors was now fading. In total, 200 people had now been rescued from 4 towns and 6 villages. Most of the soldiers now were headed to the mudslide near an isolated village, but some continued to work on hoping for survivors.

Cpl Rodriquez and several other soldiers crossed across on a wooden bridge into Albertiana, even though they did not know it at the time. From there they continued deeper into the territory until they heard crying near the river bank. Upon arrival, they found a young two year old child and a young woman, both alive clinging to some rocks on the shore. Cpl Rodriquez taking his army tunic off, wrapped it around the young child and lifted it onto his shoulder and carried it back across the bridge, followed by the other soldiers and the woman from Albertiana even though they did not know that. Climbing onto a waiting jeep, they sped off to the nearest hospital, glad to find someone alive.

NEWSREPORT

Tanya Nutori reporting ...

So far rescue operations continue in Assatru as it is now confirmed that 6 people have been killed in the fatal flooding and nearly 300 have been rescued. The State of Victoria is in full State Emergency as the hope for survivors begins to wain. It is unknown what kind of destruction awaits Anzyria and there are no new reports from Albertiana. So far, 6 people can be confirmed killed in Assatru and it has been reported earlier that 300 people were dead in Albertiana even though that hasn't been comfirmed.

A very frazzled Anzyrian Representative Keizec, Vice Representative Dziodzi, and the entire administrative staff of the public defense department gathered to hold an impromptu meeting in response to the flood. The room was cramped and damp--each person's shoes and slacks were soaked through on the bottom by the half-inch layer of water that covered the floor of the government building (and, it seemed, the entire western half of the nation). Emsal Dziodzi was reading aloud a current account of damages.

"500 missing at least, estimated... a very optimistic 150 people dead, and countless others injured. Hospitals on the border are over capacity with people who have nowhere else to go-- many cities and smaller villages near the Sucum river have been completely destroyed due to poor flood planning. Few details are known because the flooding has wreaked such havok with our communications."

And at that, Representative Keizec stood. "Send every officer, aid, volunteer of the public defense, and anyone else is willing an able, to the area and quickly. Food and water must be brought in, temporary housing found, rescue and evacuation efforts to begin immediately..."

A few days earlier:
A small boy, no older than four or five, stared, transfixed, out his living room window. A most curious event was taking place outside--even cooler than the robot shows, he thought. A near-four-foot-tall wave of water was rushing down the small main street of the already soggy neighborhood. The makeshift river spread from the road into each residence but never seemed to be lessened any by that. The boy called his mother over to the window, shouting something about having to take a bath...

King Drake was watching the disaster with his advisor Evo. He shook his head remembering how his own nation had been wiped out by floods forcing him to relocate to a new region. After a few moments, he had enough.

"Evo! Notify Captain Redhawk that he is to deploy the Aiship Comfort immeditaly to the region along with three supplycraft."

"Yes your Highness!"

OCC: The Airship Comfort is modeled after the real-life USNS Comfort. For story purposes, the Airship Comfort is capable of treating 1000 patients at one time. Each supplycraft carries about 25,000 pounds of humanitarian supplies.

Captain James Redhawk stood on the bridge of the Comfort. They had recived the orders to delpoy just a few hours ago. Once the supplycraft are finished loading supplies they would be off.

The Comfort was a beautiful vessel. It was painted all white with red crosses on it's side. The Comfort was the only hospital ship in the fleet and Redhawk was very proud to be in command of such a vessal. His father, a doctor and devout pasifist, freaked out when Redhawk joined the fleet, but this assignment suited his old man just fine.

He glanced to his first officer. "Are all systems go?"

"Rodger SIR! Comfort is ready to leave, the supplycraft report loading operations complete and they are waiting on our call"

Redhawk nodded, "PREPARE TO LAUNCH!"

The Comfort lifted off into the air. Tiny windturbines inside the hull started to kick in providing the ship with power. Soon the task force was airborne and headed for where it was needed most.

Sir Charles Witherton sat at his desk as he listened to the news reports regarding the flooding. He turned off the television and stood up.

"His Majesty called me at six o'clock this morning," he said to his personal secretary. "Assatru and Anzyria have also reported extensive flooding. The Prime Minister is attempting to get a measure through Parliament as we speak regarding aid to the affected regions. He also wants to arrange a meeting with the leaders of those nations in effort to rebuild."

"What are you going to do in the meantime?" his secretary asked.

"Well, I'm not just going to stay here while people are suffering. I'm sending in the Royal Army to calm the situation and rescue anyone who may be in trouble."

"Yes, sir."

"Pilot: Take us out full speed! Make your heading 95 degrees"

The Comfort steered to the left and gained speed heading for the disaster area.

Up top, Aircab crews were prepping thier smaller airships to pick up the wounded. The smaller airships were half airship half helicopter and could haul about ten people to the Comfort.

Medical personell were busy as well prepping for the impending influx of patients. The staff already had plenty of injections ready. The injections were to combat against a number of flood related illnesses. IV's were being primed for patients who were dehydrated.

Help was on the way.

The Fourhearts Flag was unfurled. Spotters were stationed on deck to look for survivors who were in need of rescue as they went deeper in country.

Commo monitered the net to see if any local coordinator was on.

Captain Redhawk ordered scouts to fly ahead of the Comfort.

Five airman stepped out onto the deck with their airsails. The airsails were slightly larger than a surfboard and had a two stroke engine attached to the back. The board was filled with heilium so that it floated in midair. The Airman jumped off deck and into the sky.

In the Foreign Affairs Ministry, Rome...

General Ajay Patel, the commander of the ministry and lieutenant to the President of Rome, was searching news reported by Foreign Countries. He found the news channel to Assatru. The General put down the remote to the T.V. He listened to the news report on the flood on Assatru's border areas. He had a sadness expression his face that innocent people are affected by a flood. The General got up and walked up the the phone. He picked it up and speed-dialed the number to the President's office.

"Hello?" answered the President's secretary.

"Hello. This is General Ajay Patel, Foreign Affairs Ministry. Is the President their?"

"Sir, sir!" The secretary tranfered the call to the President.

"Mr. President, Foreign Affairs Ministry." said the secretary.

"Thank you." answered the President.

"Hello. General. What is the situation?" The President put the phone on specker and put the phone down.

"Their is a flood affecting the border regions of Assatru. Turn to Channel 80."

The President opened the top left desk drawer and grabbed the remote and flipped the channel and began watching the report. The president answered back to the General to inform General Saddam Al-Mohammed, Defense Ministry to inform the Pentagon to send an Airborne Divison, Light Infantry Division, and Marine Expeditionary Brigade. They are to even provide relief supplies. The General understood what the president said and then he re-dialed the number to call the Defense Ministry.

General Ajay began typing an e-mail to Assatru

To: Captain Redhawk

From Andrus Vanderhaus, Assatru Foreign Minister

If you can provide any aid needed or field hospitals, it is welcomed. Not only do we have flooding in Assatru now, but several mud slides have taken place and we fear that the death toll will rise as much as the other two nations in our region.

NEWSREPORT

Tanya Nutori reporting ...

The death toll from the flooding has risen in Assatru as rain still comes down. The death toll is now put at 27 people but it is still far less than the damage done to the other two nations in the region, Albertiana and Anzyria. However there has been a mudslide near a desolute village as Police and rescue crews were trying to get there. A bus has been reportedly knocked off the road. No one knows any casualties yet but will tell you when we get later news.

Jerimov Krushve stated in a written statement;

To the nations that are offering aid to the effected regions of Albertiana, Anzyria and Assatru, I thank you from the bottom of my heart. To the nations of Albertiana, and Anzyria, I offer soldiers and medical personnel to help search for missing people within your borders and will provide treatment for them as necessary. The Assatru National Army fanned out to look for survivors. With aid slowly arriving from the outside world, no one knew how they could help the survivors without federal and international aid. So far, in Assatru alone, 1,000 people had been rescued by various rescue crews, Assatru or not. Another 41 people had been confirmed killed from the flooding but luckily no one was reportedly missing anymore. Did not mean no more bodies would be found, but everyone so far that was suppose to have checked in had.

Thank you very much for any aid you are offering. The nation of Assatru would open up any airfields, or ports needs to ferry in personnel needed or supplies. (OOC: Ahh, I missed so much! Sorry, it's been a crazy busy weekend)

Injured and homeless Anzyrians had flocked to the newly available medical resources. Many were relatively unscathed by flooding-- a few bruises, slight dehydration. Some, though, had not been so fortunate. There was one woman who had gotten caught between a parked car and a tree that had been uprooted, and the pressure had broken her back. Family members carried their dead loved ones in their arms, carting behind them the orphaned children of other citizens.

The situation had brightened visibly however in the past few days. Communications were back up. With the aid of other nations, the thousands of volunteers of the Public Defense had ensured no citizens were left behind. The waters had receded quite a bit, and though a few villages were still flooded, the most badly damaged ones had been completely evacuated.

Representative Keizec sat in his office, swamped with paperwork, first ordering telegrams of Anzyria's gratitude to all nations which had so graciously given their resources. Dziodzi sat nearby reviewing the urgent reconstruction efforts that would be needed to restore the many waterlogged villages and cities. It called for the creation of a dam on easternmost portion of the Sucum to prevent this disaster from occuring again.

Keizec looked over the current damage report before broadcasting it nationally. Out of the 3 million residents of west Anzyria, 629 people were confirmed dead and another 4000 injured. Most of the settlements in that area of the nation would need to be rebuilt. Looking on the bright side, Keizec thought, at least the reconstruction would create new jobs... And besides, west Anzyria had always needed to be fixed up a bit.

The Representative sighed--it would be a long road ahead.

In Assatru, foreign doctors and equipment was helping the civilians while Assatru soldiers and construction workers began to clear away the most destroyed homes, several buildings were already under construction because the rain had stopped for the past few days. The flooding in Assatru had left 42 people dead, and nearly 1,000 people across three nations. It was horribly.

In a small village, a small violent protest was ongoing. Several dozen civilians complaining that they had received no aid were now throwing rocks and debris at Assatru police officers. Who in return fired into the air scaring of a few but left about three dozen protestors.

In a request the Police Chief of Assatru, Victoria state said;

To Foreign nations;

I would like to request to the nations that have troops in Assatru. A small protest of about three dozen people are rioting. There is about 40 police officers fighting them in the streets. If any units are nearby could you please assist using non-lethal force. The protestors are scared and hungry and should be scared off by a large army presense. After a few mid-air refuelings by KC-10A Extenders, they reached the military base. The planes radioed the Control tower if they are allowed to land. After a few minutes of the conversation, the planes began to land 1 by 1. Groud crews began arriving in vehicles from ambulances to firetrucks to the airfield. After all the planes landed, the planes were taxied out to the airfield and made way to open the rear ramps to allow all the soldiers on board to get out and take a break before they take off again.
